BCSA Limited is the national organisation for the steel construction industry: its Member companiesundertake the design, fabrication and erection of steelwork for all forms of construction in building andcivil engineering. Associate Members are those principal companies involved in the direct supply to all orsome Members of components, materials or products. Corporate Members are clients, professional offices,educational establishments etc which support the development of national specifications, quality,fabrication and erection techniques, overall industry efficiency and good practice.

The principal objectives of the Association are to promote the use of structural steelwork; to assistspecifiers and clients; to ensure that the capabilities and activities of the industry are widely understoodand to provide members with professional services in technical, commercial, contractual, quality assuranceand health & safety matters. The Association’s aim is to influence the trading environment in whichmember companies have to operate in order to improve their profitability.

INTRODUCTIONThe past year has been a challenging one for the industry andfor the Association. The industry’s output last year fell from apeak of 1,466,000 tonnes in 2007 to 1,341,000 tonnes in 2008and is expected to fall significantly in 2009 to 1,027,000 tonnes.

The fall is a reflection of the impact of the global creditcrunch and the loss of consumer confidence. Thecommercial and industrial construction sectors have beenparticularly badly hit. Fortunately public sector projects, egschools, hospitals and infrastructure, together with newpower generation plants, have held up.

BCSA members have taken the painful steps to adjust to thecurrent new workload levels, whilst preserving their essentialcapabilities for the upturn. BCSA is also keeping tightrestrictions on its own expenditure and costs, whilstmaintaining support for activities both short and long term.The underlying demand for steel construction remains strongand members are well placed to respond quickly to therecovery which is expected to start later this year.

Sustainability is now a key factor in favour of steel and earlierthis year we launched our exciting new Target Zero projectjointly with Corus. This project, along with other newinitiatives, is benefitting from support from our MarketDevelopment Fund and we take this opportunity to thankthose member companies which have the vision to committo the long term future for the industry.

We have strengthened the criteria for BCSA membershipand all steelwork contractor members have gone through atechnical and financial audit review. Later this year we willlaunch a campaign to promote the benefits of using BCSAmembers to specifiers and clients

Looking forward there are new developments ahead whichwill benefit steel construction, eg CE marking of thesteelwork fabrication process will provide a furtherendorsement of quality.

BCSA is in good shape and remains committed to servingthe steel construction industry. We hope that you will enjoyreading this Annual Review.

CONSTRUCTION ACT REVIEWThe Review of the Construction Act (Part II of the HousingGrants, Construction and Regeneration Act 1996) started withthe Chancellor's budget announcement in 2004. Although ithas gone frustratingly slowly, it has been an exhaustive reviewthat finally came to fruition with the publication of the LocalDemocracy, Economic Development and Construction Bill.This entered the House of Lords in December 2008 and atthe time of print is going through Committee in the House ofCommons.

BCSA, both members and head office staff, were fullyengaged in the very thorough developmental process that thedraft legislation went through before it being introduced intoParliament and remain engaged.

It is good to see the long promised amendments to theConstruction Act finally making their way through Parliamentafter all the time and energy spent on this over a number ofyears. Nevertheless, the Bill can be improved and BCSA,along with its Specialist Engineering Contractors' Groupcolleagues, continues to pursue changes to the Bill.

HELPLINESBCSA already runs helplines for Scottish law andEmployment and other business law for the benefit of itsmembers and is pleased to announce that a helpline hasbeen set up with Arthur Cox, the eminent Dublin practice, to give free advice on Republic of Ireland law to members ofboth the Republic of Ireland and Northern Ireland Regions.

The Association also facilitates a range of insurances andbonds for members, maintained by Griffiths and Armour, IRC(Europe) and Quinn Direct.

WORKING TIME DIRECTIVE The Association has been successful in its campaign toretain the opt out to the 48-hour maximum working week.

The European Council of Ministers had reached a 'commonposition' in June 2008 that, among other things preserved theright of workers to opt out of the maximum average 48-hourworking week. In December 2008, however, this agreementwas overturned when the European Parliament voted againstit and decided that the opt out should be phased out over aperiod of three years.

