Following the issue of a CDROM coveringrecent INNORAIL developments to key ValleyMetro staff in November 2002, a technicalvisit was made by PB personnel to Bordeaux,France from the 17th through the 20th ofFebruary 2003 to further evaluate the systemon behalf of Orange County Transit Authority(OCTA) with a view to implementing thissystem in whole or in part in their new LRTsystem design.Given the high level of local interest alwaysshown in having a power supply withoutoverhead wires for the CP/EV LRT system, this system may also be a possibility for thisproject.

Adapting the INNORAIL System toUS Requirements

The INNORAIL system concept is welldesigned with no “Fatal Flaws” andadequately mitigates identifiable safetyhazards, thus Safety Certification in the USshould be achievable.Such certification will require considerablepreparation and documentation to bepresented to the local certifying authorities, but can build on the experience of theBordeaux certification process.Adapting for multi-car operation – this isreadily achieved by increasing the size of themain power bus

Adapting the INNORAIL System toUS Requirements

Adapting for higher speeds – the currentsystem is designed for a speed of 20m/sec[44.7 mph] . Relatively minor changes in therelative lengths of the conducting andinsulating rails will easily allow for higherspeeds where requiredProduct Availability – INNORAIL currentlybeing sold to Alstom. Willingness of Alstom toprovide this system for the US market orlicense same not yet known.Sole sourcing – the technology is proprietary, thus sole sourcing would be required. This isallowable under FTA C4220.1D.

Adapting the INNORAIL System toUS Requirements

Buy America – many of the systemcomponents can be manufactured underlicense in the USAdapting for gradients – given the relativelysteep gradients on the CP/EV LRT system atthe Washington Street underpass and comingout of the Maintenance Facility, a larger set ofbatteries will be required for the EmergencyBattery Set, adding to the vehicle cost andweightAdapting for US LRVs – universal nature ofadditional vehicle equipment will allow fittingto any modern low floor LRV

Adapting the INNORAIL System toUS Requirements

Cost – based on current Bordeaux prices, it isestimated that the cost will be $1.6 to $2.0million per double track mile for the embeddedpower rail, plus $40,000 per substation for theearthing contactor and monitoring equipment ,plus $129,000 to $161,000 per LRV for theadditional INNORAIL related vehicle mountedequipment.Other US systems – none as yet, but OrangeCounty (OCTA) seriously considering systemand Honolulu has also expressed interest.Once availability of system known, demandwill increase dramatically.
