Bell’s Palsy Bell’sPalsyisaformoffacialparalysis caused by an inflam-mationofthenervecontrollingthe facialmuscles.Severalcon-ditions can cause paralysis offacialmuscles,suchasstroke,abrain tumor,orLyme’sdisease.Ifnospecificcauseisidentified,theconditioniscalledBell’sPal-sy.Itisthemostcommoncauseoffacialnerveparalysis. The annual incidenceof Bell’s Palsy is about 20 in100,000people.Itaffectsabout40,000peopleintheU.S.everyyear. The incidence increaseswith age and is more likely tooccurindiabeticsandpregnantwomen(3timesmorethannon-pregnantwomen.). Bell’s Palsy usually affectsonly one side of the face andis self-limiting. It is character-ized by a sudden onset (oftenovernight) and facial droopingcausedbyamalfunctionofthefacialnerve.Thisnervecontrolssmiling,frowning,blinkingandclosingoftheeyelids,liftingtheeyebrows and the taste sensa-tionofpartofthetongue.Con-sequently,theresultisalopsid-edlookingface. In one study, 85% showedfirst signs of recovery within 3weeks without treatment. Forthe other 15%, recovery oc-curred in 3-6 months. Around9% of patients suffer some re-sidual symptoms, suchasmus-cle spasm, contractions of themuscles, ringing in the ears ortearingoftheeyes. Althoughtreatmentmaybeunnecessary, severe cases mayrequire treatment, especiallywhere there’s complete paraly-sis and theperson isunable toclose his/her mouth or eyes.Steroidshaveshowntobeanef-fective treatment, but it has tobeginwithin3daysoftheonsetofsymptoms.

Duringtheplantationera,KawelaStreamwasdivertedintoKawe-laBay,fromitsnaturaloutletintoTurtleBay,forirrigationpurposes.WhileTurtleBayhasstrongcurrentsthatquicklyflushstreambornesedimentouttosea,thisisnotthecasewithKawelaBay.TheoffshorereefsthatprotectKawelaBayfromtheforcesoftheoceanlimitwatercirculationwithinthebayandinhibitsedimentdispersion.Withev-eryheavyrain,thesedimentsinthebayincreasesandisoftenslowtodissipate. OurProposedActionofreroutingKawelaStreamisanticipatedtohaveasignificantfavorableimpactonthewaterqualityinKawelaBaybecausethesourceofmuchofthesedimentloadenteringthebaywillberemoved.Furthermore, it isanticipatedthatwithtime,sedimentonthefloorofthebaywilleventuallyflushouttosea. Ourgoal is to improvenear-shorewaterquality. Short-term im-pacts will include some water quality degradation resulting fromshort-termconstructionactivities,operational impactspertainingtostormrunoffanddrainagecontrol.Theseimpactsarenotanticipatedtobesignificantbecausebestmanagementpracticeswillcontinuetobeemployedduringoperationalactivitiesandanticipatedconstruc-tion activities. The possibility of significant adverse impacts will beoutlinedintheDraftSupplementalEnvironmentalImpactStatement(SEIS). The new session is just around the corner –actually about a month and a half away. Duringthe interim, my office has been researching,reviewingandworkingonlegislationthatwewillbeintroducinginthenextsessionaswellasresurrectingsomemeasuresthatdidnotpasslastsession. SomemeasuresIamproposingare: • Caylee’s Law – The disappearance andsubsequentdeathofCayleeAnthonysparkedpublicoutrage worldwide about the accountability andresponsibilityofparentsandguardians to reportamissingchildinatimelymanner.Myofficereceiveda large number of emails asking that somethingbe done to prevent such tragedies. The bill I amproposingwillmakeitafelonyifthedisappearanceof a child is not reported within 24 hours andespeciallyifitresultsinthedeathofthechild. • PuppyMills –This issuebecameparticularlysignificant tome after fostering andbeing able toadopt puppy mill dogs. I hope to prevent crueltytoanimalsespeciallynothavingthemsubjectedto
