1.Introduction

InMayandJuneof2017,theAPSAExecutiveCommitteeconductedasurveyamongpoliticalstudies

scholarsinAustralia.Theprimarygoalsofthesurveywereto:

• ReceivefeedbackfromAPSAmembersonwhatAPSAcurrentlydoeswellandwhatitcoulddo

better,ormoreof,inthefuture

• Receivefeedbackfromnon-APSAmembersonthefactorsthatwouldmakeitworthwhileforthem

tojoinAPSA

• ReceivespecificfeedbackfromPhDstudentsonhowAPSAcanbetterservetheirneeds

• CollectbackgroundinformationonthecompositionoftheAPSAmembershipandpolitical

scientistsworkinginAustralia.

ThissurveywasdistributedtoAPSAmembers,HeadsofDepartments,andpoliticalscientists,public

policyandinternationalrelationsscholarsinAustraliathoughtheonlinesurveyprogramSurvey

Monkey.ResponseswerecollectedinMayandJune2017.Around800individualsweretargeted,and

thetotalnumberofrespondentswas234,generatingaresponserateofabout30%.

Thesurveyconsistedofthreeparts.Part1askedgeneralquestionsaboutAPSA’sactivities,askinghow

importantrespondentsconsideredthevariousactivitiesthatAPSAcurrentlyundertakes,andwhat

theywouldliketoseeAPSAdo(moreof)inthefuture.Part2askedmorespecificquestionsabout

APSA’swebsite,itscommunicationstrategy,membershipratesandresearchgroups.PhDstudentsand

non-memberswerepresentedwithasetofspecificquestions.Finally,thesurveyconcludedwithaset

ofquestionsaboutrespondents’socio-demographicandpersonalbackgrounds,toallowAPSAtogeta

bettersenseofthecompositionofitsmembership.Itisimportanttonote,however,thatrespondents

self-selectedtoanswerthesurvey,sowecannotbeabsolutelycertainthatitisarepresentative

sampleoftheprofession.

2.Keyfindings2.1.APSAmembership,PhDrespondentsandnon-members,reasonsfornon-membership

Thesurveyhad234respondentsintotal.Ofthese234respondents,72%wereAPSAmembers,23%

werenot.Ofthe234respondents,21%werePhDstudents.

Members

Ofthe167APSAmemberswhoresponded,30%heldaone-yearmembership,33%athree-year

membership.Asignificantproportion(25%)werestudentmembers,4%wereretiredand8%didnot

knowwhichmembershiptheyheld(Figure1).

MembersindicatedtheyhadbeenAPSAmembersforanaverageof7.6years,withlargevariation

aroundthatmean.Assuch,50%oftheAPSAmembersinoursurveyreportedhavingbeenamember

forlessthan4years,while25%reportedhavingbeenanAPSAmemberforlongerthan10years.In

addition,respondentsalsoreportedhavingbeenamember‘onandoff’forthepastfewyears(5%).Of

the167APSAmembers,14(8%)didn’tknowhowlongtheyhadbeenamemberforordidnotanswer

thequestiononlengthofmembership.

Non-members

Ofthe234respondents,23%(54)werenon-members.Wewereinterestedinfindingoutwhythese

respondentswerenotmembersofAPSA.Themostcommonreasonsgivenwere:

• Iamalreadyamemberofanotherassociation(26%)

• APSAdoesn’tprovidevalueorservicestomembers(11%)

• Idon’tknowthisassociationexisted(11%)

Asmallernumberofrespondents(9%)saidtheydidnotwishtoattendconferencesand7%said

membershipwastooexpensive.

Inaddition,16(30%)non-membersgaveanopen-endedanswerastowhytheywerenotcurrently

APSAmembers.Themixofresponseshereincluded:onlytakingoutmembershipwhengoingtothe

APSAconferenceand/ornegativeexperienceswithapreviousAPSAconference(7responses),being

anIR/PublicPolicy/non-PoliticalScientistandhencenotviewingAPSAasrelevant(3responses),and

stageofcareer/lifewithrespondentscitingretirement,notgettingaroundtoit,orjusthaving

returnedtoacademiaasreasonsfornothavingjoined(yet)(6responses).

