Executive SummarySite Description and Current Operations

Stantec Consulting Ltd. ("Stantec") conducted a Phase I Environmental Site Assessment ("Phase I ESA")of  the property bounded by Alexander's Crossing/Kingston Road/Audley Road and Kerrison Drive inAjax, Ontario, hereinafter collectively referred to as the "Site". The Phase I ESA was conducted for PicovDowns Inc. for the submission to the Town of Ajax to support the planned zoning change for theproperty.  The purpose of the Phase I ESA was to assess if evidence of potential and/or actualenvironmental contamination exists at the Site, which may be present as a result of current and/or pastactivities at the Site and/or neighbouring properties. The Site is bounded by Kingston Road East to the south, by Audley Road to the east, by Kerrison DriveEast to the north, and by Alexander's Crossing to the west. The northeast portion of the Site is currentlyoccupied by a residential dwelling (320 Audley Road), a detached garage, and a storage shed, whilethe remaining areas of the Site are used for agricultural purposes. A small airplane (scrapped) waspresent inside the garage at the time of the site visit. The garage appeared to be used formaintenance of the plane. The Site is bounded by residential land uses to the north, a commercialproperty (Ajax Downs) to the west, and by agricultural land to the east and south. The central portionof the Site was being in-filled/levelled at the time of the site visit. The Site has a total area ofapproximately 19 hectares (47 acres).

Records Review

According to historical information reviewed, no potential and/or actual environmental concerns wereidentified at the Site or on adjacent properties.

Site Visit/Interviews

At the time of the site visit, staining was observed on the concrete floor in the vicinity of the drumsinside the garage. The concrete floor in the vicinity of the drums was observed to be in goodcondition; however, the condition of the floor beneath the drums could not be assessed due to thepresence of drums and other equipment. Based on the construction date of the site building, ACMs may be present. Suspected non-friableasbestos-containing materials observed included 12" x 12" vinyl floor tiles, and 2' x 2' suspended ceilingtiles. The suspect non-friable materials were generally in fair to good condition at the time of the sitevisit. No potential environmental concerns that could affect the Site were noted on adjacent properties.

Conclusions

 The Phase I ESA has revealed no evidence of environmental contamination associated with the Site.No further environmental investigations are recommended at this time.

Staining was observed on the concrete floor in the vicinity of the drums in the garage. Debris anddrums in the garage limited the viewable area of the concrete floor in this building, therefore thecondition of the floor beneath the drums could not be fully assessed. Stantec recommends that thedebris and drums be removed from the garage and the integrity of the concrete floor beneath thedrums be confirmed.

From an environmental management perspective, materials observed that potentially containasbestos included suspended ceiling tiles and vinyl floor tiles. As of November 1, 2007, Ontario hasintroduced an asbestos regulation (Ontario Regulation 278/05 made under the Occupational Healthand Safety Act) obligating owners to implement an Asbestos Management Program (AMP) at their

facilities if friable or non-friable asbestos is known or suspected to be present. A component of the AMPrequires the preparation of an asbestos record to identify locations of confirmed or suspected ACMs.Based on these requirements, an assessment to identify the locations of known or suspected ACMswould be required. Should friable or non-friable ACMs be identified or presumed to be present, anAMP should be implemented for the site building prior to any planned renovation or demolitionactivities, and should be made available to any contractor or employee who may come into contactwith this material.

The statements made in this Executive Summary are subject to the same limitations included in theClosure (Section 7.0) and are to be read in conjunction with the remainder of this report.

2.0 Introduction2.1 Objectives

Stantec Consulting Ltd. ("Stantec") conducted a Phase I Environmental Site Assessment ("Phase I ESA")of the property bounded by Alexander's Crossing/Kingston Road/Audley Road and Kerrison Drive inAjax, Ontario, hereinafter collectively referred to as the "Site". The Phase I ESA was conducted for PicovDowns Inc. for the submission to the Town of Ajax to support the planned zoning change for theproperty. The purpose of the Phase I ESA was to assess if evidence of potential and/or actualenvironmental contamination exists at the Site, which may be present as a result of current and/or pastactivities at the Site and/or neighbouring properties.

A site plan is included in Appendix A, while selected photographs of the Site can be found inAppendix B.

