Dear Tracie,  The FTA has determined that this action qualifies under categorical exclusion #C9 (23 CFR § 771.118(c)(9)), “Assembly or 

construction of facilities that is consistent with existing land use and zoning requirements (including floodplain 

regulations) and uses primarily land disturbed for transportation use.”  Additionally, FTA has determined that this project 

has no potential to cause effect to historic properties pursuant to the National Historic Preservation Act of 1966 and 36 

CFR § 800. 

This concludes the environmental review portion of FTA’s grantmaking process.  However, please be aware that if there 

are changes to the Project you must notify FTA in writing.  FTA will determine whether any additional environmental 

review will be required.  The FTA may require additional analysis for compliance with other statutes for any change in 

project scope at its discretion. 

Please attach all previously submitted documents (checklists, emails, etc.) along with this email to your grant in

General Project o A maintenance facility off Old Dixie Highway with associated training rooms and MPD Precinct o Will serve buses on routes in Clayton, South Fulton and SE DeKalb o Hamilton Garage will remain in use for transit, possibly serving mainly paratransit vehicles o Anticipated two year construction starting in 2023 for opening in 2025‐2026 (possibly moved ahead) o Likely demolition of existing buildings dating from 1967 

Federal Implications / NEPA / Section 106 o Will likely use 5307, 5339(a), or 5339(b) as federal funding sources, but not determined as yet o Property is valued over $1 million so will require FTA review and concurrence with appraisal o Since Clayton BRT is still under development, FTA will evaluate the Maintenance Facility and BRT 

separately under NEPA and Section 106 o Section 106 – Only need to evaluate adjacent properties and those within the viewshed. MARTA to send 

electronic files with locations and associated pictures (dots on a map) o MARTA to send project schedule and electronic version of checklist provided at the meeting o FTA to send definition of “acquisition” – noted acquisition is anything requiring a financial commitment 

(signing on a line) and therefore, MARTA may talk with property owner to determine need for protective acquisition if necessary. 

o FTA noted that NEPA for full project will possibly be shorter than obtaining a NEPA clearance for early / protective acquisition

FTA NEPA Checklist

Sources of federal, state, and local funds:

• Bus and Bus Facilities – Section 5339 formula and discretionary funding

• MARTA local funding generated from regional one cent sales tax

• Clayton County also has a one cent sales tax that will also be available to fund a portion of the

facility

Description of existing property with map showing parcels within a quarter mile of the site:

The proposed project site is located Old Dixie Highway in Forest Park, Georgia, and is comprised of two parcels totaling approximately 31.0 acres. The properties are currently developed, previously used as a distribution center and zoned for industrial use.

No known archaeological sites are located within a quarter mile of the proposed project area. The

graphic below illustrates properties identified within one-quarter mile of the proposed site. An

estimated 55 historic or potentially historic structures are within this area.

Description of Complete Project with Proposed Site Plan:

The Clayton County Multipurpose Operations and Maintenance Facility will span two parcels totaling 31.0 acres. The facility will support 31 regional bus routes, 250+ buses, and 50 paratransit vehicles. The site will include a MARTA Police Precinct, training areas, bus maintenance, transit operations office, administration office, bus fueling point, bus inspection, repair facilities, cleaning facilities, bus parking and employee parking. One of the proposed site plans is included below. The final site plan configuration has not yet been chosen. This facility is being thoughtfully designed to accommodate a variety of purposes. This facility is being built to fulfill the MARTA charter 14th amendment which calls for the construction of a new maintenance facility to be built within Clayton County. Additionally, this facility is also being constructed to house and maintain buses (fixed route and paratransit) operating in Fulton, DeKalb and Clayton counties and will accommodate future local bus service expansion throughout the MARTA service area. The location of the facility has been carefully chosen to gain operational efficiencies and deadhead reduction in the MARTA service area. Finally, the facility will provide a location for the Clayton County MARTA Police precinct and provide additional jobs and bus related training to Clayton County.

The following actions would be required to achieve the proposed project:

• Relocation of current building tenants

• Removal of existing vegetation

• Removal of existing building and foundation

• Grading and drainage of the site

• Installation of stormwater retention structure(s)

• Construction of maintenance buildings, washers, fueling stations, charging stations, parking lots, sidewalks, and internal roadways

• Landscaping throughout the site

• Coordination with and possible relocation of various utility easements and infrastructure(s)

List of any public involvement done for the project:

MARTA meets with three established Clayton County stakeholder committees to provide regular project updates for this project and two other projects occurring in Clayton County. These coordination updates have occurred on a quarterly basis for this project since June 2018. The three groups are: Citizens Advisory Group (CAG) – This group was created through the amendment that established MARTA service in Clayton County in 2014. The amendment called for the creation of a group to provide oversight on the project. Each of the five Clayton County Commissioners were allowed to appoint two individuals to serve on the CAG. In addition, other important stakeholders, such as the two MARTA board members representing Clayton County, also serve on the CAG. Additionally, the CAG representatives represent a variety of area organizations, citizen and business organizations, faith- and community-based organizations, advocacy groups and area employers to ensure that community goals and concerns are addressed during project development. This group meets quarterly. Stakeholder Advisory Committee (SAC) – This committee was established to allow other important individuals vested in the project to participate on the project such as economic development, local municipality, chamber of commerce and other local staff. In addition, interested grassroots advocacy groups and organizations are included on the committee. Technical Advisory Committee (TAC) – This committee was established with agency representatives such as the Georgia Department of Transportation (GDOT), Atlanta Regional Commission (ARC), Federal Transit Administration (FTA), Clayton County, and the Cities of Jonesboro, Morrow, Forest Park, Lovejoy, and Riverdale. The TAC was developed to guide analyses relative to technical elements, such as local land use, engineering, or unique conditions. The TAC provides technical direction for the project and provides input on study issues and solutions. Modifications to the TAC’s membership will be made in coordination with MARTA, as necessary.

Height of existing and any proposed facilities:

The existing height of the buildings are 30’ or less. The proposed building height has not been determined. The building height will be determined during the conceptual engineering phase of the building.

tax assessor’s data.

- Property is adjacent to the historic Old Dixie Highway.

The Clayton County Operation and Maintenance Facility will span two parcels that currently has one extant historic

resource within the parcel boundaries (5265 Old Dixie Highway). This resource is a former K-Mart distribution center

and its eligibility is currently unknown. Further field survey and historic documentation research will be needed to verify

if the resource has maintained integrity and is eligible for the National Register of Historic Places.
