2009 witnessed huge changes in the UAE’s real estate market. Continuing a downward spiral from Q4 2008, residential, commercial, industrial and hospitality real estate segments all collapsed in line with the global credit crisis and the UAE witnessed property values dwindle in some areas, such as Palm Jumeirah, by up to 50%. Off the back of a decline in property values, rental prices fell sharply, opening up yield decreases for landlords and great opportunities for tenants. Completed units survived, off-plan units struggled and continue to do so. New office towers stood empty and opportunity costs of newly-complete buildings stood high.
Property owners wished to sell, many of whom were experiencing negative equity on their units whereby owners owed more to banks than the sales prices they were being offered for their units. The glory years of UAE real estate investment had ended.
As the market moved into Q2 of 2009, residential leasing became the most active sector – tenants across the UAE moved home into larger units or more desirable areas as prices became relatively cheaper. Areas of demand witnessed stability; completed projects in Dubai’s established areas evened out and prices settled and even rose in a handful of cases.
By year end, all property owners had accepted a crash had occurred. General improvement and a shift to global standards across the real estate industry took place; residential tenants no longer had to pay for annual leases in one cheque, commercial tenants were given far more flexible options. The market developed some much needed regulation and now stands more mature, closer to more developed, international markets, despite a last minute Dubai debt announcement in Q4 of 2009.
Now that 2010 has arrived, can we
expect a refreshing and sustainable trend to the UAE market? Will the sparkling inauguration of Burj Khalifa set a positive sentiment to 2010?
Following last year’s change, it seems that stability will increase and extend beyond the residential and commercial areas of demand. Developments that survived 2009 successfully may see some slow price increases and sustained positive growth; newly completed projects and communities will develop and establish. 2010 will illustrate stability and set a standard for a growth period in 2011. Given that the market has bottomed out and settled in completed zones, 2010 presents buyers with the optimum chance to purchase homes and offices as end-users or long-term investors; annual capital gains will be steady, but expected in single digit growth, as seen in comparative global markets. Real estate investment will be seen as a lower risk, long term benefit.

Didn’t they have a little launch party at Burj Khalifa recently?Indeed they did – an internationally-screened, fireworks-heavy extravaganza which attracted tens of thousands of visitors. Lights, lasers and pyrotechnics danced out along the length of the tower, blazing up the night sky. And the first residents are set to move in next month.
And it’s the tallest tower in the world?Indeed it is, at 2,717 foot – that’s 828 metres – in height. It’s aso got the biggest number of stories in the world, the elevator with the longest travel distance and the highest outdoor observation deck in the world.
So, how do I get inside?You can take a trip up in the elevator to the 124th floor viewing deck, from which you can see the earth curving away and the city laid out like a blanket beneath you. Do not forget your head for heights.
And how about getting a more permanent presence in the place?The Burj Khalifa contains a huge amount of office space, plus 900 apartments (ranging from studios to four-bed pads) with eye-popping views and – for discerning label-lovers – the 144 ultra-luxurious Armani Residences.
What are the facilities like?First class – residents will have use of a library, cigar club, gourmet market, four storey fitness and recreation centre and a fine dining restaurant, ‘At.mosphere’, on level 122.
And what about offices?There are two areas on offer at Burj Khalifa – the 37 floors of Corporate Suites and The Offices, all kitted out with exceptional technology including 10GB/s optical fiber links. The entry to the Corporate Suites is through an extraordinary ‘Sky Lobby’, located on the 123rd floor.

Has the real estate market in the UAE bottomed out or can we expect to see
any further downward movement in prices?
LIZ O’CONNOR As far as we believe, the residential market has bottomed out and started to stabilise in the UAE, particularly with completed property and established areas, within Dubai.
Naturally, there are many areas of development where units are yet to be handed over, or projects far away from completion which were sold at a high price per sq. ft. that may see a downward turn in value, but in established and newer communities, property prices have weathered the recent recession and are set to sustain a stable state, before demand rises along with increases in property values.
With this in mind, now could be considered the best time to buy a home – getting an attractive price – but buying with a medium-long term investment plan. 2009 showed us that the days of speculative investment in the UAE are over, and that the market has matured to be dominated by end-users and long term investors. This means that the property market in the UAE will become similar to those found in established, international zones – you own a unit for longer
periods of time, the capital appreciation is slower but more robust, the risks are lower and long term returns are still handsome.
Now Burj Khalifa is open, will Downtown Burj Dubai become more
popular as a place to live? LAURA ADAMS Downtown Burj Dubai is already one of the city’s definitive destinations for residents to live, work, shop and spend leisure time. The fact that Burj Khalifa is now open will offer more buzz to the development’s epicentre. We expect to see an increasing number of visitors to the $20bn Downtown Burj Dubai development through 2010 as Dubai Mall becomes more established, and more F&B outlets open throughout the community. With this, we will see a natural increase in demand for both sales and leasing requirements in the district. With Burj Khalifa now open, the idea of buying or renting a home in a community that hosts the world’s tallest tower is a huge USP, and the world-class leisure facilities offered within the community will continue to drive demand in what we feel will become one of the most successful and impressive developments the UAE has seen.

