Singapore Telecommunications Limited (Singapore Telecom), announces that letter telegrams bearing service indication LT and Government letter telegrams bearing service indication LTF will no longer be accepted to Singapore as from 15 August 1997

Netherlands AntillesCommunication of 16.VII.1997:
Antelecom N.V., Curaçao, announces that, with effect from 7 July 1997, all telephone numbers in Curaçao, area code 9, have been changed from six to seven digit numbers (+599 9 XXX XXXX) by adding the digit 4, 5, 7 or 8 in front of the existing number, although some numbers have changed irregularly. The list of the changes is as follows:
Australian Communications Authority (ACA), Melbourne, announces that as part of the implementation of a new telephone numbering plan in Australia, the following telephone numbers will change in August 1997 in the following regions:

On 18 August 1997, all telephone numbers in the areas listed above will change. Access will be provided to both old and new numbers from 18 August 1997 to 9 August 1998. This means that calls will be connected by dialling either the old or the new number during this period. After 9 August 1998, access is only available via the new numbers. The new numbering format is as follows:

BangladeshCommunication of 20.VII.1997:
Bangladesh Telegraph and Telephone Board (BTTB), Dhaka, announces the introduction, on 19 June 1997, of a cellular mobile telephone network for Pacific Bangladesh Telecom Limited (PBTL).
The Ministry of Posts and Telecommunications, Beijing, announces the introduction of a new mobile telephone network access number for China Telecom’s GSM network. The details are as follows:
China Telecom’s GSM network will therefore have two access numbers: 138 and 139.
DenmarkCommunication of 11.VII.1997:
Tele Danmark, Taastrup, announces the introduction of the following number series in the Danish telephone network: +45 222XXXXX, +45 281XXXXX and +45 282XXXXX. The length of an international number is ten digits.
JapanCommunication of 15.VII.1997:
Ministry of Posts and Telecommunications, Tokyo, announces that as from 1 January 1999 the following changes will be introduced in the Japanese national telephone numbering plan:

United KingdomCommunication of 7.VII.1997:
Inmarsat announces that as a result of the approval of Recommendation E.215 at the May 1997 meeting of ITU-T Study Group 2, network operators are reminded that the T-digits “76” which follow the Inmarsat E.164 country code “870” have been assigned to the Inmarsat mini-M system.
This system has been in commercial operation since January 1997 and will necessitate digit analysis of the first five digits of the inmarsat international mobile number for routing and charging purposes.
This analysis requirement complies with the recommended digit analysis provisions detailed in Recommendation E.164.
SwedenCommunication of 21.VII.1997:
Telia AB, Stockholm, announces the introduction in Sweden of a new mobile cellular telephone, effective from 8 August 1997. The new subscriber numbers will be as follows 730 XXXXXX.

Telex Service
RussiaCommunication of 11.VII.1997:
The Administration of the Russian Federation announces that it is planned to establish a second international exchange in the Russian telex network, in St. Petersburg. The telex destination code (TDC), telex network identification codes (TNIC) and subscriber numbers for the Russian telex network will remain unchanged. The St. Petersburg international telex centre will take over the routing of both incoming and outgoing communications for the following countries: Denmark, Finland, Italy (terminal exchange), Norway, Poland, Sweden and the United Kingdom. The international telex centres in those countries will be kept informed as changes in routings are introduced.
The contact point for the international centres of the aforementioned countries on matters relating to the changeover to the international telex centre in St. Petersburg will be the joint-stock company “Rostelecom” (Olga Kirichenko, Tf: +7 095 216 62 46, Fax: +7 095 215 76 22).

The Director of the Telecommunication Standardization Bureau (TSB) hereby draws the attention of Administrations/ROAs and other telecommunication entities or Organizations to the Notes transmitted to him by the ITU Secretary-General and issued by
– the People's Republic of China(Note MPC 097124 of 19 June 1997)
– the United Kingdom of Great Britain and Northern Ireland(Note dated 20 June 1997),
concerning the new situation of Hongkong, which became the Hong Kong Special Administrative Region of the People's Republic of China with effect from 1 July 1997 up until which date, in accordance with the Joint Declaration signed on 19 December 1984 by the two countries, international responsibility for Hongkong vis-à-vis the Instruments of the Union lay with the United Kingdom of Great Britain and Northern Ireland.
The People's Republic of China and the United Kingdom of Great Britain and Northern Ireland having requested the ITU Secretary-General to draw the attention of other ITU Member States to the content of their Notes concerning the continuity of telecommunication activities in Hongkong and application of the relevant international agreements of the Union, the said Notes are reproduced below*.

