Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the second supplement to the Application of Rocky Mountain Power (RMP or the Company) for Certificates of Public Convenience and Neces-sity (CPCN) and nontraditional ratemaking for wind and transmission facilities, as more fully described below:

RMP is a public utility, as defined in Wyo. Stat. §37-1-101(a)(vi)(C), providing retail electric public utility service under CPCNs issued by the Commission. RMP is subject to the Commission’s jurisdiction pursuant to Wyo. Stat. §37-2-112.

On June 30, 2017, the Company submitted an Application together with testimony, and ex-hibits requesting the Commission grant CPCNs to construct:

[i] An 140-mile, 500 kV transmission line in-cluding construction of the new Aeolus substa-tion near Medicine Bow, Wyoming, and construc-tion of the new Anticline substation near the Jim Bridger power plant located near Point of Rocks, Wyoming;

[ii] A five-mile, 345 kV transmission line run-ning from the proposed Anticline substation to the existing Jim Bridger substation, which in-cludes modifications to the Jim Bridger substa-tion to allow termination of the new 345 kV line;

[iii] Installation of a voltage control device at the Latham substation;

[iv] A new 16-mile, 230 kV transmission line running from the Company’s existing Shirley Basin substation to the proposed Aeolus substa-tion, including modifications to the Shirley Ba-sin substation;

[v] Reconstruction of four miles of an existing 230 kV transmission line between the proposed Aeolus substation and the existing Freezeout sub-station, including modifications to the Freezeout substation; and,

[vi] Reconstruction of 14-miles of an existing 230kV transmission line between the Freezeout substation and the existing Standpipe substa-tion, including modifications to the Standpipe substation (collectively called the Transmission Projects).

Also on June 30, 2017, the Company submitted an Application together with testimony, and ex-hibits requesting the Commission grant CPCNs to construct, or approval to acquire, four new Wyoming wind resources with a total capacity of 860 megawatts (MW) (collectively called the Wind Projects). The Company’s Application indi-cated that it would update the requested CPCN in January 2018 based on the results of the 2017 request for proposals process.

On January 16, 2018, the Company filed its first supplement to the Application with testi-mony and exhibits initially identifying the spe-cific Wind Projects through the request for pro-posal process, which supplement increased the proposed total capacity from 860 MW to approxi-mately 1171 MW.

On February 16, 2018, the Company filed a sec-ond supplement to the Application with testimony and exhibits identifying the final Wind Projects selected through the 2017 request for proposals process. The final list replaced one project from the first supplement with the Ekola Flats project. The final list includes four Wind Projects with a total capacity of approximately 1,311 MW. RMP requests CPCN for the following four identified Wyoming wind resources: RMP requests CPCN for the following four final identified Wyoming wind resources:

[i] the new 400 MW Cedar Springs Wind Proj-ect. The project consists of constructing a 20-mile 230 kilovolt (kV) tie-in transmission line; an elec-trical collector system; a collector substation; an operations and maintenance building; 161, 2.3-2.5 MW wind turbines and all associated towers, foundations, roads, cables, and communications for operation of the plant. Output from the wind turbines will be delivered to a collector substation on the project site where it will be stepped up to 230 kV and transported over the 230 kV tie-in transmission line to the Company’s transmission system at the Windstar substation. The project is located approximately 19 miles Northeast of Glenrock on 35,000 acres of leased private land entirely in Converse County, Wyoming;

[ii] the new 500 MW TB Flats I and II Wind

Project. The project consists of constructing: an 11-mile, 230 kV transmission line parallel to the existing Dunlap to Shirley Basin 230 kV trans-mission line; an electrical collector system; a col-lector substation located adjacent to the existing Shirley Basin substation and includes 500 feet of transmission line connecting the substations; an operations and maintenance building; 134, 2.0-4.2 MW wind turbines and all associated towers, foundations, roads, cables, and communications

will expire March, 2022.

for operation of the plant. Output from the wind turbines will be delivered to a collector substa-tion on the project site where it will be stepped up to 230 kV and transported over the 230 kV tie-in transmission line to the Company’s transmis-sion system at the Shirley Basin substation. The project is located approximately 5 miles North of Medicine Bow on 50,000 acres of leased private and state land in Carbon and Albany Counties, Wyoming;

[iii] the new 161 MW Uinta Wind Project.

