Region seeks Club Coach, Director of the Year
Art of Coaching clinic welcomes 300 to Marquette
WIAA releases new website; brackets for boys and girls
tourney
Thousands of Badger Region members also participate on with
their high school boys and girls volleyball teams from August
through No-vember. That being said, the Region is working with the
WIAA to make sure changes to the high school volleyball scene are
well known among the volleyball community.
Here is this week’s update from the WIAA:* The WIAA launched a
new website this
week. Have feedback on accessibility or “us-er-friendliness?
Contact the WIAA office.
* Boys and girls tournament brackets have been posted and can be
found on the boys and girls volleyball pages under
“Tournaments.”
* Girls volleyball schools (Div. 2-3-4) have until May 1 to vote
if they prefer remain in the larger, sectional group, or to split
into two smaller regional groupings.
* All eight boys sectional final matches will be hosted as a
“doubleheader” with the boys match at 4:30 p.m. and the girls match
to follow at 7 p.m. Seven of the eight boys sectionals will be
hosted at schools that do not currently offer boys volleyball as a
sanc-tioned sport. It is the hopes of the WIAA that exposing these
schools to the sport of boys volleyball will encourage them to add
the sport in the near future.

An elite cadre of coaches came to Milwaukee April 6-7 for the
first-ever Art of Coach-ing clinic at Marquette Uni-versity. For
more photos and a re-cap of the event, see Page 3.
The Badger Region is commit-ted to promoting good coaching and
club management; it’s time to recognize some of the best in the
state of Wisconsin. In partner-ship with the AVCA, the Badger
Region will be awarding a Club Director and multiple Coach of the
Year Awards this season. Winners will also be shared with the AVCA
for consideration for National Coach and Club Direc-tor of the Year
awards.
A selection committee has
been formed to choose this year’s worthy coaches and club
director based on the following criteria:
* Team success during the season (Coach)
* Team improvement during the season (Coach)
* Individual player develop-ment (Coach)
* Coach/Club Director role in the overall success of the
club
* Coach/Club Director con-tributions or overall impact on
character development through
participation in volleyball* Professional and positive
demeanor while promoting team sportsmanship
* Commitment by the club di-rector to coaching
development/support
* Contributions by the Club Director to the growth of
volleyball
* The culture and personality of the club that the Club Director
has instilled
The nomination period is open now through April 30. Please
note: only Club Directors may nominate coaches.
All nominees/winners must be active members of the Badger
Re-gion and the AVCA. However, we encourage everyone to nominate
deserving coaches/club directors, and we will work with winners to
obtain AVCA membership if necessary.
Any questions about this awards program can be directed to Scott
Spiess at [email protected].
Terry Liskevych and Karch Kiraly welcome attendees to the April
6-7 Art of Coaching clinic.

With the start of the new year, the Badger Region unveiled its
2019 partnership with the American Volleyball Coaches Association,
where every week the Region updates its website with a Recruiting
Tip of the Week and Coaching Tip of the Week from the AVCA.
The most recent Recruiting Tips include:* April 2: What are the
unique things about NCAA Div. I

By Jim ArtsBadger Region Ref Chair
Well, all three weekends of Badger Region Championships are
complete. I want to thank all the officials that helped out for any
or all of the championships. We couldn’t have successful
championships without you!
A special shoutout goes to our assign-er, Larry Schoenick, who
magnificently maneuvered through three weekends of scheduling with
last-minute adjusting as usual. I’m sure Larry could also complete
a 1,000-piece jigsaw puzzle in about five minutes — he’s that good!
Also I would like to recognize two more officials who received
their Provisional Certification during the Badger Region
Championships:, welcome Gina and Sara Bedessem.
Con-gratulations!
Screening explained
In the normal course of a match, there are many common referee
signals that most everyone is aware with. I want to discuss some
signals that some people are unaware of or don’t get used as common
as others.
The first is Blocking Fault or Screening. This is when the
referee will raise both arms vertically with their palms facing
forward. (See Page 102 of the DCR if you have a copy.) I will first
touch on the blocking portion of this. A blocker is any team member
that is close to the net and has ANY body part above the height of
the net to intercept the ball coming from the opponent. This can be
hands/arms and/
or a head in normal situations. When the referee blows his or
her whistle and shows this signal, it means that a blocking fault
has occurred.
Common blocking faults: a back row player or a Libero completes
a block or participates in a completed block, the blocker touches
the ball in the opponent’s space either before or simultaneously
with the opponents attack hit, and blocking the opponent’s service.
There are a few other instances, but they are even rarer still.
The other application for this referee’s
signal is that an illegal screen has occurred. This is a rare
during the course of a normal match. According to the DCR (rule
book), an illegal screen occurs when a player or group of players
of the serving team make(s) a screen by waving arms, jumping or
moving sideways during the serve to hide the server and the flight
path of the ball from the opponent. Factors that the referee must
consider when a potential screen occurs are: position of the
players on the serving team, path of the serve, speed of the serve
and trajectory (arc) of the serve. Again, screening faults are
rare, but the referee must be alert for this.
TAG U R ITLastly, just a reminder that our TAG U
R IT program is off and running. We’ve had some good feedback
from this from potential Jr referee candidates and the play-ers
appreciate being recognized for good official skills and the bag
tag as well.
Recipients of these tags can go on the Badger Region website
(www.badgervolley-ball.org) and click on the TAG U R IT icon for
more information in becoming a refer-ee. WE NEED OFFICIALS! And as
always, remember good sportsmanship, our sport needs this
desperately! Please take it easy on our junior work crews, they are
trying their best to do a good job!

