RESOLUTION OF THE COUNTY COMMISSION OF MONTGOMERY COUNTY,TENNESSEEAPPROVING AN ECONOMIC IMPACT PLAN
FOR THE 518 MADISON DEVELOPMENT AREA
WHEREAS, The Industrial DevelopmentBoard of the County of Montgomery (the
“Board”) hassubmittedto MontgomeryCounty, Tennessee(the “County”) an economicimpact
plan(the“EconomicImpactPlan”) regardingthe developmentof anarealocatedat 518 Madison
Streetin Clarksville,knownasthe 518 MadisonDevelopmentArea(the “PlanArea”); and
WHEREAS, the developmentof the Plan Area would include a moderate-income
apartmentprojecton theproperty(the“Project”); and
WHEREAS,the EconomicImpact Plan would permit certaintax incrementincentives
(“Tax IncrementIncentives”) to be providedpursuantto Chapter53, Title 7 of the Tennessee
CodeAnnotated(the“Act”); and
WHEREAS,the Board hasapprovedthe submissionto the County of the Economic
ImpactPlanata meetingonJuly 14,2021;and
WHEREAS, the proceedsof the Tax IncrementIncentiveswould be usedto pay or
financeeligible costsundertheAct (the“TIF Eligible Costs”) relatingto the developmentof the
PlanArea; and
‘WHEREAS, certainincrementalpropertytax revenues(the “TIF Revenues”)that result
from thedevelopmentofthePlanAreaunderthe EconomicImpactPlanwill be allocatedto the
Board as provided in the EconomicImpact Plan to be usedto assist in providing the Tax
IncrementIncentives;and

WHEREAS,The IndustrialDevelopment Board of the County of Montgomery (the “Board”) hasprepared an economic impact plan (the “Economic Impact Plan”) regarding the developmentof an arealocated at 518 Madison Street in Clarksville, Montgomery County. Tennessee (the “Plan Area”);
WHEREAS, the developmentof the Plan Area is expected to include a moderate-incomeapartment project (the “Project”);
WHEREAS,the Economic Impact Plan would permit certain tax increment incentive, throughfinancing or reimbursement (the “Tax Increment Incentive”), to be provided in accordance with theEconomic Impact Plan in an amount not to exceed the maximum amount authorized by the Economic
Impact Plan pursuant to Chapter 53,Title 7 ofthe Tennessee Code Annotated (the “Act”); and
WHEREAS, the Project is an eligible project within the meaning ofthe Act; and
WHEREAS,the proceedsoftheTax Increment Incentive would be used to pay the cost of publicimprovements(the “TIP Eligible Costs”) relating to the developmentof the Project and costa relating to
the Tax Increment Incentive; and
WHEREAS, upon adoption ofthe Economic ImpactPlan, the incremental property tax revenues
(the ‘TIP Revenues”) that result from the development of the Plan Area underthe Economic Impact Planwill be allocated to the Board to beused for the Tax Increment Incentive; and
WHEREAS,prior to the consideration of this Resolution, a public hearing has been conductedby the Board as requited by, and in compliance with, applicable law, including the Act; and
WHEREAS, any financing undertakenunder the Economic Impact Plan shall not represent orconstitute a debtor pledge of the faith and credit or the taxing power of the Board, Montgomery County,Tennessee or the City of Clarksville, Tennessee.