living in horrific conditions. We want to addresspuppy mills, stricter enforcement of any existinglaws,harsherpenalties,regulating,licensing,etc. •Agriculture–Addressingsomeoftheconcernsrelatedtomebyfarmersandthoseintheagricultureindustry,suchasfoodsafetyregulations,agriculturetheft and vandalism, rising land costs, and theavailability of financing, is a priority. There areseveraldifferentpiecesof legislationIamofferingtoaddressthedifferentneeds. •AgTheft andVandalism– tougherpenaltiesagainstagriculturecrimes • State Loan Guarantee Program – include allagriculturallandsratherthanonlythoseconsideredImportantAgriculturalLands(IAL) •StateUniformFoodSafetyStandard–developuniformfoodsafetystandardsforthestatetoassistfarmersingettingfoodsafetycertified •PurchaseDolefacilitiesinWhitmore-usethesiteasafoodsafetycertifiedprocessingandpackingfacility • Public Safety – any person receiving stateassistance must undergo drug testing to preventmisuseofstatefunds Thereareafewotherswearestillworkingon.We are also working on the measures we plan toreintroduceintheupcomingsession.Wehavebeenreviewingthemeasurestodeterminewhatneedstobedonetoassuretheirpassagethistimearound.Weare also meeting with industry, organizations andother individuals who may help us by providingexpertise and suggestions or what their concernsmaybe. How the attack on Pearl Harbor was defended from Hale‘iwa ThepokergameatSchofieldBarrackshad lastedallofSaturdaynightandpastthedawnofSundayMorning,December7,1941.AsthesuncameupovertheKoolaus,Lieutenants Kenneth Taylor and George Welch talkedaboutdrivingtheirjeepdownthehillforaswimattheHaleiwaRecreationalBeach,nexttotheirbaseatPuaenaPoint.Thesoundofahighflyingairplanewentunnoticedatfirst.Asthewhineoftheenginesgotlouder,someoneatthetablenotedthattheenginessoundedpeculiar.Sud-denlytheflight-lineoutsideburstintoflames.Livebombsdropped from twenty-five Nakajima Kate dive-bombersontoexposedaircraftthathadbeenparkedtogetherwitharmedguardsprotecting themagainst sabotage,but ex-posingthemtotheaerialattackthatlastedforthenextfifteenminutes. Lieutenant Welch got to the nearest telephone andhadtheoperatorplacearushcalltotheHaleiwaAirstrip,where his P-40 was parked. The reply was a long timecoming.Onceanairmananswered,itwaswithsomere-liefthatWelchwasinformedthathisflight-linehadnotbeenattacked.Hegaveorderstofuelandarmthepursuitplanes,especiallyhisandTaylor’s. As they and three other flight officers, LieutenantsBrown,RogersandWebster,raceddownthewindyroad,past thepineappleandsugarplantations, theysawfourplanes, with red circles painted on the bottom of theirwings, come through Kolekole Pass and strafe WheelerField again. Before they got to the bottom of the hill,hangers filled with gasoline and ammunition were ex-ploding,withmostofthefield’saircraftdamagedbeyondflight. The five pilots rushed to the Haleiwa airfield andclimbed intotheirfighters.By0815theywereairborne,headingforbattleagainstanunknownnumberandtypeof enemy. Climbing into position over Barbers Point,WelchandTaylorspottedaformationof12planesoverEwa, 1000’ below them. They attacked, pairing up andopeningfireattheenemy.Welchdiscoveredthatoneofhis guns was jammed. He climbed out of the fight andclearedhisgunsbefore returning to thebattle.Hesoonnoticedaloneenemyfighterflyingouttosea.Hepursueditandshotat ituntil it fell intotheocean.Meanwhile,Taylorhad shotdown two enemyairplanes. LieutenantBrown had found himself surrounded by enemy planesandhadtoshoothiswayoutoftheformation,downinganenemyjustoffKahukuPoint. Forty-twoofWheeler’scombataircraftweredestroyedonthegroundandotherssodamagedthattheycouldnotget into battle that morning. Four P-40s and two P-36swereallthatmanagedtogetintothefrayfromtheinitialattackfromWheeler.Theyaccountedfor25sortiesinthefirsthourofcombat. LandingattheburningairbaseofWheelerField,formore fuel and ammunition, Welch had to laugh at hisuniform,ashewasstillwearinghistuxedotrousers.Justas the planes had been refueled and Welch’s gun againcleared,awaveofeighttotenplanesattackedatlowlevel.BothTaylorandWelchmanagedtotakeoffbeforebeinghit. Welch was being chased by one of the enemy. Hekepthisaltitudelow,flyingthroughadeepgulch,gain-ingairspeed.Suddenlyclimbingandturningbehindhisattacker,theAmericansenthisenemytoafierydeathin
