ATTACHMENT 2 Travel Management Plan – Route Specific Information
Introduction
The following tables detail the site-specific travel management
decisions for each route on the White River National Forest. The
intent of these tables is to disclose the Travel Management Plan
decision by route. Individual travel routes are identified by
number, and many by name, and are listed according to the ranger
district in which they are located.
The Travel Management Plan made decisions for designated modes
of travel for both summer and winter travel. These decisions are
reflected in two distinct seasons for travel on the White River
National Forest. There is a set of tables for the summer season and
a set for the winter season. These tables should be used in
conjunction with the Final Travel Management Plan maps.
Road and trail listing for summer season Summer season is
considered the snow-free season. Summer season begins May 21 (at
00:00) and ends November 22 (at 23:59).
Only roads and trails under the jurisdiction of the Forest
Service are listed in this section. Roads and trails under the
jurisdiction of county, state, or other federal agencies are not
included.
Summer Table Column Definitions
Route Route = the route number on file with the Forest Service.
This number is used to label and track each Forest Service
route.
Type
R = road T = trail S = ski area route; these routes are within
the ski area boundary and are managed
by the ski areas N/A = neither road or trail; generally routes
that are to be decommissioned
Summer Strategy Categories of allowable uses in the Summer
Strategies columns are titled in bold below:
Licensed Only - Roads open to licensed motorized only (highway
legal)
Licensed and Unlicensed - Roads open to licensed and unlicensed
(all vehicles)
Motorized Vehicles < 50” Trails open to motorized vehicles
less than 50 inches in in width (ATV)
Motorcycles - Trails open to 2-wheeled motor vehicles
(motorcycles)
Mechanized (bicycles) - Trails open to mechanized vehicles
(bicycles)
-
Page A2‐ii
Foot and Horse (animal) - Trails open to animal (horse) and foot
traffic only)
Foot – Trails open to foot traffic only
Managed Under SUP - Roads and trails managed under special use
permits(SUP)
Closed to the Public - Roads and trails closed to the public or
decommissioned
Note:
All motorized and mechanized modes of travel must be on
designated routes.
Highway legal vehicles are considered motor vehicles licensed
under State law for general operation on all public roads within
the state.
Animal (horse) and foot (hike) are allowed to travel cross
country (off trail) and generally on all routes. There are some
routes that may limit animal (horse) or foot (hike) use for safety
reasons.
Acceptable Modes of Travel Designated means of use for a given
route are depicted by an X in the appropriate Mode of Travel
columns. Note: these tables should be used in conjunction with the
Summer Strategy. Acceptable Modes of Travel include:
FSV - full-sized motorized vehicles greater than 50” in width
such as cars, trucks, jeeps, and side-by-sides
ATV - motorized vehicles equal to or less than 50” in width such
as ATVs
MCYCLE - two-wheeled motorized vehicles such as motorcycles
MBIKE - two-wheeled mechanized vehicles such as mountain bikes
and bicycles
ANIMAL - pack animals such as horses, mules and llamas
HIKE - foot travel including hiking, running, and walking
Add / Decommission
A Y in the Add column represents a route that is being added to
the system. These routes were not part of the inventoried
designated system and were previously considered unauthorized.
These routes were examined for inclusion by alternative. See the
Travel Management Plan Final EIS for a full discussion on
unauthorized routes.
An X or Y in the Decom column represents a route that is being
decommissioned. These routes are to be decommissioned and
rehabilitated. An X was used to identify routes that were
previously decommissioned, though requires more work to be
effective. A Y was used to identify routes system and non-system
that were identified to be decommissioned. See the Travel
Management Plan Final EIS for a full discussion on decommissioning
routes.
Rationale (R1, R2, R3) The rational columns list the reason(s)
for why a route is needed or not needed.
1. Status quo – currently a system route with current uses 2. To
provide for user safety 3. To provide access for fire protection 4.
To provide access to private land 5. To provide access to utility
6. To provide access to suitable timber
-
Page A2‐iii
7. To facilitate public access 8. To accommodate user demands 9.
To provide an opportunity in close proximity to residential areas
10. To provide for a particular recreation activity or activities
(such as ATV, motorcycle,
horseback riding, etc.) 11. To provide access to a recreation
activity (such as dispersed camping, fishing,
picnicking, etc.) 12. To provide access to a trailhead 13. To
provide access to scenic views 14. To provide a loop opportunity
15. To provide a motorized, primitive recreation experience 16. To
provide for a non-motorized, primitive recreation experience 17. To
meet Forest Plan desired conditions, standards, guidelines,
prescriptions 18. To maintain the desired ROS experience objective
in terms of setting, type of activity,
or capacity 19. To facilitate dispersal or uses 20. To provide a
range of challenge levels 21. Historically used for a particular
recreation activity 22. Needed for special-use, commercial use,
livestock grazing management or outfitter-
guide operation 23. Needed for firewood, or plant collection 24.
