March 21, 2015 was the Spring Fest Scottsdale Amateur Radio Club and ARCA hamfest Mountain Valley Church, 17800 North Perimeter Crive, Scottsdale, AZ, This was a very good hamfest with lots of tailgaters and equipment. Commercial vendors and of course a lot of people. It has grown each year that I have been attending it as your Arizona Section Manager. The ARRL DX Card Checkers were kept busy. The team and people that put on this event are doing an outstanding job. They deserve a well deserved GREAT JOB. Keep it up looking forward to next year. March 28 2015 Radio Society of Tucson Spring Hamfest at Golden Corral Buffet & Grill, 4380 East 22nd St, Tucson A. 7:00 AM to Noon. This was another good ham fest. That keeps on growing year to year. Very well attended with more tailgaters than ever before. I saw lots of equipment for sale and the commercial venders seemed to be doing very also. I was able to get around for one trip and saw items I could use here at the QTH however the Focus limits what I can buy. It will be interesting as to where this event will be held next year since they do have to move due to construction in the area. A great job by those who put on this event, see you next year. The Amateur Radio Parity Act of 2015 "The Amateur Radio Parity Act of 2015" - H.R.1301 - has been introduced in the US House of Representatives. The measure would direct the FCC to extend its rules relating to reasonable accommodation of Amateur Service communications to private land use restrictions. US Rep Adam Kinzinger (R-IL) introduced the bill March 4 with 12 original co-sponsors from both sides of the aisle - seven Republicans and five Democrats. Kinzinger also sponsored "The Amateur Radio Parity Act of 2014, which died at the end of the 113th Congress. H.R. 1301 is an essentially identical piece of legislation. Kay C. Craigie, N3KN, encouraged ARRL members to urge their US House members to sign on to the bill as a co-sponsor. The ARRL has an H.R. 1301 resources page on its website at, http://www.arrl.org/hr- 1301 . If the House member is already a co-sponsor, call the member's local office or send an e-mail via the member's official website to express their thanks. She called on League members to encourage other hams to do the same, and to be sure to refer to the bill by its number, H.R. 1301.

Arizona Legislation Report

We now have an Arizona Section State Government Legislation Liaison Thomas A. Boza NE7X, who lives in Scottsdale, AZ 85254-3505. Tom has recently retired and asked if he could do the job. March 21, 2015 was the Spring Fest Scottsdale Amateur Radio Club and ARCA hamfest Mountain Valley Church, 17800 North Perimeter Crive, Scottsdale, AZ, This was a very good hamfest with lots of tailgaters and equipment. "The Amateur Radio Parity Act of 2015" - H.R.1301 - has been introduced in the US House of Representatives. The measure would direct the FCC to extend its rules relating to reasonable accommodation of Amateur Service communications to private land use restrictions. US Rep Adam Kinzinger (R-IL) introduced the bill March 4 with 12 original co-sponsors from both sides of the aisle - seven Republicans and five Democrats. Kinzinger also sponsored "The Amateur Radio Parity Act of 2014, which died at the end of the 113th Congress. H.R. 1301 is an essentially identical piece of legislation.

HAMCON 2015--also the 2015 ARRL Southwestern Division Convention is September 11-13, 2015, at the Torrance Marriott South Bay Hotel , 3635 Fashion Way, Torrance, CA 90503

While on the subject of Southwest Division conventions, Arizona’s turn is 2016 and now is the time to start the planning. With that in mind ARRL members please let your clubs know that it is Arizona’s turn for the Southwest Division Convention is 2016 and volunteers will be needed. I know time is a very valuable thing so please carve out some time to help make this a very exceptional event for Arizona and the Southwest Division.

For several months you have read the following from me.

I would like to address an item concerning hamfest. When your committe or club puts on a hamfest and request ARRL approval of your event you take on certain items concerning the event. When you put the flyers together for your event include the ARRL logo, If you want ARRL DXCC card checkers at the event then put it on the flyer. This sections has several ARRL DXCC card checkers that are willing to show up at your event and check qsl cards for DXCC. If you do not inform the people that you have ARRL DXCC Card Checkers at your event and they show up because you asked them to and no one brings cards because your organization failed to put it on the flyers or advertise it in your news letter you just had some ARRL DXCC Volunteers travel a distance to just stand around. These volunteers are more then willing to show up and check QSL cards and answer your questions concerning Awards at any hamfest. Just remember they are volunteers and they do it on their time and gas expense so advertise their presence prior to the event.