The project consists of constructing a 6-mile 138 kV tie-in transmission line; an electrical collec-tor system; a collector substation; an operations and maintenance building; 47, 2.3-3.6 MW wind turbines and all associated towers, foundations, roads, cables, and communications for operation of the plant. Output from the wind turbines will be delivered to a collector substation on the proj-ect site where it will be stepped up to 138 kV and transported over the 138 kV tie-in transmission line to the Company’s transmission system at the Whitney Canyon substation. The project is locat-ed approximately 8 miles Northeast of Evanston, on 30,000 acres of leased private and state land entirely in Uinta County, Wyoming.

[iv] the new 250 MW Ekola Flats Wind Proj-ect. The project consists of installing a 7-mile 230 kilovolt tie-in transmission line; an electrical col-lector system; a collector substation; an opera-tions and maintenance building; 2.3-2.5 MW wind turbines and all associated towers, foundations, roads, cables, and communications for operation of the plant. Output from the wind turbines will be delivered to a collector substation on the project site where it will be stepped up to 230 kilovolts and transported over the 230 kV tie-in transmis-sion line to the Company’s transmission system at the proposed Aeolus substation. The project is located Northwest of Medicine Bow generally in Township 23 N 79 W in adjacent sections on 22,500 acres of leased private and state land en-tirely in Carbon County, Wyoming.

RMP in the first supplement to the Application also requested additional CPCN to construct the following additional transmission resources nec-essary to interconnect the specific four identified Wyoming wind resources:

[i] for the Cedar Spring Wind Project: install two, 230 kV breakers and two line positions with associated switches at the Windstar substation, installation of high-speed relaying at the River-ton 230 kV bus, and rebuild 56 miles of 230 kV line from the Dave Johnson power plant to the Amasa substation, to the Difficulty substation, and to the Shirley Basin substation;

[ii] for the Uinta Wind Project: construct a new three-breaker 138 kV point of interconnection ring-bus substation, reconductor 13.7 miles of the Railroad 138 kV transmission line and modifica-tions to the Naughton remedial actions scheme.

According to RMP, the proposed projects are a time-limited opportunity to obtain cost-effective generation and construct necessary transmission facilities with minimal impact on customer rates. The Company states that the Transmission Proj-ects are necessary to relieve existing congestion and will enable interconnection and integration of the proposed Wind Projects into the Company’s transmission system. The proposed Wind Proj-ects, net of federal wind production tax credits (PTCs) benefits, when combined with the Trans-mission Projects, are expected to provide economic benefits for RMP’s customers. RMP states that the time sensitive projects require that the new Wind Projects and Transmission Projects achieve commercial operation by the end of 2020 to fully achieve the benefits of the PTCs.

In addition, RMP also requests the Commis-sion approve the Company’s proposed ratemak-ing treatment under Wyo. Stat. § 37-2-121 for the Wind and Transmission Projects which are expected to cost approximately $2.45 billion. The Company also requests approval of its pro-posed ratemaking treatment for the investment in the Wind and Transmission Projects, in accor-dance with Wyo. Stat. § 37-2-121. The Company proposes to match the costs and benefits of the new resources through a new Resource Track-ing Mechanism (“RTM”), as detailed in proposed Schedule 97B until the full costs and benefits are reflected in base rates. The Company is seeking approval through this filing that the decision to construct the Wind and Transmission Projects is reasonable, prudent, and in the public interest. The Company requests that if the Commission makes this finding in this proceeding, parties will not be able to challenge RMP’s prudence or re-covery of actual costs associated with the Wind and Transmission in any future Wyoming rate case, unless the actual costs of construction ex-ceed the estimated costs of $2 billion presented in this Application, or if there is evidence of mis-management.

This is not a complete description of RMP’s Application as supplemented. Interested persons may inspect the entire supplemented Applica-tion at RMP’s Wyoming offices and at the Com-mission’s offices in Cheyenne, Wyoming, during regular business hours.
