Netaji Subhas Open University is the only State Open University in West Bengal thatoffers the Bachelor Degree Programme (BDP) through the Open and Distance Learning(ODL) system. NSOU is also one of the largest of such SOU’s in Eastern India, both interms of reach out and plethora of courses offered. 1. The Concept of Open University
The pedagogy of Open Learning places the primary responsibility of acquiringknowledge on the learner. On its part, the University facilitates a flexible learningschedule, provides a kitty of advanced support services and offers accreditation byway of examinations.
The Open University represents an alternative approach to higher learning. Itstands apart from a highly formal, institutionalized and centrally administered systemof education. Its philosophy is built around the principles of universality, flexibility andinnovativeness. Its ideas and institutions, its methods and procedures are all shapedaccordingly. Conceptually, it can be viewed as a system drawing upon the bestelements in formal and non-formal education.
The ‘openness’ consists of a variety of features.
First, it offers easy access to the learners. The entry requirement is not tooexacting. A genuine interest in picking up knowledge is all that it expects. Conse-quently, it would try to embrace as many learners as possible.
Second, its territorial reach is visibly wide. It aims at bringing education to thedoorstep of the learner, wherever he or she may be. Various methods of communi-cation and contact are used for this purpose. The classroom of the University, thus,is as wide as the entire land it seeks to serve.
Third, the Open University is learner-oriented. It devises its courses and methodsof teaching to suit the needs of the learners. Their options and inclinations are givendue priorities. A variety of courses—short-term or long-term, liberal or professionalcan be pursued under the University.
Fourth, it believes in fair distribution of quality education, teaching aid, consul-tancy and study materials. Whatever resources the University has been made evenlyavailable to all learners wherever or whoever he or she might be. It eliminatesvariations and discrimination.
Fifth, its administration is decentralized. In promoting Distance Education, theUniversity creates a wide network of Study Centres. Students need only to come tothe nearest available centre for collecting all information, completing all formalities,discussing their academic issues and appearing for evaluation of their work at inter-vals chosen by them.
Sixth, student assessment under Open University is based on continuous assess-ment and credit system. It does not require students to get bogged down in one finalexamination. One can study at one’s own pace.
It short, the Open University seeks to open up the treasure house of knowledgeto the maximum number of users. Thereby it would enhance their skills for productivityand further learning. Socially, too, the University promises steady empowerment ofthose who suffered backwardness for want of these skills. Considering the currenttrends all over the world, the Open University is going not only to complement the

conventional system of higher education but may soon occupy the centre stage alsoin developing countries where the resources do not measure up to the vastness ofthe clientele.
2. Netaji Subhas Open University : Vision and Mission
Vision:
NSOU, the only State Open University in West Bengal, has been a significantcontributor to empowerment through education. With its avowed mission of ‘‘Reach-ing the Unreached’’, NSOU is driven by the vision of building a qualitative humanresource based in the state. To this end, the University is into collaborative effortswith other State Open Universities and the National Open University, the aim beingthe promotion of ODL as an effective avenue of educational outreach. NSOU be-lieves that this is the chosen path for multitasking knowledge seekers of the presenttimes.
Mission:
To spread higher education in different parts of the state and to co-operate withother universities to provide access to higher education and to different skill enhanc-ing educational programmes, Netaji Subhas Open University shall:

3. School of Studies
School of Sciences: The School of Sciences (SoSci) is one of the leadingdepartments of the University in terms of teaching in sciences. The School has welldeveloped computing facilities viz smart class room, well-equipped laboratories forGeography, Mathematics, Chemistry, Zoology and Physics and a resourcefuldepartmental library. The teaching emphasis is on topics of Mathematics (Applied/Pure), Geography (Urban), Zoology, Physics, Chemistry and Botany. At present, theteaching of science subjects through SoSci is spread over in the State of WestBengal through more than 60 Study Centres. In near future more Study Centres willbe opened with thrust on “Reaching the Unreached” particularly in the disadvantagedsector of the rural community & minority with application of IT. The research andteaching contributions of SoSci have been acknowledged in many ways. The UnderGraduates and Post Graduates passing out of SoSci have found subsequent positions

with great ease in different spheres of the society. The School organizes lectures/Laboratory Counselling-cum-Evaluation Sessions(LCES)/seminars/workshopsperiodically on different topics. Many of the faculty members are frequent speakersat national and international conferences. The faculty members regularly publishresearch papers in the best peer reviewed international/ national research journals.Faculties of SoSci have also take care of UGC-DEB sponsored research projects.With all the faculties, students and staff, SoSci is a progressive and close-knitdepartment.

