Summary of Physical, Financial and RIMS First Level indicator data

The key results from the monitoring and evaluation data format of the program implementationwith funds supports to ARDC in 2016 -17 particularly on the physical and financial progress datafor first level RIMS results are summarized the summary table Annexure 1. The key M and Eactivities to be carried out in the second year(2017-18) to verify and measure impacts from 2016-17 interventions to logically link physical progress with impacts which will be captured at a laterstage are outlined below. These should be taken on board in 2017-18 and wherever possibleappropriate activities sould be carried in to assess and measure the changes brought about inmaking a difference in livelihoods enhancement, resilience building, gender mainstreaming, youthengagement and commercialsiation.Some of the key activities to be incorporated in 2017-18 FY AWPB are: Capture production and income data from lead farmer models established in 2016-17 Assess expansion of lead farmer model (utilization of model farmers) in extension services Assess production and income data from the Youth Griup Initiative in Gulibi and thosePotential Lead Farmers promoted by SJI(lead farmer expansion) Assess climate Smart Village interventions and its impacts on livelihoods and resiliencebuilding (SLM and others) Seed production as a source of farm income for seed growers Staggered Vegetable Production status with emphasis on winter vegetable production Impacts of water use efficient technologies Conduct Write shops and finalsie KMPsThe interventions from the centre has enabled the research and development centre in improvingthe research and demonstration sites at Wengkhar, establishment of 34 lead farmer models,establishment of 6 climate smart villages, establishment of 17 vegetable seed growers and initiationof commercial vegetable production in 6 sites. These interventions have resulted in a total coverageof about 214 acres of land directly benefitting some 350 farming households in the region, of which37 % are female headed households. Commercial vegetable farming households average incomeranges from Nu. 4,000 to 10,000 per farmer in the commercial vegetable sites.Details of the progress and indicators are shown in Table 1 and the detail statement of expendituresand fund reconciliation report submitted for closure of accounts are shown in Table 2 and 3.

Activity Completion Report 2016-17 for CARELP Support to ARDC WengkharThe Agriculture Research and Development Centre at Wengkhar as an implemtning agency of theCommercial Agriculture and Resilient Livelihoods Program under IFAD and RGoB funding wasallocated a total fund of Nu. 10.450 Million in the 2016-17 FY.The funds were allocated mainly to promote the lead farmer model in encouraging farmer tofarmers extension, initiate commercialization of vegetables in potential sites, promote ClimateSmart Village and permaculture practices in farming, initiate conservation of local vegetable germplasmand encourage intensification of crops to enhance farmers resilience to climate changeimpacts.The centre using the funds has implemented activities enhancing our outreach as well as bringingabout development at the research centre to contribute towards program implementation. Inimplementing the activities,the centre emphasized on women and youth involvement in farming,expansion of supports to commercial farms for use in demonstration to other farmers, activitiesthat contributes to climate resilience, promotion of lead farmer approach and activities thatencourages knowledge management.This report is compiled taking into account of physical achievements and some measureable impactindicators where ever possible as per RIMS indicators are recorded. However, most impcatscannberecorded over the year and thus key areas of attention in evaluation is identified and is takenforward into the second year..1. Lead Farmers Model and Expansion

1.1 Training and establishment of Lead Farmer Model by ARDC Wengkhar

A lead farmer model based on the experiences of the centre from past development supportsmainly from JICA TCPs was refined and adjusted to the objectives of the implementation of CARLEP– IFAD. The lead farmer model is composed of mainly hands on training and expansion of the modelthrough establishment of model farms with emphasis on vegetable cultivation and intensification ofother crops such as fruits and cereal crops whose production supports for start up were providedthrough the IFAD support. The training component is based on a proper course manual developedprior to the training through review of past training materials and fine tuning with the needs in theimplementation of CARLEP IFAD. A course outline is attached as Annexure 1.Resource persons for the training were mobilized within capacity available with ARDC Wengkharand the central program agencies such as National Plant Protection Centre (NPPC), NationalOrganic Program (NoP), National Soil Service Centre (NSSC), National Post Harvest Centre (NPHC)and the Regional Agriculture Marketing and Cooperative Office (RAMCO).A total 26 lead farmers (4 Women and 22 Men) have attended 3 training sessions in the current FYand will be completing their course later in October 2017 with the last training session. Thesetraining sessions were spread across the year was and implemented followed up by establishment

of demonstration models in each of thelead farmers as shown in Figure 1. The list of the leadfarmers is attached in Annexure 2.

