ZHANG XinshengAUSF President
My dear fellow members, dear university students, it is always my most exciting moment
to meet you all here at the end of each year and to share with you the achievements AUSF
made every year.
First, I would like to share with one of my experiences as a prelude of my yearly message,
which was quite encouraging. This May, during the Shenzhen FISU (International
University Sports Federation) Executive Committee meeting, some of my FISU colleagues
found me and asked for some AUSF magazines, who highly praized the quality of AUSF
magazine. Also the Secretariat staffs told me that AUSF magazine were sent out during
AUSF activities, which attracted the great interest of university leaders, faculty members,
National University Sports Federation executives, coaches, especially that of students.
Therefore, we can say that AUSF Yearly Magazine should be a quite valuable tool for
information sharing. I am so glad to see what we are doing is moving forward in the right
direction. Also, I would like to encourage all of you to give us some comments and
suggestions on how to make this Magazine more helpful to you and more attractive.
Year 2010 was a special and important year for AUSF. The 6th AUSF General Assembly
meeting was successfully held and new Executive Committee was elected, which was
conducted in a transparent, democratic and professional way, witnessed by 14 FISU EC
members including FISU President KILLIAN George. Therefore, I would like to take this
opportunity to thank my colleagues from FISU. Thank you for coming from afar to show
your support. During the meeting, Bahrain, Kuwait and Saudi Arabia became the members
of AUSF and the number of AUSF members was increased to 35. Besides that, 4
championships were held under the aegis of AUSF in 2010, including Taekwondo in
U.A.E., Table Tennis in Hong Kong, Water Polo in Singapore and Men’s Basketball in
Chinese Taipei. It was the first time for AUSF championships held in Western Asia.
We really feel glad to see that our overall program and our image continue to grow. The
new Executive Committee will strive to work for the development of AUSF. Finally, I would
like to thank you for your continued service to the university students of the Asia, even the
world.
Best Regards

George E. KillianFISU President
Dear AUSF members,
Each year I look forward to receiving an invitation from the leadership of AUSF to pen a
short message to all of my colleagues (friends) that make up the Asian University Sport
Federation. This fall was no exception, my invitation has just arrived.
This past September I had the extreme pleasure of attending your AUSF General
Assembly held in Shenzhen, China, the site of our 2011 Summer Universiade.
As your President my attendance at your General Assembly is always for me one of the
highlights of my year. Since my first appearance many years ago to your General
Assembly I continued to be overwhelmed by the continued successful program you have
developed since my visit of long ago.
The success of your FISU Continental Organization has been due to the leadership of your
President, Dr. Xinsheng Zhang and his professional staff of officers.
Your regional organization program has served as the beacon for all of the other FISU
Continental organizations as it shines its light over the entire Asian Continent. It has
allowed each and every country within the Asian University Sport Federation to enjoy the
fruits of membership with FISU and the AUSF.
As the New Year (2011) appears on the horizon I look forward to continuing to work with
you as you develop your new and exciting plans for the benefit of the entire membership
of the Asian University Sport Federation.
On behalf of the entire FISU Family I extend our congratulations and best wishes to all of
the members of AUSF as you look forward to a robust year in 2011.
Best personal regards
Sincerely

Executive Committee MeetingThe first AUSF EC meeting in 2010 was held in Shenzhen, China on 12th May. Except for Mr. IGARASHI Hisato, the Assessor, who asked for a leave due to the inspection visit to the competition venues of 26th Shenzhen Summer Universiade, the others, including the President ZHANG Xinsheng (CHN), Senior Vice President CHUNG Tong Gu (KOR), Vice Presidents AL-HAI Omar A. (UAE) and LEE Tien Rein (TPE), Secretary General CHOW Kenny (HKG), Vice Secretary General XUE Yanqing (CHN), Treasurer SEE TOW Cheng Fave (SIN), Assessors JARGALSAIKHAN Dorjsuren (MGL), PRAYOONPAT Preecha (THA), and TALEBPOUR Mahdi (IRI), Auditors HA Woong Yong (KOR) and ZAKIRYANOV Kairat (KAZ) were all present
for this meeting. Mr. BERGH Stefan, FISU Vice President and Chair of CDSU was invited to this meeting, who shared with AUSF EC members the development stages of FISU and FISU’ s policy on the affiliation of continental associations.
The main issue of this meeting was on AUSF activities. First, the EC members listened to the final report from the Organizing Committee of AUCs 2009 respectively, including Men’s Football, Canoeing, Women’s Volleyball and Bridge. Mr. SEETOW
Cheng Fave, on behalf of the Organizing Committee of Canoeing championship, introduced two efficient ways of team invitation, that is, to send invitation to Asian universities directly and via Asian Sports Federation to invite teams, which gave some enlightenment to other OCs. Also the OC of AUCs 2010 made a short progress report, including Table Tennis (July, Hong Kong), Water polo (July, Singapore) and Men’s Basketball (Oct., Chinese Taipei). The main concern of each OC was still on the team invitation. Therefore, President ZHANG encouraged the Chairs and Vice Chairs of 5 sub-regions to exert themselves to make more and more students in his or her sub-region involved in AUSF activities.