Our hand-picked human resource is well augmented with a state of the artInteractive Learning Centre that serves as a hub in the creation of next generationmultimedia materials, a full-fledged Editing laboratory for training learners of Journalismand Mass Communication courses, infrastructure for smart classrooms and a well-stocked library. The faculty of the SoH have engaged themselves in UGC-DEBsponsored projects and this keeps them in constant interactions with the wideracademia. School of Social Sciences: The School of Social Sciences (SoSS) is a newlyconstituted school emanating from the erstwhile School of Humanities & SocialSciences. School of Education : The School of Education (SoE) was established in 2013 witha view to provide quality inputs in Education as a liberal discipline and TeacherEducation in particular to pre and in-service teacher and development of academicoutput in education. The experience of M.A. in Education is encouraging as thenumber of enrolled students are ever increasing. There was a pressing demandfrom the learners and society at large that the Bachelor Degree Programme inEducation (BDP or B.A. in Education) be introduced. To achieve the integrity as wellas to develop meaningful equity and access to M.A. in Education, the introductionof BDP in Education was very much needed. With this backdrop, the University wassuccessful to accord necessary approval from the UGC-DEB. None the less, BDPin Education / B.A. in Education is being introduced from 2018 - 19 academic session.
The curriculum of this programme have been framed to keep abreast with changingnature of structure of knowledge in Education. SLMs are also upgraded periodically toinstil new ideas and innovations. The School is trying to reach its learners through ICTsupport to rejuvenate the academic mission of “Reaching the unreached”. School of Professional Studies: The establishment of the School of ProfessionalStudies (SoPS) reflects a holistic and pragmatic approach of the University towardsthe professional education in the modern era. The School has been given theresponsibility of conducting the courses on Commerce & Management, Social Work,Library & Information Science and Economics.
The syllabi of all the courses have been framed to keep abreast with newdevelopments in each subject in order to, on the one hand, suit the needs of the jobmarket and on the other, give a comprehensive coverage. The School helps in creatingindividuals with specialized skills as required by the job market relating to management,finance, library and information science, social work and economics with a strongtheoretical, practical as well as experimental knowledge in the respective discipline.The School has been established keeping an eye to rejuvenate this academic missionwith a difference to prepare value added human resources for the tailor made workforces.
The School is trying to reach its students through ICT. Under ICT support, the studentsenrolled in M.Com., MSW, MLIS and BLIS will get digitized SLMs, A/V lectures and alltype of academic and administrative support through the Support Service Cell. Adedicated website (www.nsouict.ac.in) is being maintained for this purpose. 4. Bachelor Degree ProgrammeThe University offers Bachelor Degree Programmes (BDP) for fifteen Elective
Subjects at Honours level from three different stream of studies viz. Arts, Commerceand Science. For arts stream there are eight elective subjects which are Bengali (EBG),English (EEG), History (EHI), Economics (EEC), Political Science (EPS), PublicAdministration (EPA), Sociology (ESO) and Education (EED). For science streamUniversity offers six subjects those are Physics (EPH), Chemistry (ECH), Mathematics(EMT), Botany (EBT), Zoology (EZO) and Geography (EGR). Only Commerce (ECO)is offered from the commerce stream. Student is free to choose any elective subjectsas mentioned above which is equivalent to the Honours/Major courses of all otherconventional Universities. However, depending on the choice of the elective subjectsthe student can opt for one subsidiary subject (consisting of three papers each of 100marks). In addition to this she / he has to take four compulsory subjects (FoundationCourse), one Application Oriented subject (AOC) and Environmental Studies (ENVS).The permissible combinations of studies have been detailed in the subsequent sections.