1.2 Expansion of lead farmer model

1.2.1 Establishment of lead farmer demonstration modelsEach of the lead farmers were provided with a set of basic tools such as secateurs and saw alongwith planting materials of vegetable seeds, cereal crops seeds and fruit saplings to establishdemonstration models were provided with project supports and a demonstration farm for eachlead farmer established in February and March 2016. These demonstration farms are establishedfor the lead farmers for direct application of training skills and demonstrate their farmmanagement skills to others. In addition, these are also established for the geog extension centre toorganize training of other farmers using the lead farmer as resource person in the subsequent yearsof the project thereby expanding the lead farmer model and promote farmer to farmer extension. Alist of production inputs and tools supported from the project is attached in Annexure 3.With the establishment of lead farmer demonstration models, a total of 6.17acres of land (Averagesize of model of about 0.25 acres per lead farmer) is converted to an integrated fruits, vegetablesand cereal crops cultivation thereby putting in place a consistent source of income for lead farmersand a place for the lead farmers to demonstrate skills to others, though the size of the model couldhave been little bigger given adequate land.1.2.2 Geog extension centre begin use of Farmer to Farmer Extension methods

In order to initiate expansion of lead farmer model, ARDC Wengkhar has selected and re trained agroup of farmers for Dzongkhags and geogs to start using their services through farmer to farmerextension thereby expanding the lead farmer services.Although no formal expansion of services was reported during the year, a follow up withDzongkhag and geogs show that farmer to farmer extension approaches using the lead farmers andas well as any other lead farmers have taken place in several geogs. As of now, at least one to twocases of farmer to farmer extension is reported from the Dzongkhags mainly deploying trained leadfarmers as well as other progressive farmers in vegetable cultivation practices, nurserymanagement, plant propagation and crop intensification. A detail assessment of lead farmerinvolvement and use of lead farmer model will be carried out later this year in 2017-18.1.2.3 A Lead farmer from 2016-17 batches begins to lead others in MinjiA group of 22 youth (18 Women and 4 Men) in Gulibi, MinjGeog of Lhuenstse led by one of the LeadFarmers from the current Batch, GaydhuenJamtsho has started commercial cultivation in a totalarea of 15 acres provided under the Use Right Certificate scheme on a pilot basis.While their main commercial activity is on vegetables which will begin some times in July 2017onwards to target vegetable production in December to March, the group with technical assistanceof ARDC, Dzongkhag and geog extension centre began cultivation of chilly, upland rice, soyabeanand passion fruits. A 1.5 acre asparagus cultivation began in June this year. ARDC extendedproduction supports to the group in addition to supports provided from the Dzongkhag.In order to expose members of the group on commercial farming practices, the lead farmer withsupport of Dzongkhag and ARDC Wengkhar organized an exposure visit to ARDC Wengkhar andLingmethang earlier this year in May 2017.Field days and farm planning exercises were alsoconducted. 1.2.4 Expansion of lead farmer model by Samdrupjongkhar Initiative (SJI)The SamdrupjongkharInitiative, an NGO operatingin Samdrupjongkhar hasadopted the lead farmermodel by taking up one of theformer lead farmers trainedand model established byARDC Wengkhar anddeploying his services intraining and developing otherlead farmers in their programareasesp in Gomdar, Orongand Dewathang.A total of 8 prospective leadfarmers (6M and 2F) were identified from Dewathang, Gomdar and Orong and were trained by ourlead farmer MC Gurung from Orong. The training focused on soil and land management, vegetablecultivation and bio pesticide preparation, seed storage and production, revival of traditionalcereals, crop intensification, cropping calendar, financial literacy and Nutritional improvements. Astudy trip for the prospective lead farmers to ARDC Wengkhar, Lingmethang and some of thefarmers field in Mongar was also organized.Farms of 3 farmers who attended training in the past with ARDC Wengkhar, Jamtsho, Lobzang andJangchukorganisd field days for the prospective lead farmers on their farm to promote sharedlearning from each other.Subsequent to the training of prospective lead farmers, they beganexpanding their skills by organizing a plantation program coinciding with the Social Forestry Dayon June 2nd 2017 at Dewathang in which about 200 other farmers took part. Another event onexpansion of lead farmers services in which prospective lead farmers from Bangtsho, Rekhey,Domphu, Brongteri and Menchari had exchange visits to individual farms to check progress on theirfarm activities. A total of 8 sites were visited benefiting 141 other farmers from the awarenessprograms in farming provided by the prospective lead farmers. The list of Potential Lead Farmers(PLF) trained by SJI is attached in Annexure 5.

