1 INTRODUCTION 1.1 Background The present Atlas of Kulon Progo is part of a set of three practical instruments to mobilize and coordinate stakeholder participation in the preparation and realization of the long-, medium- and short-term development plans of government. The functions of these three instruments complement each other:
• Atlas presents relevant information on the existing conditions and trends, and of the development potential of Kulon Progo;
• Agenda, based on the information provided in the Atlas, translates strategic development plans into concrete investment priorities of the stakeholders;
• Aturan-main (Rules-of-the-game) present guidelines for the effective use of the Atlas and Agenda in mobilizing and coordinating stakeholder investment.
The preparation and updating of the Atlas, Agenda and Aturan-main of Kulon Progo, also referred to as Triple-A, was conducted through multi-stakeholder task forces, and was supported by funding from the Swiss Agency for Development and Cooperation (SDC), the Cities Alliance and the World Bank. The preparation of the Triple-A of Kulon Progo was coordinated with the simultaneous preparation of similar instruments by the each of the five municipalities of the province of Daerah Istimewa Yogyakarta (DIY) as well as by DIY itself. Besides, a regional Triple-A has been prepared which focuses on regional economic growth and poverty reduction through urban-rural linkages, inter-municipal relationships, and inter-provincial synergies. 1.2 Purpose The Atlas of Kulon Progo is a public document that provides transparency and openness of relevant information for the stakeholders. Access to information is essential for rational decision-making by government in development planning, public investment and service delivery, for assessment by private businesses of investment opportunities and risks, and for awareness by community members of their living and working environment including public services and facilities. By giving all stakeholders access to the same information, they can develop a common perception, which is a prerequisite for effective stakeholder participation and consensus-building. Most information exists somewhere, but is not easily accessible. For that reason, readily available data from the respective stakeholders have been combined into one Atlas document and presented in a logic format to facilitate access to information and comparison of data:
• Geographic base-maps at a scale 1:25.000 based on digital maps of Bakosurtanal; • Thematic maps on economic, social, environmental and cultural conditions and trends,
supported by tables, diagrams, photographs and explanatory text; • Infrastructure maps of locations of infrastructure facilities, networks coverage and service
areas, supported by tables, diagrams, photographs and explanatory text; • Organization charts of government agencies responsible for development planning,
implementation, operation and maintenance and service delivery; • Reference list of the original sources of data to facilitate further inquiries by the user of the
Atlas, as well as future updating of the information.
1.3 Application The Atlas of Kulon Progo is a public document that is available as hardcopy and cd-rom. Its practical applications are as follows:
• Reference for preparing and updating comprehensive development planning documents of RPJPD (provincial/local long-term planning), RPJMD (provincial/local medium-term investment programs and RKPD (provincial/local annual work plans, as well as sectoral planning documents of Renstra SKPD (strategic medium-term sectoral programs) and Renja SKPD (strategic annual work plans);
• Database for preparing multi-stakeholder development Agenda, which translates the above formal planning documents of government into a concrete investment priorities of the stakeholders;
• Benchmark for monitoring and evaluation by the legislative branch (DPRD) and the public media of the implementation of the development Agenda and the realization of government development objectives;
• Building awareness among the development stakeholders of existing conditions, to develop a sense of pride and ownership towards the place where they live and work and to empower them to participate effectively in planning processes;
• Marketing development potential of Kulon Progo to national government level, to interested foreign and domestic investors, and to international donor and lending agencies.
1.4 The Geographic Position of Kulon Progo Regency Kulon Progo is one of the five regencies of the Special Province of Yogyakarta. It is located between 70 38’– 70 59’ Latitude and 1100 1’ – 1100 16’ Longitude. The capital of Kulon Progo Regency is Wates.

Kulon Progo is one of the five regencies of the Special Province of Yogyakarta. It is located between 70
38’– 70 59’ Latitude and 1100 1’ – 1100 16’ Longitude. The capital of Kulon Progo Regency is Wates which is located 30 km from the capital of the Special Province of Yogyakarta. Total Area of Kulon Progo Regency is 586,28 km² divided into 12 sub-districts, 88 villages, and 930 Hamlets.

Topography • In general, the topographic condition of this region is hilly and plain. The hilly topographic condition with a slope of between
15% and 40% is found in the north and northwest - Menoreh Mountain Range and in the east zone - Sentolo Hill range. • The region’s elevation is from 0 to 50 m above the sea-level in the south and in the middle; and the elevation of between
100 and 700 m above the sea-level is found in the northwest and north zones of Menoreh Mountain Range.