CELEBRATING 25 YEARSPAGE 8 — BADGER BEACON
Badger Region to debut Fall Youth Volleyball LeagueDebuting in
the Fall of 2019,
the Badger Region Youth Fall Volleyball League is designed to
offer competition and develop-ment for athletes new to volley-ball
at the middle school level.
The program operated by the Badger Region Volleyball
Asso-ciation is a high school feeder program and relies heavily on
the organization of high school and middle school coaches who make
up the league.
The league differs from club in that it depends on the
lead-ership of the school contacts to make this happen. While
schools can elect to make cuts
and pick their teams as they choose, many schools do not make
cuts.
Young players benefit by having fun learning funda-
mental skills while playing in a structured competitive
environ-ment that helps to promote the high school programs that
are involved. The BRYFVL offers divisions for both boys and girls
in grades 5 through 8.
Coaching infoAll coaches must have current
USAV/Badger Region member-ship.
In addition to the member-ship, coaches need a current
background screen. When registering for the Badger Region Adult
Membership, user should
select the role as coach and add a background screen for $18.
Background screen requests must be submitted by Aug. 9.
Coaches must have current background screen before they can be
on the court with youth athletes.
Safesport certification is man-datory for all coaches. Users
must have your USAV membership in order to register for SafeSport.

BOYS SUMMER VOLLEYBALL CAMP

Seniors have two days to apply for scholarshipThe Badger Region
will again be offering graduating seniors the
opportunity to apply for scholarships available to both boys and
girls. This year, the Region will select five boys and five girls
who meet
the criteria for $500 scholarships that will be paid directly to
the student’s college of choice once they are enrolled.
In addition, two athletes, one boy and one girl will also be
considered for the Frisco Mo “Do Good” schol-arship, if they meet
the additional criteria required for these $500 scholarships.
Lisa Deppe, the founder and owner of Frisco Mo, said her
com-pany is all “about rewarding athletes who do good in their
community over the past school year.”
To apply for any of the scholar-ships, athletes should go to
www.badgervolleyball.org and click on “Program & Education” and
then on “Badger Region Scholarship.” There they can be taken to the
application which is broken in two parts.
The first is required by all applicants. The last section is for
athletes who want to be considered for the “Do Good” scholarship,
which requires some sort of community service activity. The other
Badger Region scholarships do not require community service as part
of the criteria.
Athletes must meet the following criteria for both
scholarships:* Graduating high school senior in the year of
application (students
who graduate in winter will be eligible alongside students who
gradu-ate in the spring or summer)
* No code of conduct violations* Student athlete is member of
the Badger Region and is in good
standing with the Badger Region Volleyball Association and his
or her club
* Submit a completed application form* Submit an acceptance
letter from a college, univer-sity or other post-secondary
academic institution. (To receive payment, proof of registration
and enrollment in a post-secondary school will be required)
* Submit a letter of recom-mendation from club director or 18s
club coach
“Last year, we have 20 boys and 45 girls apply for
the scholarships,” said program director Brian Sharkey. “It was
great to learn about so many amazing student athletes who make up
the graduating class each year in the Badger Region.”
The deadline to apply is April 12, 2019. Winners will be
announced in May.