thecanefieldsbetweenWahiawaandHaleiwa.Withhisnowbulletscarredairplane,heheadedforEwawhereheagainsoughtouttheenemy,chasingadive-bombertoasplashdown,fivemilesoffshore. Returning to Haleiwa, Welch, Taylor and Brownturned in their reports.Welchclaimed fourkills,Taylortwoprobables(laterconfirmed)andBrownone.Lieuten-antJohnL.DainshadalsoengagedtheenemyfromHa-leiwainbothaP-40andP-36fighters.Unfortunately,hewasshotdownbyanti-aircraftfirefromSchofieldBarracksthatmorning. HaleiwaAirfieldgavetheenemythemostresistanceofanyoftheOahufighterbasesduringtheattackonPearlHarbor,yetwasentirelyneglectedbytheJapanesebomb-ersandstrafers,becauseitwasnotontheirmaps.
P-40 at Haleiwa AirstripTaylor later com-manded several squadrons while sta-tioned in the United States and elsewhere. He served for 27 years of active duty, then joined the Alaska Air National Guard until retiring as a General in 1971. He worked in the insur-ance industry before retiring in 1985. Taylor passed away in November 2006 and is buried at the Arlington National Cemetery.
George Welch re-tired from the United States Air Force as a major in 1944, and became a test pilot for North American Aviation. He received some notoriety for reportedly being the first pilot to exceed Mach 1 in the pro-totype XP-86 Sabre (two weeks before Chuck Yeager’s record flight). Welch died in 1954 following a crash in a test flight in a North American F-100 Super Sabre. He is buried in Arlington Cemetary.

Friends of Waialua art contest winners
TheCity’sDepartmentofPlanningandPermit-ting(DPP)recentlyconcludedacommunitysurveydesignedtogaugepublicperceptionabouttheissuesbeingconsideredfortheupdateofOahu’sGeneralPlan. ThesurveywaspostedontheDPP’sprojectwebsiteandconsistedof17ques-tions. Althougha totalof2,413peopletookthetimetorespond,itcannotbeconsideredasascien-tificsurveysincetheparticipantswerenota representative sampleof Oahu’s population. In fact,certain areas of Oahu were over‐representedinthesurvey.Wind-ward and North Shore resident’sresponse ratewasat leastdoubletheactual shareof the island’spopulation. Simi-larly,Kailuaresidentswerenearly20%ofthetotalresponsesbutrepresentalittlelessthan5%oftheisland’spopulation.Thehighresponserateofthesetwocommunitieshasbeenattributedtotheongo-ing debate in Kailua concerning short‐term visitoraccommodationsinresidentialareas,andthedevel-opmentproposedforKo‘olauLoaregion.Nonethe-less, the information collected from the public isusefulastheGeneralPlanisintendedtobeadocu-mentthatexpressestheaspirationsoftheresidentsofOahu.Forexample,whenaskedaboutwhattheyvaluemostaboutlivingonOahu,75%ofresidents

Oahuhasmorethan42,000acresofhigh-qual-ityfarmland,withthelargestconcentrationinKu-niaandhereontheNorthShore.Whenaskedtose-lectthethreemostimportantfactorsresidentsfeelwillcontributetothesuccessofOahu’sagriculturalindustry,peoplelisted(1)increasedconsumptionoflocally-grownproducts,(2)landheldinperpetuityfor agriculture, and (3) more crop diversification.Clearly,ourcommunityhasastakeintheplanningprocess,withparticularattentiontoagricultureasapartofourfuture.Ifyouwouldliketoviewtheen-tiresurvey,youcanlogontohttp://honoluludpp.org.