NOW, THEREFORE, BE IT RESOLVED by The Industrial DevelopmentBoard of theCountyofMontgomery as follows:
RESOLVED, that the Economic Impact Plan, in the form attached hereto as Exhibit A. is herebyapproved by the Board and recommended to Montgomery County, Tennessee and the City of Clarksville,Tennessee;and further
RESOLVED, that the Board shall refer and submit the Economic Impact Plan to the CityCouncil ofthe City of Clarksville, Tennessee for approval; and further

I. Authority for EconomicImpact Plan
Industrialdevelopmentcorporations(“IDBs”) areauthorizedunderTenn. CodeAnn. § 7-53-312to prepareandsubmitto citiesand countiesan economicimpactplanwith respectto an areathat includesa project within the meaningof Tenn. Code Ann. § 7-53-101 and suchother propertiesthat the 1DBdetermineswill be directly improvedor benefiteddue to the undertakingofa project. TennesseeCodeAnnotated § 7-53-312 also authorizescities and countiesto apply and pledge new incrementaltaxrevenues,which arisefrom the areasubjectto the economicimpactplan, to the1DB to promoteeconomicdevelopment,to paythecostofprojectsor to pay debtserviceon bondsor otherobligationsissuedby the1DB to pay thecostsofprojects.
II. TheProject
CumberlandTerraceLLC, anaffiliate thereofor anassigneeapprovedby the Board (collectively,the “Developer”),has proposedto purchasea tract of real property locatedat 518 Madison Street, inClarksville, MontgomeryCounty, Tennessee.Suchpropertyconsistsof approximately0.88 acresandisideally situatedfor residentialand commercialdevelopment.The Developerhas proposedto developa57-unitmoderate-incomeapartmentproject on the property,with an existing automotiveservicecentersituatedon thepropertyto be convertedinto a café. This developmentis collectively referredto hereinasthe“Project.” TheProjectis an eligible projectwithin themeaningofTenn.CodeAnn. § 7-53-101(15).
In order to make the Project financially feasible, Developerhas requestedthat MontgomeryCounty, Tennessee(the “County”) andthe City of Clarksville, Tennessee(the “City”) approve,aspart ofthis EconomicImpactPlan,a plan for taxincrementfinancingthroughThe IndustrialDevelopmentBoardof MontgomeryCounty, Tennessee(the “Board”) pursuantto Title 7, Chapter53 of TennesseeCodeAnnotatedto providefundsto payaportion ofthe costsofthe improvementsthatareneededto permit theconstructionand operationof the Project.The proceedsof thetax incrementfinancingwould be usedtopay eligible costs,in accordancewith the Tax IncrementAct (asdefinedbelow), relatingto theProject.
III. Boundariesof PlanArea
The Projectis locatedat 518Madison Street,at the intersectionofMadisonStreetand AcademyAvenue,within the City and the County. The areathatwould be subjectto this EconomicImpactPlan,and to the tax incrementfinancingprovisions describedbelow, includesonly the propertyon which theProjectwill be located. The areathatwill be subjectto this plan(the“Plan Area”) is shown on Exhibit Aattachedhereto.A list of the parcelsincludedin the PlanAreais also attachedaspart ofExhibit A. ThePlan Area is herebydeclaredto be subjectto this Economic Impact Plan, and the Project is herebyidentifiedasthe projectthatwill be locatedwithin thePlanArea.
IV. Financial Assistanceto Project
The Board will providefinancial assistanceto the Projectby applying theproceedsof the taxincrementfinancingdescribedhereinor by usingtax incrementrevenuesto pay a portionof certaincoststhat will be incurredin connectionwith the developmentof the Project. Thesecosts includeparkingareas,road improvements,stormwaterdrainagesystemimprovementsand anycostsfor which the Boardreceivesa written determinationfrom the Comptrollerof the State of Tennessee(the “State”) and theCommissionerof Economicand CommunityDevelopmentof the Stateas describedbelow. The Boardwill pay and/orreimbursethe Developerfor all or aportion of the eligible cost of such improvementsuponreceipt of adequatedocumentationof suchcosts. In connectionwith any financial assistance,theBoard andtheDeveloperwill enterinto a developmentagreementspecifyingthescopeandthecostoftheimprovementsand feestobe reimbursed.