This issue is of immense importance to Association membersand a campaign to retain the opt out was started byCommercial and Contracts Committee member, Simon Boydof John Reid and Sons (Strucsteel) Ltd.

The campaign included a very successful petition, whichworkers were asked to sign if they wanted to be able tocontinue to work the hours they wanted. Some 90% of thoseasked to sign did want to. The statistics arising from theBCSA petition have proved very useful for governmentnegotiators during the 'Conciliation' period that followed theEuropean Parliament's vote.

The Association also had contact with a range of politiciansfrom all parties. The government was very keen to retain theopt out, so the campaign did not seek to changegovernment's mind but to offer support and information.

In April 2009 parties to the Conciliation failed to agree andwith no agreement possible, the legislation fell and the UKretains its opt out.

WORK TO ENHANCE CONTACT WITHQUANTITY SURVEYORS AND RICSBCSA appointed a new Commercial Director in 2008, toenhance contact with the quantity surveying profession andpromote the merits of structural steelwork and BCSA members.

Presentations have been made to several leading costconsultants regarding the inherent competency andprofessionalism of BCSA members. Topics covereddemonstrating why steel is the preferred solution includesustainability and multi-recyclability. Other matters covered are- Target Zero; CE marking; health and safety; fire engineeringand testing; general pricing information; market share; costadvantage studies; and where to find further help, advice andinformation on structural steel. In addition, a presentation hasbeen made to the RICS (QS) executive committee.

BCSA has researched the numbers of quantity surveyingtrainees at University to consider the viability and scale of aproject to produce student packs for quantity surveyingtrainees and also how to engage further with them.Feedback to BCSA from 67% of the Universities that do suchfull and part-time courses shows that there are about 2,500students enrolling each year.

RICS NEW RULES OF MEASUREMENTAfter about 20 years of SMM7, the RICS is in the process ofrolling out new rules of measurement (NRM). Volume 1 cameout in April 2009, the 2nd Volume is the works procurementsection which will be the alternative to SMM7 and is expectedto be published during the summer of 2009 and the 3rdVolume is Post-completion procurement.

The Association has been examining this document, and asummary of the first publication (Volume 1) has been preparedfor members, as an aid to understanding the new principles.

SEMINARS'Commercial and Contractual Awareness' seminars have

been held around the country, both for individual companiesand generally. An 'Introduction to Estimating' seminar wasalso held in November.

CE MARKINGThe CE Marking standard for fabricated steelwork, BS EN1090-1, was issued recently and will come into force in May 2010. A two year overlap period with nationalregulations starting from May 2010 has been agreed withCEN. This overlap period recognises that most steelworkcontractors will not be in a position to produce CE Markedfabricated steelwork immediately. The objective of thistransition period is therefore to allow steelwork contractorsand their Notified Bodies, eg the Steel ConstructionCertification Scheme (SCCS), to introduce the necessaryfactory production control (FPC) systems required for CEMarking. CE Marking will therefore not become mandatory inthe UK and RoI until May 2012.

Probably the most challenging aspect of CE Marking is theResponsible Welding Co-ordinator. BCSA recognises thedifficulties and has established a number of routes for steelworkcontractors to demonstrate that their nominated RWC has the

necessary knowledge and competence to control their weldingprocesses. One route is where the RWC has an appropriateInternational Institute of Welding qualification.

An alternative and more appropriate route for those steelworkcontractors working within building construction is for theSCCS to assess the RWC’s knowledge and competence aspart of the FPC system. To assist its members BCSA will beholding a number of two-day RWC training courses later thisyear which will include an examination and subsequentcertification for the successful candidates. This certificationcan be used by the member company to demonstrate theRWC’s technical knowledge to the Notified Body.

In October 2008 BCSA held a CE Marking Conference at theInstitute of Directors to explain the CE Marking process andto launch its ‘Guide to the CE Marking of Structural Steelwork’.Further CE Marking seminars are planned for later this year.

This year has again been dominated by work on the CE Marking of structural steelwork and theassociated topics of Welding Quality Management and the Responsible Welding Coordinator.

