Dalawang dekada na ring naging magkaalyado sa partidong Nationalist Peoples’ Coalition (NPC) sina Governor Vic Yap, anak ng dating Congressman Jose “Aping “ Yap, na nakilala bilang Master Tactician pagdating sa pulitika at Congressman Henry Cojuanco. Ang matamis na ugnayan ay nabuo ng dalawang political family (Yap at Cojuangco) nang makuha ni Aping Yap ang pagka-Gobernador ng lalawigan at talunin nito ang dating kakamping si Tingting Cojuangco. Dating magkalaban, naging magkakampi at ang dating magkakampi ay naging magkalaban, subalit kung disisyon ng partido ang paguusapan, posible pang magbago ang lahat, maaring asahan ang matamis at mapait na kahihinatnan ng mga pangayayari sa kasaysayan ng pulitika. Ang ngayo’y nakaupong Gobernador na si Victor Yap ay patapos na sa kanyang termino, malakas ang usap-usapan mula mismo sa kanyang kampo na posible itong tumakbong alkalde sa Tarlac City. Inaabangan din ng mga taga-sunod ng gobernador kung ito ba’y mananatili sa partidong NPC o lilipat sa Nacionalista, dahil sa ngayon umano ay marami nang pagbabago mula sa itaas na hanay ng mga pulitiko dahil Presiden- tial Election ang pinag- uusapan. Ang ngayo’y Kongresista ng Ika-2 Distrito ng lalawigan na si Kongresista Susan A. Yap- Sulit ay nanalo sa pangalawang pagkakataon sa ilalim ng Lakas -CMD na hiwalay sa dikta ng NPC. Subalit, sakali umanong magpasiya ang partido na patakbuhin itong gobernador, malaki ang posibilidad na kakagatin ito ni Cong. Susan dahil hindi umano iiwan ng mga Yap ang nasabing posisyon. SINO ANG makapagsasabi na naghihirap ang mga tarlakenyo sa mga panahongito, kaliwa’t kanan ang mga nagpapatayo ng bahay, naglalakihang gusali at mganegosyo ang itinatayo sa ating lungsod, saan ka man lumingon. Ganito ba angnaghihirap na siyudad?

Marami na ang dumaang pagsubok sa mga taga-Tarlac, nandiyan angsunod-sunod na bagyo, kalamidad, at kung anu-ano pa, pero matatag pa rin tayo,at nanatiling nakatayo. Ganyan din sa mga personal nating buhay, lalo na sa mgapulitiko, minsan ay masalimuot, minsan nama’y masaya lalo na kung maramingbiyaya ang natatanggap, kung saan man nanggaling yaon ay sila na angnakakaalam.

0-0-0-0-0-Papalapit na ang election, natatawa ako sa pag-uugali ng ilan nating pulitiko,

sa tuwing papalapit na ang political season ay para silang mga maaamong tupa,laging nakangiti, kahit ngiting aso, lagi mo na rin silang makikita sa mga barangay,namamasyal kahit wala namang okasyon. Pero nakaka-awa din ang kanilangkalagayan kasi parang wala silang karapatang magkamali o malungkot man lamang,lahat kasi ng kilos nila’y binabantayan ng taong bayan, maging ang kanilangpagtawa o pagka-galit ay pinupuna at binibigyan ng kahulugan. Sala sa init at salasa lamig sabi ng mga ordinaryong tao.

Ganyan talaga seguro ang buhay ng mga pulitiko at ilang celebrity. Kaya angilan sa kanila’y nagiging plastic na lamang ang pakikitungo sa kanilang mgaconstituents dahil na rin sa kakaibang buhay na meron sila. Sabi nga ng mgamatatanda; KUNG GUSTO MO NG MAGULONG BUHAY, PASUKIN MO ANGMUNDO NG PULITIKA! Pero bakit marami pa rin ang sumusubok na pasukin itokung talagang magulo? Sa palagay ko’y ang unang dahilan ng mga ito ay angtinatamong katanyagan, pagkakamal ng pera at higit sa lahat ay angkapangyarihan na inaasam-asam ng marami.

Kanya-kanyang laglagan na rin ang mga pulitiko, kahit kapartido ay hindi nasinisino, dahil ang personal na kapakanan ang umiiral, lalo na yaong mgamagkakalaban sa posisyon. Sa pulitika nga naman, walang kai-kaibigan kungang masasagasaan ay ang kanilang mga ambisyon sa pulitika.

WE HATE to be ruled by anybody who doesn’t belong to ourrace, our predecessors fought and died for the freedom theyyearned to be enjoyed by us who are living today, they despisedthe Spaniards who ruled in our lands in more than three centuries.Jose Rizal wrote books and articles stimulating the minds ofthe brave and was aroused to revolt.

