2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION
2.1 Identification of Project and Project Proponent:
The mining lease for an area 1.00 Hect. was granted in favour of Sh. Tikam Singh S/o Sh.Padam Singh, R/o - Datpa, Tehsil & Dist. - Jalore (Raj.) vide order no. 551-556 dated8/07/1996. The lease deed was executed on dated 23/09/1996 & was registered on date3/10/1996 for a period of 20 years.The mining lease period was extended 20 to 30 years from 03/10/1996 to 02/10/2026 videletter no. 564 dated 29/04/2016.
2.2 Brief Information about the Project
The project has been proposed for mining of 110146 TPA ROM of Masonary Stone by
opencast Method. The ML area is 1.00Hect. Water requirement for the proposed project for
drinking use, dust suppression and other use will be 4.0KLD, which will be taken from
nearby source.
2.3 Need for the Project and Its Importance to the Country or Region:
The mining project falls in the Jalor District of Rajasthan, the area is devoid of industrial
growth. The earning sources of the region are limited. Most of the people are dependent
upon agriculture only. Mineral wealth of the state Rajasthan provides the employment
opportunity to the people of the state as well as region also. Mining is one of the major core
sector industries which play a crucial role in the process of country economic development.
The mineral Masonary Stone finds extensive use in the construction and infrastructural

works. The basic objective of the project is the effective utilization of Material in the
country or region. Masonary Stone is the world's most commonly used material in
construction of road, railway track construction etc. Masonary Stone will help in the
economic growth of the country or region.
2.4 Demands-Supply Gap
There is a large demand of Masonary Stone for Building foundation, Walls, piers, pillars
and architectural works, lintels, Beams, Roofs and Roof covering, Cladding works, Dams,
light house, Railway, ballast, black boards and electrical switch.
2.5 Imports vs. Indigenous Production
Development needs will be met only through indigenous produced minerals against the high
cost of imported material.
2.6 Export Possibility
There is no proposal to export the minerals. However, mineral produced from the mine will
fulfill the needs of the region and surplus if any, will be considered for export.
2.7 Domestic/ Export MarketsDomestic MarketMineral excavated will be used for domestic consumption.
Export MarketThe proposed mining activity is for indigenous consumption only there is no proposal forexport.
2.8 Employment Generation
The proposed mining activity will provide employment to workers. The workers will be hired
mostly from the nearby villages.
3.0 PROJECT DESCRIPTION3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.
It is an Opencast Mining project over an area of 1.00Hect. with a proposed production is
110146 TPA ROM of Masonary Stone. This is an independent mining project and there are
no interlinked projects involved.

3.3 Details of Alternate Sites
Mining is site specific so no alternative site is proposed.
3.4 Size or magnitude of operation
The ML area has been granted over an area of 1.00 Hect. During five year total production of
Masonary Stone shall be approximately 336671TPA. The average number of working days
in the year would be 300.
3.5 Regional Geology: - The entire area covers parts of Jalore district. The area is dominated by
undifferentiated Aeolian sands and alluvium with outcrops of the Erinpura and Jalore Granites,

7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN
As no personnel are expected to be migrated due to mining in the ML area and the adjoining
region is also having a good mineral potential, the rehabilitation of the employees is not
going to be a problem. The workers and other staff can get job in the neighboring areas after
the end of life of mine. The lessee shall also try for employment of the workers.

8.0 PROJECT SCHEDULE & COST ESTIMATES
8.1 Likely Date of Start of Construction and Likely Date of Completion
No construction activities are proposed. The mining activity will commence only after
receiving environmental clearance and other statutory clearance.
8.2 Estimated Project Cost along with analysis in Terms of Economic Viability of the
Project
Estimated project cost is Rs. 18 Lacs. The lessee has all the mining equipments used for the
scientific mining. The mine is Eco-Friendly. Economically the ore is mineable as compared
to overburden thickness.
9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
The proposed mine will bring economical benefits to the state by the way of Royalty for
mineral and to the local people by way of direct and secondary employment opportunities.
Proposed minerals are used for a variety of structural and decorative purposes. The material
is in high demand at the local market for real estate industry.
The project will bring about socio-economic improvement of the area and will prove
beneficial to the area.

(a) “No expansion/ modernization activity has beenundertaken in violation of the provision of EIAnotification” (Please submit current pictures asabove).In case of the “Expansion Projects”, providealso the Environmental Load Statement (Annex-D).Details of Expansion / activity undertaken in violationof EIA notification, if any, be submitted withphotographs, and point-wise compliance report ofconditions of EC (if any) /CTE/CTO/NOC of RPCB &details of Notices received from RPCB and compliancetheir of as per MoEF, O.M. no. There is no litigation pendingagainst the project or land in whichthe project is proposed to be set up.Declaration by the ProjectProponent is attached asAnnexure- 1.
(iv) In all cases, one legal affidavit by the PP statingthat, “(a) I hereby give undertaking that the data andinformation given in the application, enclosures andother documents are true to the best of my knowledgeand belief and I am aware that if any part of the dataand information submitted is found to be false ormisleading at any stage, the project will be rejectedand clearance given, if any to the Project will berevoked at our risk and cost. (b) I hereby also submitthis undertaking as part of the EIA Report, owningthe contents (information and data) of the EIAReport”. Another legal affidavit by the consultant(if any) stating “(a) that the prescribed ToRs havebeen complied with (to be deleted if not applicable) &(b) that details and the data presented are factuallycorrect”, as per along with other information is alsoto be submitted. Contents of the affidavit in theform other than that mentioned above shall beconstrued as misleading the committee.

