On motion by Ms. Cwerner and seconded by Ms. Gray, and approved by all present, the
Board recessed into closed executive session at 4:01p.m.
BE IT RESOLVED that the Bernards Township Board of Education shall meet
in closed session to discuss: personnel and contract negotiations; matters of
litigation; confidential student matters; and further
BE IT RESOLVED that the matters discussed in closed session will be disclosed
to the public as soon as and to the extent that such disclosure can be made
without adversely affecting the public interest or without violation of the
confidentiality of personnel.
On motion by Dr. Dunten seconded by Ms. McKeon and approved by all present, the
Board closed the Executive Session at 6:52p.m.

VI. Statement of Public Notice
This is a regular Meeting of the Board of Education of Bernards Township.
Notice of the time and place of this meeting was provided and copies of that
resolution were forwarded to the official newspapers as designated by the Board
of Education and to the Township Clerk and a copy of the notice was posted on
the bulletin board of the Board of Education Offices in accordance with P.L.
1975 Chapter 231A.
We very much welcome input from the public. There are two times during
regular meetings that the public is invited to speak. One time is early in the
meeting before the Board votes, and you may speak about any item that is listed
on tonight’s agenda. Towards the end of the meeting, there is another public
forum to address any topic whatsoever.
When you approach the microphone, please state your name and address. In
order to run efficient meetings and to allow maximum opportunity for members
of the public to speak, the Board reserves the right to set a time limit for
individual comments and/or public comment portions of the agenda. Please
understand that public comment portions of our agendas are not structured as
question and answer sessions, but rather they are offered as opportunities to share
your thoughts with the Board. Any Board responses to public comment will be
addressed during Board Forum, or during committee reports.
There are times when a member of the public makes a comment or asks a
question about an employee. New Jersey statute does not permit us to discuss
personnel issues in public. Also as a matter of law, a Board of Education may
only vote for or against the hiring of an employee upon the recommendation of
the superintendent. If the superintendent does not recommend a person, that
person’s name is not listed on the agenda and there is no vote on that action.
If it is necessary for the Board to go into executive session at the end of the
meeting, we will provide an estimated length of time for the session and whether
any action is anticipated to be taken upon returning to public session.
VII. Student Recognition
Superintendent Nick Markarian introduced the next segment of the meeting which
acknowledged several academic and extracurricular achievements of district students.
1) Military Awards
The Dwight D. Eisenhower Leadership Award – William Koch

William Koch provided a history of the award, that it is to celebrate a student who excels
in athletics, academics and citizenship.
Mr. Koch then presented the award to Brendan Hennessey Rose and described the
achievements of the Ridge High School Junior noting his involvement in football, rugby,
Relay for Life, Backpacks for Troops and his involvement in the Civil Air Patrol.
USMC Awards – US Marine Sgt. Brandon Whitlock
Megan Chiu Female Athletic Excellence
William Phinney Male Athletic Excellence
Juan Paez Scholastic Excellence
Madeline Wong Semper Fidelis Award for Musical Excellence
United States Marine Corp Sergeant Brandon Whitlock introduced himself and
encouraged students that as they move through life they stick to their goals despite any
obstacles. Sergeant Whitlock then introduced each student and explained their
achievements to the audience and presented them with their award.
2) Ridge High School Boys Fencing – Jason Choy
Rich Shello, the Director of Athletics, thanked the Board of Education for the
opportunity to honor student accomplishments. He then introduced Jason Choy, a 2009
Ridge High School Graduate, and current coach of the Ridge High School Fencing
teams.

Mr. Choy called upon each individual team member and then congratulated them as he
introduced them to the audience as the Varsity State Champions.

Mr. Choy presented his sister, LeeAnn Choy, with an award congratulating her on
winning her second state title and introduced her as the New Jersey Fencer of the Year.
4) Ridge High School Girls Track - Tim Mooney

Rich Shello, the Director of Athletics, noted that the Girls Track Team was unable to
make the meeting on such short notice and noted their recent accomplishment in
Bayville, NJ of winning the State Girls 4x 800 Relay Race and setting a school record.