Tenn.CodeAnn. § 9-23-108doesnot permit the applicationof incrementaltax revenuespursuantto this EconomicImpactPlanto pay certaincostsrelatingto privately-ownedlandwithout first receivinga written determinationfrom the Comptroller of the State and the Commissionerof Economic andCommunityDevelopmentof the Statethat the useoftax incrementrevenuesfor suchpurposesis in thebestinterestoftheState. TheBoardwill not applytheproceedsofthetaxincrementfinancingauthorizedhereunderor tax incrementrevenuesto pay costs asto which sucha written determinationis requiredwithout first obtainingsuchwrittendetermination.
V. ExpectedBenefitsto City and County
Numerousbenefitswill accrueto the City and the County asa result of the developmentof thePlanArea. The developmentof moderate-incomeresidentialrental projects,suchasthe Project,in thecentercity of Clarksville, as the County seat and only incorporatedcity in the County, will assisttheCounty, City andthe Board in promotingeconomicdevelopment.Whencompaniesselectlocations formanufacturing,distribution and office facilities, a significant factor that is consideredby site selectionfirms is the quality of life for the companies’employeesin each communitybeing consideredas apossiblelocation. By providing a vibrantcentercity areain the City with multiple residentialhousingoptions, the Projectwill assistthe City and the Board with economicdevelopmentrecruitingand helpexpandtheeconomicbaseof theCity and County.
Both the City and the Countyare also expectedto receivesubstantialadditionaltaxesasa resultof the developmentof the PlanArea. The ad valorem realpropertytaxesfor the PlanArea for theyear2020 were$4,820.61 for the City and the Countycombined,which arethe basetaxesrelatingto the PlanArea. Developmentof the Plan Area will increasethe value of the realpropertywithin thePlanArea,leadingto an increasein ad valorem real propertytaxes. Following the reappraisalof the Projectafterconstructionis completed,the combinedannualrealpropertytaxespayableto the City and the Countyareexpected to be approximately $105,241.06. Of this total, the base taxes described aboveplus approximately$27,928.49in taxesthat are allocable to paying debtservice on the City’s and theCounty’s generalobligation debt will be allocated to the City and the County. These additionaltaxes will immediately benefit the City and the County. Once the tax incrementincentiveauthorizedhereinis fully performed,the remainingincrementalproperty tax revenueswill be payable to the Cityand the County,and the City and the Countywill benefit from thoseincrementaltaxesat that pointandfor yearsto come.TheCity and theCountywill alsobenefitfrom additionalpersonalpropertytaxes.

VI. Distribution ofProperty Taxesand Tax Increment Financing
a. Distribution of Taxes. Propertytaxesimposedon the real propertylocatedwithin the PlanArea shall be allocatedanddistributedasprovided in this subsection.The taxesassessedby the Countyand the City on the real propertywithin the Plan Area will be divided and distributedas follows inaccordancewith Tenn. Code Ann. § 7-53-312(c)and Title 9, Chapter23 of the TennesseeCodeAnnotated,beingthe Uniformity in TaxIncrementFinancingAct of2012 (the “Tax IncrementAct”):
1. The portion of the realpropertytaxespayablewith respectto the PlanArea equaltotheyear prior to the dateof approvalof this EconomicImpact Plan (the “BaseTax Amount”)shall be allocatedto and,ascollected,paidto theCountyand the City asall othertaxeslevied bytheCountyand the City on all otherproperties;provided,however,that in any yearin which thetaxeson therealpropertywithin the PlanArea areless thantheBaseTaxAmount, thereshall beallocatedand paidto theCountyandthe City only the taxesactuallyimposed.
ii. An amountequalto all ad valoremrealpropertytaxesassessedannuallyin respectofthe PlanArea, less (x) the BaseTax Amount, and, less (y) any portion of such incrementaltaxrevenuesdesignatedby the City and the County to pay debtservice on the City’s andCounty’sobligationsthat is requiredto beexcludedfrom theTIF Revenuespursuantto Tenn.CodeAnn. 7-53-312and theTax IncrementAct (the “TIF Revenues”)shallbe allocatedand,ascollected,paidinto a separatefund of the Board,createdto hold suchpaymentsuntil the tax proceedsin the fundare to be appliedto pay debtserviceon the obligationsexpectedto be issuedby theBoardthataredescribedto paythecostsof thepublic improvementsdescribedabove.