2. In cases of Mining Projects (applying for ToRs/EC):(i) Provide information in Annexure-E (Part-A, B & C),(ii) Certificate regarding mine lease area not falling inthe Aravalli Hills to be issued by the Mining Engineer/Assistant Mining Engineer in the prescribed format, asper the instructions contained in the letter no.DMG/ADM/Env/EC/F11/06/17-76 dt. 17.01.2011issued by the Director, Department of Mines andGeology, GoR, Udaipur, should be countersigned bythe Additional Director (Mines), DMG of concernedRegion and copy be submitted with other requireddocuments.(III)Projects covered under MoEFNotification Dtd. 9.9.13 should submit all relevantdocuments as per the Notification. Projects beingclaimed under B2 category by the PP as per MoEFOM Dtd 24 .6.2013 and/or Dtd 24.12.13 along withfollowing :-

iii. Considering the limited area, for cases where it is notfeasible to carry out plantation on 33% of the area inthe proposed project, an alternate land of 33% areashould be identified in the nearby area in consultationwith the concerning Gram Panchayat and the PPshould submit a commitment to carry out the entireplantation in that area in this coming rainy season.
Area wise plantation details aregiven in page no. 19 of PFR.
iv. The PP should submit information regarding localgeology of the area.
Details of local geology have beenattached as given in page 15 of PFRReport.
v. The PP should submit a copy of the map along with aletter from the competent authority (SME/ ME/AME)of the Mining Deptt. Regarding details of other miningleases falling within 500 mts. from the periphery of theproposed mine under consideration for EC. The detailsmust include the name of the mineral,(major/minor),name of the lease holders, lease no., area of that mineand total area of all the mines as per the Surveyplan/mining plan so as to ascertain whether the unitfalls under B2 category as per MoEF, OMdtd24.12.2013.The certificate from competentauthority along with a map showing all such mineswith index as follows be submitted
Details of the map regarding detailsof other mine leases falling within500 meters from the periphery ofthe proposed mine along with theletter is provides as Annexure- 4
vi. The Air, Noise monitoring data for the site, for 24 hrsshould be submitted for parameters like PM2.19,PM10, SOx, NOx and CO.
The monitoring data at the projectsite for air, noise is attached asAnnexure-7 & 8.
vii. The ground water table data at the proposed mineshould be submitted. Ground water sample analysesfor one location, at or near the site for all relevantparameters (physical and chemical) should besubmitted. It should be clearly indicated that the watertable will not be affected by mining activity.
As per approved mining plan reportis attached and it clearly indicatedthat the water table will not beaffected by mining activity Mineplan is attached as Annexure-6.
viii. The PP should submit a certificate regarding minelease area not falling in the Aravalli Hills, to be issuedby the Mining Engineer/ Assistant Mining Engineer inthe prescribed format, as per the format contained inthe letter no. DMG/ADM/Env/EC/F11/06/17-76 dt.

3. In all cases, the land ownership documents along withlatest position/status regarding title of land should besubmitted with other documents required for ToRs/EC.Land document/agreement letter should be dulyregistered and submitted.

4. For construction projects under category 8 of schedule,i. The PP and consultant should submit an
affidavit on Rs 10 non judicial stamp paper,duly attested by the notary, as per annexure‘G’.
ii. All the plans/maps should be on anappropriate scale (preferably on a linearscale) and should bear the sign and seal ofthe architect.

5. The construction project would be appraised on thebasis of From 1, From 1A and the conceptual plan asper the EIA notification Dtd 22.8.2013, as such the PPshould ensure submission of detail information on eachpoints of Form 1, Form 1A and the conceptual plan.

7. (a) The resume and nature of the consultants/disclosureof Consultants engaged for the project should beprovided with their telephone numbers and e-mailaddresses as per the format in EIA Notification dt.14.9.2006 and related circulars (Annex-C), indicatingstatus of accreditation by QCI/ NABET (quoting the

accreditation number). The Consultants and the PPshould ensure that the Consultant qualifies for thepresentation for the proposed project sector as per theQCI Circulars issued from time-to-time. Ineligibleconsultant should not appear for presentation.
(b) The consultant should mention the serial no. atwhich the name of the consultant appears in the latestlist available on MoEF website. The accreditedconsultant should also submit a copy of accreditationletter issued by MoEF/QCI/ NABET indicatingapproval of sectors and experts.
8. A statement of commitments related to the proposedproject, for compliance during post E.C. period shouldbe submitted in the format prescribed at Annex-“F”.
The statement of Commitments bythe PP for compliance during PostEC period is attached asAnnexure-10
9. The Pre-Feasibility Report should be prepared in theprescribed format, as per the instructions in theguidelines issued by the MoEF vide circular no. J-11013/41/2006-IA.II (I) dt. 30.12.2010 and besubmitted with other required documents to the DEACoffice and to all Members of the Committee.
Pre-Feasibility Report is submittedwith other required documents tothe DEAC office and all Membersof the Committee.
10. Each page of all documents, including reports,statements, annexure, appendices, maps, plans,diagrams, plates etc. should be serially / properlynumbered for ready reference during presentation. Inthe beginning of the documents, “Contents / Index”should serially list the items included in the report,indicating the page no./ annexure no./ appendix no./map no./plate no. etc. Each page of all the documentsincluding photographs (displaying date of phototaken) to be submitted should be signed, dated &sealed by the proponent as well as the consultant.Unsigned / unsealed documents shall be construedas not submitted. Un-necessary splitting of thereport in volumes should be avoided.