2008 also saw the start of a new steel industry initiative on sustainability with the launch of the Target-Zero project, the development of a Carbon Foot-printing tool andwork on responsible sourcing. Some of the developments in each of these key areas arehighlighted below.

EUROPEAN FABRICATION STANDARD The European Standard for the fabrication of structuralsteelwork, BS EN 1090-2, was published on 31 January 2008.This standard should replace national standards such as BS 5950-2, BS 5400-6 and parts of BS 8100 immediately, but the BSI committees responsible for this standard haverecommended that BS EN 1090-2 should not come in toforce until March 2010 to coincide with the introduction of the Eurocodes.

BCSA’s advice remains that, for buildings, members shouldcontinue to use the National Structural SteelworkSpecification, 5th edition and for bridges members shoulduse BS 5400-6 until the Highways Agency modelspecification for bridges becomes available later this year.

A CE Marking edition of the NSSS is currently in preparationand will reflect the recommendations given in BS EN 1090-2and the requirements for CE Marking given in BS EN 1090-1.The CE Marking edition of the NSSS will be available later thisyear and a series of seminars introducing this publication arealso planned for later this year.

BCSA is developing a publication containing typical weldingprocedures for use with the new European fabricationstandard, BS EN 1090-2. The publication will providepreliminary Welding Procedure Specification (pWPS) for arange of welding positions and joint types and will give stepby step instruction on how to qualify welding proceduresappropriate to a steelwork contractor’s day to day weldingoperations. This publication will be published later this year.

EUROCODES BCSA has agreed with government Ministers that existingnational standards will continue to be able to be used forBuilding Regulations beyond 2010. BCSA is also a memberof the Building Regulations Advisory Committee WorkingGroup responsible for the revision to Approved Document A– Structure.

All parts of the Eurocodes for the design of buildings andbridges have now been published together with theirassociated National Annexes. For those wishing to use theEurocodes BCSA, together with Corus and SCI, has prepareda series of design guides which include the Eurocode versionof the Blue, Red and Green books. These publications willbe available later this year.

CODES AND STANDARDSBCSA continues to be represented on 23 BSI and Europeantechnical committees and strives to input practical advice toshape and influence the drafting of new codes and themaintenance of existing codes. These standards includenational and European design and execution standards,product standards (bolts and welds) and harmonisedstandards for CE Marking.

LIAISON BCSA maintains close liaison with other organisationsassociated with the steel construction industry in the UK,such as Corus, the Steel Construction Institute, theGalvanizers Association and the Association forConsultancy and Engineering. BCSA also has excellentrelationships with Government Departments and Agenciesincluding the Highways Agency, the Department forBusiness, Innovation and Skills, the Department forCommunities and Local Government, the Carbon Trust andthe Building Research Establishment. In Europe BCSA isthe UK’s representative body on the European Conventionfor Constructional Steelwork.

ADVISORY SERVICE The ‘external’ face of BCSA to the industry is often in the formof technical advice and support. This is available to membercompanies, clients, specifiers, designers and contractorsalike. Response to specific queries is given, where possible,by BCSA staff but where further assistance is necessaryalternative sources of information are recommended, such asthe complementary advisory services run by Corus and theSteel Construction Industry.

SUSTAINABILITY

Construction has an important role to play in meeting the sustainability agenda. It makes a major contribution to the national economy and has an impact on the quality ofall our lives. It is also a major consumer of non-renewable resources and the operation ofbuildings is responsible for about half of the UK’s total CO2 emissions. The challenge for theconstruction industry is therefore to deliver economic structures that enhance the quality ofour lives while at the same time reducing impact on the environment

Sustainability is a much wider topic than just the environment and includes issues associated with the health, safety and training of people as well as the commercial interests of companies.

BCSA recognises that its members play a key role in delivering and maintaining asustainable built environment and is actively involved in activities that support PEOPLE,the PLANET and PROFIT.

PEOPLE BCSA has a well established Health and Safety Committeewhich developed a DVD based training package on‘behavioural safety’ and a growing number of BCSAmembers have signed up to BCSA’s specialist H&S advisoryservice, Safety in Steel Construction (SiSC). The provision ofguidance documents, seminars and the collection of accidentand injury data over the recent years have provided firmevidence that the steel construction industry has reduced itsreportable injury rate by more than 50% since the year 2000.