6th General Assembly MeetingBoard Members were Newly Elected
The 6th AUSF General Assembly meeting took place on 22nd Sep. 2010 in Shenzhen, China, which was also the Chinese traditional Mid-Autumn Festival, a big day for family get-together.
Development was still the key word for this meeting that brought together delegates from 24 countries or regions, among which 21 were AUSF members and another 3 ones, namely Bahrain, Kuwait and Saudi Arabia, expected to be affiliated to AUSF. Also, FISU President KILLIAN George, 1st Vice President GALLIEN Claude-Louis, FISU Vice President and CDSU Chair BERGH Stefan, FISU Secretary General SAINTROND Eric and some other FISU EC members were present and reviewed theremarkable progress and fast development of AUSF since
2004, together with AUSF fellow members. The main issue of this meeting was to elect new AUSF Executive Committee 2010 – 2016.
AUSF President ZHANG Xinsheng first took the floor to deliver his welcome address. He expressed his gratitude to FISU EC family, under the leadership of President KILLIAN, who came all the way to show their care and concern and his gratitude to China University Sports Federation, as well as the LOC of Shenzhen 26th Universiade for their support to host the GA meeting. Also, He thanked the Chairs and Vice Chairs from 5 sub-regions of Asia for their effective liaison job between AUSF members and AUSF Secretariat and thanked AUSF members for their participation and involvement in AUSF activities.
Finally, he gave his heartfelt thanks to the AUSF Secretariat staffs for their hard work. After that, he concisely reviewed the history of AUSF. He said the year of 2003 was a landmark year in the history of AUSF, when AUSF started to show its vigor and growth. AUSF had contributed to the awareness & mutual understanding among university students in Asia and AUSF will keep on doing that. He concluded his welcome remark by wishing the GA meeting a memorable and remarkable one in the AUSF history.
Invited by President ZHANG Xinsheng, FISU President KILLIAN George highly praised the achievement AUSF made in the past few years. He said AUSF was along with Europe, the two capable federations of such kind, which was
well-organized, acting around a professional group of people, striving to promote what FISU already had began. He appreciated AUSF for what it had done, which he thought should be the role model of other Continental Federations.
FISU Vice President and CDSU Chair BERGH Stefan in his address went through the history of CFs under the aegis of FISU. FISU had adopted the continental concept for 20-30 years. However, it had shown its vigor and stability only in the last 8-10 years. In 2001, during the FISU GA meeting, 80 countries showed up, all expressing diverse expectations for FISU development, which arouse FISU EC’s consideration on the issue. From 2001 to 2007, the FISU EC members, as a team, made strategic plan for the continental development, which included carrying out the idea of “Associate Concept” – 5 Continental Federations, lying behind which was the strong belief of the role Continental Federations could play to strengthen FISU and meet the major needs of its member states and regions. He remarked that in the same
spirit, AUSF highlighted sub-region system, which aimed to reach out to more people in a closer range. He was glad to see that AUSF had shown its sustainability by improving both the quality and the quantity of its championships and activities. He expressed again the willingness of FISU to strengthen financially the Continental Federations with the mutual goal of promoting university sports. FISU was attracting more international organizations for further cooperation. Though the expectation had been high, he was confident that AUSF would meet it. At last, he expressed his sincere congratulations to AUSF for all the deeds.
Finally, Mr. LIANG Daoxing, Vice President of the Executive Board & Director-General of the Executive Office of the Organizing Committee for the 26th Shenzhen Summer Universiade made a speech. By taking this opportunity, he recalled that this May, both FISU & AUSF held EC meetings in Shenzhen, when the delegates debriefed the preparatory work of the Shenzhen Universiade. He said that under the guidance of FISU and FUSC, all the preparation had run smoothly thereafter. He then concisely introduced the list of things that had been done with the Shenzhen Universiade. He expressed his profound gratitude to FISU, AUSF and
AUSF Meetings 2010

FUSC for their assistance and support. At last, he wished the AUSF GA meeting a complete success and swore to give full support for this event.
