In Berlin, * • . . . . nnctice menns the the European Defence Community, wreCking the Conferencereanaauent of Germany, are ^ vf CrScnce to the ideaS i t negotiation*^ impossible^ thus weakening the popular movement for a meeting of the Five areat Powers.

Explanations to the public to continue vigil-nt nnd on tie alert, -.nd the further development of the efforts to orevnt the ratification and operation of the Acts setting up the European Defence Community, are contributions that can be nade'on the national level to the success of the Confennce.

These activities, as well as nil others aimed ct speed ng the peaceful solution of international issues or creutng the conditions for their settle ne: t, are in line with the policy of the World Council. They must be cnrried out Ji each country because they stimulate the movement of ODinon for a relaxation of tension nnd condition the success of tie Meeting proposed by the World Counoii. Tho holding or such *n Internstional Meeting will help forward the mutual understanding of the forces which went to see r.n end of the cold^iar and will be, in the present situation, a new factor making for an easing of tension..

Yet though the proposal for n Teetlug lo attracting the attention of the widest circles, t.ere is a serious deity in its preparation.

This being so, the most important task at the tlie i3 that of taking the necessary steps to ma .e

contact vth those p^lic figures, ^ ^ “" ^ a c t i n g groupings v.hich, in eveiy country, are speaking or -cti.igfor an e>sing of tension.

These contacts must lead to conversations -r;d pnn. ul-fations on the aim and character of the Meeting. It io indeed^ndiapensable, if we ere to get a joint Preparation, to kne* the opinions of the personalities and organisations who wtuld like to take part on how the Meeting is to be con­vened the procedure to be odopted and the order of business. Tf the personalities should want to have preliminary talks or mrticulars which ore not contained in the World Council's Messige, they can be asked to make direct contact with the Wo rid Council in the person of its President.

Lastly, we know that the announcement of the Meeting has met with a favourable response in circles outside the Peace Movement. It is expedient to obtain, in these circles a l"rge number of expressions of opinion on the i < £ o f the Meeting; and it Is desirable that they be made piblicly and often. This cen be done, for example, in the fbrm of public statements by personalities ior publication, preferably and first of all, in the newspapers which re their views. They must, of course, be given a we shall only use their statements in accordance with their wishes and in the spirit of the Meeting.

This matter is most urgant so please see that the material is immediately ent out - the WPC is extremely anxious to receive reoorts on the firpt responses to the proposed congress. We are asking you to do this technical joB because we do not liave a list of the suitable people to whom the material should be sent in the Cape.

c. Immediate work, coupled with the World Congress and the / Africa for Peace Campaign should be undertaken with a view to building / peace branches in the aroas. PEACE: "This Conference wholeneurtedly supports tne efforts ’ of the world Peace Movement an.l acknowledges that it : is a factor of great importance in the fiprht for world peace. The struggle for peace is the no^t important issue facing mankind, for peace is an absolute pre-requisjte for the maximum development and happiness of all the peoples of the world."This conference, therefore, welcomes the Four power Conference as a step towards ending the so called ’cold war* which has led to an increase in armaments and has thus caused a rapid rise in the cost of living and all the evils tnat flew from it."Tnis 'increase in armaments can only lead to the horrors of another war which will be so destructive as to threaten the very existence of civilisation."In order to end the ’cold war’ Conference calls uron the people and Government of South Africa to demand

"(a) The immediate peaceful settlement of all outstanding issues between the Great Powers by the calling of a Conference of the Five Great powers, including China, to settle all out­standing disputes by means of negotiations.

n(b) The outlawing of atomic weapons and &erm warfare.”
