LACNIC Members in Belize
The Challenge ■ Applying for IPv4, IPv6 and ASN Resources from LACNIC
■ Limited Public Knowledge of the LACNIC Community.
■ Need for further development of how LACNIC interacts with its Members with respect to Policy.
■ Very Limited IPv4 Resources left.
■ No visible or enforced rules to restrict the use of resources within LACNIC Region.
■ No rules to restrict a minimum percentage of resources used within country.
■ No visible audit of the use of resources being utilized within LACNIC Community.
■ Ghost companies registered but not operating in country given resources.
■ Existing ISPs given limited IPv4 resources.
■ No recourse to challenge the LACNIC Community when they give companies Resources.
■ Propose changes to LACNIC Policy to address challenges.
■ Use the Policy Forum to help change how new members are vetted.
■ Engage Network Operators, Regulators and Governmental Agencies to support the LACNIC Community efforts.
■ Employ a LACNIC App to help keep members and the wider community informed and engaged.
■ Engage Chamber of Commerce Associations educate and increase awareness of the LACNIC Community and our benefits.
■ Adapt a more rigorous “Know your Member” during and after the application process as in other RIRs.
■ Help Develop Human Capital in Country in English.
■ Provide all training in all three languages LACNIC Supports.
■ Use LACNIC Members to Champion efforts in Country and help verify applications.
■ Encourage more members and entities to take an active part in LACNIC Community Forum and the PDP.
The Opportunity
In Summary Belize, like all small country members of LACNIC is developing and in the context of the ICT sector we find ourselves playing catch up with rules that make it every difficult to develop a vibrant sector. LACNIC Staff have listened to our plea and understand the challenges but are governed by the rules that we as members have created and which govern us. The representation on our various boards and bodies have little or no representation from the Caribbean. After this, my first LACNIC in person, I now understand that although not my forte the only way to make a change is to participate more in policy and encourage the same in other members. At present there seems to be one of two people who make all the proposals and this has to change for our community to change.
