2. VENUE

The Beach Volleyball venue will be in Rothenbaum Stadium. Venue will consist of three (3) competition courts and a warm up court that will be used for contingency purpose. Two (2) official warm up courts will be in the university sports center (Rothenbaumchaussee 64-66), 5 minutes-walk to the venue. However, transport will be available to transfer players of each team from the warm-up courts to the competition venue. 3. COMPETITION SPECIFIC MATTERS

RULES OF THE GAME AND OFFICIAL BALL

Playing system Rally Point System 2 out of 3 sets as follows: a) First and second sets

- 21 Points - switch every 7 points - one technical time-out of 30" at third court switch (sum of 21 points) - one time-out of 30" per team/set

b) Third eventual set • 15 points • switch every 5 points • one time-out per team

All sets win by 2 points. Intervals between sets to be of 1 minute Official Ball: MIKASA VLS-300 (67 cm +1/-1)

ENTRIES AND ELIGIBLITY

There is a total of forty-eight (48) teams per gender participating from around the world in the 2019 FIVB Beach Volleyball World Championships. The qualification system is open to all teams, respecting the principle of universality so that each continent will have its representation at the 2019 FIVB Beach Volleyball World Championships. The detailed breakdown of quota places are as follows:

All athletes participating in 2019 FIVB Beach Volleyball World Championships must:

a. Hold the citizenship of the country they represent, subject to the condition set out in the FIVB Beach Volleyball Sports Regulations;

b. Register with their respective NF and register with the FIVB through their respective NF; c. Fulfil the entry conditions as per the FIVB Beach Volleyball Sports Regulations; d. The athletes must appear as an individual in the FIVB Athlete Entry Ranking

(http://www.fivb.org/EN/BeachVolleyball/PlayersRanking_M.asp and http://www.fivb.org/EN/BeachVolleyball/PlayersRanking_W.asp) within the first 500 places as of 6 May 2019;

e. Or the athletes must have qualified their NFs to the Semi-Final phase/Second Phase or Final Phase (Continental Cup Final) of the respective Continental Cup in the year of the Olympic Games (2016; 2020, 2024, etc.);

f. The athletes must submit to the FIVB their confirmed travel arrangements and a valid entry visa no later than 20 May 2019.

COMPETITION SYSTEM

A total of 48 men’s and 48 women’s teams will take part in the 2019 FIVB Beach Volleyball World Championships. The total number of athletes will be 96 men and 96 women (grand total of 192 athletes). The total number of matches will be 216, comprising of 108 men’s and 108 women’s matches. The 2019 FIVB Beach Volleyball World Championships will consist of a Preliminary phase (Pool Play), a lucky-loser round and a Single Elimination phase, for both genders. Preliminary phase: Pool Play 48 teams playing in (12) pools of four (4) teams each played in standard Round Robin system. A drawing of lots will be held on 4 June 2019 in Town Hall of Hamburg to establish the seeding and distribution into pools.

Every team will play the three other teams in their pool. The ranking of teams within their pools will be determined by the total number of match points, with the following points awarded per match to each team:

• Winner earns 2 match points. Loser earns 1 match point.

Please refer to the Specific Competition Regulations for detailed information regarding the Rules for Pool Ranking: http://hamburg2019.fivb.com/en/tools/specificcompetitionregulations The first two ranked teams from each pool, and the best four teams that rank third in their respective pools (first by match points, then by set ratio followed by rally point ratio and lastly by tournament seeding established at the general technical meeting), will advance automatically to the final phase. The eight remaining third-ranked teams in each pool will play a four-match lucky loser round (5th ranked vs. 12th ranked, 6th ranked vs. 11th ranked, 7th ranked vs. 10th ranked, while 8th ranked vs. 9th ranked); the four winning teams in the lucky loser round will also qualify for the final phase, making a total of 32 teams. Single Elimination Phase The Single Elimination phase will start with the round of 32, which will be played in single elimination format to qualify sixteen teams for the round of 16. Round of 16 The Round of 16 will be played in single elimination format to qualify eight teams for the quarterfinals. Quarterfinals & Semi-finals The quarterfinals will be played in single elimination format to qualify the 4 teams for the semi-finals. Finals The winners of the semi-finals will play the gold medal match and the losers will play the bronze medal match.

SEEDING The confirmed entry list with seeding for all teams in the tournament (including the reserve teams) will be issued by the FIVB on 27 May 2019. This seeding list will be used for the drawing of lots which will take place on 4 June 2019. DRAWING OF LOTS AND DISTRIBUTION OF TEAMS IN THE PO OLS

Upon the confirmation of the qualified 48 teams, a drawing of lots will be organized by the FIVB on 4 June 2019 to establish the distribution of teams into pools. All teams will be seeded as per the seeding list updated on 27 May 2019 (-31 days before the tournament). The best host country team (Germany) will be seeded no. 12 if they are below the top twelve pairs in the seeding list. The best host country team will be seeded no. 1 if they are one of the top twelve pairs in the seeding list. The other host country team(s) will be placed as per their natural seeding. The seed no. 1 to seed no. 12 will be placed to each pool (Pool A to L) in accordance to their respective seeding points. In case there is a tie of the seeding points, then the sum of the athlete’s Technical points as per 27 May 2019) will be used to break the tie. If there is still a tie, a drawing of lots will be organized to break any eventual ties in the seeding. Four draws will be conducted as follows:

• Draw 1: from seed #13 to seed #18 in accordance with seeding points to place the teams into Pool L to G (following the serpentine system).

• Draw 2: from seed #19 to seed #24 in accordance with seeding points to place the teams into Pool F to A (following the serpentine system).

• Draw 3: from seed #25 to seed #36 in accordance with seeding points to place the teams into Pool A to L (following the serpentine system).

• Draw 4: from seed #37 to seed #48 in accordance with seeding points to place the teams into Pool L to A (following the serpentine system).

Teams from the host country (Germany) can not be placed in the same pool. For teams from other countries, maximum two (2) teams from the same country, can be placed in the same pool. In case the third team is drawn to the same pool where two teams from the same country already placed, the team will be placed aside, and a new draw will be picked.

For further information regarding the Drawing of Lots, please refer to the Specific Competition Regulation at http://hamburg2019.fivb.com/en/tools/specificcompetitionregulations MATCH SCHEDULE OF THE POOL PHASE The match-up will be disclosed in early June following the confirmation of major TV rights holders after the announcement of the pool composition. Confirmed team list and any changes in the list should not affect the Match Schedule. This is in order to maximize TV and media exposure as well as ticketing. Further modified will be applied, subject to TV rights-holders request. Any update will be published to the participating teams in advance. SECOND DRAWING OF LOTS AFTER THE POOL PLAY Two (2) drawing of lots per gender will be conducted at the venue in Hamburg to determine the single elimination bracket. One will occur after the completion of pool play while the second one will be organized at the end of lucky loser round. 4. PRELIMINARY INQUIRY AND TECHNICAL MEETING

PRILIMINARY INQUIRY FOR BOTH GENDERS (MANDATORY ATT ENDANCE) Wednesday, 26 June 2019 at 09:00-12:00 and 14:00-19:00 Thursday, 27 June 2019 at 09:00-14:00 Location: Room “Kaminzimmer” at the Grand Elysée Hotel Hamburg (players’ hotel) Match up and finalized seeding and additional detailed information on the competition will be distributed at the Preliminary Inquiry. Athletes will be requested to provide their ID card or passport during the Preliminary Inquiry. Please refer to the Specific Competition Regulations regarding the information that players need to have with them at the Preliminary Inquiry.

PHOTO SHOOTING All Athletes must attend the Preliminary Inquiry and bring their trousers/bottoms for TV graphics shooting - cap, tattoos and sponsor on arms allowed.

TECHNICAL MEETING FOR BOTH GENDERS (MANDATORY ATTEN DANCE) Thursday, 27 June 2019 at 15:30 – 16:20 Location: Spiegelsaal, Grand Elysee Hotel OFFICIAL RECEPTION All players and officials are invited to attend the official reception and welcome dinner on 27 June 2019. Official reception will be held in the Mayor’s Hall at 17:00. Players will be transported from the Technical Meeting to the official reception. Official dinner will be organized after the reception. Transportation will be arranged after the completion of official reception for the players back to the hotel, where the dinner will be served.