To reduce user conflicts through separation of uses 25. Deadhead
route that leads into a prescription that does not allow for the
mode of
transportation 26. The route no longer serves the purpose for
which it was created 27. The route is not needed for administrative
or recreation purpose 28. The White River National Forest does not
have jurisdiction 29. No legal public access is available 30.
Alternative access is available on a nearby road or trail 31. To
meet the road density standards specified by management area
prescription,
watershed standards, or aquatic standards 32. To reduce
disturbance to wildlife, amphibian, or fish habitat 33. To protect
wildlife, amphibian, or fish habitat values 34. To protect seasonal
wildlife habitat values 35. To protect the values of the special
area (research natural areas; special interest
areas; wild, scenic, recreational rivers; wilderness; roadless
areas)
36. To protect wetlands, riparian areas, streams, and lakes 37.
To protect cutthroat streams 38. To protect soils from erosion 39.
To protect archaeological, heritage, or special plant site 40. To
protect threatened, endangered, or sensitive (TES) plant species
41. To protect users from unsafe conditions 42. Local conflicts 43.
Lack of administrative resources to administer 44. Access to Forest
Service destination 45. Access to summer homes only, currently
closed 46. Reduce impacts to alpine systems 47. Separate motor and
non-motor users 48. Previous NEPA decision 49. Needed for rangeland
and livestock management 50. Route does not currently exist 51. To
reduce costs 52. Previously decommissioned 53. Vegetation and
terrain make ATV not feasible 54. Connects to federal lands
-
Page A2‐iv
55. Maintenance is cost prohibitive 56. Previously
administratively closed and maintained as closed 57. Supports
recreation strategy 58. Management 59. Dead-end spur 60. To allow
for only those uses for which the route was designed 61. To allow
only those uses permitted in Wilderness or recommended Wilderness
62. To provide for user safety and/or recreation management
Seasons (S) The seasonal restrictions reflect those that occur
every year at the same time.
7 = Elk calving May 15 to June 20
8 = Elk migration fall October 15 to November 30
9 = Elk migration spring April 15 to June 20
10 = Elk winter concentration areas December 1 to April 14
11 = Elk summer concentration areas June 16 to October 14
12 = Restricted outside hunting season October 15 to November 22
(open)
Fall and spring mud season was eliminated from the travel
management plan as they are considered restrictions that would be
in place only when necessary per weather related conditions i.e.
mud, late snow, etc. Since these are not annual and dates would
vary, the Travel Management Plan would not be the venue to
institute these decisions. Rather these decisions can be made when
needed by the District Ranger per 36 CFR 261.
Route listing for winter season Winter motorized routes are
listed in the tables. They correspond to the winter alternative
maps. Routes open to motorized use are for over-snow motorized
vehicles only. An over-snow motorized vehicle is defined as a
vehicle that is designed for use over snow and runs on a track or
tracks and/or ski or skis while in use over snow (36 CFR
212.1).
Any other vehicle other than those defined by 36 CFR 212 for
winter use, including wheeled vehicles such as full-sized vehicles,
all-terrain vehicles, motorcycles, mountain bikes, and mechanized
vehicles, are prohibited, unless on a plowed or maintained
road.
Generally there are no restrictions to non-motorized over-snow
activities. Groomed routes for cross-country skiing may restrict
other uses to keep routes intact.
Winter season is considered the snow season. Over-snow motorized
travel begins November 23 (at 00:00) and ends May 20 (at
23:59).
Maps show where winter over-snow motorized use is open,
restricted, or prohibited on the forest. For the restricted areas
over-snow motorized use is only allowed on the routes shown. In the
open to over-snow motorized use areas there are routes that
snowmobilers use. Since these are open strategies (a snowmobile can
go anywhere in the mapped area), there is no need to list them in
the travel management plan.
Winter Routes The routes listed as Motorized in this table are
those that occur in the RESTRICTED strategy only.
Motorized represents routes open to over-snow vehicles. Plowed
access allows for wheeled motorized access.
-
Page A2‐v
This table is best used in conjunction with the winter travel
management map.
Year-round restrictions to all uses There is one area on the
forest, east of Avalanche Creek, closed to all activities for the
protection and health of the bighorn sheep that reside there.