Administrators introduced the retirees from their buildings. The contributions made by
each staff member and their impact on students as well as plans for the future were
highlighted.
Superintendent Nick Markarian introduced the Cedar Hill Principal, Joseph Mollica, and
noted his 38 year history in the district, contributions and impact on the students and
staff. Mr. Markarian expressed how much Mr. Mollica will be missed and wished him
the best in his retirement.

Mr. McLaughlin requested nominations for the position of President of the Board of
Education.
Ms. Richman nominated Ms. Cwerner.
Ms. McKeon seconded the nomination of Ms. Cwerner.
On motion by Mr. Fry, seconded by Ms. Richman, nominations were closed, and Ms.
Cwerner was elected President of the Board of Education by the following roll call vote:
“Ayes” - Mr. Byrne, Ms. Cwerner, Dr. Dunten, Mr. Fry, Ms. Gray, Ms. McKeon,
Ms. Richman and Ms. Wooldridge

of Education.

XII. Superintendent’s Report
BE IT RESOLVED THAT
1) The Bernards Township Board of Education hereby approves and ratifies the
Memorandum of Agreement entered into by the Board’s Negotiations Committee and
the Negotiations Committee of the Bernards Township Education Association, dated
May 16, 2016, for a successor collective bargaining agreement for the period July 1,
2016 through June 30, 2019, together with the associated salary guides.

11) The Bernards Township Board of Education does hereby approve a complete
Neuropsychological Evaluation for student #300629 from St. Joseph’s Healthcare/ St.
Joseph’s Hospital in the amount not to exceed $2,750.
12) The Bernards Township Board of Education received bids for a waste disposal
contract on Wednesday, June 1, 2016, at 10:00 a.m. The term of the contract shall be
for three years from July 1, 2016 through June 30, 2019, and may be renewed on an
annual basis at the discretion of the Board of Education for a period of up to 2 years.
The Bernards Township Board of Education does hereby award the bid in the
amount of $73,800.00 for waste disposal to Peter Rubinetti Private Disposal as the
sole bidder contingent upon attorney review and execution of a mutually agreeable
contract.

13) The Bernards Township Board of Education authorizes the submission of the
application for the FY2016-2017 No Child Left behind (NCLB) fund for the following
amounts:
Title I - $325,074
Title IIA - $55,914
Title III - $14,516
Title III Immigrant - $13,265
Total - $408,769
14) The Bernards Township Board of Education hereby accepts professional
development services from the William Annin Middle School PTO in the amount of
$3,320. The William Annin PTO provided $1,520 for four staff members to attend the
Schools to Watch Conference and another $1,800 for six staff members to attend the
Rutgers CiSSL Summer institute.
15) The Bernards Township Board of Education does hereby accept a donation from
the William Annin Middle School PTO in the amount of $10,549 to purchase
Chromebooks and $120 to purchase 6th
Grade Math Supplies for a total of $10,669.
16) The Bernards Township Board of Education hereby approves the School
Culture and Climate Initiative Memorandum of Agreement with the United Way of
Northern New Jersey and authorizes the business administrator to sign it.

4) The Bernards Township Board of Education does hereby approve a paid Child
Care Leave for Heather Lambro Special Education Teacher Liberty Corner School
effective October 24, 2016 through December 7, 2016 utilizing 29 personal illness days
then an unpaid New Jersey Family Leave effective December 8, 2016 through January
26, 2017 running concurrently with an unpaid Federal Family Leave effective December
8, 2017 through March 9, 2017 then an unpaid Child Care Leave effective March 10,
2017 through June 30, 2017, returning September 1, 2017.
5) The Bernards Township Board of Education does hereby approve a paid Child
Care Leave for Kara Rabouin Spanish Teacher Ridge High School effective November
1, 2016 through January 11, 2017 utilizing 40 personal illness day then an unpaid New
Jersey Family Leave effective January 12, 2017 through February 17, 2017 running
concurrently with an unpaid Federal Family Leave effective January 12, 2017 through
March 5, 2017, returning March 6, 2017.
6) The Bernards Township Board of Education does hereby approve a paid Child
Care Leave for Ashley Dunker Benefits Secretary District Office effective October 3,
2016 through December 6, 2016 utilizing 33 personal illness days and 10 vacation days
then an unpaid New Jersey Family Leave effective December 7, 2016 through January
25, 2017 running concurrently with an unpaid Federal Family Leave effective December
7, 2016 through February 14, 2017 returning February 15, 2017.
7) The Bernards Township Board of Education does hereby appoint Cheryl
Howarth Assistant Principal William Annin Middle School at a salary of $78,000
effective July 1, 2016 through June 30, 2017.