BCSA established a Human Resources and Training Committeeto develop and establish a wider national programme ofemployment related information and training courses for

members. To promote the many roles that are available in thesteel construction industry information packs are issued toevery university student studying Construction, Engineering andArchitecture. Specific training and development needs are alsobeing targeted and BCSA is working with Sector Skills Councilsand others to establish appropriate training and qualificationssuch as supervisory, management and steel detailing courses.BCSA provided seminars, courses and workshops formembers to keep them up-to-date on technical, commercialand contractual issues and for legislative changes such as theforthcoming requirements for CE Marking and the ResponsibleWelding Coordinator.

PLANET In response to the UK Government’s policy to reduce carbonemissions BCSA is actively involved in the following initiatives toreduce the carbon emissions from the steel construction sector.

• BCSA Sustainability Charter• Responsible sourcing• Target Zero • Carbon footprinting

BCSA Sustainability Charter

BCSA was the first construction material sector to launch aSustainability Charter which it did in November 2005. The objective of the Steel Construction Sustainability Charteris ‘To develop steel as a sustainable form of construction in terms of economic viability, social progress andenvironmental responsibility.’

To become a charter member BCSA companies must make aformal declaration of their commitment to a number ofsustainability principles and agree to be audited against arange of environmental, social and economic criteria.

The companies must also agree to provide data which is usedas the basis of sustainability Key Performance Indicators (egtheir Carbon footprint) for companies to benchmark their ownperformance. Membership is attainable at three levels -Member, Silver and Gold of which Gold is the highest.

In 2008 BCSA embarked on the second stage of itsprogramme that takes its sustainability initiative beyondimproved industry performance. This requires the sector toengage in dialogue with leading specifiers for buildings andprocurement agencies for bridges. The expectation is thatsuitable ‘green’ specifications and contract requirements forsteel construction will be developed that utilise theestablished capabilities of BCSA’s Charter Members.

Responsible sourcing

BCSA recognised that specifiers seeking to establishresponsible sourcing for buildings are increasingly turning toBCSA’s Sustainability Charter Members to fulfill responsiblesourcing requirements. BCSA has worked with Corus, theEden Project and others to develop its understanding of therequirements of the construction industry with regard to thesustainable procurement of constructional steelwork. In thiscontext an additional requirement has been added to theSustainability Charter Gold standard whereby members mustnow demonstrate that at least 60% of their steel materialcomes from suppliers who are ISO 14001 accredited.

All companies who agree to be bound by the Charter alsocommit to assisting steel and construction companies, andother organisations in the supply chain, to implementsustainability policies. This development has been welcomedand a number of specifiers have included the Gold standardmembership of the BCSA Sustainability Charter in their greenspecifications.

Target Zero

In 2008 BCSA and Corus commissioned a team led by FaberMaunsell to carry out a £1 million sustainability project withthe aim of making steel intensive, zero-carbon buildings areality. The study runs for three years and will generate fully-costed solutions to meet each of the Government’s energyreduction targets through to zero carbon by 2019.

The project is also investigating and costing options forimproving operational energy, energy consumption, reducingembodied energy and other life-cycle impacts and achievingthe higher BREEAM Code ratings for the following five typesof steel framed structures:

• School• Warehouse• Supermarket• City centre office• Mixed–use development

The key deliverables will be a range of publications anddesign guides to inform developers, architects, specifiers,designers and main contractors of the measures needed tocreate steel intensive, zero-carbon buildings of the future.

This initiative was launched as the ‘Target Zero’ project byRichard Barrett, BCSA President at the National Dinner on 25February 2009.

Carbon Footprinting

During 2008 BCSA developed a Carbon Footprinting Tool thatallows BCSA members to calculate the carbon footprint of theircompany’s manufacturing and business operations. Togetherthese give the total carbon footprint for the company. The toolcan also be used to calculate the carbon footprint for the steelpart of a steel structure which includes the embodied energy inmanufacturing, fabricating, transporting and erecting the steelon site. This tool was launched at the BCSA National Meetingand circulated to members.