Wealsoaskednon-memberswhatitwouldtakeforthemtobecomeanAPSAmember.Thisopen-

endedquestionwasansweredby81%(44)ofnon-memberrespondents.Answerscanroughlybe

groupedinthefollowingfourcategories:

(1)Thoseseekingmorebenefitsfrommembership:forexample,ifAPSAwasmorerelevanttotheir

work,thebenefitsofmembershipwereclearer,ifAPSAundertookmoreadvocacyandifitorganised

moretailoredevents(17responses)

(2)ThosewantingabetterqualityAPSAconference(7responses)

(3)Thosewhofacefinancialconstraints:theserespondentswouldbecomeanAPSAmemberifitwas

cheaper,and/oriftheirjobwaslessprecarious(9responses)

(4)Miscellaneous/don’tknow(13responses).

PhDstudents

Ofthe234respondents,21%werePhDstudents.Ofthe48PhDstudentsinoursample,77%areAPSA

members.PhDstudentswereaskedasetofspecificquestionsabouttheavailabilityofandtheir

preferencesformethodstraining.

Ofthe48PhDstudentsinoursample,31(65%)saidtheyarecurrentlyofferedmethodstrainingat

theiruniversity.For25ofthem(81%),thistrainingwaspartofbroadersocialsciencetraining.Onlysix

respondents(19%)indicatedhavingbeenofferedmethodstrainingthatisspecificallyfocusedon

politicalscienceorinternationalrelations.

Studentswereaskedtobrieflyoutlinewhattrainingisoffered;mosttrainingreferstogeneric

qualitativeandquantitativeresearchmethodsandwritingcourses.

Ofthe48PhDstudents,12(25%)saidtheyhadtakenmethodstrainingoutsidetheiruniversity.Five

PhDstudentshadpaidforthisthemselves,whileforanotherfivethetrainingwaseitherfullyorpartly

fundedbytheuniversity(andintwocasesthetrainingwasfree).

Askedwhethertheythoughtafulldaymethodsworkshop(heldinconjunctionwiththeAPSA

conferenceinSeptember)wouldbeusefultothem,73%ofPhDstudents(35outof48)answeredthat

itwouldbeusefulorveryuseful.

2.2.APSAanditsactivities

Ofall234respondents,86%agreedthat:“Itisimportanttohaveanationalprofessionalassociation

fortheresearchandteachingofpolitics”(64%stronglyagreedand23%agreedrespectively).In

addition,84%agreedthat:“APSAmembershipshouldbeopentoallthoseteachingandresearching

politics,irrespectiveofsubfieldordiscipline”(67%stronglyagreedand17%agreedrespectively).

WeaskedrespondentshowimportanttheyconsideredcurrentAPSAactivitiestobe(Figure2).

consideredtobeimportantbythemajorityofrespondents.

APSAStatementonUSPresident’sTravelBan

RespondentswereaskedhowtheyfeltabouttheAPSAExecutive’sstatementissuedonPresident

Trump’stravelban.Mostrespondents(68%)supportedthis(44%stronglysupportedand24%

supported).

APSAPreferredJournalList

RespondentswerealsoaskedhowtheyfeltabouttheAPSA‘preferredjournalrankings’list,issued

in2013andupdatedin2016.HalfofrespondentsfeltAPSAshouldhavesuchalist,25%of

respondentsfeltAPSAshouldnothavesuchalist,andtheremaining25%hadnopreference,did

notknow,ordidn’tanswerthisquestion.

2.3.Researchgroups,conferenceandmembership,websiteandcommunication

APSAResearchGroups

Ofthe167APSAmembers,atotalof59respondents(35%)indicatedthattheywereamemberofone

ormultipleresearchgroups.Amongtherespondentsinthesurvey,16%indicatedtheywerea

memberofthePolicyStudiesResearchGroup,13%amemberofthePoliticalOrganisationsand

Participationresearchgroup,9%oftheEnvironmentalPoliticsandPolicyResearchGroupand7%of

theQuantitativeMethodsResearchGroup.Itwasnotedbyoneoftherespondentsthatwe

unfortunatelyomittedtoincludetherecentlycreatedPoliticalTheoryresearchgroup.