Geology • The geological formation of this region mostly comprises of Sentolo Formation of limestone and Alluvium Formation of old
volcanic rocks. Besides, there are the formations of Diorite, Jonggrangan, Andesit, Collovium and the sedimentation of Young Merapi Volcano Formation (along Progo river banks).
• The physiographic condition of this region comprises of Menoreh Mountain Range, Progo Plain, Sentolo Hill range, Alluvial Plain and coastal plain (including sand dunes).
• The soil type consists of Latosol in the Menoreh Mountain range; Aluvial in the Aluvial Plain; Grumusol and Aluvial in the Sentolo Hill range; Regosol in the Progo Plain; and Gleisol and Regosol in the coastal plain.

Hydrology • The biggest river catchments areas (DAS) are Serang river catchment area and Progo river catchments area (Progo Terrace, Samigaluh, Pekik-Jamal and
Sudu). In the Serang river catchment area, there are Sermo Dam and Clereng spring water, both become the main standard for drinking water and also irrigation water.
• The inter-regional river catchment area of Progo River located between the Special Province of Yogyakarta and Central Java is a very big surface water source. In the lower stream (Progo River delta) there are sedimentation of volcanic material from Merapi Mountain in the form of sand on the river delta or on the river banks, while the volcanic material enter into the sea through the aeolian and marine process and brought up to land and become sand dunes.
• The water level varies from < 7 m to 25 m. • The rainfall also varies. It tends to be dry in the Sentolo Hills Range (1500 - 2000 m/year), and to be wet in Menoreh Mountain Range (3.500 – 4.000 m/year)

Ecology • The preserved areas include Menoreh Mountain range, river bank areas, dam bank areas, spring water banks and coastal line area as
well as the hazardous areas or the areas seriously impacted by natural disasters, such as the landslide in the Menoreh Mountain Range, floods in the lower plain areas and tsunami in the coastal area.
• The preserved flora or fauna has neither not been recorded, but it is predicted that it is not as rich as those found on the slopes of Merapi. • The dry field is found in the Sentolo Hill Range; while the wet field is in Progo Terrace and fluvio-alluvial plains surrounding Temon,
Panjatan and Galur.

Gross Domestic Products (GDP) The entire production from the economic activities in Kulon Progo Regency is only 6.9% from the total provincial GDP in 2002. Among the five local governments in the Special Province of Yogyakarta, Kulon Progo Regency is the slowest in economic recovery from the economic crisis of 1998. During the following year, in 1999, when the provincial economy entirely experienced an increase of almost 1%, the economy of Kulon Progo instead dropped by 10.1%. Yet, the whole region’s economy has experienced a decline of 14% in 1998. The growth rate recorded in 2001 and 2002 were 1.93% and 2.75% became the lowest among the five local governments. The GDP based on 1993 constant price was Rp 370 billion in 2002, only 82.6 of the GDP prior to the crisis, which was Rp 448 billion in 1997. Therefore, the GDP per capita of Kulon Progo Regency was only 82.8% of the GDP per capita of 1997. It means that the local economy must still strive to be able to recover from the economic crisis. Kulon Progo economy is still dominated by the agricultural sector, of which contribution to the total GDP decreased from 29.8% in 2001 to 29.3% in 2002. The contribution from the Service Sector was 22.9%. Other sectors that also gave contributions to the GDP were the sectors of Trade (15.4%) and Transportation and Communication (11.8%).
Agriculture In relation to the economic sector in the GDP of Kulon Progo Regency, the Agricultural Sector in 2002 was still the first largest contributor (29.3% - 1993 Constant Price). Looking from its structure, the largest contributor from the agriculture sector is the sub-sector of foods (65.18%), and consecutively followed by the sub-sector of animal husbandry and its products (16.05%), plantation (8.63%), forestry (8.26%), and fishery (1.88%). Albeit there is a decline in the contribution to the local economy, this sector is still able to absorb the most labors from all of sub-districts in Kulon Progo Regency amounting to 126,849 people (62.97%) based on the Recapitulation of Monographic Data of Sub-districts in Kulon Progo Regency Semester I in the year 2002. The contribution of the agricultural sector derives from the five sub-sectors as foods, plantation, animal husbandry and its products, forestry and fishery. Rice production in 2002 amounted to 89,847 tons or approximately 54.74% of the total agriculture foods mentioned above.