After the speeches, the meeting moved forward according to the Agenda. President ZHANG Xinsheng was the first to tackle the job. His reports was divided into four parts, including the Background, What we have done, What needs to be improved and AUSF tasks. In the “Backgroud” part, he analysed the positive and negative factors in the fields of economy, culture and climate, which would affect the development of AUSF. Regarding the part of “What we have done”, he said
by following FISU model, AUSF had developed itself in dividing into 5 sub-regions. AUSF would develop a more efficient mechanism to cooperate with these sub-regional groups (eg. ASEAN University Sports Council) to enlarge its influence. As for the part of “What needs to be improved”, he highlighted the importance of efficient communication. He stressed on listening to different voices and opinions. He asked all members to act in accordance to the slogan of “To understand, to listen and to respond”. He listed those aspects to be further improved: imbalance of development, insufficient coverage of promotional materials, lack of build-up of
brand as well as lack of income and sponsorship. For “AUSF Tasks”, he summed up by listing five tasks for AUSF, that is, development in three aspects: membership; sport events; mass communication (website, magazine, regional liaison officer, etc.); contribution to the less-developed countries, FISU and other Continental Federations; professionalism; reform and team building (to carry out the decisions made by the EC and to promote harmony). In his report, President ZHANG Xinsheng charted a new direction for AUSF, which made the AUSF jobs more concrete.
In his report to the meeting, Secretary General CHOW Kenny highlighted the achievement of AUSF in the fields of administration, communication, membership, marketing and activites. Our Treasurer SEETOW Cheng Fave explained the Income and Expenditure of AUSF and he would, together with Auditors, work out the Financial Regulation of AUSF, in the hope to make management and transaction of AUSF financial assets more transparent.
the willingness to work out a collaboration mechanism, which could be carried out in various formulas, whetherbilateral or multilateral, whether on a nation basis, or on a university basis.
After the regular things, the election of the Executive Committee was conducted. Before that Bahrain, Kuwait and Saudi Arabia were affiliated as new members of AUSF and were granted with voting rights. In this way, the valid vote was 24. In the hope to make the voting more transparent, a Scrutineer Committee was nominated, Chaired by Dr. CHUNG Tong Gu from Korea, the AUSF former Senior Vice President, assisted by Mr. SHEN Zhen from China & Dr. TAHA A. Al-Jaser from Kuwait. Finally, Mr. ZHANG Xinsheng (CHN), the outgoing President was successfully re-elected.
Mr. AL HAI Omar A. (UAE), highly acknowledged for his contribution in reaching out to the new territory, was promoted to the position of senior Vice President. The two pools of Vice Presidents had proved to be highly competitive. After a lengthy and hard voting session, the posts were given to two new faces: Mr. CHEN Kunning (TPE) and Mr. CHANG Hosung (KOR). Mr. SEETOW Cheng-Fave (SIN) was reelected as the Treasurer; Mr. CHOW Kenny (HKG) as the Secretary General; Mr. XUE Yanqing (CHN) as the Vice Secretary General, and Mr. HA Woong-Yong (KOR) as the Auditor. The four Assessors came to Mr. JARGALSAIKHANDorjsuren (MGL), Mr. IGARASHIHisato (JPN), Mr. TALEBPOURMahdi (IRI) and Mr. PRAYOONPAT Preecha (THA).
The final report of AUSF activities 2010 including Taekwondo Championship in U.A.E., Table Tennis Championship in Hong Kong and Water Polo Championship in Singapore were made. Before that, a slide show of AUSF championships from 2008-2010 were made. Since the proposal of hosting 1st Asian University Games, in conjuction with other regional comprehensive games was made, AUSF EC members have been working on that, especially AUSF Treasurer SEETOW Cheng Fave. And the President and Secretary General of ASEAN University Sports Council (AUSC) were invited to this meeting and made a presentation on AUSC, who expressed the willingness to seek common ground in hosting continental sport event with AUSF. Both sides regarded the cooperationas a good start and expressed

Executive Committee MeetingThe First Meeting of New Elected Board
Executive Committee MeetingThe meeting of the Executive Committee of the Asian University Sport Federation (AUSF) was held in Chiang Mai, Thailand in conjunction with the 15th ASEAN University Games. The meeting was held on December 17th and 18th, 2010 in Chaing Mai Phucome Hotel, the Headquarter Hotel of the 15th ASEAN University Games. President Zhang Xinsheng presided over the meetings and the major issues discussed were : 1 SWOT Analysis of the Federation; 2 Organizational Development Plan; 3 Action Plan in 2011-12; 4 Cooperation with ASEAN University Sports Council in staging the First Asian University Games in 2012.
The meeting provided a briefing to the newly elected officers of the Executive Committee in 2010-2016 session as well as routing the direction of future development and plan of the Federation.
The attendance of AUSF members at the ASEAN University Games also enhanced the cooperation and collaboration between a Continental Federation and its Regional Federations. Building on the infrastructure and the success of the regional games, AUSF is confident in the further development of university sports in Asia in a more organized and coordinated manner. The effort and hospitality of Mr. Preecha Prayoonput of the Thailand University Sports Board who is also an Assessor of AUSF was very much appreciated by his fellow colleagues.