2. Support to Commercialization of vegetablesA total of six commercial vegetable production sites was identified to be led by ARDC Wengkharand another six to be led by Dzongkhags. These sites allocated for the centre to establish and startcommercialization of vegetables is shown in Table 3.A total of 186 farmers (116 Men and 70 Women) farmers took part and benefitted from theprogram covering a total of 58 acres of land brought under commercial vegetable production. mixture of vegetable crops such as broccoli, beans, cabbage, chilli, tomatoes were promoted. Inorder help them address production constraints, the beneficiaries were also supported with otherproduction supports such as flexible pipes, sintex tanks, sprinklers, watering can and sprayers asshown in Table 4 .A list of production supports and beneficiaries of the commercial vegetableproduction program is attached as Annexure 6.

The production data for one season from five of six sites received so far shows that farmers havemade considerable progress. In Autsho, much of the site that remained fallow is now reverted tofarming. The farmers in Autsho have generated a total of Nu. 297,210.00 (average per farmer Nu.17,482) and in Mongar, the income is reported at Nu 235,000 (average Nu. 9,791 per farmer). InPemagatshel, growers report an income of Nu. 143,550 from the vegetables cultivated this season(average of Nu. 5,126 per farmer) and in Samdrupjongkhar, farmers benefitted with a total incomeof Nu. 128,885 (Average of Nu. 4,603). In Yangtse, income from vegetables excluding potato andchilly is at about Nu 183,000 (Averag of Nu 4,066 per farmer).

3. Support to research and demonstration field at WengkharThe ARDC Wengkhar and its subcentres are the main venue for training of lead farmers for whichappropriate demonstration fields existing ones improved and new ones were established withsupport from the CARELP IFAD in 2016-17. These are repoted in the following sections:3.1 Protected Vegetable Cultivation - Research and Demonstration field establishedat ARDC Wengkhar

2 nosof 50 m x 5 m green housealong with with drip irrigation system for establishing a researchand demonstration block for protected agriculture practices by the vegetable researchers and todemonstrate use of efficient water use technology have been established in which field activitiesare to begin from August 2017 onwards as a part of a post training activity of a vegetableresearcher who attended a study trip funded by the DoA, MoAF earlier during the year.The site established will be used to study economics of protected agriculture activities, studyefficiency of drip irrigation system and demonstrate techniques to lead farmers, Youth and otherfarmers visiting the centre or attending formal training programs at the centre. Similar oralternative cost effective set ups using local materials will be explored and promoted with leadfarmers, Youth farmers and other vegetable production groups.

3.2 Improvements in Research and Demonstration nurseries at ARDC Wengkhar

Improvement of ARDC Wengkhar vegetable nurseries were made to enable production of plantingmaterials for lead farmers training and expansion of lead farmer model. A total of 8green houses atARDC Wengkhar has been improved further with proper concrete flooring and additional greenhouses (2 nos of 50 m X 5 m)with concrete floor were put in place so that planting materials forvegetables and fruits can be developed properly at the centre for use in research trials,demosnstration to farmers and use in expansion of lead farmer model.

