1. Sonat plans to d r i l l an a d d i t i o n a l exp lo ra to ry we l l 1n West Cameron Block 247 . This well requ i res approximately 20 days to d r i l l and eva lua te . A t i m e t a b l e is enclosed (Attachment 1 ) . The sur face l o c a t i o n of t h i s w e l l , w i t h respect to Block 247, i s :

3. The one exploratory w e l l w i l l be d r i l l e d using a t y p i c a l jack -up r i g s i m i l a r to the Ocean Leader d r i l l i n g u n i t . A d e s c r i p t i o n of the r i g and o f features per ta in ing t o sa fe ty and to p o l l u t i o n p r r v e n t i o n and con t ro l a r e enclosed (Attachment 2a -2b ) . The d r i l l i n g r i g i<. the f a c i l i t y , under t h i s p lan, which is capable of producing a i r p o l l u t i o n . The main sources o f a i r po l l u t i on on the r i g w i l l be the f o l l o w i n g engines: Three GMC V-149 's which w i l l d r i v e the ro ta ry and drawworks; two EMD 160567's to d r i v e the mud pumps; and a L i s t e r 3R3 to d r i ve the genera to rs . During cement ing , one 8V-71 d i e s e l engine w i l l be used.

Based on EPA emission f a c t o r s , a l l of the f a c i l i t i e s proposed in t h i s SPOE a r e expected to produce the fo l l ow ing t o t a l q u a n t i t i e s of p o l l u t a n t s in one year 's t ime:

A v i c i n i t y map, which locates West Camero.. Block 247, with respect to the Louisiana coast, is enclosed (Attachment *V

Onshore support f a c i l i t i e s for d r i l l i ng operations 1n Block 247 w i l l be located in Intracoastal C i t y , Louisiana. Sonat 1s leasing space from a t ransportat ion vendor. A 24 hour communication base 1s established and the vendor's dock loading f a c i l i t i e s are being used in our current d r i l l i n g a c t i v i t i e s . The a c t i v i t y 1n th is SPOE w i l l not require any new or modified onshore f ac i l i t i es .

Water depth at West Cameron Block 247 ranges from 72.5' to 80.5 ' . The Ocean Leader is capable of working in a maximum water depth of 150' dur ing the hurricane season and has d r i l l i ng footage capacity of 25,000'. The r i g is therefore capable of d r i l l i ng the proposed we l l , while providing maximum personnel and equipment safety. Planned well control operation to surface casing depth incorporate a diverter system and annular (BAG) type blowout preventers and a d r i l l i n g spool to be insta l led on drive pipe wh i le d r i l l i n g the hole for conductor casing. The same diverter spool and blowout preventers w i l l be instal led on the conductor casing or drive pipe (whichever is applicable) while d r i l l i ng the hole for the surface casing. For d r i l l i n g below the surface casing, blowout prevention equipment w i l l i nc lude : four (4) remote-controlled, hydraul lcal ly operated blowout preventers, including two (2) equipped with pipe rams, one (1) with b l ind rams, and one (1) annular (BAG) type; a d r i l l i n g spool; a choke l ine and man i fo ld ; a k i l l l ine and a f i l l - u p l ine.

An archeological survey has been submitted and the data clears most of the lease block for d r i l l i n g . The proposed a c t i v i t y in th is SPOE w i l l not a f f ec t the cultural resources of this lease.

The wel l w i l l be d r i l l e d 1n accordance with the relevant OCS orders. A l l reasonable precautions w i l l be taken to ovoid any o i l or waste s p i l l s a.«d the Sonat Oil Spi l l Contingency Plan (approved 1/21/85) shall be fo l lowed in the event of such a s p i l l . This plan 1s on f i l e in the New Orleans off ice of the Mimrals Management Service and is available for publ ic Inspection. Attached are excerpts from the document showing the equipment to operate i t , and information or response procedures w i t h i n Sonat (See Attachment 6 a - i ) . Sonat is a member of the Clean Gulf Associat ion.

Also enclosed is Sonat's Coastal Zone Management Consistency Cer t i f ica t ion f o r the act iv i t ies described in this SPOE.