AUSF will host 4 championships in 2011: 2nd Asian University Taekwondo Championship (KAZ) in May, 1st Asian University Beach Volleyball Championship (CHN) in July, 1st Asian University Wrestling Championship (IRI) in November, 1st Asian University Golf Championship (THA) in December.
On 23th Sep. 2010, the newly elected AUSF Executive Committee had its first meeting.
As usual, the meeting started with President’s report. In his report, President ZHANG Xinsheng congratulated all the board members for being elected. Secondly, He raised some topics to be covered at this meeting: the biennial plan and strategic plan, mechanism of program implementation, modification of adopted documents at the previous General Assembly meeting. He said that the core task of AUSF should be the build-up of a democratic system and the core competence (comparative and competitive advantage), for which, AUSF should create a brand-name for itself, focusing on the most popular sports as major product and collaborate with the corporate sector. Until now, AUSF did not have a bidding system for its
championships, and for most of its activities, had not achieved financial balance. In this regard, AUSF should learn from EUSA, which had set up bidding system in its championships. He also highlighted a trend in universities, which put more and more emphasis on sports. AUSF should take advantage of this trend and get university leaders involved in its activities, such as forums to motivate active participation in AUSF events. University sports, at the same time, needed to get more students involved. Besides, corporate sector should also be activated. These are of vital importance to AUSF in
developing the key products. Finally, he stressed that the goal of AUSF, further more, lied in “team spirit”.
A proposal was made to invite Dr. ZAKIRTANOV Kairat from Kazakhstan, the former Auditor, to take up the position of Auditor, because Auditor’s post was not filled in the General Election, which was approved unanimously.
Also a proposal was made, that is, to make face-to-face communication as the complement to electronic communication, in the hope to make the communication among liaison job between the Chair of each sub-region and the members in each sub-region more efficient and fruitful, which can help AUSF to really know the difficulties and need of each individual member via the Chair. AUSF will take active measures to help each member out.

Basketball is a very popular sport in Chinese
Taipei, only second to baseball. However, in
terms of active players, basketball is the most
popular participant sport. The number of people
who are playing basketball in Chinese Taipei is
about 300,000 consisting mostly of students of
universities and high schools. There are a lot of
basketball competitions held regionally or
internationally in Chinese Taipei. But recently,
most widely known to Asia is the Asian University
Men’s Basketball Championship, which was held
in Chinese Taipei for 3 times since 2006.
The 3rd Asian University Men’s Basketball
Championship was held from October 3 through
8, 2010 in Taoyuan County, Chinese Taipei,
lasting 6 days. There were 7 men’s university
basketball teams from China, Hong Kong, Korea,
Lebanon, Mongolia, Thailand, and the host
Chinese Taipei participating in the championship.
These 7 collegiate basketball teams were all the
top notch teams representing their respective
countries or regions. Spectators were shown with
the highest level of expertise in a sport
well-known for exhibiting the principles of
discipline, strength, agility and sportsmanship.
AccommodationMonarch Plaza Hotel was the place where all
athletes and officials were accommodated. It is a
top international hotel in Taoyuan County, each
room equipped with modern facilities that
participants were assured of most comfortable
and pleasant conditions.
CompetitionThe competition took place at the gymnasium of
Kainan University. With an about 1,000 seating
capacity, the gymnasium measures up to
international standard, equipped with the
state-of-the-art facilities including an electronic
score-board.
Conclusion
The 1st Asian University Water Polo Championship has been an effective platform for promoting sports
excellence as seen in the high standard play and sportsmanship displayed during the competition.
The championship has also strengthened the ties amongst our Asian universities and forged
meaningful friendships amongst our athletes and officials. This was evident in the camaraderie
displayed by participants as they interacted freely during the social programme held at the Universal
Studios at Sentosa.
The National University of
Singapore was thankful for the
partnership of the Singapore
Swimming Association and ES
Turbo Asia. We were also
appreciative of Asian University
Sports Federation for their strong
support and for granting us this
privilege of hosting the 1st Asian
University Water Polo
Championship.

Since its independence, great attention has been given
to the development of student sport in Kazakhstan. In
1992 National Students Sports Union was established.
Teams of students in Kazakhstan began to participate in
the World Universiades since 1993. Since 2001, for the
development of mass student sports, universities began
to operate sports clubs, and the National Students
Sports Union was transformed into the National Student
Sports Union, which was affiliated to the International
University Sports Federation (FISU) in the same year.