MOTOR CITY
Where are you from and what brought you to Dubai?I’m from Iran and my husband is from Pakistan. It was his business, Acorn Movers (www.acornmovers.com / 04 323 6920), that was the reason for my move to Dubai. We’re in shipping and forwarding – the supply chain – and were established in London in 1992. I was managing the London branch of the company and, despite the downturn, we were becoming so busy in the Middle East that we decided to open our own warehouse here. Due to rapid growth
it became necessary for me to move to Dubai in September. Prior to moving here, I had been travelling to Dubai since 1995 and I’d pretty much seen the entire city. I love it – it’s only two hours from my home in Iran and I love Dubai’s weather and the fact that everyone’s so friendly.
What led you to choose Motor City?It was between here and Arabian Ranches. Motor City won for two main reasons: the villas are very spacious, and also my husband is hugely passionate about motorbikes, and
he gets down to the Autodrome every time there’s racing on there – my five-year-old son is also following in his footsteps!
How about you, have you tried your hand at any go-karting yet?Oh no, I’m not into these things, I just watch them enjoying it! My husband used to ride a racing bike but when the kids were born I actually stopped him because it’s not safe. He’s still got his gear stored in the warehouse though and I think he might buy himself a bike soon as he’s so into it.

What facilities does Motor City have?There are some great recreational options: as well as the Autodrome, there’s an equestrian club behind us which my daughter absolutely loves. We also have the largest Spinneys in Dubai – I seem to be in there almost every day! Motor City will have the city’s longest street promenade once the development is complete – I think some of the salons and restaurants are set to open very soon.
What needs to be added to Motor City?Basically it’s an up-and-coming area so not everything has opened yet, and the economic downturn has slowed things down a little. When we moved in we were also without telephone, internet and TV for two months but those issues have been resolved by DU, and people who move into the area now will be connected almost immediately when they move in.
How’s the traffic?I hardly notice any traffic. My children are at Repton School and we can get there in 15 or 20 minutes. There are excellent road links to most places actually – we particularly enjoy going to Global Village, and it’s just five minutes away!
What sort of people would Motor City suit?There are lots of families here and a real
sense of community. My kids love cycling and, coming from London, I’m quite apprehensive about letting them out, but it’s so safe here. They’re always off cycling, swimming and playing with their friends and I don’t have to worry, I feel that the entire neighbourhood is safe. What’s more, socialising has never been easier – every day we are invited somewhere; families really come together here and there are constant birthday parties.
What are the swimming pools like?There are several pools where we live – and one is directly opposite our villa. The kids spend a lot of time in the pool and it’s lovely, with loads of sun loungers and palm trees. There are also lifeguards everywhere in this community – I see them every two minutes!
Tell us a bit about your villa.The sitting room and dining room are really big and we have a beautiful garden (plus a gardener who works very hard!). My kids love how spacious their bedrooms are – in fact my seven-year-old daughter is obsessed with fashion and she has so many clothes and shoes but luckily her wardrobe runs the length
of her room so there’s plenty of storage! I am very happy here.
How is the finishing?Really excellent. With the two days of solid rain we had in December, most of Dubai was surrounded by huge puddles, but we didn’t have any problems with drainage, flooding or leaks – no problems at all.
Have you decorated your home yourself?Yes, and it looks almost exactly the same as the house I lived in back in London. MEYDAN DISTRICTThe Meydan district includes the renowned Nad Al Sheba, best known for its racecourse and as the venue of the Dubai World Cup. The Meydan District is also home to Meydan City, which when completed will be a mixed use area with a long stretch of water-front with berths and yachts. The Meydan Dis-trict also encompasses Al Quoz industrial zone.
PALM DEIRA DISTRICTThis district is focused exclusively on The Palm Deira, the largest of the three Palm Islands, set to be finished by 2015, and equipped with over
40 separate ‘fronds’, all stocked with homes, malls and marinas.
PALM JUMEIRAH DISTRICTThe Palm Jumeirah, currently the world’s largest man-made island, is surrounded by a vast breakwater barrier, and kitted out with an artificial reef. Just nearby is The World, 300 island clusters in the shape of the world, and divided into four categories - private homes, estate homes, dream resorts, and community islands.
WATERFRONT DISTRICTThe Waterfront District features Dubai Water-
front and The Palm Jebel Ali. A conglomeration of canals and artificial islands, Dubai Water-front is shaped in an arc and will produce a shelter around the Palm. The Palm itself is set to be ringed by luxury homes on stilts alongside six high-tech marinas.
JEBEL ALI DISTRICTThe Downtown project is set to be one of the few truly pedestrian-centric areas of town, with its own low-emission public transport system, plus entertainment, residen-tial and business zones.
JUMEIRAH DISTRICTThis coastal residential area is one of the more
expensive and exclusive areas in Dubai and is filled with quiet roads of attractive old villas. This district includes areas such as Al Wasl, Badaa, Manara, Safa, Satwa, and Umm Suqeim.
DUBAILAND DISTRICTThis district is huge. Its principal claim to fame is that it’s home to Dubai-land, 3 billion square feet of theme parks, shopping malls and hotels. It also includes City of Arabia, all 20 million square feet of it, which is set to be the main residential and retail centre at the heart of Dubailand. Then there’s Bawadi, a 100 billion dollar project hosting 31 theme-based