Andres Bonifacio, sharpen his bolo and led the Cry ofBalintawak. Apolinario Mabini fought though lame and ashy,Gregorio Del Pilar died in a hill fighting.

We must have enough inspirations and reasons to standbrave and aggressive against any aggressors. To go againstthose who sow fear and terror, to those who wanted us softenwith trepidation to make us their slaves.

But what happens when we were left on our own? Whenthis country ruled by sharing of power in the Philippine-AmericanCommonwealth, our predecessors were not happy, the presenceof the American lords was an image of annoyance, bothersomeand exasperating. They wanted to have a country of their ownand enjoy the peacefulness of being independent.

It cannot be surprising for then Philippine CommonwealthPresident Manuel L. Quezon to say, “I would rather have a countryrun like hell by Filipinos than a country run like heaven by theAmericans, because however bad a Filipino government mightbe, we can always change it.”

“How bad a Filipino government might be, we can alwayschange it”, with this we must want to believe that Quezon haveso much faith in the Filipinos’ capability of changing.

Now that we have that independence (as we arecelebrating every 12th of June), as we read in the introductionof our constitution assuming sovereignty of governance to ourown country, how much trials do we need to endure for us tolearn, to finally embrace an appropriate system of governance.A system government that could end the undue influence of theoligarchs and make entrepreneurship becomes the tool for thedemocratization of wealth and the public money can be free fromthe control of pseudo servants of the poor.

Public funds are to be used as investment that wouldstimulate economic activity to the communities of the ordinarycitizens and those in power will protect these funds siphoned tothe pocket of the very few through devious schemes.

Destroy Political Dynasties, Kamag-anak Incorporated,Kumpadre Systems, Kainuman Syndicates, ka-MistahConnections, Hoodlums in robes, Fixscal Schemes anderadicate red tape into its smallest parcels.

These we perceive to be possible until Oligarchy ceasedto exists.

Oligarchy Exists

WHO MAY be contesting for the gubernatorial post comes 2016? Iheard a lot of stories and I can’t help pondering on intricacies of ourlocal political system here that is tinted with so many stories ofbackstabbing incidents.

Lest we forgot

I heard an old story about a candidatefor governor who made it appeared to thepeople that an accord is already madebetween his opponents that they agreed toexercise sobriety in their upcoming fight forthe gubernatorial seat. Trusting to theperceive sincerity of the other, the incumbentgovernor who was unperturbed that withthe assurance of no dirty tactics that hisopponent may employ, he went into arelaxed and unpretentious approach to theelectorate convinced with himself for thebacking of the mass majority of the votingpopulace.

Few days before the election date, theother guy went to the house of the relaxedgovernor, along with him was his aid holdingtwo bags made of pandan commonlyknown as “bayung” in vernacular filled withvegies as his present as a token for anhonest and clean battle they are apt to in avery near date.

The incumbent governor remainscomposed and calm for he doesn’t expectany devious scheme brewing from hisguest’s mind. Until when they left his house

and the aid stumbled down and spectators saw thatthe empty bayungs and being curious to what was inthose bayungs that were brought to the unperturbedopponent, he asked the aid and the aid told the poorspectator that it was a huge amount of money and thatthe incumbent has sold his candidacy to his boss.Then a schemed rumor spread out to the wholecommunity that the incumbent governor is no longerinterested for the position in lieu of the payoff.

It became a talk of the town at the market place, atthe cockpit arena and elsewhere in Tarlaccommunities. The incumbent governor was not muchaware of the magnitude of the damaging effect thatsimple gossip could bring to his candidacy. Byemploying a devious tactic the scheming guy wasproclaimed winner and the trusting incumbent governorresorted to contest the deceitful act in court. He wonbut never redeemed his post.

The wily guy teamed up with his comrades in theelite class, then called “Alta-Sociedad” and stage anew scheme that would look like a win-win solution tothe issue. The protesting guy was given an irresistibleoffer. Who can resist a cabinet post in Malacañan withthe honor and opulence of residing with the highestman in the land? Whether he grabs it or not, thatwasn’t told to me.

WHEREAS, for the awareness of the people of Region III,comprising the seven provinces of Central Luzon Region; Aurora, Bataan,Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales that on January10, 2014 with the representation of Media Personalities or Newspersonsasserting their duties as purveyors of information and guardians of truth,assembled together to discuss matters vital to the perpetuation of PressFreedom and of matters of public interests.