However, further development of student sports in terms
of increasing competition in the global arena, required
more flexible forms and systems of governance. In this
regard, by the initiative of the Kazakh Academy of Sport
and Tourism, the National Universities Sports Association
in 2006 was transformed into the Student Sports
Federation of Kazakhstan, which could independently
solve all the pressing problems of student sport. The
Federation was registered by the Department of Justice
of Almaty as a legal entity.
Student Sports Federation of Kazakhstan conducts its
activities in cooperation with associations established at
universities for basic kinds of sports (wrestling, boxing,
basketball, volleyball, etc.). Rectors of these universities
were elected as presidents of above mentioned sport
associations.
Student Sports Federation ofthe Republic of Kazakhstan
Federation organizes the work of sports clubs in
universities, provides training and participation of
students at the Republican Universiade, completes
prefabricated student teams to participate at the World
Universiade and World Championships among students,
organizes training coaching staff, providing training
teams of students, assists in creating conditions for
teaching of talented in sports young people in
universities of Kazakhstan. By the initiative of the
Federation was made an amendment on Law “On
Education” in accordance with which the young athlete,
who took a prize at the World Championships of
Kazakhstan, Asia, Europe gets the right for admission
without any test to college with a degree in Physical
Education and Sports. Earlier the students - winners of
the World Student did not receive any remuneration,
although its rank, the World Universiade is the second
largest multi-sport event after the Olympic Games. Mr.
Zakiryanov as President of the Federation has made
great efforts that justice is done. From 2009 through
Government Decision, champions and winners of the
World Student Games equated to the winners of the
Asian Games.
During 6th Asian University Sports Federation General
Assembly Meeting 2010, Professor Kairat Zakiryanov
was reelected as AUSF Auditor.

26th Summer Universiade, Shenzhen 2011
Shenzhen, China will host the 26th Summer Universiade during August 12 to 23, 2011. The
Universiade Shenzhen 2011 will have 24 disciplines and 302 competition events. About 13,000
athletes from almost 180 countries and regions are expected to participate. An international sporting
event of this scope has required enormous preparation, and Shenzhen has now entered the final
sprint in the preparations.
Shenzhen is well suited for the responsibilities of hosting the Universiade. As China’s first “Special
Economic Zone”, the city began its urban development in 1980, and played a crucial role in the
Reform and Opening of China. In just 30 years, Shenzhen has been transformed from a small,
border town into a modern, dynamic and international city, becoming a vital link between the
mainland of China and Hong Kong, and between China and the world.
How has Shenzhen prepared for the 26th Summer Universiade? This review will highlight the efforts
to develop human resources and to build the venues for the Universiade.
With the approval of the State Council, China’s highest executive office, the Organizing Committee
for the 26th Summer Universiade, Shenzhen was established, and the First Plenary Meeting of the
Shenzhen Universiade Organizing Committee was held on June 13, 2010. In attendance were
leaders from the Ministry of Education, the General Administration of Sport of China, and the
Governments of Guangdong Province and Shenzhen Municipality; as well as representatives from
the 27 component units of the Organizing Committee. The meeting focused on issues requiring
support from the Central Government and the Guangdong Provincial Government.
Organizational Structure for Universiade Shenzhen 2011
42 43
AUSF Magazine 2010 AUSF Magazine 2010
FISU Universiade in Asia
A three-level organizational structure has been established for Universiade Shenzhen 2011. The
structure includes a national-level organization, the Organizing Committee for the 26th Summer
Universiade, Shenzhen; a provincial / city-level organization, the Executive Board of the OC for the
Universiade Shenzhen; and the organization for daily operations, the Executive Office of the OC for
the Universiade Shenzhen.
The Universiade requires staff members with many different kinds of expertise. Competition
managers and security officers would be two examples of the staff required. The 25 competition
managers responsible for the 24 disciplines of the 26th Summer Universiade Shenzhen have been
hired, and they have already begun to work. They have rich experience with the organization of
international sporting events. Two-thirds of the managers worked for the Beijing 2008 Olympic
Games, and others have worked for the Guangzhou 2010 Asian Games. The managers will have
major responsibility for coordinating the operations of the competitions and managing the venues
where the competitions will be held. In cooperation with the FISU Technical Committee, the
managers are developing the detailed timetable for the 302 events of the 26th Summer Universiade
Shenzhen.
A well-trained security staff is essential for the safety of the Universiade. During Games-time,
different levels of security zones, as well as security buffer zones and routes, will be established in
the venues and at the Universiade Village, in accordance with the FISU’s requirements. All people
entering the Universiade Village and the venues must undergo strict security checks. The number of
security officers required for a particular event will vary, depending on such factors as the number
of spectators, the size of the delegations, and the presence of VIPs. Under the leadership of a team
of security officers from the Guangdong Provincial Government and the Shenzhen Municipal
Government, the Executive Office has formed venue security teams and carried out various kinds of
security training. Security policies will reflect the conditions of China and international practices, and
the security teams will learn from the experiences of major international events that have recently
been held in China, such as the Beijing 2008 Olympic Games, the Expo 2010 Shanghai China, and
the Guangzhou 2010 Asian Games.