2.2 Scope of Work

The Phase I ESA carried out by Stantec on the Site was conducted in general accordance with theCanadian Standards Association's (CSA) Phase I Environmental Site Assessment Standard Z768-01(R2012), but was not completed for the purposes of meeting the Records of Site Conditionrequirements described in Ontario Regulation 153/04. As such, this Phase I ESA consisted of thefollowing: 

• Records review including, but not limited to, available city directories, aerial photographs, fireinsurance plans, geological and topographic maps

• Purchase of an ERIS report consisting of a search of all available databases within at least a 250m radius of the perimeter of the Site

• Request to the Ontario Ministry of the Environment ("MOE") for documents related to variousenvironmental concerns associated with the Site (e.g. spills, incident reports, etc.)

• Review of available environmental databases and records • Review of previous environmental reports and existing title searches, if available • Interviews with persons associated with the Site, if available • A site visit • Evaluation of information and preparation of the report provided herein

 A Phase I ESA does not include sampling or testing of air, soil, groundwater, surface water or buildingmaterials. For this Phase I ESA, no enhancements to the CSA Standard were made. The assessment ofthe Site for the potential presence of hazardous building materials was based on the age of the on-sitebuildings ("site buildings") and their components, and a non-intrusive visual review of the Site. Nosampling of materials was conducted. A Phase I ESA does not constitute a Hazardous Materials Surveyor Designated Substances Survey. 

The assessment of the Site for microbial contamination and moisture damage was made during thewalk-through of the site buildings. This was a visual assessment only and not every area was assessed.No sampling or intrusive investigations were conducted.

 The site visit was conducted by Mr. Ashkan Arefi, M.Eng., M.Sc., P.Eng., of Stantec on June 10, 2014. TheSite and readily visible and publicly accessible portions of adjoining and neighbouring properties wereobserved for the presence of potential sources of environmental contamination. Stantec wasaccompanied by Mr. Jeff Denholm (Ajax Downs Facility Manager) during the site visit. All areas of theSite were accessible at the time of the site visit. An interview was carried out with Mr. Denholm toobtain or confirm information on the current and/or historic operations and activities at the Site.

The professional qualifications of the project team are provided in Appendix C.

2.3 Regulatory Framework

CSA Standard Z768-01 (R2012) establishes principles and practices that are applicable to a Phase IESA. The purpose of a Phase I ESA is to identify actual and potential site contamination. Suchidentification involves the evaluation and reporting of existing information collected through recordsreview, site visits, and interviews. Phase I ESAs may assist in reducing uncertainty about potentialenvironmental liabilities and may be a basis for further investigation of a property. Phase I ESAs may beused to make informed decisions about property transactions, to identify certain baselineenvironmental conditions, to assist in meeting regulatory requirements, and as an initial step in siteremediation. This Phase I ESA, however, was not completed for the purposes of meeting the Records ofSite Condition requirements described in Ontario Regulation 153/04, as amended.

Because a Phase I ESA does not include such tasks as sample gathering, laboratory testing, or intrusiveinvestigations, a Phase I ESA report can, in most cases, only describe the potential of contaminationbeing present or absent at a property. If there are previous soil or groundwater sample resultsavailable, the data can be compared to applicable Federal and/or Provincial numerical standards forsoil and groundwater quality for specific land and groundwater uses. A Phase I ESA performed inaccordance with the requirements of CSA Standard Z768-01 (R2012) is intended to reduce, but notnecessarily eliminate, uncertainty regarding the potential for contamination of a property.

In addition, a Phase I ESA in accordance with the requirements of CSA Standard Z768-01 (R2012)involves a review of any site buildings for the potential presence of hazardous materials related tobuilding components and materials. Specific Federal and/or Provincial regulations, guidelines or codesof practice exist for the individual hazardous materials. Where required, this documentation was usedto determine appropriate conclusions and formulate appropriate recommendations.

3.2 Previous Reports

No previous environmental reports were provided to Stantec for review.

3.3 Regulatory Information

Available environmental databases and records were searched to determine if the Site, adjacentand/or neighbouring properties were listed. The databases and search results are presented below:

MOE Freedom of Information and Privacy Protection OfficeA request submitted to the MOE's Freedom of Information and Protection of Privacy Office included asearch for occurrence reports and general information from the District Office, investigationdocuments from the Investigations and Enforcement Branch, waste generator information from theEnvironmental Monitoring and Reporting Branch, certificates of approval from the EnvironmentalAssessment and Approvals Branch, and orders from the Sector Compliance Branch pertaining to themunicipal address of the Site and current/former tenants and owners of the Site.

