Bengal Chemicals & Pharmaceuticals Ltd (BCPL) is the oldest Pharmaceutical Company in the country .It was

established by Acharya P C Ray in 1901. From humble beginning with one factory in Manicktala (Kolkata) in 1905.

Three more factories were Established – One at Panihaty (North 24 Parganas, West Bengal) in 1920, one at

Mumbai in 1938 and one at Kanpur in 1949 with its registered office at 6 Ganesh Chunder Avenue, Kolkata. The

company expanded and diversified into a multi product conglomerate, having three divisions viz Division –I

(Chemicals ) , Division –II (Drugs &Pharmaceuticals) and Division-III (Cosmetics and Home products).

1. Selection Criteria / Content of Technical Bid: Documentary Evidence to be submitted in technical bid for supporting the following to qualify technically. Technically unsuccessful bidders price bid will not be evaluated. A. Bidder should have similar job experience. Copy with successful completion certificate to be submitted. B. Net Worth should be positive in last 3 financial years, copy of audited P&L account to be submitted for the same. C. Minimum of Rs. 1.00 Crore average turn-over should be there in last three financial year. D. All Statutory documents like, copy of trade license, GST, PAN, PF, ESI to be submitted in technical bid. E. registration of MSME and Startup to be submitted to avail MSME and Startup benefits as per statute. 2. Price / Content of Price Bid: Bidders should quote the total Cost for setting up the plant and offer sufficient training to BCPL stuff for 3months to produce the HDPE bottle and containers. Bidder must quote the price in figure and word in bidders letter head duly signed and stamped and put in the price bid envelop. Price bid envelop should contain only the price bid, no other documents to submit inside the price envelop.

1. Selection Criteria: Only technically qualified bidders price bid will be evaluated and the lowest will be awarded

the contract.

2. EMD: Un-successful bidder’s EMD will be returned within 15days of awarding the contract. Successful bidders submitted total EMD will be converted to security deposit till the time of handing over the plant to BCPL post successful completion of training which will be treated as period of contract, on successful completion of the project the EMD will be returned without any bank interest.

3. Micro and Small Scale industries can avail EMD exemption against submission of Micro / small scale industries registration certificate from appropriate authority.

4. Payment Terms:

1) 10% as Mobilization advance against Bank Gurantee. 2) 60% payment will be released within 30 days of project completion which includes machinery supply,

installation and satisfaction certified by BCPL. 3) Payment will be made on submission of RA Bill after certification of concerned /Authorized officer. 4) 20% within 30 days of commissioning, training, trial production and handing over the site to BCPL. 5) 10% after the warranty period of all machineries supplied.






6) RIGHTS OF BCPL

(i) BCPL reserves the right to accept / reject the offers received without assigning any reasons whatsoever, or may call for any additional information / clarification if so required.

(ii) BCPL reserves the right to limit or delete any item mentioned in this document and extend the last date of submission of this Tender.

(iii) Decision of BCPL will be final.

17. Arbitration: In the case of dispute/difference between two parties- a) Dispute shall be resolved by mutual consultation. b) Unresolved dispute shall be referred to Managing Director, BCPL. MD BCPL is having the sole right to

appoint an Arbitrator and decisions of the Arbitrator will be binding on parties of the dispute.

18. COURT JURISDICTION: This shall be subject to the exclusive jurisdiction of courts at Kolkata, India.

Scope of Job:

The project envisages setting up a unit for the manufacture of HDPE bottles/ containers along

with sufficient training of 3months to BCPL employees.

Contract awarded party to procure, supply and install all types of machineries required for the

project by their own along with Raw Materials required for the production during the training

period of 3months.

Setting up a HDPE Blow unit to manufacture plastic blow moulded containers of sizes from 500

ml to 20 liters capacity.

Setting up of Injection Moulding machines for production of Inner& Out Cap for the blow moulded

containers.

The production is considered on 22 hrs on @ 3 shift basis and the working days in a month

are 25 and that of per annum is 300 at optimum machine capacity.

Land will be provided by BCPL, The Project location of M/s. BCPL, Kolkata which has all the

basic infrastructure facilities and excellent road connectivity. The total land available for this

project is maximum 1 acre and the built-up area to be built by contract awarded bidder is

20,000 sq ft.






The plastic blow moulded containers to be made from HDPE / LDPE / PP as the case may be.