In addition to full-time, paid staff, international sporting events such as the Universiade need the
support of many volunteers. At the one-year countdown celebration for the 26th Summer
Universiade, the Shenzhen Municipal Party Committee and the Shenzhen Municipal Government
jointly issued a directive urging residents to get involved with and serve the Universiade. As of
November 2010, about 60,000 residents had signed up to be volunteers for the Universiade. The
Executive Office has recruited and trained two important groups of volunteers for events and has
released the slogan, the symbol, and the theme song for the volunteers, receiving high praise from
the public.
The Executive Office has overseen the daily preparations for Universiade Shenzhen 2011. The
Executive Office has established all 20 departments required during Games-time. As of November
2010, about 400 staff members were working full-time for the Executive Office. The staff is expected
to increase to about 600 by mid 2011. Many key staff members have been seconded from the
Shenzhen Municipal Government, and the Executive Office has continued to use all opportunities to
attract talented professionals. For example, the Executive Office recruited at the 2010 Conference
on International Exchange of Professionals, held in Shenzhen on October 29, 2010.

To help residents communicate with foreign visitors, Shenzhen has launched “The People of
Shenzhen Speak Foreign Languages” movement. In addition, the Executive Office has organized
training programs to improve the English of staff members. The courses range from classes in basic
English conversation to advanced training in writing and editing English.
Institute of Information Technology will use the
facilities, and the apartments for athletes and
officials will become dormitories for students.
The Universiade Village has a total land area of
492,000 square meters, and a total floor area of
478,000 square meters. During Games-time, the
Village will be divided into four major zones: the
Residential Zone, the International Zone, the
Operations Zone, and the Logistics Zone. The
Residential Zone has five apartment buildings
and a total of 4,997 rooms, which will be used for
the athletes and team officials. The Village also
has one back-up apartment building with a total
of 231 rooms. After the Games, this particular
apartment building will be used as a faculty
dormitory at the university.
The preparations for the Univeriade Village do
not merely entail the construction of the facilities.
The Organizing Committee must guarantee that
the athletes and officials have a comfortable,
peaceful, and enjoyable stay in Shenzhen. The
Executive Office is now developing the preliminary
plan for the room allocations in the residential
area of the Village. The plan has been based on
suggestions from FISU. In addition, the Executive
Office examined the accommodation plans for
the Summer Universiades held in Bangkok and
Belgrade and the Winter Universiade in Harbin;
and did a statistical analysis of the languages,
cultures, politics, and religious beliefs of the
countries and regions that are likely to participate.
The Executive Office must pay attention to the
requirements of particular athletes and client
groups. For example, very tall athletes tend to
participate in some sports such as volleyball,
basketball, water polo and swimming, and these
tall athletes have special requirements in
accommodations. It is estimated that meals for
Muslims will account for about 20 percent of the
catering. To prepare for the dietary requirements
of Muslim participants in the 26th Summer
Universiade, a delegation from the Shenzhen
Municipal Government and the Executive Office
visited Ningxia Hui Autonomous Region, a
predominantly Muslim area of China, during
October 14 to 19, 2010. The delegation discussed
characteristics of halal catering, such as the
supply of raw materials, design of menus, division
of food service areas, and training of food-service
staff. The delegation also met with enterprises
that can supply halal food, and consulted with
the Ningxia Institute of Commerce and Technology,
which advised the Beijing 2008 Olympic Games,
the Guangzhou 2010 Asian Games, and other
international events held in China about halal
catering.
Construction of New Venues and Renovation of Existing Venues
The China has long dazzled the world with its architectural achievements. The ancient Chinese
constructed the world-famous Great Wall to defend and unite China. The Ming and Qing Dynasties
built a spectacular imperial palace in central Beijing, the “Forbidden City”, which is now open for the
people of the world to enjoy. The Beijing 2008 Olympic Games created iconic sports venues, such
as the “Bird’s Nest” and the “Water Cube”.
The Shenzhen Universiade will involve 24 disciplines and 302 events. To prepare for the Games, 22
new venues will be constructed, and 36 existing venues will be renovated. In addition, a total of 10
temporary venues will be built for sports such as beach volleyball, open-water swimming, mountain
cycling, and the road walk. All the construction and renovation of the venues will be basically
completed by the end of 2010, in accordance with the requirements for the preparations.
Shenzhen has thus undertaken a mammoth construction project for the Universiade and spent a lot
of money on venues. The city faces the important question of how to guarantee a payback on the
investments. The Government has thus developed detailed plans for the operation and utilization of
the venues after the Shenzhen Universiade.