PROFIT During 2008 BCSA campaigned, either on its own account oras part of its membership of other organisations, on anumber of issues to improve the commercial backdropagainst which members have to work.

Among these were legal/contractual issues, such as theamendments to the 'Construction Act' currently going throughParliament, abolition of the Working Time Directive opt-outand the campaign to link start of payment cycle with start ofcontract, as well as regulatory issues, such as lobbying forchanges to the current regime on business rates onunoccupied buildings and for help with the difficulties withcredit insurance.

BCSA also issued updates on market trends and newgovernment construction initiatives such as the BuildingSchools for the Future (BSF) programme and the £40 billionNuclear Construction programme.

Other new initiatives include presentations to QuantitySurveying companies to promote the benefits of steelconstruction and to develop relationships with QSs and costconsultants.

• Institution of Occupational Safety andHealth (IOSH)

CONSTRUCTION (DESIGN & MANAGEMENT)REGULATIONS (CDM) The Health & Safety Executive (HSE) introduced the revisionto the CDM Regulations in 2007; however there have beenongoing concerns as to their application throughout 2008particularly relating to site conditions for using plant andequipment.

The principles of CDM are to reduce bureaucracy andimprove communications between all the parties involved inthe construction work, BCSA is working with the HSE on theareas of concern where the CDM duty holders are sometimescreating additional and unnecessary work for contractors.

HEALTH AND INJURY In 2000 the Health & Safety Executive (HSE) set a target of10% improvement to accident rates within a 10 year period.The steel construction industry has achieved more than 50%improvement to the reportable injury rate and is continuing todrive health and safety initiatives.

A number of good practice guides have been published toaddress the needs of the industry; some of these are to fill thegap where HSE’s guidance has been withdrawn and othersare to help compliance with new or changing legislation.

When undertaking structural design, steel construction can beconsidered the safest choice for the structural frame. Steel isinherently safer than alternative structural solutions as it is pre-

engineered in a way that makes pre-planning of operationseasier and more certain. A virtual reality model of the steel framecan be built in three dimensions in the computer thus facilitatingdetailed planning of the erection procedure. Steelwork is pre-fabricated offsite, which makes it more accurate and less liableto errors that would generate site hazards.

SAFETY IN STEEL CONSTRUCTION (SISC)To help the sector’s SMEs there is now a BCSA health andsafety service available called Safety in Steel Construction,this give access to direct and regular monitoring and advice.

SiSC provides a health and safety advisory service whichincludes regular factory and site visits, hazard and riskassessments and an ‘unlimited 24-hour telephone advisoryservice’. It is available to BCSA member companies of allsizes. Subscribing companies are able to quote SiSC astheir ‘Competent Safety Advisor’. Companies with their ownin-house safety professional may also benefit from SiSC’sassistance and support.

SAFE SITE HANDOVER CERTIFICATE(SSHC)The revision and launch of the SSHC was supported by theHSE following concerns regarding on-site safety. Many ofthese concerns arose as a result of the parties involved notbeing aware of the importance of proper access for trailers;safe areas for turning and unloading, etc. The SSHC hasimproved the communication between all involved and canalso be used as a monitoring aid during the programme ofwork. This reduces the risks arising from poor site conditionsand provides a mutual basis for improved productivity,efficient working and reduced delay and, hence, reducedoverall total cost. The SSHC helps to establish criteria forsafe site conditions as an inherent part of the steelworktender offer, and as a mutually agreed basis for thecommencement of delivery to site and of steelwork erection

LOADING AND UNLOADING RISKASSESSMENTBCSA has prepared an sample risk assessment for theloading and unloading of trailers. The risk assessment is inthe HSE format which is intended to remove bureaucracy.The HSE states that: ‘risk assessments should be aboutidentifying practical actions that protect people from harmand injury, not a bureaucratic experience. For the majority ofrisk assessments, short bullet points work well’. Thefollowing hazards have been identified as relevant to loadingand unloading of steelwork operations:

CONSTRUCTION SKILLSCERTIFICATION SCHEME (CSCS) BCSA agreed with the Engineering Construction IndustryTraining Board (ECITB) the principle of using the role of theExperienced Witness Adviser (EWA) to help to bridge the gapbetween the NVQ candidate and the assessor andaccredited centre. ECITB is supportive of the use of the EWAas a means of achieving the assessments for those BCSAmember companies that are finding it prohibitive to get aNVQ assessor to provide an On Site Assessment & Training(OSAT) service.