WHEREAS the delegates of the 32nd Convention of the CentralLuzon Media Association (CLMA Inc.,) the general assembly has adoptedthe below listed resolutions as it hereby acknowledge by the delegatesthemselves as the “:Phil Rice Accord”:

1. That CLMA, has recognized the significant role of the InternetProtocol (IP) as effectively introduced as the new media whobrought port communication and information within the reachof a mouse click at the World Wide Web;

2. That CLMA, is aware that the World WideWeb has providedinstantaneous information in a two-way traffic in a triplehandshake process epitomize by the interaction of Netizens(Internet Users) on Facebook, Twitter, Instagram, and othersimilar social media web sites;

Pagtugon: National Kidney Month” forumheld recently in Balanga City as part of the advocacy campaign of Bataan Kidney andDialysis Center (BKDC), Philippine Society of Nephrology-Central Luzon chapter, and Phil-ippine Information Agency (PIA) Bataan Information Center.

“When we eat fast food,we are giving our kidneys alot of work to clean ourbody. It is much better andcheaper to eat at home,”BKDC administrator JocelynIlaya said.

According to nephrolo-gist Edison Guerrero, kidneydisease is ranked number 10among the top ten leadingcauses of death in the coun-try, and it is known to be a“silent killer.”

“What are the visiblesigns or warning if onehas kidney disease?Maybe none at all! Thisis the reason why kid-ney disease is called si-lent killer,” Guerrerosaid.

DOLE, Zambales Provincial gov’t ink MOU with threeinstitutions for establishment of school-based PESOs

“Our newly-estab-lished school-based PESOsare the latest addition toour 17 existing school-based PESOs here inZambales. Our partner-ship with these schools willfurther boost our cam-paign in ensuring that ourprograms and services willbe more accessible to ourincoming entrants to ourlabor force,” Vice Gover-nor and Provincial PESOManager Ramon LacbainII said.

For her part, DOLERegional Director AnaDione commended thestrong partnership ofDOLE, PESOs, and par-ticipating schools in ensur-ing that programs and ser-vices are readily availablefor graduating students.

“Being the first prov-ince in the country with100 percent PESOs insti-tutionalized and aSecretary’s Award recipi-ent, I thank and commendthe dynamic tandem ofGovernor HermogenesEbdane and Vice Gover-nor Lacbain for their end-less efforts in pursuit tomake our programs andservices more reachableto our youths. I’d also liketo thank the support andcooperation of our newschool-based PESOs inpartnering with us in this

endeavor. Rest assured thatwe will extend the necessaryassistance to ensure that wewill be able to empower ouryouths and make them theprime movers in the region’scompetitive labor force,”Dione said.

Under the MOU, DOLEand provincial PESO shallexercise administrative andtechnical supervision by de-veloping, administering, andmanaging area-based or re-gion-specific employmentprojects and services; rec-ommend requirements forhuman resources, equip-ment, facilities and othernecessary resources for theeffective management andadministration; maintaincomputerized regional reg-istry of skills as well as em-ployment and business op-portunities for easy access ofthe clients; make the Phil-Jobnet accessible and free ofcharge and assist in itsoperationalization whetheroff-line or on-line; and regu-larly monitor and evaluatethe performance of theschool-based PESO.

The partner schools, onthe other hand, shall com-mit its available resourcesin maintaining and improv-ing various PESO servicesto their students and gradu-ates; provide required nec-essary resources, facilities,staff and operating funds

for the PESO including afocal person charged withthe Phil-Jobnet operations;provide labor market in-formation services to theirstudents and graduates;provide referral and place-ment services both for lo-cal and overseas employ-ment for their students andgraduates; support, utilize,subscribe and advocate theuse of the Phil-Job net forthe registration of theirgraduates as well as asource of employment op-portunities and making thesystem accessible to theirstudents and graduates;provide the concerned lo-cal government unit acopy of their encoded reg-istry of their graduates un-der the off-line feature ofthe Phil-Jobnet on a regu-lar basis for integration tothe Computerized Na-tional Manpower Registryof Skills ;and provide in-puts/feedbacks for greaterusefulness of the Phil-Jobnet as well as otherPESO programs and ser-vices.

Prior to this, DOLE hasestablished this year school-based PESOs in WesleyanUniversity in Aurora, Cen-ter for Research and Tech-nology in Nueva Ecija, HolyCross College in Pampanga,and Kolehiyo ng Subic inZambales. (PIA 3)

The examinations shallconsist of the following sub-ject areas: A) For Profes-sional (In English and Fili-pino) – vocabulary, gram-mar and correct usage,paragraph organization,reading comprehension,analogy, logic and numeri-cal reasoning B) For Sub-professional (In English andFilipino)- vocabulary,grammar and correct usage,

Exams will simulta-neously be conducted inover 50 venues across thearchipelago including the

An applicant must obtaina passing grade of at least 80%in order to earn eligibility thatis the key for a stable job inthe government.