And nearby is Falcon City of Wonders, a falcon-shaped city containing life-size replicas of the Seven Wonders of the World, housing chic apartments and villas.Also here is Dubai Motor City, home to Dubai Autodrome. Then there are some top residential developments including the equestrian-themed desert community Arabian Ranches, the lush and tranquil Green Community and Jumei-rah Golf Estates, built around four themed golf courses. Dubai Sports City, meanwhile, is set to be home to residential properties and cricket and tennis academies.
LAGOONS DISTRICTThis district comprises the seven artificially-created islands of the Lagoons and Dubai Fes-tival City, a residential, business and entertain-ment development.
INTERNATIONAL CITY DISTRICTThe multi-country-themed International City features 10 architectural styles and is made up of 6 main ar-eas: The Central District, Dubai Design Centre, The Dragon Mart, The Residential District, Lakes District, and the Forbidden City. DOWNTOWN DISTRICTBusiness Bay is the regional business capital, a ‘city’ for international trade which is expected to have more than 230 commercial and residential towers when completed. Also in the district is Dubai International Financial

While commercial leasing rates have fallen everywhere in Dubai, some locations have been significantly harder hit than others. From peak levels, several communities have fallen in rental prices by 55-65%. Among these victims, International City has fallen over 50% (current prices are around AED 40 psf), Deira and Garhoud have fallen 55% (priced now at AED 80-90 psf) and Dubai Silicon Oasis has fallen 65% (now around AED 60 psf).
Those areas which have been most resilient to the declines are Trade Centre, Jumeirah, and Mirdif, having fallen by only 15-20% from their peaks in 2008. Trade Centre is currently priced at AED 180-210 psf, Jumeirah between AED 160-200 psf, and Mirdif between AED 180-210 psf.
Trends in mid-Q3 showed rates stabilizing, with very small declines in the range of 1-2% per month in many commercial leasing areas in Dubai.

ROSIE RIZVI 1 I bought this chandelier from Dragonmart. My friends were like, ‘Dragonmart? I can never find anything in there!’ But it shows that if you look hard enough, you can find lovely things.2 The Egyptian goddess sculpture on the table is from a bazaar close to the Egyptian pyramids which we visited when we were on holiday.3 This is a Persian rug from Iran; it’s half silk and I think it’s beautiful – but then I would, seeing as that’s where I come from! 4 The bottom dish on the table is from Morocco, the shell dish on top of it is from John Lewis in the UK (as is the oval table they’re on) and the things on top are dried leaves. I’ve never bought curtains before. How do I measure up and what should I go for?
Using a tape measure, start from the top where the pole is (or will be), and measure as far down as you want the curtains to fall (generally either to the floor or 10-15cm below the sill if you don’t want full-length curtains). When it comes to width, the thinner the fabric, the fuller the curtains ought to be – so if you’re using a light chiffon, you would triple the width; with heavier fabric you could go 1.5 to two times the width. Remember to add 10-15cm on either side so light doesn’t creep through the side of the curtain. I’ve got two small and very active children and I’m
looking to buy a new set of sofas and armchairs. What sort of fabrics and styles would work best for my sort of family?
In my opinion, the best option for you is probably going to be leather. You must look for the ‘protected’ type rather than a natural, untreated version. This is because protected leather is treated so it is easy to clean with a damp cloth (and leather cleaners). This should help erase all evidence of pizza and chocolate from last night! Should you prefer fabric, you must look for the treated variety (e.g. Teflon or Scotchguard). This forms a protective layer on the fabric and minimises penetration of liquid in the fibres thereby making it easy to clean. You may wish to use throws on the most well-used areas of the sofa for protection as
well as for creating a nice design feature. The frame itself must be sturdy to withstand heavy usage. Sharp edges and other potentially dangerous forms of design are obviously best avoided. I want to buy a new DVD player for the family but am
very confused by all the modern options – BluRay, HD etc. Please can you explain what these terms mean and advise what sort of model I should go for?
First, let’s address the definitions: HD Video basically means a video system that has a higher resolution than the standard, old-fashioned definition. The standard resolution is 1280x720 pixels, while full HD
is 1920x1080 pixels. If something is HD-ready, it may still be of standard resolution, but it can receive HD signals (meaning that it can play the movie but it might not be able to display it at full 1920x1080 resolution). If the size of your screen is below 42 inches (measured diagonally), the difference will not be noticeable, but if your screen is 42 inches or more, the pixel difference will be more visible. Blu-ray is the next step up from the standard DVD-playing system – traditional DVD players use a red laser to read and write the data on the disc, while Blu-ray uses a blue laser, hence the name. The shorter wavelength of the blue laser results in greater precision, and Blu-rays can play HD Video (they can also play CDs, DVDs etc).