Response letters received from the MOE indicated that the Site (380 Kingston Road East) wasregistered with the MOE in 1996 and 1999 as a generator of hazardous waste classes halogenatedpesticides, non-halogenated pesticides, and other specified inorganics. Based on the characteristicsubsurface soil permeability (moderate to low) and the anticipated groundwater flow direction(westerly), the generation of these waste materials does not appear to represent a significant

environmental concern to the Site. Copies of the request and response letters are provided inAppendix D.

Inventory of Coal Gasification Plant Waste Sites in Ontario (dated April 1987)No properties within 1 km of the Site were listed as former coal gasification plant waste properties.

Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars in Ontario (dated November1988)No properties within 1 km of the Site were listed as former coal tar industrial properties.

MOE Waste Disposal Site Inventory (dated June 1991)No properties within 1 km of the Site were listed as active or closed landfill facilities.

MOE Brownfields Environmental Site RegistryA search performed by Stantec on June 11, 2014, indicated that no Records of Site Condition (RSC)have been registered for the Site or adjacent/neighbouring properties.

ERISAn ERIS report was purchased and consisted of a search of all available databases within at least 250m radius of the perimeter of the Site (see Appendix D). The following is a summary ofpertinent/significant information gleaned from the ERIS report:

50 Alexander's Cross/380 Kingston Road East (adjacent neighbouring property to the west)• The Ontario Lottery & Gaming Corporation has been registered with the MOE since 2010 as a

generator of hazardous waste classes heavy fuels and pathological wastes. In addition to theabove, Picov Watergarden Centre as well as Picov Farms Inc. have also been registered with theMOE since 1996 to generate halogenated pesticides, non-halogenated pesticides, wastecrankcase oils and lubricants, light fuels, etc. Based on the characteristic subsurface soilpermeability (moderate to low) and the anticipated groundwater flow direction (westerly), thegeneration of these waste materials does not appear to represent a significant environmentalconcern to the Site.

 The remaining listings in the ERIS report do not represent a significant environmental concern based onthe nature of their operations and/or the separation distance of these properties from the Site.

3.4 Physical Setting3.4.1 Surficial Geology

Based on an available surficial geology map, native surficial soils in the vicinity of the Site reportedlyconsist of glaciolacustrine deposits, principally comprised of silt and clay with minor sand. Thecharacteristic permeability of these soils is moderate to low. A site-specific determination would berequired in order to obtain detailed soil profile and permeability information.

3.4.2 Surface Water Drainage

The ground surface of the Site is comprised of sand and gravel, low-lying vegetation, grass, and trees.Stormwater is anticipated to drain by infiltration and/or by overland flow towards a drainage ditchlocated along the north side of Kingston Road East.

The Site gradually slopes from the northeast down to the southwest. Several small berms are present inthe north portion of the Site. According to Mr. Denholm, the excavated topsoil from the central portionof the Site was temporarily placed in the north portion of the Site to be re-used following thecompletion of the in-filling/site levelling activities. Based on our review of Geological Survey of CanadaTopographic Map 30 M/14 and the topography observed in the vicinity of the Site, the regionalsurface drainage appears to be west towards Carruther's Creek, which is located approximately 500 mwest of the Site. The elevation of the local groundwater table can generally mimic the localtopography and may not reflect the regional trend in drainage. The local shallow groundwater flowpattern also can be influenced by subsurface structures in the vicinity, such as building foundations,weeping tiles, and utility trenches.

3.4.4 Bedrock Geology

Based on an available bedrock geology map, bedrock in the area of the Site likely consists of Middleand Lower Silurian formation, predominantly comprised of sandstone, shale, dolostone or siltstone. Thedepth to bedrock is not indicated on the reviewed map.  According to information obtained from thewater well information system contained in the ERIS report, bedrock was encountered at depthsranging from 5.2 m to 18.9 m below grade in the area of the Site.

4.0 Site Description4.1 Property Information

The Site is bounded by Kingston Road East to the south, by Audley Road to the east, by Kerrison DriveEast to the north, and by Alexander's Crossing to the west. The northeast portion of the Site is currentlyoccupied by a residential dwelling (320 Audley Road), a detached garage, and a storage shed, whilethe remaining areas of the Site area used for agricultural purposes. A small airplane (scrapped) waspresent inside the garage at the time of the site visit. The garage appeared to be used formaintenance of the plane. The Site is bounded by residential land uses to the north, a commercialproperty (Ajax Downs) to the west, and by agricultural land to the east and south. The central portionof the Site was being in-filled/levelled at the time of the site visit. The Site has a total area ofapproximately 19 hectares (47 acres). The following is a summary of Site information:

4.3 Historical Land Use

Historical land use for the Site was determined through the historical records listed in Section 3.1.  

Based on the reviewed historical records, the Site has been used as a farm complex since at least themid 1940s. Based on historical aerial photographs, the current site building has been present on the Sitesince at least 1946, and the garage was constructed in the mid/late 1970s. Based on historical aerial

photographs, several buildings, which appear to be farm barns and storage buildings, were present onthe northeast portion of the Site from at least 1946 to at least 1988. Based on the 1988 aerialphotograph, several silos were present adjacent to the north property boundary.

5.0 Site Visit Findings5.1 Current Site Operations

As indicated above, the majority of the Site is currently used for agricultural purposes, while aresidential dwelling is located on the northeast portion of the Site. No current tenant activities whichwould be considered a potential source of environmental contamination were identified to be presentat the Site.

5.2 Waste Generation and Storage5.2.1 Solid and Liquid Wastes

No hazardous waste generation or storage was identified to be conducted on the Site. Solid wastesobserved to be generated at the Site included non-hazardous domestic garbage, recyclables, andorganic waste. A licensed waste hauler (i.e., BFI) removes these wastes on a scheduled basis. Nowastewater discharges, other than domestic wastewater, were identified to be produced at the Site.

5.2.2 Drains, Sumps, Septic Systems and Oil Water Separators

According to Mr. Denholm, a septic system is present for the residential dwelling. No other informationabout this system was provided to Stantec. With the exception of floor drains inside the residentialdwelling, no other drains, sumps, active septic systems, interceptors, or separators were identified atthe Site.

5.2.3 Air Discharges and Odours

No sources of air emissions that are suspected to result in residual contamination at the Site wereidentified to be present. In addition, no strong, pungent, or unusual odours were identified during thesite visit.

5.3 Fuel and Chemical Storage5.3.1 Underground Storage Tanks (USTs)

No chemical or fuel USTs were observed or reported to be present at the Site. Further, no vent or fillpipes indicating the potential presence of an abandoned or decommissioned UST were observed.

5.3.2 Aboveground Storage Tanks (ASTs)

At the time of the site visit, a 900 L steel AST containing fuel oil was observed in the basement of thebuilding. The tank was reportedly installed in 1990 and supplied fuel for the furnace. Minor staining wasobserved on the dirt floor underneath the tank at the time of the site visit. Based on conversation withService Expert, furnace maintenance company, and Durham Fuel, fuel provider for the AST, no reportof fuel loss/leaks were recorded for the AST. Therefore, the presence of the minor staining does notappear to represent a significant environmental concern to the Site.

5.3.3 Other Storage Containers

Several steel and plastic drums containing unknown fluids were present inside the garage at the timeof the site visit. The fluids appear to be associated with the former airplane maintenance activities inthe garage. Staining was observed on the concrete floor in the vicinity of the drums. The concrete floorin the vicinity of the drums was observed to be in good condition; however, the condition of the floorbeneath the drums could not be assessed due to the presence of drums and other equipment.

One steel drum containing antifreeze was observed outside of the garage. No staining was observedbeneath or in the vicinity of this drum. Chemicals observed inside the residential building at the time ofthe site visit included a small quantity of domestic cleaning chemicals.

No other significant chemical storage was observed at the Site.

5.4 Building Systems/Equipment5.4.1 Heating and Cooling Systems

The residential dwelling is presently heated by a fuel oil fired furnace. Hot water is provided by a boilerlocated in the basement of the building. Cooling for the building is provided by an air conditioningunit.

5.4.2 Hydraulic Equipment

No hydraulic equipment related to building systems was identified on the Site.

5.5 Exterior Site Observations5.5.1 Surface Features

With the exception of staining on the concrete floor inside the garage and beneath the AST in thebasement of the building, no other stained surficial materials or stressed vegetation were observed atthe Site. A small wetland area is present on the north portion of the Site. No other watercourses, pits,lagoons or ditches were identified to be present at the Site and no standing water was observed.

5.5.2 Fill Materials

At the time of the site visit, the central portion of the Site was being in-filled and levelled. According toMr. Denholm, this area of the Site had a V-Shape topography and the area is being filled and gradedfor replanting purposes. According to Mr. Denholm, the quality of the fill material is being monitored bya consultant company (i.e., Golder Associates). No other evidence of imported fill materials (e.g.earthen berms, elevated grades, etc.) was observed on the Site.

5.5.3 Wells

One water well is located on the east central portion of the Site, adjacent to the east propertyboundary. The well is utilized to supply drinking water to the building. Based on Ecolog ERIS report, thewell was installed in 1983. No other abandoned or existing wells (e.g. groundwater monitoring, potablewater, oil, gas or disposal) were observed at the Site.

5.6 Hazardous Building Materials5.6.1 Asbestos-Containing Materials (ACMs)

The common use of friable (crumbles easily by hand pressure) ACMs in construction generally ceasedvoluntarily in the mid 1970s, but was only banned through legislation in the mid/late 1980s. Asbestoswas used in thousands of building products and the common uses of friable ACMs included boiler andpipe insulation, and spray-on fireproofing. Asbestos was also used in many manufactured productssuch as floor tiles, ceiling tiles, transite cement products and various other construction materials. Somecement drain piping currently used in the construction of buildings still contains asbestos (non-friable).Vermiculite used as insulation may be contaminated with asbestos fibres.

Based on the construction date of the site building, ACMs may be present. Suspected non-friableasbestos-containing materials observed included 12" x 12" vinyl floor tiles, and 2' x 2' suspended ceilingtiles. The suspect non-friable materials were generally in fair to good condition at the time of the sitevisit. 

As of November 1, 2007, Ontario has introduced an asbestos regulation (Ontario Regulation 278/05made under the Occupational Health and Safety Act) obligating owners to implement an AsbestosManagement Program (AMP) at their facilities if friable or non-friable asbestos is known or suspected tobe present. A component of the AMP requires the preparation of an asbestos record to identifylocations of confirmed or suspected ACMs.

5.6.2 Polychlorinated Biphenyls (PCBs)

The use of PCBs in electrical equipment, such as transformers and capacitors (including capacitorsfound in fluorescent lamp ballasts), was common up to 1980. Ontario Regulation 362 under theEnvironmental Protection Act (R.S.O. 1990) prohibits the use of PCBs in electrical equipment installedafter July 1, 1980.  As of September 5, 2008, under Subsection 93(1) of the Canadian Environmental Protection Act (CEPA,1999), Federal PCBs regulations have been published by the Canada Gazette Part II(SOR/SOR/2008-273) that impose specific deadlines for the elimination of all PCBs in concentrations ator above 50 mg/kg. The regulation requires the elimination of all PCBs and PCB-containing materialscurrently in storage and limits the period of time PCB-containing materials can be stored before beingeliminated. Other aspects of the regulation govern the labelling and reporting of storedPCB-containing materials and equipment, as well as improved practices for the management of PCBsthat remain in use (i.e. those with PCB concentrations less than 50 mg/kg) until their eventualelimination.

 Based on the approximate construction date of the residential dwelling and garage, PCB-containingelectrical equipment may be present. Fluorescent light fixtures were observed at the time of the sitevisit; therefore, PCB-containing ballasts may remain in any original fluorescent light fixtures, if present.

5.6.3 Lead-Based Materials

In 1976, the lead content in interior paint was limited to 0.5% by weight under the federal HazardousProducts Act. Lead-based water supply pipes were used greater than 50 years ago. Between 1930 and1986, most buildings used copper pipe with lead-solder joints. Other lead-based products include wallshielding (x-ray rooms).  

Based on the approximate construction date of the residential dwelling and garage, lead-basedpiping and/or paint may be present.