Your Excellency,I am instructed by the Minister of Foreign Affairs of the People’s Republic of China, with reference
to the continued participation of the Hong Kong Special Administrative Region of the People’s Republic of China in the activities of the International Telecommunication Union (hereinafter referred to as the ITU) as from 1 July 1997, to inform Your Excellency of the following declaration of the Government of the People’s Republic of China:
In accordance with the Joint Declaration of the Government of the People’s Republic of China and the Government of the United Kingdom of Great Britain and Northern Ireland on the Question of Hong Kong signed in Beijing on 19 December 1984, the People’s Republic of China will resume the exercise of sovereignty over Hong Kong with effect from 1 July 1997. Hong Kong as an inalienable part of the territory of the People’s Republic of China will, with effect from that date, become a Special Administrative Region of the People’s Republic of China and enjoy a high degree of autonomy, except in foreign and defence affairs, which are the responsibilities of the Central People’s Republic of China. The People’s Republic of China will assume international responsibility for the Hong Kong Special Administrative Region.
I am also instructed to declare that the People’s Republic of China is a member of the ITU, that its membership shall include the Hong Kong Special Administrative Region and that the Constitution and Convention of the International Telecommunication Union will apply to the Hong Kong Special Administrative Region with effect from 1 July 1997. Accordingly, the Government of the People’s Republic of China declares that, with effect from 1 July 1997, representatives of the Government of the Hong Kong Special Administrative Region may participate as members of the delegation of the Government of the People’s Republic of China in matters relating to the Hong Kong Special Administrative Region and Administrative Conferences of the ITU. Recognized private operating agencies of the Hong Kong Special Administrative Region may participate in meetings of the Telecommunication Standardization Sector, Radiocommunication Sector and Telecommunication Development Sector. The Hong Kong Special Administrative Region may maintain its separate telecommunications authority. The competent telecommunications department of the Chinese Government shall register the frequency used by Hong Kong with the International Telecommunication Union pursuant to the procedures laid down in the International Telecommunication Convention. Commonwealth Affairs to refer to the Constitution and Convention of the International Telecommunication Union done at Geneva on 22 December 1992 (hereinafter referred to as the “Geneva Constitution and Convention”) as amended at Kyoto on 14 October 1994 (hereinafter referred to as the Kyoto Amendments”). The ratifications by the United Kingdom of the Geneva Constitution and Convention and the Kyoto Amendments were extended to Hong Kong on 14 February 1996 and 11 February 1997 respectively.
I am also instructed to state that, having regard to the Joint Declaration of the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the People’s Republic of China on the question of Hong Kong, signed in Beijing on 19 December 1984, the United Kingdom will restore Hong Kong to the People’s Republic of China with effect from 1 July 1997 and that the United Kingdom will continue to have international responsibility for Hong Kong until that date.

Ministry of Posts and Telecommunications, Tokyo, announces that it has implemented the following policy to regulate the position of Call-Back in Japan:
Japanese Policy-Set on Call-Back1. OBJECTIVES OF THE POLICY-SET:
1) The implementation of the relevant decision of the ITU such as the Resolution 29 on the alternative calling procedures of the 2nd World Telecommunication Standardization Conference (WTSC-96) (1996 Geneva).
2) the further promotion of competition and benefits of the consumers of the telecommunications services
2. COMPOSITION OF THE POLICY-SET1) The provision of the methods of Call-Back which seriously degrade the quality and
performance of the PSTN, namely Constant Calling and Answer Suppression has been prohibited. For this purpose, the amendment of the Terms and Conditions of the Type I1) telecommunications carriers have been granted at 24 January 1997 in order to enable them to refuse such usage of their network. The amendment has come into effect at 1 February 1997.
2) At 8 July 1997, the Type II2) telecommunications carriers who are engaged in the provision of Call-Back were:a) notified of the relevant ITU Resolutions and the names of countries where the
provision of Call-Back is expressly prohibitedb) notified that the traffic statistics of their service are going to be subject to the
periodic report to the Ministry, to help it to watch out for traffic trends and implement the relevant Resolutions in appropriate manner.

c) notified that the Ministry would take all possible measure to stop Call-Back Provider3) from offering service to the user of the country where the provision of Call-Back is expressly prohibited, once it detects such operation in future.
3) At 8 July 1997, the Ministry published the relevant ITU Resolutions and the list of countries where the provision of Call-Back is expressly prohibited. The list will be kept up-to-date on the MPT Homepage (http://www.mpt.go.jp)
3. FUTUREOnce the ITU finds some method of Call-Back (other than Constant Calling and Answer Suppression) harmful to the network, the implementation of the safeguard measurement which is necessary and reasonable will be considered consequently.Note 1): Type I telecommunications carrier: a telecommunications carrier who provides telecommu-
nications service by establishing telecommunications circuit facilities.Note 2): Type II telecommunications carrier: a telecommunications carrier other than Type I telecom-
munications carrier.Note 3): Call-Back Provider: (an operator of) an exchange center of Call-Back service, which, at the
request of its user at home or abroad, calls up desired destination, at the same time as (or after/before) it calls back the user, and then sets up connection between two. The nature of the request signal may differ according to the method used (charged/uncharged, public network transmission/dedicated network transmission, and so on)
Wallis-and-FutunaCommunication of 8.VII.1997:
The Administration Supérieure du territoire des Iles Wallis-et-Futuna announces that under Decree No. 97-206:
1. The establishment, operation and maintenance of telegraph, telephone and data transmission telecommunication networks within the Territory of the Wallis and Futuna Islands are the responsibility of the Service des Postes et Télécommunications.
2. No telegraph, telephone or data transmission line may be set up or operated by any entity other than the Service des Postes et Télécommunications, which is the competent State body under the authority of the Territory’s Administrateur Supérieur.
3. No telecommunication operator may, within the Territory of the Wallis and Futuna Islands, engage in any activity that is in any way related to telecommunications without due authorization from the Préfet, Administrateur Supérieur, Chef du Territoire des Iles Wallis-et-Futuna.
4. Call-back practices are prohibited within the Territory.
