The specific objectives of the project were to disseminate information and experiences gained from case studies, to accumulate information on best strategies to be implemented by APEC economies, and to provide an opportunity to discuss how to organize and facilitate community- based development using IP information. 2. Meeting objectives: Describe how the project met each of its proposed objectives. Please outline any challenges you may have encountered in delivering the activity. Through discussion and shared experiences, the conference helped disseminate information gained from case studies, thereby determining the best possible AT strategies. Furthermore, the conference fostered greater interest in sustainable development for APEC economies and strengthening the technical capacities of developing communities. 3. Evaluation: Describe the process undertaken to evaluate the project upon completion. 3. Evaluation: Describe the process undertaken to evaluate the project upon completion. At the end of the conference, a questionnaire and a survey were given to all foreign participants in order to evaluate the content and organization of the conference. The purpose of the survey was to measure the following items: Content Organization, Materials, Time Management, Place/Location, Presenters, and Customer Satisfaction. Needless to say, participants seemed completely satisfied with the outcome of the conference.

Comments: Participants included several distinguished speakers, and, during the group and panel discussions, IP strategies were discussed, as well as what kind of AT should be implemented in each particular region.
5. Outcomes: Describe any specific medium-term changes to policy, processes or behavior that can be attributed to result from this activity. Please include details on: What indicators were used to measure medium-term impact? (Example indicators:
type/number of policies/ regulations/processes changed, % of businesses conforming to new standards, change in sector’s commercial activity, # individual action plans developed, # agencies using resource or tools etc.)
Monitoring plans in place and proposed indicators to measure impacts, including any impacts on gender. Please summarize relevant information.
As mentioned before, we distributed a participant survey at the end of the conference to evaluate the overall conference experience and to measure its medium-term impact. Also, some additional indicators included in the survey were the usefulness of the information received; the increase in awareness on the need to develop appropriate technology through the utilization of IP information; the degree of understanding and knowledge acquisition; and the contributions of the conference in producing plans and policies as follow-up activities. KIPO will attempt to assist APEC economies in developing AT through the use of patent information and by considering the particular environment of each economy.

Comments: What was the approach undertaken for participant nomination/selection and targeting? Please provide details. What follow-up actions are expected? How will participants/beneficiaries continue to be engaged and supported to progress this work?
Both APEC and non-APEC stakeholders, including government officials, NGOs, private enterprises, and international organizations were chosen for the event in order to emphasize the importance of sustainable and balanced AT growth. As far as plans for future engagements go, government officials involved in policy making decisions need to understand the mechanisms, importance, impact, and possible challenges of AT development so that they can implement appropriate technology tailored to the specific circumstances of their economies. The conference provided them with a guide for organizing and adapting appropriate technology in correspondence with local needs and requirements.
7. Key findings: Describe 1-3 examples of key findings, challenges or success stories arising from the project (e.g. research or case studies results, policy recommendations, roadblocks to progress on an issue, impacts on gender).
We determined that providing a forum for economies to discuss methods of implementation through the use of IP was very useful. Many participants from APEC economies, as well as WIPO’s invitees from over 20 countries, gathered to pool their AT knowledge. The conference gave them an opportunity to learn useful strategies for producing appropriate technology. Over 50 detailed news reports were later given, spanning the usual spectrum of media outlets (i.e., print, TV, internet, etc.). Over 90% of foreign participants gave very positive feedback throughout the conference. Moreover, we fostered an interest in sustainable development among member economies.
8. Next steps: Describe any planned follow-up steps or projects, such as workshops, post-activity evaluations, or research to assess the impact of this activity. How will the indicators from Question 5 be tracked? How will this activity inform any future APEC activities?
In the long term, the success of the project will depend on the following: how the knowledge is applied by participants (both in the public and private sectors), increases in exploiting appropriate technology, and the degree to which living conditions are improved by applying appropriate technology toward poverty reduction in the event that rising incomes result from business opportunities created by the transfer and commercialization of appropriate technology. It is not easy to accurately predict the long-term success of a one-time conference. However, KIPO will keep track of APEC member economies’ efforts to exploit appropriate technology, and we will take advantage of future APEC IPEG meetings and intersessions to continue to provide useful information—such as practical advice and techniques—on utilizing patent information to develop appropriate technology. If necessary, and after considering the APEC members’ requests, KIPO will provide further assistance in developing appropriate technology in similar fashion to its current self-funded projects in the Philippines and Papua New Guinea.
9. Feedback for the Secretariat: Do you have suggestions for more effective support by APEC fora or the Secretariat? Any assessment of consultants, experts or other stakeholders to share? The Secretariat examines feedback trends to identify ways to improve our systems.
We were very pleased with the outcome of this event and could not be happier with its success. Furthermore, we would like to thank the APEC secretariat for its countless efforts in supporting this conference.