This allocation is subject to the provisionsof Tenn. CodeAnn. §7-53-312(j)and Tax IncrementAct,which requiresthat taxeslevied upon real propertywithin the Plan Area for thepaymentofdebtserviceof the County and the City shall not be allocated to the Board.
The Board is authorizedto designate,by notice to the City and the County,that the allocationofTIP Revenuesfrom the parcelsin thePlanArea shall begin in any tax year within the next two tax yearsin orderto matchTIF Revenueswith the applicationof TIP Revenuesfor the purposesprovidedherein,subjectto the time limitation on allocationsprovidedbelow. Allocations of TIP Revenuesby theCityandtheCountyshall bemadenotlaterthanthe laterof eachMay Pt following eachtax yearor sixty daysfrom whensuchTIP Revenuesarecollectedby the City or the County.
If any of the parcels in the Plan Area shall be subdivided, then the Board shall allocate the basetaxesamongthe resulting parcelson a per squarefoot basis. Once the Board has determinedsuchallocation,theBoardshallnotify theCity andthe Countyof theportionof thebasetaxesallocatedto eachparcelresultingfrom the subdividedparcel.
b. Financing/Reimbursement.In orderto payfor eligible costsrelatingto theProject,the Boardmay usethe incrementaltax revenuesthat it would receiveas a result of the adoptionof the EconomicImpact Plan to pay debt service on obligations incurred to finance such costs. This tax incrementfinancing, if issued,will bestructuredas follows:
i. The Board will borrow not to exceed$935,287.61throughthe issuanceand sale ofnotes,bondsor otherobligationsoftheBoard. The Board shall pledgeany andall TIP RevenuesallocatedtotheBoardpursuantto thisEconomicImpactPlanto thepaymentof suchnotes,bondsor otherobligations,including, without limitation, principaland interestthereon. In no eventwill

the obligationsissuedby the Boardbe considereda debtor obligationof the Countyor the City inany mannerwhatsoever,and the sourceof the fundsto satisfy the Board’s paymentobligationsthereundershall be limited solely to the TIF Revenuesand are otherwisenon-recourseto theBoard.
H. The proceedsof the notes, bondsor obligationsshall be used to pay eligible costsrelating to the Project as describedabove, costs of issuancesrelating to notes, bonds orobligationsand capitalizedintereston the notes,bondsor otherobligationsfor amaximumperiodof two (2) yearsfromthedateof completionof the Project.
Alternatively, the Board may enter into a developmentagreementwith the Developer to
reimbursethe Developer for eligible costs relating to the Project in an amount not in excess of$935,287.61.
Any developmentagreementshall require the Developerto pay the Board such administrativefees and expenses,including any fees and expensesof the County and the City, as the Boardrequirespursuant to the development agreement.
c. Time Period. Taxeson therealpropertywithin the PlanAreawill be divided anddistributedasprovidedin this Sectionof the EconomicImpact Plan for a period,asto the parcelsin the PlanArea,not in excess of twenty (20) tax years as to such parcels,but, in any event,suchallocationsshall ceasewhentherearenot eligible costs, includingdebtservice,to bepaid fromtheTIP Revenues.
d. Findingof EconomicBenefit. The Board, the County and the City, by the adoptionofthisPlan,find that the useof the TIP Revenuesas describedherein,is in furtheranceof promotingeconomicdevelopment in the City and County.