CELEBRATING 25 YEARSPAGE 14 — BADGER BEACON
12-and-under step-in rule an option at Region tournaments
The Badger Region is reminding coaches, directors and fans that
tournament directors can decide if they want to use a rule
modifica-tion at the 12-under-age level for the 2018-19 season.
For 12-and-under age groups (but not the 12 Open Divi-sion),
servers can start in front of the endline and serve from
ap-proximately six feet in front of the endline.
Court markings to indicate the step-in serve line are suggested
but are not required due to some facilities not allowing tape on
the floor.
There will be a maximum of two step-in serve points per term of
service. After two step-in points have been scored in a term
of service, all subsequent serves for that term of serves must
be from behind the endline.
When the team has scored its 20th point in a non-deciding sett,
no more step-in serves will
be allowed for the remainder of that set. For deciding sets, no
step-in serves will be allowed after a team has scored its 12th

VOLLEYBALL CAMPS
BOY’S ALL SKILLS VOLLEYBALL CAMP
In an effort to promote continuing education for region coaches
the Badger Region has partnered with the Art of
Coaching Volleyball to offer a “Badger Region Coaches
Certification”.
The certification is FREE to Badger Region coaches
and will be the primary vehicle for re-certification to be
eligible to coach in our region.
The approximately two-hour certification process consists of
videos on coaching philosophy and other “big picture” ideas and
concludes with a brief quiz of the information covered. Upon
completion a certificate is also provided for download.
Beginning in the 2018-2019 season, Badger Region Coaches will
need to complete two hours of Badger Region
approved Coaching Continu-ing Education during the cur-rent quad
(four-year Olympic cycle) to be eligible to coach in the following
quad.
The certification mentioned above is one way to accomplish that.
New coaches will still be required to complete the IM-PACT program
while experi-enced coaches may also choose from attending IMPACT or
an in-person clinic offered by AVCA, WVCA, and the Bad-ger
Region.
Other education may be considered with pre-approval from the
Badger Region office.
For more information on the Art of Coaching partnership that the
Region has for the 2018-19 club season, visit our website at
www.badgervolleyball.org. All Badger Region coaches will get a free
AoC premium membership this season.

CELEBRATING 25 YEARSPAGE 16 — BADGER BEACON
Fans can show sportsmanship, earn rewardsThis year, the Badger
Region
will have lots of signage remind-ing parents and spectators that
the athletes, coaches and officials are doing their best and that
this is only a game.
No need for screaming at line judges. No time for criticizing
players for a fault. No hollering at coaches during the middle of a
tournament. There is a time and a place for that. But that
time/place is not in a gym when a tourna-ment is being played.
That’s why the Badger Region is continuing to stress the
mes-sage of sportsmanship through its Enthusiastic. Supportive.
Positive. (ESP) program.
As part of this endeavor, which is being picked up by other
Regions and sports organizations, parents and spectators are
rewarded for cheering for both teams, celebrat-ing a good
volleyball play regard-less of which team you side with, or going
above and beyond your role
as a person in the stands.Over the last three years, we
have handed out dozens — if not hundreds — of colorful
wristbands
to great ESP spectators, and we’re looking to the do the same
this year. Our staff and tournament directors from throughout the
state will be armed with wristbands that they will hand out at
events to those individuals who model what ESP is all about.
Turning in an item to lost and found, helping clean up a spill
that wasn’t your own, cheering loudly for a great rally – those are
all examples of things we’ve given out wristbands for.
Then, when you come to the
Championship Desk at the Badger Region Championships in March
with your wristband, you can redeem it for great Badger Region
swag. We’ll even let you keep the wristband as long as you pay it
forward to someone you think is being a good example for the ESP
program.
All for being a good model of sportsmanship.
For more, contact Brian Shar-key at [email protected]
or call 262-349-9785.

CELEBRATING 25 YEARSPAGE 17 — BADGER BEACON
How is the Badger Region Board structured? The Badger Region
Volleyball Association
is governed by a Board of Directors that must be elected by
members on a regular basis. Area reps serve three-year terms, while
members of the executive board serve four-year terms.
Members, whether they are players, coaches, parents, directors,
athletic trainers or officials, are encouraged to communicate with
their respective representative if they
think policies or financial decision in the Region need to be
changed.
Some policies enforced by Badger Region come from USA
Volleyball, our sport’s national governing body, so those can’t be
changed. But many others can.
The Board is advised by a 11 chairpersons (or experts) in
various parts of the game, and five staff members (some of which
have multiple responsibilities).
The state is divided into five parts geo-graphically for
representation. Plus, there are two at-large board members who you
can approach if you don’t feel comfortable with your current rep.
And there is a rep dedi-cated just to issues that surround our
Junior volleyball clubs and athletes.
You’ll be hearing from each Board mem-ber twice a year in the
form of a column in the Badger Beacon. Now, let’s meet them:
