HPU security, the firearms were

confiscated, and the matter was turned

over to the High Point Police Department,"

the university said in a statement. "HPU

Citizens Reporting

FBI and local law enforcement rely on your tips to help

prevent mass shootings - Aug 05, 2019

Retired FBI agent and Allan Hancock College Political

Science professor, Dan Payne, says there are several

measures in place to stop potential mass shootings. He

says, at the end of the day, it all comes down to help from

the public. "What they depend on a lot is public input.

Someone says this person is talking crazy, he has a hit list

of people, he is amassing firearms, he is amassing

ammunition. These types of information filter into the FBI,"

said Payne.

Are we Safer Now than 2001?

The U.S. Senate Homeland Security and Governmental

Affairs Committee recently held a field hearing titled “18

Years Later: The State of Homeland Security after 9/11”

Sen. Gary Peters (D-MI) is ranking member of that

committee. He says it was a way to both reflect on the

terrorist attack as well as how we make sure something

like it doesn’t happen again. Peters also says that the

scope of terrorism is much different in 2019 than it was

in 2001. “It’s not foreign terrorism,” he says. “What we’re

seeing right now is primarily domestic terrorism. We’ve

seen the rise of white supremacist activity, not just in the

United States, but around the world.”

What is iWATCH

An Education and Reporting Program

that is endorsed by police chiefs across

the U.S. which teaches people how to

detect suspicious behavior and

encourages them to report it.

iWATCH Began

IWATCH was first developed by the Los Angeles Police

Department to encourage and enable members of the

community to help protect their community by identifying

and reporting suspicious behavior known to be associated

with terrorist activities.

According to the San Jose Mercury News June 3 edition,

when iWATCH was first revealed in October 2009, then-

LAPD Police Chief William Bratton said it was "intended to

be the next evolution of keeping America safe…”

iWATCH Evolves

iWATCH quickly spread across the united states and the

concept was adopted by the federal government and law

enforcement agencies a crossed the country. The United States

Army was no exception.

This nationwide campaign creates partnerships between

military and civilian organizations. Particularly in information

sharing. Such information or cooperation may reveal a piece of

the puzzle that thwarts a terrorist plot.

Consequently, iWatch empowers Soldiers, civilian employees,

contractors, their family members, as well as civilian visitors

with protecting places where they live, work and play.

iWATCH Focus

iWATCH program is a modern, 21st

Century version of neighborhood watch

designed to enable members of the

public to help protect their communities

by identifying and reporting suspicious

behavior that is known to be associated

with terrorist activities.

The primary focus of iWATCH is to

integrate terrorism prevention and

suspicious activity reporting.

What Activities Do I report? Here are examples of behaviors and activities to report:

• People drawing or measuring important buildings

• Strangers asking questions about security forces or security procedures

• A briefcase, suitcase, backpack or package left behind

• Cars or trucks left in No parking zones in front of important buildings

• Intruders found in secure areas

• A person wearing clothes that are too big and bulky and/or too hot for the weather

• Chemical smells or fumes that worry you

• Questions about sensitive information such as building blueprints, security plans or

VIP travel schedules without a right or need to know

• Purchasing supplies or equipment that can be used to make bombs or weapons or

purchasing uniforms without the proper credentials

IWATCH is an antiterrorism awareness program that Soldiers,

family members, and the civilian workforce throughout our

communities, both on and off installations, should all be

familiar with suspicious activity or behavior and how to report it

to promote and enhance reporting
