The assertion that ‘without Government actions Markets cannot exist’ is a conviction many policy
makers have not able to shake off. Yet the echo is resounding in the air that ‘it is Businesses not Governments which Create Wealth’ – understandably mostly by people of the private sector in the more developed economies.
Public – Private Sector Partnership seems to be the logical and convenient compromise for these
divergent thoughts in the quest for workable development and growth models in the agroindustry and
agriculture sector for the developing and the emerging economies in Asia. However, is the PPP an interim
model to initiate the development process; and perhaps this temporal status needs to be fully understood by
the partners that the objectives of the partnership can become sustainable and competitive. Sustainability
implies long term strategic engagement. The PPP must therefore cover a greater embodiment of the social
and environmental concerns than just profits and business management.

In our attempts to create more successful agribusinesses, we can sometimes do too much--providing instead of facilitating. This can result in fostering dependency and can fail to develop true entrepreneurs and sustainable success. The obstacles to successful agribusiness may be many, and while government should help to reduce these obstacles, it should also ensure that they are fostering growth-oriented entrepreneurs whose success can be sustained beyond government assistance. A variety of common obstacles and mitigating strategies are described that meet the definition of facilitative assistance

Khairul Bashar, Country Manager, HarvestPlus-Bangladesh, Banani, Dhaka;Former Director (Research), Bangladesh Rice Research Institute Bangladesh has achieved food self-sufficiency through 38 million tons of food grain production where rice alone contributes over 35 million tons. This was accomplished due to the favorable government policies, dedicated research, extension services, organized seed system and active participation of farmers. With the seed Act and Rules of Bangladesh, private sector got involved in the seed systems in 1998. In 2010, with the PPP Act in place, the stimulated private sector involvement boosted the agriculture sector. Although Bangladesh has achieved food security, nutrition security is yet to be achieved.