6. TRAINING VENUES AND TRAINIGN POLICY

The Olympic Trainings Center Hamburg is located at: Beach Hamburg GmbH Alter Teichweg 220 22049 Hamburg www.beachhamburg.de There will be a total of 4 courts at the Olympic Training Center Hamburg. While at the venue, the 2 side competition courts and plus 1 warm-up court at the competition venue are available for training as shown above. The fitness room located in the hotel can be used by the players. In addition, the gym of the University Sports Facility where the warm-up courts are located can also be used by the teams. The entrance is via: Turmweg 2, 20148 Hamburg. Walking distance to the hotel and the venue. Please bring your accreditation to ensure access to the facility.

TRAINING POLICY To book trainings sessions please use https://courtmgr.beachmajors.com/reservierung. Every player needs to register on this page to have access to the trainings booking system. From June 23rd on every team can book 30 min of practice per day. For longer practice sessions please find another team as trainings partners. Sign up for training sessions for the next day open up at 4 PM – first come, first served. Practice Tool Manual:

1. Go to https://courtmgr.beachmajors.com 2. Log in or register (it might take a while until you are able to make a reservation after registration) 3. Choose the correct tournament, date and time 4. Click on the timeframe box � a window will open 5. Choose your trainings partner and click on save

NOTE: 30 minutes practice time per team!

If you would like a full hour practice time together with a second team, choose three trainings partners and change end of practice (time ).

Please note that reservations can be made one day in advance from 4pm and each team can make one reservation per day.

Depending on availability and demand for courts the above policy is subject to change.

TOTAL (in USD) 500.000,00 In case of unsuccessful payment, after three (3) attempts to contact the athlete, the FIVB Finance Department will send an official letter (to the NF and to the athlete) to inform them of the money transfer to the respective NF that will be debited within the following 5-10 days. In case of no response, the athlete’s VISASP account is then debited and the FIVB Finance Department informs the FIVB IT Department to book the payment in VISASP. The athlete is responsible for paying the relevant taxes for his/her earnings in his/her own country and he/she must update both his/her bank account details and his/her personal information at the beginning of the contract year through the FIVB Beach Volleyball web-based system. The tax at source might be implemented as per the fiscal regulations/laws in the countries where the tournament is held. FIVB will update in the Event Regulation after consulting respective promoter and FIVB financial consultant to respecting the regulations of tax at source in each country. (Further update will follow once the decision is made as per recommendation of FIVB Finance Department and BDO). 9. ACCREDITAION

Organizer will provide all Organizing Committee members, FIVB Officials, referees, athletes, VIPs, journalists, technical staff, court personnel, volunteers, etc. with an official accreditation card and will ensure that only people with appropriate accreditation will access the designated venue areas.

Organizers will provide accreditation cards for maximum 3 players’ crew members per team including coach, physiotherapist, trainer, etc.

For security reasons these accreditations will be valid for the time of the pool play only. For teams advancing to the phase of single elimination phase, each player and team crew member shall collect a new accreditation after pool play at Accreditation Counter starting from the morning the day after the pool play phase. A new accreditation can be picked up in exchange for the old accreditation only.

For the NF representative who will stay with multiple teams during the tournament, please specify your needs when you submit the accreditation forms no later than 24 June 2019, so that the organizer can evaluate and prepare the new accreditation if necessary.