8. Fees StructureA student enrolling for 3 years’ Bachelor Degree Programme (BDP) shall have toclear all the examinations within a period of 6 years (Registration validity period) fromthe year of enrollment.A student clearing the examination within first 3 years from the year of enrollmentshall pay the fees according to the following manner:

9. Admission to BDPAdmission Process:
Every year NSOU conducts an online admission process for July session, throughwhich applicants, fulfilling the minimum eligibility criteria, can opt for one BDP courseamong fifteen different courses from Arts, Science and Commerce as mentioned earlier.
Before starting of the admission process NSOU circulates admission notificationthrough leading newspaper (indicated notification), respective Study Centres and inits official website (www.wbnsou.ac.in).
Applicants are advised to go through the website admission notification for detailedadmission procedure and guideline.
9.1. General GuidelineIncomplete and Late Applications: Submission of incomplete and late admissionforms/ renewal / examination forms and forms furnishing false information or anytype of tampering with form and in supporting document can be rejected forthwithwithout any intimation to the candidates. The candidates are, therefore, advised tofill the relevant columns carefully and enclose authenticated copies of all necessarycertificates asked for, and submit the form on or before the due date.Simultaneous Registration: A student is permitted to take admission for only oneBachelor Degree Programme (BDP) of NSOU during his/her tenure of enrollment in theUniversity. Any violation of this rule will lead to cancellation of the candidature of thestudents concerned and in such cases no fees will be refunded. However, a student ofthe BDP course can take simultaneous admission in one Diploma/ Certificate/ TrainingProgramme of the University. But, in the event of any clash of dates arises in counsellingand/or examinations schedule between the two programmes taken, the University willnot be in a position to make any adjustments for its mitigation.Change of Study Centre: Application for change of Study Centre after takingadmission can be made together with a fee of Rs. 500/- (payable through DD drawnin favour of Netaji Subhas Open University payable at Kolkata). Such application willbe considered under circumstances like change of place of service, shifting of familyand change of marital status only with documentary evidence.Subject Change: Application for change of subject after admission in BDP course willnot be entertained under any circumstances. The candidates should, therefore, bevery careful as regards the choice of course/subject of study before taking admission.Cancellation of Candidature / Awarded Degree: If at any point of time during orafter enrollment a student found to have furnishing false information, his/hercandidature/ studentship will be immediately cancelled and fees paid by the saidstudent shall not be refunded.
If furnishing of false information is detected even after award of degree, the saiddegree will be immediately cancelled.Note: Course fees, Admission fees, Renewal fees, Examination fees once paid willnot be refunded (for further refund policy visit our admission website).

10. Renewal Rules
The studentship of a candidate will be void if the candidate fails to renew his/herstudentship by paying the course fees and studentship renewal fees in due time asmentioned in the Fees Structure. Every year the University opens its online renewalportal (www.wbnsouadmissions.com) for the BDP students to enable them to renewtheir studentship.
NB:
● Paying of course fees, studentship fees and examination fees as mentioned in theFees Structure is mandatory to appear in the Term-End Examination.
● Students are advised to preserve all the payment receipt related to any feessubmission, as and when notified by the University, for future reference.
11. Study Materials
The University provides its students Self Instructional Materials (SIM) written inBengali for all subjects except EEG and EED, to be studied and learnt by them attheir convenience. An enrolled student can collect his/ her SIM from the respectivestudy centre by producing RECEIPT OF SLMs an and when issued by the University.For few courses the softcopy of the SIMs are available in the NSOU website:www.wbnsou.ac.in. Students can download the softcopy.
12. Methods of Instruction
The University makes use of several methods to provide maximum possibleexposures of the students to the course-contents and to each instructional programme.To start with, printed SLMs/ SIMs (Self Learning Materials/Self Instructional Materials)packages and contact programmes involving face-to-face interaction with academiccounsellors are available. Eventually Audio-materials, Audio-visual presentations,Teleconferences and occasional discussion sessions through Webcast and FMchannels may be introduced.
Personal Contact Programme (PCP): Each accredited Study Centre organisesPCP Sessions on weekends/holidays and notifies the same to the students. Studentsare recommended to read their SLMs/SIMs thoroughly before participating in thePCP session to find it immensely useful. For each 100 marks of a theoretical paperthere will be maximum 12 PCP sessions of 2 hours’ duration each. During thesesessions, teachers will help the students with their course work. Attendance at PCPsare optional for most Programmes, unless otherwise specified.
Practical Session: Practical Sessions or Laboratory Counselling-cum-EvaluationSessions (LCES), for elective and subsidiary subjects of science stream, are arrangedby the University for the students who have enrolled for the particular subjects.Centre for practical work will be allotted by the University. There are three practicalcourses for the three years of study of each elective science subject (except EMT