Industry In 2002, there are only eight big and medium-size industries (business units), and it declined compared to the previous year in which there were nine business units. The timber, bamboo, rattan, grass and its kinds absorbed the most labors amounting to 86.5%, followed by textile industry, finished garment and leather amounting to 13.5%. The contribution of the Industrial Sector to the GDP in 2002 was 4.58%, it increased compared to the previous year amounting to 4.42%.

Trade The GDP from the sector of trade, hotel and restaurant in Kulon Progo Regency between 1993 and 1996 showed a growing trend, amounting to Rp 50,7 billion in 1993 and Rp 63.4 billion in 1996. Yet, since the period of 1997- 1998, the GDP drastically declined to Rp 51.0 billion. Then, since 1999 it started to increase and in 2002 amounting to Rp 57.1 billion. The contribution of this sector to the GDP showed an increase. In 2002 it increased again to 15.4%.

Tourism Kulon Progo Regency has seven tourism attractions consisting of seashores, spring waters, dams, and caves. In 2002, there were 208,750 domestic tourists visiting the tourism objects, but compared to the previous year, the number of domestic tourists declined by 18,500 tourists. For foreign tourists, since 1998 no data were recorded. Realizing that the tourism sector has a multiplier effect, it is necessary for the government of Kulon Progo to give special attention to this sector.

Demography The population growth rate has shifted from –0.22 in 1980 -1990 to –0.07 in 1990 -2000. Even though there is an increase in population growth, that negative growth rate shows that the number of out-migration is higher compared to that of in-migration. The lack of job opportunities becomes a primary factor causing the high number of out-migration. On the other hand, the development of the City of Wates and other cities in Kulon Progo cannot attract the in-migrants, it is proven from the large number of workers in those cities who prefer commuting. Commuting is commonly done by those working for the service sector (civil servants, teachers) in Wates city. Commuting is usually done from Yogyakarta, Sleman or Bantul to Wates. While the natural population growth rate is relatively low therefore it doesn’t impact towards the population dynamics.

Social Welfare The proportion of poor households based to the data from the Department of Social Affairs is quite high, more than 56%. For the Urban Corridor of Kulon Progo, the average proportion of poor households is lower, approximately 51% with the highest concentration in Sentolo Sub-district (69,3%). The large proportion of poor households will result in such consequences as increases in (1) unemployment, (2) dropouts, (3) malnutrition (1.32%), and in anaemia for pregnant women and infants, as well as in malnourished infants.

Manpower With limited educational background, most of the population in Kulon Progo work for the agricultural sector (63%), and the remainders work for the service sector, processing industries and other sectors.
The low quality of human resources can be seen from the large number of the population that do not finish their schooling. This becomes a great constraining factor in job market competition. The improvement of quality of work training units and vocational schools becomes an alternative to increase the quality of the labor. The number of school-aged children that become employees and seek for jobs tends to increase, especially in the urban area.

Education
The high number of school dropouts and the low quality of human resources becomes an educational issue. The existing human resources are not highly motivated to develop themselves, indicated by the last education level they have. This limited education background will hamper them in entering the labor market. As a result, most of the people in Kulon Progo regency on the agricultural sector that does not require special skills. While the qualified human resources tend to migrate outside of the regency.

Health The health condition of Kulon Progo Regency can be seen from such indicators as community health condition, environmental health, and community health behavior as well as from the efforts to increase health service through the improvement of health facilities. Based on the existing data, the health status of Kulon Progo Regency is relatively good. This can be seen from the infant mortality rate of 3.60/00 that is lower compared to that of the Special Province of Yogyakarta (15,530/00) and the National rate (41.440/00). There have been adequate health facilities like General Hospitals, General Medical Doctors’ Practices and medical specialists. Kulon Progo Regency has a great number of health facilities amounting to 219 units in 2001 with a total of 548 medical employees.

Culture
As one of the cultural preservation areas with regards to its historical value, this region is very important to be conserved in the efforts to sustain the development of cultural history and human civilization. The cultural assets in Kulon Progo Regency include the artifacts of the classic perod, Islamic Period, and the prehistoric period in the form of menhir, sarcophagus, megalithic structures, mosques, and archaic scripts. At present, there are at least 39 cultural assets and 12 cultural villages. The historical relic sites are located in the sub-districts of Kokap, Pengasih, Samigaluh, Kalibawang and Sentolo that are located on the river bank and in the rice field areas. Yet, the conservation activities have not been done optimally, causing the loss of cultural assets and sites as well, even they are not placed where they are supposed to. This is due to the lack of knowledge and awareness of cultural assets preservation of the community. With regards to the non-physical cultural components, there are at least three systems developed, which include the arts - in the form of traditional/contemporary arts, handicrafts, and traditions - in the form of social behaviors and customs .

