These statistics in total led to the establishment in the early 1960's of the "Bay Area Standards". Further refinement of this index led to the establishment of the "Refinery and Chemical Standards" in the early 1970's and their adoption as the current "BPI Standards" in 1982. These standards were reviewed and revised for errors, anomalies and changes in the reporting practice in 1984, but the fundamental standard rates each commodity remain essentially unchanged. Unless instructed otherwise by division management, all estimates will use the STANDARD UNIT MANHOURS detailed herein. Conversation of estimated standard manhours to site manhours, calculation of direct labor costs, and evaluation of field distributables to reflect site and project condition are not part of these standards. This section contains a part for each major commodity group (letter account) as follows: 1. BPI Standard Manhours 2. BPI Code of Accounts These define the scope chargeable to each major commodity group (letter account). The standard now incorporate an alternate method of estimating standard piping manhours using detailed work operation derived from "page & Nation" publications. These alternate piping standard should only be used where significantly greater precision is required (such as lump sum construction bidding).

ATTACHMENT BSUMMARY OF PROPOSED CHANGES TO BPI MANHOUR STANDARDS JULY 1984GENERAL
References to cost codes for material costs have beendeleted throughout the manhour standards, because they werein conflict with the cost code definitions in the "ProjectCost Control Code of Accounts" procedure 302 issued May1978. These definitions are more up to date and consistentwith current practice.The Project Cost Control Code of Account will be includedin the Estimating Reference in the next issue.
Scaffolding standards have been included for the first time.
EQUIPMENTMinor revisions have been made to small vessels and pumpsup to 600 HP. We are still reviewing potential changes toair coolers and compressors.
INSTRUMENTSDifferent type of flow switches, displacement levelinstruments and differential pressure gauges have been"broken out" from the previous averages. Other changes arevery minor and we have resisted the temptation to changebecause we have had good success with the account.

"Specialty Piping" is defined as:
(a) All aboveground and/or underground piping, except for sewers and drains, made of a material other than carbon steel or alloy, such as cast iron, aluminum, copper,glass, plastic, reinforced fiberglass, concrete.
(b) All aboveground and/or underground piping utilizing carbonsteel with a special liner such as plastic, glass,concrete, or alloy cladding.
(c) Jacketed carbon steel or alloy piping.
(d) All other piping irrespective of its basic material whichshould be isolated because of its abnormally high material cost or unique installation requirements. Examples are LNG piping, catalyst lift piping, special compressor or blower suction and/or discharge piping, water distribution systems utilizing other than coated and wrapped C.S. pipe(material w/L12, labor w/L70).
Control codes L3* to L5* are reserved for "SpecialtyPiping." Assignment of a specific code will be made to suit a particular project's needs. Field Labor codes and Home Office M/R numbers will follow the control code (i.e.: for control code L31, the Field Labor code will beL31, and the Home Office M/R number(s) will be L31*). Itis intended that one control code and labor code will suffice for any category of "special piping: to cover all materials (i.e.: pipe, fabrication, fittings, flanges and valves) and labor costs, but the base code assigned may be expanded if further breakdowns of material or labor costs are deemed necessary.
Labor under each control code will include all costs associated with the installation of all materials, all labor expended in correcting "moan lists" resulting fromP&ID checks, and the repairing of defects detected by testing and inspection operations.