Universiade Village
A major new venue is the Univerisade Village, the most important non-competition venue. During the
Games, the Village will provide accommodations, as well as catering and transport services, for the
athletes and team officials. Shenzhen does not need to worry about the utilization of the Village after
the Games. The Universiade Village was built not only for the 26th Summer Universiade but also for
the Shenzhen Institute of Information Technology. The apartment buildings in the Village were thus
constructed according to the standards for a student dormitory. After the Games, Shenzhen

New Venues
As of November 2010, Shenzhen was in the final stages of completing the 22 new, world-class
venues for the Universiade. The basic design concepts have been originality and a humanistic
orientation. The new venues are “green”; they have utilized the most advanced technologies to save
energy and to protect the environment, such as solar photo-voltaic technology, energy-saving
lighting, and the latest techniques to recycle water.
The Universiade Center and the Shenzhen Bay Sports Center, two important new venues for the
Games, will likely become iconic landmarks of Shenzhen.
· The Stadium, with 60,000 seats, will be the venue for the Opening Ceremony and the athletics
events of the Universiade. It can also host world-class football matches, and large-scale concerts.
· The Natatorium, with 3,000 seats, can host world-class swimming and water polo events.
· The Gymnasium, with 18,000 seats, will be the venue for the Universiade’s basketball games.
The special structure of the Gymnasium should be noted. The floor of Gymnasium is a combined
structure that includes an ice-skating rink and movable floor boards. (The skating rink is great news
for the people of Shenzhen, who want more opportunities to watch and practice ice sports.
Shenzhen, after all, is located in the sub-tropical zone, and its average annual temperature is 22.3
degrees Celsius.) The skating rink can be dismantled relatively quickly, and the flooring can be
changed into that used for other sports events. Because of this special feature, the venue can host
indoor competitions for 16 different sports, including gymnastics, indoor football, tennis, volleyball,
basketball, table tennis, badminton, snooker, fencing, weightlifting, wrestling, judo, boxing,
Universiade Center— “Three Crystal Rocks”
The Universiade Center will be the main competition
venue for the 26th Summer Universiade. After the
Games, this multi-functional Universiade Center
will bring many sports events to Shenzhen, and
enable more residents to get involved with sports
and physical training. The Universiade Center
consists of three main venues:
Shenzhen Bay Sports Center—The “Spring Cocoon”
The Shenzhen Bay Sports Center has been built in
Shenzhen’s Nanshan Center District, near the Hong
Kong-Shenzhen Western Corridor Bridge. During the
Universiade, the Center will host the Closing Ceremony,
and table tennis and football matches. With its unique shape,
resembling a Spring Cocoon, the Shenzhen Bay Sports
Center will become an architectural landmark of Shenzhen.
handball, and world-class basketball and NBA games, as well as ice sports such as ice hockey, and
short-track speed skating. In addition, the venue can host large-scale variety shows, exhibitions,
and concerts. The Gymnasium is thus a cutting-edge, multi-functional venue.
Traditional Chinese notions about mountains, water and rocks inspired the design of the
Universiade Center. The “mountain” is Tongguling Mountain near the Center. “Water” is represented
by the artificial lake that has been created to link the three main venues of the Center. The three
“rocks” refer to the unique crystal-rock appearance of the Stadium, the Gymnasium, and the
Natatorium. The design has thus successfully created a beautiful landscape of water near a
mountain, with rocks in water. The three distinctive “Crystal Rocks” in the lake, glowing and
translucent, will become magnificent works of art that the Universiade has given Shenzhen.
The Shenzhen Bay Sports Center combines and integrates three major sports venues:
· The Stadium, with 20,000 seats, can host world-class football and athletics events, as well as
large-scale concerts.
· The Gymnasium, with 10,000 permanent and 3,000 movable seats, can host world-class basketball
games, as well as large-scale concerts and exhibitions.
· The Natatorium, with 500 permanent and 1,500 movable seats, can host world class individual-level
swimming events.
The basic design concept for the “Spring Cocoon” was to create a huge, integrated complex for
both sports and commerce. Each of the sports venues incorporates different functional areas,
48 49
AUSF Magazine 2010 AUSF Magazine 2010
including recreational areas and commercial areas. For example, Dashu Square, located in the
central part of the Shenzhen Bay Sports Center, will be open to the public and decorated with
special lighting. The Square will have various functions, and the surrounding areas will have facilities
for shopping, dining, and entertainment. A sports presentation area will be set up so that the public
can learn more about the events, buy sports products, and interact with famous athletes and other
celebrities. The Square will certainly become one of Shenzhen’s most frequently used public
spaces.