Urea Formaldehyde Foam Insulation was used as an insulation product for existing residential housesbetween the mid 1970s and 1980, the year it was banned in Canada. It was not commonly used forcommercial or industrial buildings. 

Based on the approximate construction date of the residential dwelling, it is possible for UFFI to bepresent, however no visual evidence of the installation of UFFI was noted.

5.6.5 Ozone-Depleting Substances (ODSs)

Refrigeration and air conditioning equipment in place before 1998 may contain refrigerantscomposed of ODSs. Non-ozone-depleting refrigerants have been developed and are available toreplace these materials in newer equipment. 

Sources of ODSs on Site are likely limited to minor quantities of refrigerant in refrigeration and airconditioning equipment.

5.7 Special Attention Items5.7.1 Radon Gas

Radon is a radioactive gas associated with uranium-rich black shale and/or granite bedrock. Radonemits alpha particles and produces several solid radioactive products called "radon daughters".Harmful levels of radon and radon daughters can accumulate in confined air spaces, such asbasements and crawl spaces. 

Based on the geology of the area, radon gas accumulation is not expected to be a significantenvironmental concern at the Site.

5.7.2 Microbial Contamination (Mould) and Indoor Air Quality

The growth of mould in indoor environments can produce adverse health effects and is typically dueto a moisture problem related to building envelope or mechanical systems deficiencies or design.There is no practical way to eliminate all mould and mould spores in the indoor environment. The wayto control mould is to control moisture. Olfactory evidence of mould growth was detected in the basement of the residential dwelling at thetime of the site visit. No other visual or olfactory evidence of potential mould growth was identified atthe Site at the time of the site visit.

5.7.3 Electromagnetic Frequencies (EMFs)

Electrical currents induce electromagnetic fields. No scientific data supports definitive answers toquestions about the existence or non-existence of health risks related to electromagnetic fields.

No high-voltage transmission lines or electrical substations, which could generate significantelectromagnetic fields, were identified on or adjacent to the Site.

The effects of noise and vibration on human health vary according to the susceptibility of theindividual exposed, the nature of the noise/vibration and whether exposure occurs in the workingenvironment or in the home.

No major or persistent sources of noise and/or vibration were identified to be present on or adjacent tothe Site at the time of the site visit.

5.8 Neighbouring Property Information

The current activities on adjacent/neighbouring properties observed at the time of the site visit, and asummary of historic information of environmental significance gathered through the records review,are presented in the following sections. 

Based on historic information reviewed and site observations made during the Phase I ESA, current andhistoric adjacent land uses have consisted of agricultural and residential land uses. Prior land usesgenerally consisted of undeveloped and/or agricultural land uses (i.e., farmsteads). The following is ageneral summary of those adjacent land uses which are not considered to represent an environmentalconcern, and therefore, do not warrant further detailed discussion: 

• North: Adjacent land uses are residential since approximately 2003 . • East: Agricultural farmstead and undeveloped land since prior to 1946. • South: Agricultural/undeveloped land uses since prior to 1927. • West: A horse racetrack since 1969 and an entertainment facility since 2006. Two farm

complexes were present on this property between the early 1900s and 1969.

5.9 Client-Specific Items

6.0 Conclusions

The Phase I ESA has revealed no evidence of environmental contamination associated with the Site.No further environmental investigations are recommended at this time.

Staining was observed on the concrete floor in the vicinity of the drums in the garage. Debris anddrums in the garage limited the viewable area of the concrete floor in this building, therefore thecondition of the floor beneath the drums could not be fully assessed. Stantec recommends that thedebris and drums be removed from the garage and the integrity of the concrete floor beneath thedrums be confirmed.

From an environmental management perspective, materials observed that potentially containasbestos included suspended ceiling tiles and vinyl floor tiles. As of November 1, 2007, Ontario hasintroduced an asbestos regulation (Ontario Regulation 278/05 made under the Occupational Healthand Safety Act) obligating owners to implement an Asbestos Management Program (AMP) at theirfacilities if friable or non-friable asbestos is known or suspected to be present. A component of the AMPrequires the preparation of an asbestos record to identify locations of confirmed or suspected ACMs.Based on these requirements, an assessment to identify the locations of known or suspected ACMswould be required. Should friable or non-friable ACMs be identified or presumed to be present, anAMP should be implemented for the site building prior to any planned renovation or demolitionactivities, and should be made available to any contractor or employee who may come into contactwith this material.