3.3 Establishment of Bio fertilizer research and development site

In order to promote organic practices in crop production practices and improve the quality ofplanting material media mix used for development of planting materials for lead farmers and othersunder crop intensification, a bio fertilizer production process has started in ARDC Wengkhar withproject supports. This production process will be established to full fill the bio fertilizer needs andalso initiate a study on the economics of small farm level plants so that these could be remodeled asan enterprise and promoted with interested youth entrepreneurs willing to take up biofertilizerproduction.

3.4 Research and Development in efficient water use technologies

A network of water harvesting of rain and spring water was established at ARDC Wengkhar withthe support of the project. These networks of pipes and sintex tanks are put in place to ensuresufficient water for irrigation purposes of the centre that can contribute to proper evaluation ofcrops.In order to upscale water use efficient irrigation technologies, project supports were used inexpanding the drip irrigation system in one of the commercial farms – Lhawang Agriculture Farmon a cost sharing mechanism.4. Climate Smart Village, Perma culture and Biogas Research and DevelopmentIn line with MoAFs strategy to emphasize on sustainable utilization and management of naturalresources, fund supports of the project was utilized in establishing climate smart villages. A total of6 Climate Smart Village (CSVs) sites were selected in consultation with the Dzongkhags. The sitesselected were based on their vulnerability to climate change impacts, remoteness, poverty andhave not received significant development supports in the past for which targeted interventions toenhance their resilience could be supported from the project. 4.1 Participatory Vulnerability Assessment (PVA)

The key interventions identified in these sites are shown in Table 5. A major intervention need ofthe communities is found to be protection of crops from wild animal for which interventions suchas electric fencing was required. Since IFAD supports do not consider electric fencing, ARDCdeployed complementary programs with other development supports in this case the supports ofEuropean Union – Climate Change Adaptation Project (EU-CCAP) with the MoAF such that it has acomplementary effect on the sustainability of the interventions from CARELP IFAD especially in theproduction enhancement and enable effective utilization of development supports to the centre.4.2 Production Support and Interventions in CSVsBased on the PVA exercise, production supports to CSVs as per the interventions identified wereprovided. These are shown in Table 8 . Farmers in CSVs were provided with poly house plasticsheets, Sprinklers, HDPE pipes (one site only), SLM practices and assorted stress tolerant vegetableseeds. Two sets of on farm heat tolerant maize trial was also established in Ngarpengtang village,Mongar with support from Maize program and in Dukti, Trashiyangtse, 250 kgs of upland paddywas also provided.

4.3Sustainable Land Management Practices – Celebrating International Day toCombat Desertification

With fund supports of the project, ARDC Wengkhar, Geog Agriculture Extension Centre at Kangpara,TrashignagDzongkhag Agriculture Office and the National Soil Service Centre organized a LandManagement Campaign to celebrate the International Day to Combat Desertification 2017 atThrelphu Village under Kangpara selected as one of the Climate Smart Villages this year.

A total of 27 farmers ( 8 women and 19 Men) directly benefitted from the campaign with plantingmaterials ficus , Napier and broom grass saplings distributed to them for plantation in their farmland to prevent soil erosion as well as provide sources of fodder for their cattles.Naiper grass wasplanted to establish bioengineering protection across 8 kms of the farm road, a total of 30 acres ofland is established with napier hedgerows. Another 400 ficus seedlings were planted by thefarmers in their farm pand. About 25 kg grass mixture seeds, 100 bamboo rhizomes, 2000 broomgrass and erythinia cuttings were planted in degraded areas in the community to establish naturalvegetation cover to prevent soil erosion. The Threphu Lam graced the occasion as the guest ofhonor.5. Crop competition, fairs and awareness on project interventions

5.1 Crop Competition and fair at Tashitse, WomrongTrashigang

Crop competition following a production support in intervention areas is a simple methodologyinitiated by the centre and is mainly used to create awareness and carry out quick assessment ofthe interventions made by the project. In order to cut down cost and reach out to a wider audience,

the crop competitions and fairs are usually organized coinciding with a national event wherefarmers and general public will be coming to a particular location. Participating farmers andwinning entries are also provided with rewards and in order to ensure rewards are directly linkedto the activity, the rewards from the competitions are usually farm tools and simple equipmentsthat is directly associated with the activity such as secateurs, fruit crates, flexible pipes, Sprinklers,sickles and seeds.