Amongallrespondents,22%indicatedtheyhadattendedanAPSAresearchgroupworkshop.Ofthese

52respondents,56%ratedtheworkshopasveryusefuland35%assomewhatuseful.Amongall

respondents,38%indicatedthattheywereawareofthefundingopportunitiesavailableforAPSA

researchgroupworkshops,and51%indicatedtheywerenotawareoffundingopportunities.

MembershipandConference

Amongallrespondents,60%indicatedthattheythoughtAPSAmembershipratesareaboutright.

About29%ofrespondentsindicatedmembershipratesaretoolow,and15%indicatedmembership

ratesaretoohigh.About25(11%)respondentsindicatedasaresponse“other”andarespecifiedas

follows:16respondentsindicatedthattheyeitherdidn’tknow,didn’trememberwhatthe

membershipratesare,orthatthequestionwasn’trelevantbecausetheywerenotamember,andone

respondentcommentedthat:“Thereisn'tverymuchinformationreadilyavailableaboutfunds

receivedandhowthey'respentsoit'shardtojudgevalueformoney”.Inaddition,eightrespondents

indicatedthatthemembershipratesweretoohighforPhDs,forECRs,andformemberson

sessional/casualcontracts.Onerespondentcommented:“APSAcouldconsidermakingacategoryof

‘casualworker’andfractionalmembershipratesandindependentscholar(withoutinstitutional

assistance)ratestopermitthoseoutsidethejobmarketorinprecariousacademicemploymentto

continuetheirprofessionaldevelopment.”Countingtheseeightrespondentstogetherwiththe36

respondentsthathadalreadyindicatedfeesweretoohigh,resultsin19%ofrespondentsindicating

thatfeesaretoohigh.

Amongallrespondents,55%(129outof234)agreedthatmembershipratesshouldbetiedtoones’

incomelevel,andamongAPSAmembersthiswas60%(100outof167).

RegardingtheAPSAconference,23%ofallrespondentsindicatedtheyhadnotgonetotheconference

inthepast5years.Another23%indicatedtheyhadgoneonce,16%indicatedtheyhadgonetwice,

and13%indicatedtheyhadgonethreetimesinthepastfiveyears.

Withrespecttoconferencefees,44%ofrespondentsconsiderAPSAconferencefeestobeaboutright,

while27%indicatedtheythoughtconferencefeesweretoohigh.About16%ofrespondents(37)

indicatedanotherresponse,ofwhich22were‘don’tknows’and15weresubstantivecomments.Six

respondentsindicatedthatwhetherconferencefeesweretoohighdependedonthequalityofthe

conference,makingconferencesvalueformoneyinsomeyearsbutnotinotheryears.Nine

respondentsindicatedthatconferencefeesweretoohighforPhDs,forECRs,andformemberson

sessional/casualcontracts.

Inlinewiththis,44%ofrespondentsindicatedthatconferenceattendancefeesshouldbetiedtoone’s

incomelevel,while34%indicatedtheydidnotthinkconferenceattendancefeesshouldbetiedto

incomelevel.WhenaskedwhetherrespondentshadeverbeenunabletoattendanAPSAconference

becauseoffinancialconstraints,60%indicatedthiswasnotthecase,while28%answeredyes.

Websiteandcommunication

Amongallrespondents,77%saidtheyhadvisitedtheAPSAwebsite.Withrespecttosocialmediause,

61%ofrespondentsindicatedthattheyusedFacebook,and22%(31)ofthoseindicatedthatthey

followedanAPSAresearchgrouponFacebook.Ofthese31respondents,16followthePolitical

OrganisationandParticipationresearchgroup,sevenfollowthePolicyStudiesResearchGroup,four

followtheAPSAWomen’sCaucus,twofollowthePostgradnetwork,oneEnvironmentalPolitics,and

onePoliticalTheory.

Inaddition,51%ofallrespondentsuseTwitter,and43%(51)ofthosefollowAPSAoranAPSA

researchgrouponTwitter.Ofthese51respondents,34followAPSAonTwitter,12followthePolitical

OrganisationandParticipationresearchgroup,sixfollowtheWomen’sCaucus,andonefollowsthe

PolicyresearchgroupandonetheAustralianJournalofPoliticalScience.

