JOINT TASK FORCE-PORT OPENING (JTF-PO)• JTF-PO provides a joint expeditionary capability to rapidly establish and

initially operate a sea port of debarkation (POD), conduct cargo handling and movement operations to a forward distribution node, facilitating port throughput and intransit visibility in support of combatant commander executed contingencies.

• JTF-PO is designed to be in place in advance of a deployment of forces, sustainment, or humanitarian/relief supplies in order to facilitate joint reception, staging, onward movement, integration, and theater distribution.

• This is done by providing an effective interface between the theater task force, joint deployment distribution operations center, the associated POD, and other organizations as required.

Technical Assistance and Advisory Team (TAAT)

• Made up of both military and civilian personnel assigned to BIC; provides MARFOR and CSSD with technical assistance and expertise to offload and reconstitute the MPF ship

• TAAT will be OPCON to the MARFORAF JDDOC in DS of the reconstitution upon arrival in theater

• Key personnel: Marine Corps Maintenance Contractor (MCMC)

• Mission: Advise and assist the MAGTF Commander on the offload, issue, documentation /accountability, return and backload of MPF ship and to properly record accountability between BIC and the gaining MAGTF MSE

US CUSTOMS AND AGRICULTURE• US Customs Inspections will be conducted to preclude the entry of

prohibited and restricted articles, with particular attention to drugs and narcotics, firearms, and plant and animal products, and undeclared dutiable articles.

• Agriculture Inspections will be conducted to ensure ships, aircraft, personnel, cargo (including ordnance), packing material, and personal effects are free of prohibited and restricted plants, animals, and plant and animal products when returned to the U.S.

• All military vehicles are cleaned with high-pressure fresh water or steam before leaving a deployment location, and must be certified clean by a USDA inspector before being allowed to enter the U.S.

WASH DOWN PREP-Ground Vehicles

• Sweep or vacuum the vehicle cab and all storage and tool compartments

• Remove the outside dual wheels and spare tires; all padlocks, seat cushions, detachable sideboards, canvas sides/tops and place in back of vehicle for later cleaning at the wash rack

• Remove all personal gear and trash• Handpick or sweep any grass or vegetation from the

radiator• Let down the sides of all trucks that are equipped with

collapsible sides• Scrub and scrap

WASH DOWN-Ground Vehicles• Hose down with minimum 90 psi pay particular attention

to:– Topside access areas: floor boards, battery box, all storage/tool

compartments, motor compartments, wheels and tires, windshield base, front and rear bumper hollows and braces, radiator front, truck beds (all other spaces soil may be found) all radio assets must be covered

– Undercarriage access areas: fender wells (front and rear) including access openings for tail light wiring, rocker panels, frame, coil spring wells, transmission support beam, rear suspension A frame (pivot points and drill holes), trailer hitch bolts recess, front, side and rear lips, drive shaft tunnel, power take offs, axle brackets, fuel tanks transaxle brackets, leaf springs, air tank braces, drain access holes, universal joint between body parts, bumpers, wheels, recessed areas

WASH DOWN PREP-Supplies & Equipment

• Thoroughly clean embarkation boxes, field desks, communications equipment, and similar items with hand brooms, rags and other non water methods

• Give specific attention to cracks, crevices, and recesses

• Pallets must be cleaned • Padlocked boxes must also be inspected so

responsible personnel with keys must be standing by to open them or locks will be cut to access the boxes

WASH DOWN PREP-Supplies & Equipment

• Camouflage nets are difficult to properly clean. Hand cleaning, although time consuming, is the most effective method

• Spread out tents and canvas on a pest free surface and sweep down both sides (no water) pay attention to seams and flaps

WASH DOWN PREP-Personal Gear

• Personal gear will not be inspected during the equipment wash down

• However, all personal gear is considered contaminated and will be cleaned and subject to inspection.

• Individual weapons will be inspected by unit commanders or authorized personnel.

RE ASSOCIATE MOBILE LOADS

• Upon completion of wash down, mobile loads will be re associated at the military port

• Assets (to include SL-3 and communications equipment) will be packaged as issued (PP&P requirements)

• In sticks of no more than (6) vehicles, convoys will be staged to move to the commercial port quarantine lot

INSPECTIONS

• Agricultural/Customs inspections will take place immediately following wash down at the Military Port

• Customs inspector must provide documentation to MAGTF RO and Ship’s Master

• JLTI results must be validated between MAGTF RO and TAAT/MCMC to determine follow on cost

• Consists of reloading ship in accordance with embarkation plan for trim, stress and stability of the ship.

• Dangerous cargo manifest will be complete during this time (i.e. fuel container restrictions)

• MOLO execute ICODES and deck validation with MCMC/ship personnel
