Issues Tasked by the 7th SOMHD

discussed at the 7th AEGCD Meeting Manila, Philippines, 2012

• Issues related to increase access of antiviral drug and vaccine production for pandemic and preparedness purpose was discussed at the 7th AEGCD. The Meeting has extensively exchanged views especially on the need to have bulk/pooled procurement on vaccines, and noted some of anticipating challenges such as:

- Variation of vaccine prices among AMS: some countries are under the Global Alliance for Vaccines and Imunisation (GAVI) some countries are non GAVI;

- The concern on “to whom should ASEAN negotiate with”: Consideration of bulk/procurement, since within the region Indonesia, Vietnam and Thailand are also able to produce vaccines;

- Various of Vaccine registration policy among the AMS;

- Various combination vaccine and multi dosage vaccine used by the AMS respectively;

- Policy aspects used by the AMS in choosing the vaccine manufacturers

• The Meeting agreed to engage and seek consultation with relevant national concerned agencies on the possibility of having vaccine bulk/pooled procurement for the region, bearing in mind the above challenges.

The Post-2015 Health Development Agenda

• The 12th ASEAN Health Ministers’ Meeting during 18-19 September 2014 endorsed the ASEAN Post 2015 Health Development Agenda clustering (Thailand as SOMHD 2014 Chair convened 2 consultations among ASEAN Member States).

• Vaccine security is one of the priority issues within Cluster III (Strengthening health system and access to care). It’s also an important tool within Cluster II (Responding to all hazards and emerging threats) .

• ASEAN-WHO MOU (2014-2017) – Memorandum of Understanding on the Collaborative Framework between the World Health Organization and the Association of Southeast Asian Nations signed at the 12th AHMM in Hanoi, 2014

• ASEAN-China MOU on Health Cooperation ( signed in 2012 at the 4th AC HMM in Phuket). At the 5th ASEAN-China Health Ministers’ Meeting , health development priorities including regional vaccine security were also re-emphasized.

and h. Other fields.