in which the lab based paper EMT-16 is in 3rd year). The practical work for electivesubjects is generally arranged during Puja vacation as far as practicable for 12(twelve) days from 9 A.M. to 5 P.M. each day. Regular attendance throughout thepractical session by each and every student is mandatory. Practical work insubsidiary subject will be held in some selected centres for 10 days in the 6thsemester and/ or 5th semester. A circular with details of venue and schedule forpractical sessions will be sent to the respective Study Centre and also published inour official website (www.wbnsou.ac.in).
13. Language of Instruction
As a State level endeavour, the BDP courses run by the University are offered inBengali medium except EEG and EED. A student is, however, free to write answers tohome assignments and in term-end examinations in English. But, is such cases mixingof language that is some part in Bengali and some part in English is not allowed.
14. Evaluation Method: The ‘Credit System’ (Choice Based)
The University offers Bachelor Degree Programmes (BDP) for fifteen ElectiveSubjects at Honours level [Bengali (EBG), English (EEG), History (EHI), Economics(EEC), Political Science (EPS), Public Administration (EPA), Sociology (ESO),Education (EED), Physics (EPH), Chemistry (ECH), Mathematics (EMT), Botany (EBT),Zoology (EZO), Geography (EGR) and Commerce (ECO)]. A student is free to chooseany elective subject as mentioned above which is equivalent to the Honours / Majorcourses of all other conventional Universities. However, depending on the choice ofthe elective subjects the student can opt for one subsidiary subject (consisting ofthree papers each of 100 marks) as mentioned in 4.1. In addition to this she/he hasto take four compulsory subjects (Foundation Course), one Application Orientedsubject (AOC) and Environmental Studies (ENVS).
For the theoretical papers the Students would be subjected to continuous evaluationin the form of Assignments. In compiling results 30% will come from the Assignmentevaluation (A) and 70% from the performance in the term-end examination (B).
In case of Practical Papers in science subjects, continuous evaluation is doneduring Practical Counselling Session.
Continuous evaluation of theoretical papers is made on the basis of assignmentwhich every student is required to submit before each Term-End Examination.
Term-End Examinations are held at the end of every semester/ year. Studentswho intend to appear at a Term-End Examination are required to fill in applicationforms as per notification issued by the Examination Department of the University(134/1, Meghnad Saha Sarani, Kolkata-700 029) from time to time.
The student who fails to appear in a particular Term-End Examination may availhimself / herself in the subsequent one to clear a backlog.

It is also noteworthy that the marks obtained in each paper would be a summationof Assignment Marks (A) and Term-End Examination Marks (B) recalculated in 30%and 70% weightages respectively. Rounding of marks (obtained out of 100), followingthe usual procedure, is allowed only paper-wise – while calculating the ‘MarksObtained’ (A+B) for each individual paper, as narrated in the Mark Sheet.
One credit is considered to be equivalent to 30 (thirty) hours of study time (whichincludes all the learning activities) devoted by the learner her/ himself.