10. TRANSPORTATION FOR THE ATHLETES

AIRPORT TRANSPORT To book the shuttle, please go to https://anmeldung.co.at/beachmajorseries/hamburg-2019-arrival Please make sure that you will provide the necessary information no later than three days prior to your arrival date. LOCAL TRANSPORT The hotel, Warm-up Courts and venue are in walking distance. Nevertheless, a shuttle service will operate between the three locations every day. 11. BOARD AND LODGING

ATHLETES AND OFFICIALS The Grand Elysee Hotel will be the official Hotel for the 2019 FIVB Beach Volleyball Championships. Players will have one double room per team from Thursday June 27th, 2019 until the morning after elimination from the tournament. 12. TEAM VIDEO CAMERA POLICY

FIVB in collaboration with Sportradar will provide Team Video Services FIVB World Championships 2019. Please take the below steps to create your personal user account which enables you to have access to and download the match videos:

1) Send an email to Sportradar AV Production [email protected] 2) Email subject: ### FIVB Share Portal – Login ### 3) Information to be provided in your email:

• Full Name (Name, Surname) • E-mail address

Once request is sent, you will receive your login information in 2-3 working days. Footage can be directly copied on a USB driver at the venue. Further information regarding the location and time to download the videos (on USB key) will be communicated at a later stage. Players are strongly encouraged to use the above service instead of setting up their camera near the court. Important: please note that it is mandatory for all players to complete and sign the attached ‘Commitment Form’ and send it to the FIVB ([email protected]) latest by 21 June 2019.

13. TECHNOLOGIES

As the FIVB flagship event, the 2019 FIVB Beach Volleyball World Championships will be equipped with advanced technologies and will showcase the innovative side of the sport. Video Challenge System The Video Challenge System operated by Hawk Eye company will be implemented at the 2019 FIVB Beach Volleyball World Championships. All matches schedule on the center court will have the video challenge system from the first day of the competition (28th June 2019) until the final day (7th July 2019). The latest FIVB Beach Volleyball Challenge System Regulations is available at the following link: http://www.fivb.org/EN/BeachVolleyball/Document_Refereeing/2018/2018_Beach_Volleyball_Challenge_System_Regulations.pdf Kinexon Sensor Tracking System Each athlete playing matches at the center court will be equipped with Kinexon sensor, which will be put inside at the back of playing uniform. The 2nd referee will run a quick check to ensure the sensor is in place, before the start of the match as per match protocol.

The Kinexon Senor will track position, motion and acceleration of the players and provide important data on physical performance throughout the tournament. This data will be used to showcase physical power in the form of statistics that will be used in the TV graphics amongst other things. Comdirect Statistics Tablet Each athlete playing matches at the center court will be equipped with tablets at their time-out area showing key statistics of their match, provided by comdirect. The tablet will show descriptive data on the origin of the scores in real time. The players will have the opportunity to get valuable statistical insights right on court during the matches. Datapoints reported will be:

• Attack points by player • Blocks • Ace serves • Serve errors • Attack errors • Sideout Percentage and Break Percentag

The detailed layout will be presented at the Technical Meeting.

14. VISA

16. MEDIA AND PUBLICITY

The ATHLETE must be available for TV interviews, mixed zone interview, video and photo shooting prior to or during the FIVB World Championships; when requested, such sessions shall take place in front of the FIVB official backdrop. The FIVB will respect the ATHLETE’S need to train, play, eat, sleep and prepare for coming games during the FIVB World Championships when requesting the ATHLETE’S participation in such activities.

17. PLAYERS UNIFORM

Similar to the previous FIVB Beach Volleyball World Championships, Asics uniform (top) will be provided for the players. If required by the FIVB Technical Delegate, uniforms and accessories will be checked during the Preliminary Inquiry. Athletes of the same team must wear the same colour and style of shorts. The display of the individual players' sponsors' logos on shorts and accessories must comply with the FIVB advertising regulations. While players’ tops will be provided by the Organizers to the athletes, shorts/bottoms and accessories must be provided by the players and/or by their sponsors. In case there will be requests on the use of special uniforms due to religious and cultural reasons, the National Federations concerned must send to FIVB the layout of uniforms for approval no later than 15 June 2019. Official uniforms (Men or Women) with official event sponsors must be worn anyway on top. The FIVB reserves the right to perform random medical controls on the participating athletes and alcohol tests on the officials, as per FIVB rules and regulations. TICKETING

In general, the entry to the venue is free as long as the full capacity has not been achieved („first come - first served ‘‘). However, to guarantee access to the center court (with free seating in the reserved area), fans are able to purchase ‘Daily Ticket’.
