H.E. Mr. Nikolay Viktorovich Lyubimov is a Member of the
State Duma of the Russian Federation VII convocation,
Deputy Governor of the Kaluga Region (2011-2015), Mayor
of the city of Kaluga in 2007-2010, and Acting Governor of
Ryazan Region from February 14, 2017.
Official context
At the invitation of the Board of the Belgian-Luxembourg Chamber of Commerce in Russia and
Trade Representation of the Russian Federation in Belgium and Luxembourg, His Excellency
Mr. Nikolay Viktorovich Lyubimov, Governor of Ryazan Region, will conduct a working visit to
the cities of Luxembourg, Liege and Brussels, on October 14 and 15, 2019.
The two-day working visit will focus on economic diplomacy, since this working visit will be
accompanied by an extensive delegation of Russian business leaders. It will provide an opportunity to
promote collaboration and knowledge-sharing between Russian Federation and the Belgian-
Luxembourg Economic Union in the fields of innovation, logistics and technology.
It will also serve to position this Russian region near to Moscow as a valuable innovative, logistic,
scientific and modern economic partner, as well as to further strengthen the bilateral relations
established between our countries.
In Luxembourg, His Excellency will visit Guardian Glass head office and the plant that produces float,
high-performance glass and fabricated glass products, taking into account that one of the Group's
factories is already located in the Ryazan region.
He will make a presentation to the business community about his Region and share his vision on how
to stimulate economic cooperation at the B2B round table in the Luxembourg Chamber of Commerce.
He will also visit the Airport Logistics Center, the Multimodal Railway Center, where he will negotiate
cooperation in the field of logistics, technology and industry to facilitate progress in a complex,
changing world.
In Liege, the Governor of Ryazan Oblast will discuss cultural and economic partnerships and the role of
trans Eurasian business cooperation in our future prosperity and progress at a meeting with colleague
His Excellency Governor of the Province of Liège Herve Jamar, local economic and business
community.
In addition, his delegation will visit the management of logistics hubs aimed at cargo freight in the
Flexport and Trilogiport.
In Brussels, His Excellency will lead a panel discussion and B2B meeting between Belgian and
Russian business circles, and will meet with the Board and members of our Chamber.
Business issues
The organizers invite Belgian and Luxembourg companies from the
industrial sectors concerned to join us in Luxembourg and Brussels for
B2B in order to discuss the following issues with Russian entrepreneurs:
Russian companies representatives would like to discuss with business, traders
and distributors, potential partners in the European Union the possibility of
integrating their services and goods into their product line.
To calculate the interest in the mutual use of their distribution networks for export
and import, discuss the possible marketing budget needed to enter European
markets and enable Belgian and Luxembourgian and Russian high-quality
products from various fields and services to freely circulate between our
countries.

cooperation aimed at a systematic and long-term mutually beneficial partnership!