NSOU always endeavours to adhere to its academic calendar wherein conductingthe Term-End Examinations and publishing results are given top most priority. However,being on Open University NSOU has to share a lot insofar as the infrastructural facilitiesof many other Institutes are concerned. Therefore, in the event of some unlikely issuescropping up beyond the control of the University, some unintentional deviations fromthe academic calendar may occur. Such unintentional deviations cannot be totally ruledout. In such cases NSOU will always strive to minimise such delays. Despite its bestefforts, NSOU, however, cannot guarantee finalization of the results in some cases. Inthose cases pending finalization of the result of the last examination, before thecommencement of the next examination, the students concerned may be advised to fillin the application form for examination within the scheduled date. But in case a studentis found to have cleared the earlier examination after filling up of the application formfor the next examination, the application shall be treated as cancelled.
16. Evaluation Process
The Evaluation of each subject will be made in two ways:
a) Assignment / Internal Assessment:
Assignments have a very important role to play in the teaching-learning process indistance education. There may be long spatial distance between a learner and distanceeducation institution which is bridged by sending assignments to the learners andrequiring them to reply the questions there in. The learners answer the assignmentquestions and send back which are then evaluated by the evaluators/academiccounsellors/distance teachers. The assignment responses reflect what the learnershave understood and learnt. The assignments are then returned to the learners withthe comments/remarks of the evaluator so that the assignment answers may serve thepurpose of providing feedback to the learners and inform them their strengths andweaknesses. These comments carry the meaningful and constructive suggestions of

the evaluator which further form the bases of successful learning. Thus, the assignmentsserve the purpose of two-way communication between the learner and evaluator/academic counsellors/distance teacher despite physical distances between the two.
Students will be required to submit assignment papers for each subject and thecredit obtained on evaluation of those assignment papers will be entered into his/herindividual record of performance. This will constitute 30% of the total credit points inthe subjects. All the credit points secured by the students will be progressivelyentered into record.
Every student is required to submit the assignment papers before each Term-EndExamination which is due at the end of each semester. But in no case a student shallbe allowed to fill in the Application Form to sit for the examination if he/she has notsubmitted assignment paper within the due date as announced by the ExaminationDepartment of the University from time to time. 18. General Guideline of Examination System
I. Semester System:The structure of the syllabus is delineated in terms of semesters each of 6-month
duration. However, at present the Term-End Examination (TEE) are being held oncompletion of a year (i.e. two semesters). The yearly TEE results are shown in theProgress Report. However, the final result published after clearing of all the Paperswill be given in the Marksheet.
II. Review System:The University has no formal review system for BDP course. As such, it takes all
possible precautions at every step of examination/evaluation/publication of results,so that no student may feel affected.

III. Change of Examination Schedule:As such the scheduled date of Examinations will not be changed (even to
accommodate any other/public examinations). However, in any unavoidablecircumstances, the date of Examination may be changed and in such cases thedecision of the University will be final.IV. Examination Centre:
Examination may be conducted at Regional Centre of NSOU or at any GovernmentAffiliated Institution. However, decision of the University in this regard is final.V. Examination Day:
University can fixup the examination date either on weekends or on working days.However, decision of the University in this regard is final.VI. Cleared/ Pass:
A student who has cleared a paper in an examination shall not be permitted toreappear in that paper in subsequent examinations. A student who has successfullycompleted a course he/ she has registered for, shall not be permitted to reappearin that course.VII. Irregular appearance:
If a student appears in examination without valid Admit Card issued by Controller’soffice or without roll no. his/ her appearance in examination will be treated as irregularand his/ her answer script will not be evaluated.VIII. Availability of Answer Script:
Written assessed answer script for all University Examinations shall not be preservedby the University beyond three months from the respective dates of publication of results.For any other information related to examinations, the NSOU website and/or theExamination Department of the University may be visited or contacted.
19. Study CentreThe University provides various student-support services through a network of
study centres. A list of Study Centres along with the subjects offered is enclosed.These centres cover all the districts of the State & are located at convenient pointsconnected by public transport. A study centre is placed under the supervision of acoordinator to be monitored by the Governing Body through the Principal of theCollege, and assisted by the staff of his office. It provides all information includingprospectus and application forms for enrollment.
At the beginning of each session, study centres invite the students for an InductionMeeting where they are familiarized with the aims, objectives and activities of theUniversity and the methodology of Distance Education.
The Study Centres draw schedules of counselling sessions and notify the samefor the students. Normally, the counselling sessions are held during weekends andperiods of vacation of the host institutions.
Study Centres distribute the home assignment papers received from the Universityand arrange for their evaluation.
Prospectus, SLMs/SIMs, Assignments, Information etc. are not issued by theHeadquarters to the students directly. Students should contact the Study Centres forall their requirements.
In short, each Study Centre acts as the day-to-day link between the students andthe University. Students are expected to conduct themselves in a worthy and dignifiedmanner to maintain high academic and moral standards.

Library Hours : Monday to Friday—12.00 noon to 04.00 PM, Saturday andSunday (during PCPs and practical session)—12.00 noon to 04.00 PM.
Instructions to the learners for obtaining library service : Learners have to fillup a membership registration form available at library office and have to submitthat filled in form in any working day. Thereafter, a membership card (nottransferable) will be provided to the learners. Learners without the library card willnot be allowed to access the library.

23. NSOU Policy Regarding Sexual Harassment of Women at the WorkplaceIn compliance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition
and Redressal) Act, 2013 and subsiquent UGC directive, Netaji Subhas Open University has adopteda policy that aims to prevent/prohibit/punish the offenders of sexual harassment of women at theworkplace and has constituted Internal Complaints Committee in order to deal with the complaintsof sexual harrassment of women employees in the different campuses of the University.
Information on this policy, rules and procedures can be accessed on the UGC website(www.ugc.ac.in). Incidents of sexual harassment may be reported to the (Co-ordinator, Study Centre/Principal of the Institute where the Study Centre is located).
24. Waive of Course FeeThis fee concession scheme is only applicable for transgender learners. Transgender applicants
are advised to submit an application after getting admission to a BDP course and or after submittingrenewal fees to the Study Centres. The application should be addressed to the Registrar, NetajiSubhas Open University and should be forwarded by the Coordinator of the respective Study Centre.Applicants must attach following documents along with written application in plain A4 size paper.

After publication of admission notification, you can access it online through our admission website(Link will be available in admission notification).
You have to verify your filled-in admission form or eligibility criteria from your selected StudyCentre (as printed on your filled-in admission form).
After paying the admission fees the filled in admission form should be submitted to your selectedStudy Centre along with authenticated photocopies of relevant documents.Can I change my Study Centre?
Application for change of Study Centre after taking admission can be made together with a fee ofRs. 500/- (payable through DD drawn in favour of Netaji Subhas Open University payable at Kolkata).Such application will be considered under circumstances like change of place of service, shifting offamily and change of marital status only with documentary evidence.Lost my Enrollment-cum-Identity Card, what should I do?
The applicant must register a General Missing Diary (GD) with local police station at earliest. Toget a duplicate Enrollment-cum-Identity Card you should write an application addressed to theRegistrar of this University along with a DD of Rs. 500.00 (drawn in favour of Netaji Subhas OpenUniversity payable at Kolkata) and the GD. The application must be forwarded by the Study CentreCoordinator with official seal.Can I choose my Study Centre, or shall the university allot me the Study Centre?
You can choose your Study Centre as per your convenience. However, since all your programmesare not available at all the Study Centres, you should ensure that the course you are applying for isavailable at the Study Centre opted by you. Normally the Centre opted by you shall be allotted to you.However, in exceptional/unavoidable cases the University may allot a different Centre to you and insuch cases the decision of the University is final.

Fees once paid for admission to a particular course will not be refunded (for further refund policy visitour admission website). It is also not adjustable against any other course of this University.Can I change my Subject after admission?
Application for change of subject after admission in BDP course will not be entertained under anycircumstances. The candidates should, therefore, be very careful as regards the choice of course/subject of study before taking admission.Can I join two programme of NSOU at a time?
A student is permitted to take admission for only one Bachelor Degree Programme (BDP) of NSOUduring his/her tenure of enrollment in the University. Any violation of this rule will lead to cancellation ofthe candidature of the students concerned and in such cases no fees will be refunded. However, aStudent of the BDP course can take simultaneous admission in any one Diploma/ Certificate/ TrainingProgramme of the University. But, in the event of any clash of dates arises in counselling and/ orexaminations schedule between the two programmes taken, the University will not be in a position tomake any adjustments for its mitigation.How can I receive support if I have doubts while studying the materials?
We provide face-to-face contact between learners and tutors/counsellors at Study Centres to clarifyyour doubts and answer your academic quarries. This is called “Counselling” which is normally held onweekends at NSOU study centres.Is it compulsory for me to attend counselling?
The counselling session are not compulsory for theory papers. However, it is adviced to attend thesession as far as possible.