Thus coinciding with the 108th National Day Celebrations in Trashigang, ARDcWengkhar, OPMCARLEP and TrashigangDzongkhag jointly organized this event at Tashitse Higher secondarySchool, Womrong. The program consist of mainly training of Extension Staff in the use of andorganizing the crop competition as a tool to assess development intervention followed by selectionand exhibit of different farm produces particularly vegetables promoted by the Dzongkhag in theseareas.A total of 40 farmers (21 Male and 19 Female) from Kangpara, Khaling, Lumang and Thrimshingtook part in the competition bringing with them 7 vegetable types ( Borocolli, Bunching onion,Cabbage, Corriander, Garlic leaves, Mustrad Green and Radish) and 1 fruit type (Citrus). Threewinning prizes in vegetables and fruit and a consolation price of simple farm tools and equipmentswere provided to the winning entries as shown in Table 7. A total cost of Nu. 0.131 million wasincurred of which ARDC Wengkhar spent 0.074 million and the remaining of Nu. 0.057 million wasmet by the TrashigangDzongkhag. The event proceedings were packaged as a Knowledge Producttitled Crop Competition and Exhibition held to commemorate 109th National Day and is publishedin www.moaf.govt.bt.The list of farmer participants who attended the crop competition and fair is attached in Annexure8.

5.2 Farming Technology Exhibition at Gyelposhing, Mongar

The ARDC Wengkhar and the OPM CARLEP joined other MoAF Agencies in the region in celebratingthe first Birth Anniversary of HRH the Gyalsey from 5th to 10th February 2017 at Gyelposhing,Mongar. More than 1500 visitors attended the program that lasted for 6 days with exhibitions, fairsand cultural programs organized as a part of the GyelposhingTsechu.A citrus diversity, Vegetable garden with live exhibits, quiona exhibition, farm machineries, posterdisplays and sale of farm produces particularly fruits and processed products by selected farmerswere the major events .An water use efficient irrigation systems and crop protection technologieswere also displayed. A flower and landscape model developed for the event was a popular site forthe visitors coming from all over the region. The cost towards the event of a total of Nu.0.078million was shared among 8 MoAF agencies. ARDC contributed Nu. 0.014 Million from the projectsupport.

5.3 Awareness to Dzongkhag and Dungkhag AdministratorsIn order to mainstream program activities and interventions in the project sites, the ARDCWengkhar and the OPM-CARLEP organized an awareness program for all Dzongkhag andDungkhagAdministrators. Attended by a total of 47 participants composed of Administrators,researchers and program staff took part in a one day awareness program held on 26th September2016 at ARDC Wengkhar. The program covered an introductory session of the project and iscomponents, farming technology options and practices to be promoted under the project followedup by a field day on Persimmon and vegetable cultivation.6. Support to Maize crop Intensification

A total of 1.3 MT of hybrid maize seeds were supplied with project supports in spring maizeintensification program in seven villages in three Dzongkhags for hybrid maize production coveringa total of 109 acres benefiting 169 farmers (97 M, 72 F) See Table 10. The beneficiary list of hybridmaize is attached in Annexure 9. More than 174 MT of maize are expected to harvest later this yearproviding opportunities for these farmers to enhance their livelihood sources. Most of these grainswill be converted to tegma for sale.

In support of producing quality maize seed production by farmers to enable enhancement of seedreplacement rate in the region, a new Community Based Seed Production Group at Dangrey underShongphuGeog with a total of 26 members (16 M, 10F) was formed and trained on the maize seedproduction practices. A total of 800 kgs of Yangtsepa seeds to replace their foundation seed wasalso provided to the farmers thus replacing their old seed. The group should be able to multiplythese seeds of approximately 20, 000 kgs and begin to sell them to National Seed Centre laterduring the year. The beneficiary list of farmers from the CBSP is attached in Annexure 10.