ADVOCACY
1) WHEREAS, the Bernards Township School District Board of Education passed a
resolution regarding concerns with the PARCC assessment at its June 8, 2015 Board of
Education meeting; and
WHEREAS, the Bernards Township School District Board of Education fully
supports educational policies and practices designed to provide results that promote and
improve student achievement, college readiness, and best teaching practices; and
WHEREAS though we believe in some form of standardized testing, we believe
there is a value in our own district-chosen formative and benchmark assessments that
yield data driven educational decision-making;
WHEREAS, we appreciate the change from two testing windows to one testing
window, the Bernards Township School District Board of Education wishes to express
persisting and additional concerns with the PARCC assessment, including:
organizational stresses, budgetary impacts, technological constraints, relocation of staff
and other resources for administering the PARCC assessment, testing windows that do
not coincide well with the school calendar, PARCC results released by the New Jersey
Department of Education too late in the year, ever-changing methods and instructions
for the implementation of PARCC; and
WHEREAS, the Bernards Township School District Board of Education has
serious concerns regarding the loss of hours of instructional time annually for students in
grades 3 -11 due to the implementation of the PARCC assessment; in particular the
testing of high school students in excess of the national requirement; and
WHEREAS there is inherent inequity in using PARCC assessment results for the
purpose of evaluating teachers from some content areas but not other content areas;
THEREFORE be it resolved that the Bernards Township School District Board
of Education urges the Governor, State Legislature, State Department of Education, and
the State Board of Education to hereby:

(1) Reduce the amount of state standardized testing to the minimum level
required by federal law, grades 3 – 8 and once at the high school level (we
suggest 11th
grade). Create state statute requiring districts to make testing
available to all students pursuant to these federal requirements, however, in the
case of high school students, have no negative consequences for the district or its
students who refuse the grade eleven test if they have met alternative graduation
requirements (see (2) below).
(2) Eliminate any future graduation requirements whereby the state mandated
standardized test is the only way to meet the graduation requirement, rather
continue to provide multiple pathways to a high school diploma that include
alternatives such as other standardized tests like the PSAT, SAT, ACT, etc. and
non-testing indicators such as a portfolio; and
(3) Ensure that state mandated standardized test results are delivered to school
districts during the summer in order for educators to analyze and interpret test
data to improve student achievement and instructional practices; and
(4) Eliminate the use of state mandated standardized test scores in the teacher
evaluation process; and
(5) Provide additional funding to support administering the state mandated
standardized test; and
(6) Continue to allow individual districts maximum flexibility in the timing of
their window to administer the state mandated standardized test
BE IT FURTHER RESOLVED, that a copy of this resolution shall be forwarded
to each member of the Legislative District delegation, the Speaker of the General
Assembly, the President of the State Senate, the Governor of the State of New Jersey,
the Chairs of the Assembly and Senate Education Committees, the New Jersey School
Boards Association, and the Garden State Coalition of Schools (160 W State St.,
Trenton NJ 08608).

Ms. Richman reported from the June 6, 2016 Advocacy Meeting. She thanked the PTO
presidents for their hard work. She also noted that Jodi D’Agostini from Community in
Crisis was present to discuss the challenges within our community with regard to drugs
and asked for PTO involvement with Community in Crisis. Community in Crisis is

trying to coordinate with the schools to have tables at Back-To-School Nights in the
Fall.
Superintendent Nick Markarian went over highlights of Advocacy item #1 as per a board
member’s request.

for the Funding Formula.
