Department, Electrical & Mechanical Services Department andEnvironmental Protection Department and other regulatoryauthorities in Hong Kong to ensure that a responsible attitude istaken during both project planning and construction stages.

HSE League Table and Incentives• In 2002, we introduced two innovative schemes in Hong Kong,

Subcontractor Management• The HSE approach proposed by a sub-contractor is assessed

The characteristics of CLP Power's SafetyManagement SystemsCLP Power's SHE Management System did not appear all of a sudden.
Since 1990, the 5-star system has been adopted to manage safety
risks. The system applies to all employees and contractors and focuses
on workforce and shop floor personnel. Around 1995, the system
itself has gradually become part of our workforce's daily responsibility.
This change has given rise to the establishment of an integrated
SHE policy and a comprehensive SHE management system (SHEMS),
where the "Plan, Do, Check, Act" cycle is used to drive the system.
The system comprises motivating elements such as the SHEQ Policy,
legal requirements, objectives and targets. High-risk tasks and
activities are then identified and communicated to all employees
and contractors. Shop floor oriented programs are then developed
to eliminate these risks wherever possible. These also include
frequent emergency drills to ensure an effective crisis and emergency
management system. Finally, regular inspections and audits
performed by both internal and external parties are there to

The concept of Partnering with Contractorsand its benefitsCLP Power fosters partnership with contractors who demonstrateexcellence in SHEQ performance for their services and products. Ithas driven the entire industry towards excellence in safetyperformance at an accelerated rate. CLPP and our contractors respectthe same policy, follow the similar management system practices,work in unison on training programs and procedures, perform thesame monitoring programs and undergo the same managementauditing programs for continuous improvements.
Participation and Cooperation of Employeesand ContractorsApart from management support, contractors and employees'participation in safety programs also brings about a holistic approachtowards the entire management system. For example, contractorsare required to prepare a detail risk assessment according to theirwork nature and include this in their SHE plan for all major projects.In addition, on-site pre-work risk assessments are performed throughU See U Act, Pre-work Risk Assessment (Take 2) and JSA programs.CLPP has also adopted our contractors' high standard in road openingworks, which has increased the safety of both staff and the public.
With inspiring safety results, the success of working with the samestandards has become obvious. Hence these have given managementa belief that partnering is continually driving CLPP and the industrytowards a positive safety culture.
Designing and introducing new program always has its difficultiesduring implementation. When commencing programs for such a largecompany, usually the programs are introduced in phases andmanagement commitment plays a very important role. Thecommitment of management from both CLPP and our contractors isthe real drive towards a successful management system. Eachmanager's persistent willingness in promoting and regularparticipation in the programs have given frontline staffs andcontractors confidence in performing well in the area of SHEQ.