7. Training of farmers and extension staff

The ARDC organized capacity development programs for both extension and farmers during theyear with support of the project. These programs are reported in the following sections.7.1 Support to Vegetable Seed Growers (Training and Production Supports)A total of 17 vegetable seed growers (11 M and 6 F) were supported during the year for expansionof vegetable seed expansion. A 3 days training for the growers was held in March 2017 where theywere provided with information on seed production practices followed up by practical session atARDC Wengkhar. The TA of RAMCO was taken to provide lessons on book keeping for the growers.The 17 growers were also provided with production inputs to support them start off or upscalevegetable seed production. These inputs are as shown in Table 11 .

7.2 Training of extension staff on staggered vegetable production

In line with MoAFs emphasis on year round vegetable production especially to enable farmerssupply vegetables during the lean seasons, the ARDC began promoting the concept of staggeredvegetable production with the extension staff in the region. This FY, about 50 % i.e. extension stafffrom ??geog extension centres were trained on the staggered vegetable production for two day inMay 2017. As a part of the training, a draft staggered vegetable production plan for each geog staffwas developed which was to be submitted upon finalization after the training and to be followed upin implementation during the season in 2017-18. The list of extension staff who took part in thetraining is attached as Annexure 11.

8. Conservation of local vegetable germ plasmIn order to conserve local vegetable germplasm diversity and initiate local selection of thesegermplasmsconsiderining their adapataibility and resilience, an on station collection of germ plasm,characterization and screening program has strated. Selected vegetable seeds from thesegermplasm can be further distributed to farmers for mass cultivation.

In the current year, a total of three different vegetable crops such as Beans, Pumpkin and Gourdswere collected and screening blocks established at ARDC Wengkhar. These collections arecomposed of 30 types of beans, 30 types of pumpkin and 2 types of gourds. This is in continuationto the phenotypic characterization of 15 accessions of beans collected from the the region last year.

9. Knowledge Management and ProductDevelopmentIn order to encourage proper documentation of project interventions and enable smooth review ofproject implementation, enhance dissemination of information and exchange of lessons andexperiences, several initiatives and products were developed during the year including both prontas well as video materials.9.1 Write shop of field activities and selection of best Knowledge Products

A total of 26 researchers of the centre attended a write shop to document field activityimplementations covering IFAD supported and other programs implemented by the Centre. A totalof 13 documents were compiled mostly on IFAD funded programs from the past years.In order to encourage researcher’s document field activity and promote the practice of KnowledgeManagement for record and dissemination, a selection of best write ups were also rewarded. Thelist of the write ups and selected ones are annexed in Annexure 12. A list of participants for thrwrote shop 2016 is attached in Annexure 13. Similar write shops to document CARLEP`s first yearof implementation will be organized in 2017-18 FY which will also focus on compiling impactindicators from the implementation in the first year as outline in the RIMS indicator table.

9.2 Knowledge management uploads and Publications

In the current FY, several upload offield activities of the centreweremade in order to disseminateinformation on the projectimplementation. These are mostlydone on the ARDC Wengkharfacebookpage (about 55 uploads); CARLEPWeb site (1 upload) and MoAFwebsite (3 uploads) during the yearon the implementation of programactivities. In addition, to encourage and enhance in house capacity of project and ARDC staff to undertakesimilar initiatives in the following years, a KMP group composed of ARDC and OPM staff wasformed and trained with support from OPM-CARLEP. To kick start KMP Video materialdevelopment through hands on practice approach, the group initiated production of a short videomaterial on Mushroom Production as mushroom is a potential commercial crop that is promoted inthe region. DVD copies of the 20 minute video material is also multiplied and will be circulated to allimplementing agencies while soft copies of the mushroom cultivation practice video is sharedamong the users through social media.