AskedhowusefulitwouldbetohavecertaintypesofinformationavailableontheAPSAwebsite,

respondentsansweredthatitwouldbeveryusefultohaveannualAPSAconferenceinformation,calls

forpapers/conferenceannouncements,andgrantopportunities.Inaddition,havinginformationon

jobopportunitiesandresearchgroupsrankedhighlyaswell.Whenaskedwhichoftheseitemsshould

begivenpriorityonthewebsite,133respondentsgaveopen-endedanswers.Thetop-3mentioned

itemstobegivenpriorityonthewebsitewere:informationonjobopportunities,grantopportunities

andnewsandevents;closelyfollowedbyinformationabouttheannualAPSAconference,andcallsfor

papers/conferenceannouncements.Anumberofrespondentsgavemoredetailedsuggestionsfor

thewebsite,suchastheneedforkeepingthewebsiteup-to-dateandthat“thewebsitecouldbeused

forreasonablystatic/long-terminformation,withemail/FB/Twitterusedformoretimesensitive

communication”.

Finally,respondentswereaskediftheythoughtAPSAshouldpublishandemailamembernewsletter,

andifyes,howfrequentlytheywouldliketoreceivetheAPSAemailnewsletter.Amongall

respondents,71%ofrespondentsindicatedtheywouldlikeAPSAtopublishanewsletter,with43%

expressingapreferenceforaquarterlynewsletter,12%every2months,and16%monthly.

2.4.Demographicinformation

Withrespecttothedemographicsofrespondents,excludingmissingresponses(N=199),41%ofour

samplewasfemale,52%wasmale,and7%eitheridentifieddifferentlyorpreferrednottodisclose

theirgenderidentification.297%ofoursamplewasnotofAboriginalorTorresStraitIslanderorigin,

and3%preferrednottodisclose.Intermsofage,ourrespondentsdistributedoverseveralage

categoriesasfollows:7%wereunder30,33%werebetween30-40,27%between40and50,18%

between50and60and12%over60.

Asregardsemploymentstatus(n=192),53%ofrespondentsindicatedthattheyweretenured/ona

continuingcontract,16%wereonacontract,and6%wereincasualemployment.Inaddition,15%

indicatedbeingstudents(PhDorMasters)and5%wereretired.Intermsoftheacademiclevelof

respondents(n=169),15%wereatTutor/AssociateLecturerlevel,25%atLecturerlevel,20%at

SeniorLecturerlevel,14%atAssociateProfessorlevel,16%atProfessorlevel,and4%wereEmeriti.

Aquarterofrespondents(n=199)identifiedasearlycareerresearchers.Morethanhalfofour

respondentsindicatedthattheyhadregularcaringresponsibilities(60%).

Thesurveyaskedrespondentstoindicatethepercentageoftheirrolededicatedtothefollowing

activities:research,teachingandadministration.

Themajorityofrespondents(n=189)workedinaninstitutionlocatedinVictoria(25%),followedby

NSW(23%),Queensland(17%),theACT(12%),SouthAustralia(7%),WesternAustralia(2%),Tasmania

(2%)andtheNorthernTerritory(1%).Sevenpercentofrespondentstothisquestionpreferrednotto

disclosetheirlocationand4%workedforanoverseasinstitution.

3.Recommendationsbasedonfindings

Increasingmembership

OursurveyresultsshowedahighdegreeofvariationintheaveragelengthofAPSAmembership,

indicatingthattheAssociationhasagroupoflonger-termmembersbutalsoasignificantnumberof

individualswhohaveonlyrecentjoinedorhavejoined‘onandoff’.Itisnoteworthythatarelatively

highpercentageofAPSAmembers(25%)arestudents.Whilecontinuingtocaterfortheneedsofour

longer-termmembers,APSA’srecruitmentandretentionstrategiescouldfocusmorespecificallyon

buildinga‘community’amongstyoungerscholarsandbettersupportingtheneedsofthosejust

enteringtheprofessionbyutilisingtheleadershipandexperienceofourdiversebaseofmembers.