Human Resources:

• To support members’ aims of recruitment and retention ofhigh quality staff

• To provide good quality human resources and staffdevelopment information and advice to BCSA members onareas such as employment law and HR good practice

• To regularly survey the BCSA members to identify thelatest up-to-date training requirements of the membership

• To provide good quality information, recommendations andadvice to senior managers on training and development

• To liaise with the Sector Skills Council to ensure thesteelwork construction industry is fully represented withinthe national training agenda

HR GUIDE The Human Resources and Training Committee developedan HR Guide to help BCSA members with the issuesassociated with recruiting, employing and the sometimesthorny issues of terminating employment. The guide waspublished in July 2008.

HR KEY PERFORMANCE INDICATORS The development of KPI’s for the steel construction industryis now part of the BCSA Steel Construction SustainabilityCharter, with the Committee advising on what data should becollected.

SEMTA / METSKILL SEMTA (Science, Engineering and ManufacturingTechnologies) is the Sector Skills Council for the metalsindustry, and it has ensured that the needs of the sector areincluded within the Sector Skills Agreement which will meaneasier access to funding for training costs.

Some years ago BCSA and Metskill investigated producing aCD package for steel detailing training but, for variousreasons, this did not progress further than trial stage. The use of the package and the identification of the relevantNVQ units are to be developed and investigated. It is hopedthat a modular training plan can be developed for draughtingwhich will enable members to gain access to funding.

ATTRACTING NEW PERSONNEL Metskill has a ‘new entrants pack’ that is for apprentices andfor industry engagement with schools; the Metskill StudentPlacement workbook has been issued to all BCSA membersto provide support and guidance for placement students fromschools and encourage the members to work more closelywith their local schools and to promote the industry.

MEMBERSHIP SERVICES AND PROMOTIONMEMBERSHIP ASSESSMENTS Membership of BCSA is open to any steelwork contractorwho has a fabrication facility within the United Kingdom orthe Republic of Ireland.

All BCSA Steelwork Contractor Members and BridgeworksRegistered Steelwork Contractors are regularly visited by anexperienced auditor to assess their capabilities. Theassessments carried out by the BCSA provide clients withan easy way to pre-qualify steelwork contractors beforecontracts are tendered. This ensures that the successfulsteelwork contractor has the special skills to suit the project,and helps the client to fulfil the regulatory duty only to usecompetent contractors.

The capabilities are defined in terms of two primary criteria– Class and Category. The Class gives guidance on thesize of steelwork contract which the company has thefinancial and management resources to undertake. If aproject lasts longer than a year, the value is the proportionof the steelwork contract to be undertaken within a 12month period. The Classification values attainable are:

The Buildings Categories attainable (see right) refer to thetype of steelwork for which a company can be assessed.Each applicant is independently assessed during a visit byreference to a range of competence criteria includingtechnical and managerial. References from earlier projects form an importantpart of categorisation – but they are not relied uponexclusively otherwise companies would never be able todevelop and grow. Companies can attain just one category,for one type of steelwork, or two or more.

The 13th edition of the Directory for Specifiers and Buyerswas published in the spring of 2009 and has been directmailed to 8,500 clients, architects, engineers etc. The aim ofthe Directory is to promote the capabilities of membercompanies and also the advantages of steel in construction.

Desk Diaries

The Association continues to produce its popular BCSA deskdiary, which incorporates the National Structural SteelworkSpecification for Building Construction, safe load tables, etc.

Magazines

BCSA’s magazine, ‘New Steel Construction’, is publishedjointly with Corus and SCI and is mailed to 9,000 namedindividuals monthly.