Housing Till the end of 2002, there was a total housing stock of 94.357 units (Source: Recapitulation of Sub-district Monographic Data in Kulon Progo Semester II/2002). Based on the data of 2002, there are three different types of housing: 26.224 units of permanent houses / Type-A, 42.439 units of semi permanent houses / Type-B and the remainder 25.694 units of unsuitable houses / temporary / Type-C. Until the end of 2002 there was still a shortage of housing stock amounting to 22.996 units. In Kulon Progo Regency, two parties, i.e. by the community and the private sector, provide houses.
The community provides houses in villages, while the private sector provides houses in the form of ready-to-be-dwelled houses (housing complexes). If we see from the development trend, the housing development tends to be focused on the urban centre. The housing provision still follows the ribbon development pattern.

Roads and Transportation In line with the role of infrastructure facilities in supporting the local development, the Government of Kulon Progo has made infrastructure improvements, especially for the land transportation facilities. The development of road networks has opened the communication with isolated regions. The road networks have been provided in all parts of Kulon Progo Regency, but not all the roads are in good condition. Kulon Progo Regency is also passed by the primary artery and strategic road network that serve as a tourism/alternative route. Both of these roads still have very vital role, they give mobilization services towards, from, and out of the Special Province of Yogyakarta that passes through Kulon Progo Regency.
The total length of the road networks in Kulon Progo Regency is 1,112.37 km, classified into three types: National Roads of 28.57 km, Provincial Roads of 159.90 km, and Local Roads of 94.10 km. The national and provincial roads are relatively in good condition, and well maintained. The local roads are divided into earth roads of 269.45 km and macadam roads of 200,50 km. Since the economic crisis and after the enactment of Local Autonomy, the road maintenance is only focused on road betterment. The road networks have different widths based on their types. The primary arterial and primary collector roads (national and provincial roads) have an average width of 7 - 14 meters, while the local roads have an average width of between 5 and 7 meters.

Transportation Facilities There are various transportation facilities in Kulon Progo Regency, from traditional transport to motorized transport. However, they still use the same road lines, causing high traffic volume and overlapping, especially in the primary arterial roads. The public transport only serves the city of Wates and the settlement areas in Kulon Progo. There are six transportation lines divided into several road routes. The origin and destination of the public transport is Gawok Terminal (in the city of Wates).
While other types of transports that are not tied to a particular route are rickshaws (becak), carts (andong) and ojek (motorcycle used for public transport). The other public transport is a rail transport. This type of transport is only used for a long journey with an economic fare. Based on the data of 2001, there was a total of 118,790 passengers and 11,580 kg of freights using the rail transport.

Drainage The drainage system is still focused on Wates as the regency capital and the surrounding subdistricts. There are two types of drainage channels, namely lined and un-lined drains (closed and open). Most of the drainage channels are connected to the road drainage channels. There are several rivers crossing the City of Wates, namely Kopat River, Papah River and the river branch of Serang and Serang River itself to where the storm water is discharged. Besides, the irrigation channels are often used as drainage channels. This will contaminate the irrigation water.
Most of the drainage channels, both the open and closed channels, have high sedimentation of garbage / human wastes and sand/soil due to the improper slope of the drains. Besides, the drains are not cleaned periodically and the community’s awareness of the environmental issues is low.

Water Supply The service coverage of PDAM (water enterprise) of Kulon Progo Regency in 2002 was 12% of the total population or approximately 53,316 people use the piped water supply system and the remainder use non-piped system. Based on the need for clean water, the quantity of clean water supplied by PDAM cannot cover the whole service area. The water production capacity in 2002 was 61.75 litres/second. The water is sourced from Clereng spring water, Sermo dam and Progo River.

Sanitation Most of the population (80%) are served by on site sanitation. The low awareness of the community of the sanitation practices has resulted in poor maintenance of the sanitation facilities. The sanitation facilities, such as the individual septic tanks, are often leaky, making the surrounding areas soggy. The home industries such as tofu/soy bean curd (tempe) and leather handicrafts do not yet have adequate sewerage treatment facilities.

Solid Waste Management
The solid waste management system in Kulon Progo regency is still focused in the urban area, serving approximately 13% of the total urban population of 259.893 people. The total solid waste production is estimated at 585 m3/day. With the existing equipment, the Department of Public Works can handle only 78 m3/day. The existing solid waste management covers the settlement areas, markets, commercial areas, public health centre and hospital. The solid wastes management in this area does not an on-site system.