APSA’srecruitmentandretentionstrategyshouldbefocusedonrespondingtothecorereasonswhy

politicalscienceandinternationalrelationsscholarshavenotjoinedtheAssociation.Themost

commonreasonsthatoursurveyhighlightedwere:membershipofanotherprofessionalassociation,

lackofvalueand/orservices,andalackofawarenessthattheassociationexisted.

ThesefindingssuggestthatAPSAcouldconcentrateonimprovementinthreemainareas:

1. Reviewing,consolidatingandexpandingitsactivities(withinresourceconstraints)tomeetthe

identifiedprioritiesoftheAustralianpoliticalsciencecommunity(seebelow)

2. BettercommunicationtopublicisetheexistenceofAPSA,itsroleinthescholarlycommunity

andtheservicesitprovidestomembers

3. BettercommunicationtodifferentiateAPSAfromtherangeofotherprofessionaland

scholarlyassociationsthatmembersandpotentialmembersbelongto

APSAactivities:Priorityareas

OursurveyidentifiedseveralactivitiesandareasofmostimportancetoAPSAmembers,whichcould

usefullyserveasasetof‘priorityareas’fortheAssociation.

Thethreemostimportantcurrentactivitiesidentifiedbysurveyrespondentswere:

• ThepublicationoftheAustralianJournalofPoliticalScience

• TheAPSAAnnualConference

• Communicatingjobopportunities

InadditiontocontinuingtofacilitatethepublicationoftheAJPSandthehostingoftheannual

conference,APSAshouldworktowardsincreasingtheprofileofitsresearchgroupsandbetter

communicatingthesupportprovidedtothem.APSAnowhasfivesuchgroups:EnvironmentalPolitics

andPolicy,PolicyStudies,PoliticalOrganisationsandParticipation,PoliticalTheoryandQuantitative

Methods.Togetherthesegroupsprovidesignificantsub-disciplinarycoverage,yetonly35%ofAPSA

membersaremembersofone,ormore,ofthesegroups.Themajorityofmemberswerenotawareof

thefundingopportunitiesavailabletothegroups.

TheAssociationmayalsowanttoconsiderexpandingitsadvocacywork,whichwasviewedpositively

bymostsurveyrespondents.

PhDstudents

Almost80%ofPhDrespondentstooursurveywereAPSAmembers.

WhilemostPhDrespondentsindicatedthatmethodstrainingwasavailableattheirUniversity,this

trainingwaslargelygeneric.Almostthreequartersindicatedthatafulldaymethodsworkshop(heldin

conjunctionwiththeAPSAConference)wouldbeusefulorveryuseful.

BasedonthepositiveresponsefromPhDstudents,afulldaymethodsworkshop(heldinconjunction

withtheconference)isaneventthatAPSAshouldconsidersupporting.

MembershipFees

Althoughthemajorityofmembersfeltthatmembershipfees‘wereaboutright’,APSAmaywantto

considerlinkingduestoincomelevel,oratleastconsiderprovidingspecialratestomembersin

precariousemployment.Thiswasaproposalsupportedbymostrespondentsandmightalso

incorporatearelativereductionofratesforscholarsinprecariousemployment.

Websiteandcommunication

Asthemostwidelyaccessedcommunicationplatform(visitedbyalmostthreequartersofsurvey

respondents),updating,maintainingandmakingthesitemoreresponsivetomembers’needsshould

beprioritiesfortheAssociation.Interestingly,thetopsuggestionsforwhatshouldbeincludedonthe

site(APSAconferenceinformation,callsforpaper,grants,researchgroupinformationandjob

opportunities)arealreadythere.

Thissuggeststhatratherthanradicallyalterthecontentofthesite,APSAshouldfocusonpublicisingit

asaresourceforscholars,solicitingcontentandkeepingthesiteascurrentaspossible.

APSA’swebsitemightalsobeusefullypairedwithaFacebookpage,giventherelativelyhigh

percentageofrespondentswhouseFacebook(61%).Establishingthispagewouldnotberesource

intensive,andonceitissetupitcouldlargelyactasadiscussionboard,aplaceforresearcherstopost

informationoncurrenteventsandopportunities,andavehicleforthedisseminationoftime-sensitive

information.