A joint BCSA/Corus supplement, ‘Steel Construction News’,is produced three times a year, and is inserted into othertrade journals, bringing the total distribution to over 100,000copies per issue.

STRUCTURAL STEEL DESIGN AWARDS Steel continues to be the most popular framematerial and the entries continue to reflect theincreasingly high standards that are beingachieved, not only in design and all aspects of fabrication, butalso in the short programmes and accuracy on site. In varyingproportions, the qualities of engineering excellence, innovation,attention to detail, economy and speed of construction arebrought together in each of the successful structures. It ishoped that the Design Awards will continue to stimulate interest,and contribute to the growth of steel-framed construction.

The Structural Steel Design Awards Scheme is sponsoredjointly by BCSA and Corus. The objective of the Scheme is torecognise and celebrate the excellence of the United Kingdomand Republic of Ireland in the field of steel construction,particularly demonstrating its potential in terms of efficiency,cost effectiveness, aesthetics and innovation.

The 2009 Awards will be announced on 9 July at the ScienceMuseum, London.

LIAISON WITH STUDENTS BCSA continues to support The Ironmongers’ Company withits new University Scholarship Scheme. The Scheme isdesigned to increase the number of school leavers electingto study steel related subjects at university, including civil andstructural engineering and is specifically aimed at those whoare interested in these subjects but do not have the financialresources to go to university. The Association’s bursary wasawarded to Ms Betty Wang who is reading for a BEng in CivilEngineering at UCL.

The Student packs, which are produced by BCSA and Corus,were distributed to over 8,000 civil/structural/architectureundergraduates last year and were well received. Each packcontained DVDs featuring ‘Making Steel’, ‘Fabrication’,‘Construction’, and a selection of publications published byBCSA, including ‘Steel Details’, ‘Steel Buildings’ and ‘SteelBridges’.

MARKET DEVELOPMENT FUND The £1M pa three-year fund launched last year jointly withCorus continues to be well supported despite the economicdownturn in the industry.

The major activity of the Fund is the Target Zero project – theaim of the project is to understand the implications of the UKgovernment’s move towards ‘zero carbon’ for theconstruction of non-domestic buildings.

A series of one-off ‘special’ supplements is being produced –the first two have been published during the past year entitled‘From Strength To Strength’ and ‘Value Benefits of Steel’ andwere distributed to just over 140,000 specifiers.

An advertising campaign was run in the leading trade pressduring 2008/09 on the theme of steel and sustainability. A newjoint BCSA/Corus steel construction trade press advertisingcampaign is being planned for September onwards.

A dedicated steel bridges campaign has been launched whichincludes articles on steel bridges written for specialist journals,new design aids and new information packs for designers.

EUROPEAN CONVENTION FORCONSTRUCTIONAL STEELWORK (ECCS)

The UK was represented at the many meeting of theEuropean Convention for Constructional Steelwork during theyear, including the Annual Meetings held in Norway duringSeptember 2008.

RQSC BRIDGEWORKS

The Register of Qualified Steelwork

Contractors Scheme for Bridgeworks

(RQSC) is open to any Steelwork

Contractor who has a fabrication facility

within the European Union.

The Highways Agency includes in its Instructions for Tenderingand Contract Data Part 2 a requirement that only companieslisted on the Register of Qualified Steelwork Contractors for thetype and value of work to be undertaken will be employed in thefabrication and erection of bridgeworks.

“In 2001 the Highways Agency recognised the benefitsthe RQSC Scheme offered in procuring and undertakingstructural steelwork. It made registration with RQSC arequirement for all works contracts involving structuralsteelwork from 1 May 2001.

The benefits of RQSC registration remain very relevantand important to the Highways Agency in demonstratinga contractor's capability, competence and experience,and it remains an Agency requirement that all contractsinvolving structural steelwork are undertaken by acontractor with appropriate RQSC registration.”

