Executive Summary:
This report covers the compliance monitoring for Ballymurtagh Landfill, Avoca, Co. Wicklow, which is
licensed by the Environmental Protection Agency under Waste Licence W0011-02. The monitoring
period is for the second quarter of 2016, which includes April, May and June.
The monitoring programme includes Water (i.e. Surface, Ground & Leachate).An independent
company – T.E. Labs, carried out all water sampling.
During this sampling period there were no exceedances recorded at any of the surface water
monitoring locations.
Groundwater monitoring locations in the area are in general contaminated with acid mine drainage
from the previous workings of the Avoca mines. Low pH along with high conductivity and metals are
indicative of contamination by the historical mining operations.
Monitoring of drinking water supplies in homes in the proximity of the facility show pH levels that are
lower than the recommended levels for drinking water.
Landfill leachate monitoring shows a chemical composition similar to that expected for waste of the
age of that placed at Ballymurtagh.

1 Introduction This report details environmental water monitoring at Ballymurtagh Landfill, County Wicklow for the
second quarter of 2016 (i.e. April, May and June).
T.E. Labs monitor surface water, groundwater and leachate.
In compliance with Condition 6 of Waste Licence W0011-02, Wicklow County Council is required to
carry out environmental monitoring at Ballymurtagh Landfill at such locations and frequencies as set
out in Schedule C: Control & Monitoring of the licence. Schedule C.5 details the requirements for the
monitoring of receiving water, Schedule C.4 details the requirements of groundwater monitoring and
C.3 the leachate monitoring.
Quarterly reports are submitted in line with the requirements set out in the licence.

2 Compliance Monitoring For Quarter 2 2016
Period Covered: April through June 2016
2.1 SURFACE WATER QUALITY
The surface water-monitoring programme includes six monitoring locations SW1 – SW6, as specified
in the Waste Licence. Surface water analysis at Ballymurtagh primarily monitors the quality of the
Avoca River as it passes adjacent to the Ballymurtagh site.
The results are compared with European Community (Quality of Surface Water intended for
Abstraction for Drinking Water) Regulations, 1989 (SI. No. 294 of 1989) and the EPA’s Environmental
Quality Objectives and Environmental Quality Standards (2003). Interpretation of the results is
complicated by the fact that the Avoca mine adits, Ballygahan adit and Ballymurtagh road adit, which
are used as surface water quality monitoring points SW2 and SW3 respectively, and are carrying acid
mine drainage.

SW1: This monitoring location is located upstream of the landfill site at an area known locally as “The
White Bridge”. The latest analysis shows that this location is within all Trigger limits/ Standards and
licence limits.

locally as “Sharpes Yard”. This point is also downstream of the Ballymurtagh “Road” adit which
contains acid mine drainage from the Avoca Mines. The latest analysis shows that this location is

monitoring points, SW4 and SW5 are of good quality. A slightly raised BOD level of 7mg/l was
recorded upstream of the landfill, the trigger level is 5mg/l. There was no discharge from the recycling
area during this monitoring.

2.2.1 Groundwater Standards
The groundwater results recorded during the investigation period have been compared with trigger
levels set for various parameters at the facility under condition 6.4.2 of the waste licence. Where limits
are not set, EC directives or National Regulations for the Aquatic Environmental and for drinking
water are used in comparing groundwater results. These standards provide guidelines and a
Maximum Admissible Concentration (MAC) permitted for each of the drinking water parameters, the
regulations used are listed below.
EPA interim Guideline Values for Groundwater
EC Groundwater Directive (80/68/EEC)
European Communities Council Directive 98/83/EC. This directive was originally transposed
into Irish Law by the EC (Drinking Water) Regulations SI439 of 2000. These regulations were
replaced by SI 106 of 2007 which were later revoked by the EC (Drinking Water) regulations
SI 278 of 2007 with immediate effect. These regulations outline indicator parametric values
for drinking water.
EC Groundwater Directive, which is a “daughter” Directive of the EC Dangerous Substances
Directive (76/160/EC).

RC6: This deep well is located approx. 100 meters to the east of the landfill and is close to G1/04
above.
During this round of monitoring this well was dry.
GW1/05: This groundwater well is located almost directly across the road from the main entrance to
the Ballymurtagh Civic Amenity main entrance. It is one of two wells (also GW2/05) that have been
installed at the request of the agency. The difference between both wells was the depth drilled to (i.e.
GW1/05 is deep, GW2/05 is shallow). This well is indicative of mine contamination with low pH, high
conductivity and high sulphate.

SW3: As the tag may indicate this location was once considered a surface water monitoring point,
however as the water contains landfill leachate the location has now been re-graded to a groundwater
monitoring point and approved by the agency. The well has high readings on most parameters due to
the mixture of leachate and acid mine drainage.

2.3 Leachate Monitoring:
TelLab undertake leachate monitoring on a quarterly basis. Leachate analysis is undertaken at all
wells that are not dry.
During this quarter samples were taken on9th of May 2016. Leachate samples were obtained from
L10/01 and L10/02.
2.3.1 Leachate monitoring analysis.
L10/01: This leachate monitoring point is located in the waste body on the eastern end of the landfill.
Analysis shows the leachate to be of typical values for waste of this age.
