Il y a un problème à chaque fois qu’il y a un écart entre ce qui se passe réellement et ce qu’un individu ou un groupe voudraient qu’ilse passe

Il ne suffit donc pas de décrire une situation difficile pour définir un problème !

La définition d’un problème comporte une certaine part de subjectivité. Elle doit toujours être encouragée d’un point de vue donné. Une même situation concrète peut être un problème pour les uns et ne pas l’être pour les autres, ou être un problème tout à fait différent. Mieux encore, la solution d’une des parties peut aussi devenir le problème d’une autre.C’est une réalité qu’il convient de prendre en compte.
