Road Map for a Bali Clean and Green Province Om Swastiastu As a follow up to the commitment of the Government of the Republic of Indonesia to reduce carbon emissions by 26% until the year 2020, The Bali Provincial Government together with the Municipality / Cities in Bali, The Private Sector, NGOs, Villages, Schools, Universities and all Community Members have launched the program Bali Green Province. The program aims to create the local environment in Bali as clean, healthy, comfortable, sustainable and beautiful according to the values of Tri Hita Karana philosophy. In this booklet is presented the background, objectives, policies and strategies towards achieving Bali Green Province as well as an attached planning map for the Bali Green Province. Through this book it is hoped that all members of society can integrate similar perception, actions and steps, so that the goals and objectives of Bali Green Province can be achieved in an effective and sustainable manner. Realize that this pocket book is still very limited both in technical content and presentation, therefore the input and suggestions from all caring parties are expected to improve the content. Finally to all those who have helped / facilitated in the preparation of this pocket book thank you deeply. Gede Alit Sastrawan Preface I. ------------------------------------ MESSAGE FROM THE GOVERNOR OF BALI Om Swastiastu Complexity of environmental problems in quantitative and qualitatively have experienced a significant escalation, one of the global environmental problems that is now a concern for many stakeholders is global warming potential GWP due to an increase in greenhouse gases (GHG) Bali Road Map 2007, which is the result of the UNFCCC declaration reminds us that the earth is no longer able to absorb the pollution load generated from human activities, therefore the effort of adaptation and mitigation of climate change becomes an obligation of us all. As a follow-up to the Government's commitment to reduce carbon emissions by 26%, the Bali Provincial Government has launched the Program Bali Green Province, with the main goal to make Bali clean, healthy, comfortable, sustainable and beautiful.

I am optimistic that Bali Green Province can be realized when all parties genuinely and consistently care and do real environmental practices & improvements in Bali. Background Provincial Bali has an area of + / - 5.636.66 km2 or 0.29% of Indonesia's land area with a population of 3,891,428 inhabitants (2010). In the last 10 years period (2000-2010) population growth in Bali province has reached 2:15% per year within the last 2 years the economic growth in Bali has increased at a rate of 5.33% (2009) and 5.64% (2010). Meanwhile, the poverty rate in Bali has decreased by 5.13% (2009) and 4.88% (until March 2010). Population growth and economic development has raised several environmental issues as follows: Page 1 ---------------- 1. Still weak public awareness in environmental protection and management 2. Violation of space utilization 3. Still weak waste management systems 4. Traffic jams 5. Pollution of water resources 6. a reduction in water catchment areas 7. An Increase in the extent of the disaster prone areas 8. Increased damage to coastal and marine resources 9. Reduced biodiversity 10. Limited data and environmental information 11. Limited adaptation and mitigation efforts on climate change impacts 12. Limited monitoring and enforcement of environmental law 13. Increasingly limited resources of qualified manpower in the environmental field In order to realize an advanced, secure, peaceful and prosperous Bali Mandara (safe independent and prosperous) and in accordance with the Bali Provincial RPJMD years 2008-2013, Bali Regional development priorities, including: Page 2 ------------------------ 1. Increased peace and good order of society To schedule development priorities in order to realize the above, the program has launched a green province of Bali on 22 Feb. 2010 to coincide with the opening of the UN Conference on Environment Management (United Nations Environmental Program / UNEP) to 11 in Nusa Dua Page 3 ------------------------ B. Goal Green Bali Province, is the commitment of the Government and the Government of Bali provinces, districts / municipals in-Bali, the Private Sector, NGOs, Universities, Schools, Villages and all components, with all it’s resources and efforts to realize sustainable development of the Bali Area (clean, healthy, comfortable, beautiful, and sustainable) for now and the generations to follow with an advanced, secure, peaceful and prosperous Bali Mandara II. Vision and Mission A. POLICY AND STRATEGY A, Policy In realizing Bali Green Province there has been developed 3 (three) basic policy’s that includes: 1. Increasing public awareness in the development of the Regional Environmental Bali 2. Develop cooperation and partnership in the management of natural resources and the environment 3. B. Strategy 1. Green Culture: Preserving and developing the cultural values (local wisdom) relating to the environment, including various religious activities either small, medium and large. 2. Green Economy: Creating Regional economy of Bali that can improve people's welfare, alleviate poverty, and develop an environmentally friendly investment. Page 6 ------------------------ 3. Clean & Green: Integrating and synergizing environmental development programs into all development sectors (government), private and public. All three of these strategies affect each other and are inseparable from one another, and the schematic of this is described below: In order to realize the Bali Green Province, cultural factors (attitude) of the community becomes an important component that needs the attention of all parties, whether community, business, and government. This also means that every component of society must have awareness, commitment, with active and ongoing participation. Page 7 ------------------------ C. Target Green Culture: Develop curriculum-based educational environment. Develop school / High school that care about the environment. Encourage the development of environmentally friendly appropriate technology. Encourage traditional institutions (Village Pekraman, Subak, Subak Abian and Sekaa Truna) in addressing environmental issues. To encourage every household to manage waste in the 3-R system (reduce, reuse and recycle). Establish beautiful sacred areas. Develop and protect various kinds of rare plants / Ceremony? . Develop pilot environmental management through the Village Environmental Awareness Practices (DSL). Explore creative local solutions in environmental preservation work. Improving environmental management campaigns through the media sharing. Page 8 ------------------------ Provide incentives / rewards for community environmental care. Stabilize institutional performance on County / City Environmental practices. Develop environmental information management system. Green Economy: Encourage every business and / or activity to implement the three Rs and employ composting in waste management. Manage business and / or activity using appropriate environmental quality standards. Increase private participation (Corporate Social Responsibility / CSR) in the control of pollution and environmental degradation and poverty alleviation.

VII. MONITORING AND EVALUATION 1. To know the progress on implementation of activities in Bali Green Province and problem-solving efforts, it is necessary to implement monitoring and evaluation activities on an ongoing basis and regularly / periodically by the Working Group for Bali Green Province. Through continuous monitoring and harmonious evaluation it is hoped that there will materialize the implementation of programs and activities affectively and efficiently. ?? 2. Implementation of monitoring program for the Bali Green Province will be conducted through direct observation, regular meetings and reporting ranging from the level of Village, District, Larger District and Province. ( Desa/ Kelurahan,Kecamatan,Kabupaten/Kota ) Page 21 ------------------------ 3.The evaluation was conducted according to cycle stage activities include evaluation of short-term, medium and long term. The evaluation results become input for the execution of the next improvements. V. Closing The success of Green Bali Province is highly dependent on the awareness, participation / support and commitment in synergy and sustainability of all components of society (government, private, community leaders, traditional leaders, leaders of institutions, mass media, NGOs, schools / universities, cultural, religious, and others).