The statements made in this Executive Summary are subject to the same limitations included in theClosure (Section 7.0) and are to be read in conjunction with the remainder of this report.

Randy is a professional chemical engineer specializing in site assessment and remediation, hazard analysis and due diligence reviews, regulatory compliance, management systems, auditing and verifications, and sustainability. He is an Environmental Professional (Site Assessment and Reclamation), Environmental Professional (Compliance Environmental Auditor), and Environmental Professional (Environmental Management System Lead Auditor), and is a Qualified Person (Environmental Site Assessment) under Ontario Regulation 153/04, Records of Site Condition. Randy has performed the project management and senior technical evaluation functions for over 5000 projects, and is an expert in developing methodologies for such work. Operations covered in these projects include chemical manufacturing and distribution, power generation and transmission, pipelines, transportation, mining, telecommunications, pulp & paper, water treatment, food and beverage, real estate, and all levels of government. Randy was heavily involved in the development of the Phase I Environmental Site Assessment standard (Z768­94 and 01), and the Phase II ESA standard (Z769­00) for the Canadian Standards Association (CSA). A borehole is the generalized term for any narrow shaft drilled in the ground, either vertically or horizontally. The information here includes geotechnical investigations or environmental site assessments, mineral exploration, or as a pilothole for installing piers or underground utilities. Information is from many sources such as the Ministry of Transportation (MTO) boreholes from engineering reports and projects from the 1950 to 1990's in Southern Ontario. Drill Hole Database: Provincialr-DRL-b

The Ontario Drill Hole Database contains information on more than 113,000 percussion, overburden, sonic and diamond drill holes from assessment files on record with the department of Mines and Minerals. Please note that limited data is available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, the degree of accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the MNDM. Levels of accuracy used to locate holes are: centering on the mining claim; a sketch of the mining claim; a1:50,000 map; a detailed company map; or from submitted a "Report of Work".Government Publication Date: 1886-Jun 2013

Regulation 347 of the Ontario EPA defines a waste generation site as any site, equipment and/or operation involved in theproduction, collection, handling and/or storage of regulated wastes. A generator of regulated waste is required to register the waste generation site and each waste produced, collected, handled, or stored at the site. In the early 70's, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and aggregate deposits. Please note that the "Horizontal Positional Accuracy" is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. National Environmental Emergencies System (NEES): Federalr-NEES-b

In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is alsoa repository for all previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were mergedand includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). Database Descriptions: This section provides a detailed explanation for each database including: source, informationavailable, time coverage, and acronyms used. They are listed in alphabetic order.

Detail Report: This is the section of the report which provides the most detail for each individual record. Records aresummarized by location, starting with the project property followed by records in closest proximity.

Distance: The distance value is the distance between plotted points, not necessarily the distance between the sites'boundaries". All values are an approximation.

Direction: The direction value is the compass direction of the site in respect to the project property and/or center point of the report.

Elevation: The elevation value is taken from the location at which the records for the site address have been plotted.All values are an approximation. Source: Google Elevation API.

Executive Summary: This portion of the report is divided into 3 sections:

'Report Summary'- Displays a chart indicating how many records fall on the project property and, within the report searchradii.

'Site Report Summary'-Project Property'- This section lists all the records which fall on the project property. For moredetails, see the 'Detail Report' section.

'Site Report Summary-Surrounding Properties'- This section summarizes all records on adjacent properties, listing themin order of proximity from the project property. For more details, see the 'Detail Report' section.

Map Key: The map key number is assigned according to closest proximity from the project property. Map Key numbersalways start at #1. The project property will always have a map key of '1' if records are available. If there is a number inbrackets beside the main number, this will indicate the number of records on that specific property. If there is no numberin brackets, there is only one record for that property.

The symbol and colour used indicates 'elevation': the red inverted triangle will dictate 'ERIS Sites with Lower Elevation',the yellow triangle will dictate 'ERIS Sites with Higher Elevation' and the orange square will dictate 'ERIS Sites with SameElevation.'

Unplottables: These are records that could not be mapped due to various reasons, including limited geographicinformation. These records may or may not be in your study area, and were included as reference.