VII. ApprovalProcess
Pursuantto Tenn. CodeAnn. § 7-53-312, theprocessfor the approvalof this EconomicImpactPlan is as follows:
a. The Board holds a public hearingrelating to the proposedEconomic Impact Plan afterpublishingnoticeof suchhearingin a newspaperofgeneralcirculation in theCountyan4theCity at leasttwo (2) weeksprior to the dateof the public hearing. Thenoticemust includethe time, placeandpurposeof thehearingaswell asnoticeof how a map of thesubjectareamaybeviewedby thepublic. Followingsuchpublic hearing,the Boardmay submit theEconomicImpactPlanto the Countyand theCity for theirapproval.
b. Subject to the provisions below, the governingbodies of the County and the City mustapprovetheEconomicImpactPlan. This EconomicImpactPlanmay be approvedby resolutionof theCounty Commission or the City Council, whether or not the local charterprovisionsof the governingbodiesprovide otherwise. If either the Countyor the City makeany changesto this EconomicImpactPlanin connectionwith the County’sor the City’s approvalhereof,suchchangesmustbe approvedby theBoard and the governing body of the City or County that did notmakesuch change.
c. Once the EconomicImpactPlanhasbeenapprovedby the governingbodiesofthe Countyand the City, or just by the County, as is provided below, the Plan and related documentation shall befiled with the local taxingofficials and the Comptrollerof the Stateas requiredby the Tax IncrementAct

and annualstatementsof incrementaltax revenuesallocatedto the Board shall be filed with the StateBoardof Equalizationasrequiredby the Tax IncrementAct. The Board will alsocomply with all otherproceduralrequirementsoftheTaxIncrementAct andotherapplicablelaws.
If the Countyapprovesthis EconomicImpactPlan, the County’s approvalshallbe effectiveevenif the City does not approvethis EconomicImpact Plan, and the City’s disapprovalof this EconomicImpact Plan shall not require the resubmission of this Economic Impact Plan to the County. In suchevent,all referencesin thisEconomicImpactPlanto the City or the City’s obligationshereundershall notbe effective. If the City approvesthis Economic Impact Plan but this Economic Impact Plan is notapprovedby the County, then this EconomicImpact Plan shall not be effective and shall be deemeddisapprovedby both the City andthe County.

COVID-19The library continued to be dominated by COVID restrictions throughout the 20-21 fiscal
year. The library building was closed from March 19th_May4
th, with the book drop closing
on March 31’~until May4
th• On July20
th the Mayor issued the first mask mandate. During
the summer, there were a few community members hostile to the library’s COVIDrestrictions but most were happy to feel safe in the library building with the measures
that were taken.
The library was very liberal in pushing back dates for overdue materials to keep fines at a
minimum due to the inability of patrons to get out to return items. Patrons kept their
items at home for months. The major downside to the closure financially for the library
was the loss of income from fines and fees, which was budgeted for $135,000 and came
in at approximately $78,000- a loss of about $57,000. This loss of funding was offset bysavings in the payroll line items from the open positions the library had mid-year, an
increase in the Gracey Fund distribution and savings in other line items, such as
electricity, etc.
The library modified its very restrictive initial COVID opening, including quarantiningbooks, on September gth, entering the opening level that it would remain in for most ofthe fiscal year. Hours went back to normal at that date with shelf browsing allowed,
however, no in-person programming was offered, social distancing limited the number of
patrons in the computer lab and in seating the library, and meeting rooms were greatlyreduced in allowable participants. In January, after nearly a year of little to no COVID
cases among staff, there was an outbreak with 8 staff members affected - the libraryclosed the computer lab and meeting rooms for 2 weeks in response before returning to
the phase it had previously been in.
In the late spring with vaccinations on the rise and the petering out of COVID seeming to
be on the horizon, some seating was restored and a partial return of in-person
programming resumed for the Summer Read Program season beginning in June.
STRATEGIC PLANNINGThe library continued striving to reach its strategic planning goals as much as possible,
however, this effort was interrupted by COVID-19 in most areas, especially outreach. Thelibrary was just on the verge on outreach breakthroughs in many areas just before the
shutdown.