The “Spring Cocoon” will be a new type of venue offering a combination of competition sports and
sports for all, sports and cultural entertainment, and sports and commerce. The “Spring Cocoon”
should have great appeal to the public and provide opportunities for a wide range of sporting and
recreational activities.
to the renovation of the facilities for competitions and the amenities for spectators and users.
Modern, comfortable and comprehensive facilities are essential for the quality of the event and the
size of the audience—in other words, for the revenue that a sports event can generate for the city.
Shenzhen Gymnasium and Longgang Sport Center provide prominent examples of the renovations
being completed for the Universiade.
Shenzhen Gymnasium
Although Shenzhen Gymnasium is more than 25 years old, the basic structure remains in good
condition, and the gymnasium has great space and flexible functional areas. The renovations have
involved the installation of big screens, air conditioners, video and audio booths, improved lighting,
broadcasting equipment and new flooring. All the equipment and facilities within the Gymnasium will
be upgraded to meet standards for international, world-class sporting events. After the renovations,
Shenzhen Gymnasium will be able to host the preliminary and final volleyball matches of the
Universiade. In the future, Shenzhen Gymnasium can host international competitions for sports such
as basketball, table tennis, badminton, and gymnastics.
The renovations of Shenzhen Gymnasium will make the venue more comfortable and enjoyable for
users. The original staircases and passageways have been renovated, and the lavatories and
catering areas have been upgraded. Moreover, ramps, special elevators, and accessible seating
have been installed for people with a disability.
Longgang Sport Center
The Longgang Sport Center, which opened in 2004, has been renovated for basketball, tennis and
cycling competitions of the 26th Summer Universiade. During the renovations of the Center, an
outdoor basketball court, a swimming pool, and gyms for table tennis and badminton have also
been built. Local residents will be able to use these new facilities after the Universiade. In addition,
“green routes” on the slopes around Longgang Sports Center have been developed for recreational
sports such as cycling, jogging, hiking, and walking. The Center will thus promote active
participation in sports, thereby increasing its popularity and influence.
Test Events
Shenzhen will host a series of “test events” to fine-tune the preparations for
the 26th Summer Universiade. The test events will enable the Executive
Office to detect glitches or shortcomings in the preparations and to correct
any possible problems before the Games.
The first test event was the 8th World University Archery Championship,
which was held in Shenzhen from September 23 to 26, 2010. About 200

Kazan will host two World University Championships
in 2012. These competitions will also serve as test
events as Kazan will organize the Summer
Universiade in 2013 (these two sports will be part
of the Universiade optional program). Long Track
Speed Skating will be organized in Zakopane for
the first time as a WUC. The city of Zakopane,

& 2001), will be the perfect place for this first
edition.
At its meeting in Brussels, the EC members also
attributed the 2014 FISU Forum to Gwangju, host
city of the 2015 Summer Universiade.
55 TASS Athletes and Graduates won a total of 86 medals
for the UK which is more than double the amount from
Melbourne 2006. TASS stands for Talented Athlete
Scholarship Scheme and is a UK Government backed
world class further and higher education based talent
development program for sportsmen and women. Each
year an average of 1,000 athletes, from 40+ sports, aged
between 16 & 28, receive £3,500 worth of sport related
support services to enhance their sporting potential, whilst
continuing their academic development. TASS National
Manager Guy Taylor said, ‘It is great to see this many TASS
Athletes and Graduates bringing home medals. I would
personally like to say congratulations to all the medal
winners as well as the rest of the TASS Athletes and
Graduates who took part. It is so pleasing to see that the
scheme is not only getting worldwide recognition, but it is
also producing great results and medal winners.’

1st City Events Conference
From November 17th to 19th, 2010 FISU together with GL-Events hosted the first edition of the City
Events Conference. City Events is the first international conference that brings together cities
interested in hosting international sporting competitions as well as international and continental
sports organizations looking for ambitious hosts for their events. This year's conference theme
‘From Sport Event to Citywide Experience’ aimed at strengthening the bond among all these
stakeholders to create events that are much more than just sporting competitions, but which are for
the benefit of all.
Speakers at the opening ceremony were Jacques Danger, co-founder of City Events, the Alderman
of Sports of the city of Brussels Mr. Bertin Mampaka and FISU President George E. Killian. During
these 3 days, international sports events were sifted through by prestigious speakers from:
X-Games, Volvo Ocean Race, FISU Universiades, Winter Olympic Games, IAAF World
Championships, FIBA World Championships, FIS World Championships and cities like Brussels,
Lausanne, Amsterdam, Istanbul, Vancouver, Kazan, Edmonton, Are and Berlin.
As the year 2010 comes to an end, the FISU Family is already gearing up for its first big event in
2011: the 25th Winter Universiade in Erzurum, which is entering its last months of preparations.