In order to be registered for Bridgeworks, a company musthave a minimum turnover in steelwork for bridges (orcontracts of similar complexity) of £1 million in the mostrecent year or alternatively per annum if averaged over thelast three years. The company must present references forcompleted supply and erect contracts that include at least sixbridgework contracts (or contracts of similar complexity), ofwhich two must each exceed £100,000 contract valuecompleted within the last three years.Companies wishing tobe registered for Bridgeworks (see sub-categories below) butwho do not possess suitably complete bridgeworkexperience may be registered as unclassified companies.

For nearly 25 years, SCCS has been certifying UK steelconstruction companies; all SCCS Certified companies havebeen through a rigorous examination to confirm that theyhave the personnel, organisation, experience, procedures,knowledge, equipment, capability and commitment toproduce work of the required quality.

The Certification process can improve production practicesand product quality at a facility. SCCS uses auditors who aretrained and experienced in fabrication in order to bring ahands-on approach to the certification process. By reviewingrecords, interviewing personnel and observing practices andequipment in the fabrication shop, independent auditors areable to confidently confirm that SCCS's standards are inplace. After a company is SCCS Certified, an ongoing reviewprocess ensures confirmation of continuing commitment tomanagement systems and offers companies the opportunityfor improvement.

The interest shown in SCCS and the services being offeredcontinues to grow. All Quality Management (QMS),Environmental Management (EMS) and Health & SafetyManagement (HSMS) certification re-assessments andsurveillance visits scheduled for 2008 were successfullycompleted. In addition, the initial assessments for anumber of new QMS, EMS and H&S systems werecompleted during the year. This additional certificationbusiness has increased the Scheme’s surveillance auditingcommitment in all areas considerably.

UKAS ACCREDITATIONSCCS has achieved accreditation for the Scheme’s QMS andEMS certification systems to BS EN ISO/IEC 17021. Thisstandard introduced several new and up-dated requirementswith a big emphasis on competence and impartiality.

STEEL CONSTRUCTIONCERTIFICATION SCHEME

SCCS also achieved accreditation for the National HighwaysSector Scheme 19A for corrosion protection of ferrousmaterials by industrial coatings. SCCS has also undergoneassessment to become a Notified Body for the purposes ofCE Marking of Structural Steelwork in accordance withEN1090-1.

QUALITY MANAGEMENT (QMS)SCCS currently services the certification of 28 separatequality management systems. Several of these certificatescover multiple sites, each of which is visited at least once peryear. The need for structural steelwork contractingorganisations to address the requirements for CE Marking(EN 1090-1), and in particular Factory Production Control(FPC), continues to attract additional interest in thedevelopment of formal quality management systems byorganisations that have avoided doing so to-date.

ENVIRONMENTAL MANAGEMENT (EMS)SCCS currently services the certification of 8 separateenvironmental management systems. This is an area thatshould not be overlooked by companies – there are legalobligations to maintain and a well operated EMS will providethe tools to keep on top of requirements.

HEALTH & SAFETY (H&S)SCCS currently services the certification of 8 separate healthand safety management systems. This is another growtharea with several clients going through the initial assessmentprocess at the time of publication.

CE MARKINGSCCS has gone through the assessment process by UKASto become a Notified Body for CE Marking, and FPC Gap-analysis assessments have been performed for a number ofcompanies in readiness to commence CE Marking.

STEEL CONSTRUCTION SUSTAINABILITY CHARTER

Membership of the Steel Construction Sustainability Charter is open to members of the BCSA. Companies are awarded CharterStatus in 3 levels - Member, Silver Member, Gold Member - depending on the number of points (see below) successfully audited.

1. A published sustainability policy (mandatory);2. Monitoring of progress towards sustainability using

specific management targets;3. A programme of involvement with their local community

on social issues and with the steel constructioncommunity generally;

4. An accredited H&SMS to OHSAS 18001 or H&Smanagement as an integral part of a QMS accredited to BS EN ISO 9001;

5. IIP accreditation or a structured programme forpersonnel training, development and communication;

6. A published equal opportunities policy;7. A published ethical trading policy;8. An accredited EMS to BS EN ISO 14001;9. Use of environmental impact assessment for process

improvement;10. A policy to manage energy and vehicle fuel usage in

the business;11. A policy to question whether suppliers have published

sustainability policies;12. An accredited QMS to BS EN ISO 9001.