NORTH BRANCH BUILDING PROJECTIn January of 2021 the county Budget committee pushed the library request for
construction funding for the North Branch back to the regular budget cycle, after theMayor said that the budget committee would take a relook in January. This meant that
the project fell another year behind the original schedule. The request for funding in May

was met with a request for $2,000,000 in private funding to help either pay the cost of
construction or pay the first two years of operations after construction.
The Library Board, in concert with the Library Foundation, sent a letter detailing the ways
that they were willing to provide a combination of upfront cash (using disbursement and
drawing a one-time amount from the Library Foundation), cuts to the building design andthe purchase of an AMH machine with private funds that will save on personnel costs far
into the future to reach the 2M figure. At the time of this writing it is unknown whether
the federal COVI D dollars will be able to be used by Montgomery County to help fundNorth Branch Library construction or if tax dollars will be used — the project still hangs in
limbo.
PERSONNELAND OPERATIONAL HIGHLIGHTSDue to COVID-19, the library and nearly all other County departments did not receive anycost of living raises other than step raises to begin the year. After looking at tax receiptsin January, however, the Commission voted to give COLA raises retroactive to January 1,
2021- all employees were given a raise of 2%.
There were a number of PSA position openings that remained open for a significantlength of time. Because of the high-quality of the current employees, internal hiring was
able to be done in several instances, which left more open positions to be filled. Therewere no good candidates available in the first round of searches; that, coupled with
COVID quarantines and snow closures pushed back hiring quite a longtime. The delay
was actually helpful, however, in the sense that the open positions and correspondinglowering of personnel costs helped to greatly offset the losses in library revenue do to
fines and fees being much lower than usual. Because of the slow traffic in the library, theloss of these positions was also much easier to bear. The Director expects that revenues
from overdue fines will be down $30,000 next year as a conservative estimate and so
asked for an increase in operating funding from the County Commission. -
A couple of long-time staff members — Cataloger Phyllis Council and PSA Melinda Riggins
left the library. The Cataloger position was subsequently downgraded to a full-time PSA
position, which better fulfilled the library’s needs and will also save the County money.Lindsey Chisenhall left her position as Public Services Supervisor (P55) to move out of
state and was replaced with in-house hire Jason Camp, who is doing an excellent job in
that position. Jordan Bagley also left his position as Sr. System Support Tech to move out
of state and was replaced by Russell Kalani. At the end ofthe year there remained oneopen position for part-time PSA and a shelver position out of 45 library positions.
MATERIALS AND RESOURCESOnline resources became a vital source of connection to the library with manyanecdotally reporting that they had made at least a temporary switch over to digitalbooks from print. Hoopla usage numbers continued to slowly grow, but the library wasalso able to bolster its eBook collection with some of the Hoopla funding at year’s end.
As a privately-funded Special Project in line with the library’s strategic plan and inpreparation for the North Branch Ubrary, a consultant was hired to assess the library’sCollection Development Department. This is the area where books and other includinglibrary materials are processed and cataloged to be added to the collection. In line withthe consultant’s recommendations, the department will write a complete manual of

processes, and already has completed several employee time studies, among other
action. The actual work room will be reconfigured in the coming year and all processeswill be examined to make sure they are maximally efficient so that the personnel workingin that department are able to handle the load of cataloging without an issue.
TRAININGThe library continued to find ways for staff to attend training online, despite COVID, withall training offered virtuallyduring the fiscal year. The Tennessee Library Association(TLA) Conference was offered virtually. The library was able to take advantage of this tooffer seven staff members who had never experienced TLA to the virtual conference.
