This coming Monday, October 14, 2013, the Council will convene a full day workshop, beginning at 8:00 a.m. in the Community Room at the Beloit Public Library, 605 Eclipse Blvd. Attached is a copy of the meeting notice, along with an agenda of presentations. The entire workshop will be open to the public. The formal public hearing on the budget document will be held in conjunction with the regular City Council meeting on Monday, October 21, 2013 beginning at 7:00 p.m. in the City Hall Forum, 100 State Street. I-39/90 WIDENING/I-43 INTERCHANGE RECONSTRUCTION The Wisconsin Department of Transportation, working in close consultation with the Federal Highway Administration and with representatives from the City of Beloit, continues to explore different design options for the proposed reconstruction of the I-43 Interchange as part of the I-39/90 widening and modernization project, which will begin in a few years. The conceptual design process has taken somewhat longer than originally anticipated, although the Department of Transportation is being very careful to make sure that all of the options and alternatives they ultimately present for consideration have at least conceptual approval from the Federal Highway Administration. At a meeting held last week, we reviewed four different options for how the interchange could be configured and those are being submitted to the Federal Highway Administration for their preliminary analysis. Hopefully that process will be completed yet this fall so that we can present the long awaited interchange alternatives to the Greater Beloit community, including stakeholders who have businesses or property close to the interchange. I want to assure the community that there will be multiple options presented for review and consideration before the Department of Transportation and the Federal Highway Administration make any final decisions with regard to how to configure this interchange. FALL LEAF COLLECTION Please find the attached press release from the Beloit Fire Department reminding residents that, at no time of the year, is open burning of leaves or other yard waste permitted anywhere within the City of Beloit. At the City Council meeting on Monday, October 21, 2013 the Public Works Department will be reporting to the Community on the City’s Fall Leaf Collection Program. As in prior years, free yard waste collection of leaves and other fall yard waste will be begin on Monday, November 4 and continue through Friday, November 22, 2013. Free collection includes bagged leaves, grass clippings and other garden debris, provided it is properly containerized in either paper or natural bio-degradable bags or clean trash containers. With leaves beginning to fall, the Beloit Fire Department has issued a reminder that burning within the citylimits is prohibited year-round.
In place of burning, the city will offer free curbside collection of yard waste on regular trash days Nov. 4-22.Free collection includes bagged leaves, grass clippings and garden debris in paper yard waste bags, Back ToNature Biodegradable bags or clean trash containers. No litter is allowed in the yard waste and the bags shouldbe placed a few feet away from regular trash on trash day.
Brush and shrubbery can be bundled or tied for curbside pickup, should be no longer than 4 feet long or 4inches in diameter, and must contain a $1.50 tag. Tags for bundles are available for sale at the City HallTreasurer’s Department, Department of Public Works, Grinnell Hall and the Leisure Services Office.
Blowing or raking leaves into the curb and gutter is against city ordinance.

There are a few exceptions to Beloit’s burning prohibition, including allowance for safe use of outdoor grills forpreparation of food, and use of permanent or portable outdoor fireplaces with screens to prevent the escape ofburning embers. Only dry wood logs must be used in the outdoor portable or permanent fireplaces, while onlywood, charcoal, gas or electricity should be used for grilling food. Outdoor cooking is prohibited between 10p.m. and 7 a.m. in residential areas. Fires in outdoor grills should be limited to times when the wind is less than15 mph.
Special burning permits may be requested of the fire chief. For more specific information on outdoor burningcall the Beloit Fire Department at 364-2900.

Curbside Collection begins November 4 - November 22, 2013 on your regular trash day.
Free collection includes ONLY bagged leaves, grass clippings and garden debris. Use only paper yard waste bags, Back to Nature Biodegradable bags
or clean trash containers. Plastic bags of any type CANNOT be used for yard waste.
Set yard waste curbside on your regular trash day during the collection dates. Place yard waste a few feet away from your regular trash.

arena. The cost is $6.00 each or $20.00 for a family of 4, over 4 add $6.00 each. You can
purchase your REC CARD at the City of Beloit Leisure Services Office. Hours are:
Monday through Friday form 8:00 a.m.-4:30 p.m.. Season Passes are also available for
purchase at this time. Please bring your drivers license, State ID, or utility bill.
REC CARDS are good forever and can be renewed at no charge each year as long as you
have the card. It is also good for resident rates at the Krueger Swimming Pool (in season).
