It is absolutely essential to provide space for labor accommodation, considering the urgency of work.

5. Page No.86/GCC Part III/ Clause No. 3.1.2

Kindly allow initial security deposit in form of BG from scheduled Commercial Banks. Also, allow to convert the deducted retention money in the form of BG.

Security deposit and retention money clauses will be as per the tender document only.

6. Page No 9697/GCC PartIII/ Clause No. .10.0

a) The available indices on net are for the year 2012 = 100 and not 2001 as mentioned in the tender.

b) There is only one All India Wholesale Price Index and is applicable all over India and no separate index for a given centre.

c) The stipulation on Page 97 starting that rates shall be firm for the first 06 months of the contract period is totally unfair. The tenders are to be submitted on 14th March and the bank has taken leisurely the time limit of six months from date of opening of commercial bid, whichever is later to award the work.

a)It is confirmed that indices reference for 100 is for the year 2012 and not 2001 as indicated in the bid document. The same stands corrected in bid document. b) Only one Wholesale price Index (WPI) with 2011-12 in effect from April 2017. The same stands corrected in the bid document. c) Escalation cannot be for first 6 months of contract period as per CVC guidelines. This was clarified and the tender conditions stand unchanged.

This means that the contractor is committed to his rates from 14TH March 2019 and if the work order is issued after 3 months, even from the date of submission, contractor’s commitment is extended to 9 months. This is weird and totally ridiculous, considering the overall time limit of 12 months from the date of work order. This stipulation may please be totally deleted and escalation may please be allowed right from the commencement of work.

It is not understood how the contracting agency can acknowledge the complete status of previous work quality in case of hidden activity such as porosity of existing concrete, uncured work, etc. to quote the so called adequate and sufficient rates. Only the status is visible by naked eyes can be considered to quote the rates. In case of any repairs of latent nature, shall be measured and paid for.

It was clarified that detailed NDT tests have been carried out for the structure and effect of time and exposure computed and checked by the structural consultants. It was also clarified that the earlier contractor agency is responsible for the work executed by them and the guarantees provided for specialized works executed by them.

15. Date of Submission

The date of submission may please be extended by 15 days

The revised date of submission is now March 25th, 2019 at same time and venue as indicated in the bid document.

Cleaning of the existing structure for painting is part of the present bidder scope. Pest control treatment is not part of the scope. Anti termite treatment for balance surrounding area will be carried out as per BOQ item in this tender.