BUILDINGThe HVAC system continued to present major issues and it was finally apparent, after ayear without the Trane warranty, that no other local firm was able to work on Trane’sSamsung system because they could not obtain support from either Trane orSamsung.This left the library with a system that is constantly in need of repair or losing
compressors and can only be repaired by Trane Company, which charges much morethan other local companies. A maintenance contract to troubleshoot equipment was
entered into in an effort to repair the system, but crafted so as not to guarantee Trane anexorbitant amount of money. The line item funding to repair the system quadrupledduring the year to deal with all of the issues. The County Engineer requested an HVACsystem evaluation as capital project for 2021-22 in the amount of $50,000 to investigatethe best route to go to either keep the system running or look at replacement — this was
approved. The Director requested additional funding for the library’s operating budgetfor the first time ever to help pay for the additional burden of the yearly contract and theextra funding needed to continually fix the system.
The chronic leaks skylight in the atrium of the library continued to worsen significantlyeven as funding from the roofing project became available to finally reseal the mullions.It was necessary to place many trash cans in public areas each time that it rained, whichwas not a positive look for a county facility. The sealing work was completed on June 30,2021— with a heavy downpourcertifying the fact that the skylight is now properly sealedwill be leak-free for the foreseeable futurel
A slow-motion renovation of the main library - funded by Ubrary Foundation non-taxpayer dollars - rolled on with a renovation that created a staff training room out of an
old office, added bold lettering to a repainted Children’s department, and initiated abadly needed renovation of the staff kitchen, which was dilapidated. The kitchen projectwas completed in May.
PROGRAMMING
Programming was a bright spot for the library despite COVID, though in an online, not in-
person format. David Brockman, Communications and Outreach Coordinator continuedto hone his skills in film production as the library purchased some additional hardwareand peripherals that enhanced the filming, such as better lighting and an additionalcamera. The Sci-Fi and Harry Potter events carried on with craft bag giveaways offered -
the large crowds that once swarmed the library a memory for the time being.

Regular children’s programming, with story times, especially Bedtime Stories with staff
member Mary Smith, gained a large following. Other types of online programming, suchas those featuring staff member Raymond Rosado — African American Genealogy with
Jackie Warfield and the Walk around Ciarksville series about historic buildings - alsogained fans. This was a great time for those on staff who had great ideas and wanted to
stretch themselves to find a way to perform through the library’s programmingopportunities.
GOOGLE GRANTThe maker kits from the Google Grant were delivered to Moore Elementary MagnetSchool in January. These kits, which are checked out for a period of time from the library,were used by teachers at theschool to teach STEM classes to the young students.Statistics show that the kits were well-used during their time at the school. Greatercollaboration between the library and CMCSS and an expansion of the use of the kits isplanned for the next fiscal year.
NOTARY SERVICEDue to a large number of requests for notary services and the fact that the County Clerk’s
office had begun charging for these services, which they formerly provided for free, thelibrary decided to create three Notaries. Three staffmembers working shifts that willgenerally cover all the library’s open hours were provided with Notary licenses, seals andall other requirements to serve in the capacity of Notary purchased with funding fromthe Friends of the Ubrary. The program has been wildly popular and successful with manyresidents praising the free service.
STATISTICS
Circulation for the year was obviously well down, especially at the beginning of thepandemic, with numbers down as much as 65% year over year in the early part of theyear. In Mayof 2021, the overall circulation numbers had stabilized to being only down25% from the prior year. Visits to the library building by library patrons picked up stronglyat year’s end and it is hoped that statistics will begin to return to near normal by fall of2021.
TECHNOLOGY
Technology at the library continued to make strides with the advent of ecommerce in theability for library customers to pay fines and fees with a credit/debit card through thelibrary website. Patrons can also pay for printing at the computer lab with a credit ordebit card for the first time using a point of service terminal. This ability to pay withcredit card online and for printing has been requested by library patrons for many yearsand finally became operation at the end of June, 2021.
The entire network of wireless access points in the library was replaced in early 2021 withreimbursement from the CARES act. The Wi-Fi is now much more robust and is able to
reach out far into the parking lots in front and behind the library to allow for more
people to access from their vehicles. The idea of the CARES grant funding in part was toprovide better access in a safe way for those who did not want to enter the buildingbecause of the pandemic.