I received many questions what is DXCC and DXCC card Checking. DXCC is an award you can receive for contacting 100 Amateur Radio Station in different countries by HF or VHF operating. You can apply for the award after your first 100 confirmed contacts either by QSL cards you received or through Logbook of the World, better known as LoTW. There are 340 Current DXCC entities. If you have been an Amateur for a few years you know this list changes. Countries added and countries removed. because a country has been removed does not make that contact you made and is confirmed by QSL card not eligible. Check with the DXCC card checker or contact ARRL concerning it.

DXCC Card Checking

All current and deleted entities dating back to November 15, 1945 can be checked by ARRL Field Card Checkers.

There are three ways to apply for the DXCC award:

1: Traditional paper cards (Submitted to DXCC directly or approved by a card checker) 2: Logbook of the The World (LoTW) 3: The Online DXCC Application

The hybrid application submission (paper cards combined with Logbook of the World) has been discontinued. Each submission is now a separate application with separate fees for each one.

As it is less expensive (see http://www.arrl.org/dxcc-awards-fees ), most applicants for the DXCC prefer the "online application" over the "traditional paper cards application."

To start the "online application," go to http://www.arrl.org/online-dxcc-application After completing

the online DXCC application, applicants may take their cards and forms together to one of the local ARRL Field

Card Checkers or with an SASE, (leaving off the return address) addressed to

Arizona hams may get their QSL cards checked for ARRL operating awards by any of the following appointed QSL Card Field Checkers. Contact the one nearest you to set up a check session or see if they are at

a hamfest near you and get them checked there. It is polite to let them know you are bringing your cards to the Ham event.

ARRL Affiliated Clubs

Reminder to all ARRL Affiliated Clubs - please update your club information. Contact Tom KE7VMG if you need help with this, as he is more than willing to help you so that this gets done. Up-to-date and current information concerning your club is extremely important. All clubs remember to update information after your election of new officers. Even if the officers are the same you should update. updates are needed yearly.

Section Emergency Coordinator

Are you a prepared ARES member? Have you updated your profile on the az-arrl.org/secure website in the last year? If not, do so this month by updating your equipment and training so we know your capabilities should an emergency arise where deployment would be requested out of your county. Speaking of county, do you know who your District Emergency Coordinator (DEC) is for your county? If not, ask a fellow ARES Member or contact me. Have you completed the ICS-100, ICS-200 and ICS-700 courses that are free of charge at www.training.fema.gov/is? If not, set a goal to complete them by the end of March and then e-mail me the PDF of your Certificates. AMATEUR RADIO TESTING

This is a new section with listing of Amateur Radio Exams though out the Section. I would like to have it like how the Yuma Amateur testing is. Not a date and time but a 2nd Saturday or Wednesday ect. I hope you get the idea. this helps especially if you do it monthly. This is the second time I added the dates it will be the last. I need to have it like the Yuma Amateur testing announcement or like the Tucson area. 1st Saturday 2nd Saturday or Friday ect. Please submit in that format. You can email me directly.

ARIZONA NETS

- Arizona Traffic And Emergency Net (ATEN) meets in the winter from October 15 to April 15 at 5:30 PM and in the summer from April 15 to October 15 at 7:00PM on 3986 kHz daily. Tommy Ivan KF7GC Net Manager, Arizona Section Traffic Manager [email protected] www.atenaz.net

- Arizona Emergency Net – Maricopa (AEN-MAR) meets every Monday at 9:00 PM local time, for training and exercise in the public service communication arts on the Mt. Ord 146.92(-), Shaw Butte 147.24(+) or Scottsdale Airpark 146.760(-) repeaters. The repeaters require a 162.2 Hz tone. The repeaters are linked and cover most of Maricopa County and portions of Pinal, Gila, Coconino and Yavapai Counties in central Arizona. http://www.aen-mar.org

- Saguaro National Traffic System (NTS) Net (www.saguaronts.net ), meets daily at 6:30 PM MST (0130Z) on the Eastern Arizona Amateur Radio Society (E.A.A.R.S.) (http://www.eaars.org/ ) repeaters.

We are always looking for people to take messages and deliver them via telephone to hams and non-hams. The net is open to all ham operators regardless of license level and there’s no membership requirement associated with this net. Traffic is not required to check into the net. Training is conducted as needed or when someone asks. This is GREAT way to get involved with Emergency Communications (EMCOM) and learn how it’s done prior to an actual emergency. The repeaters are; 146.86 and (440.700 Hub) Heliograph Peak; 147.28 Guthrie Peak - Greenlee County; 145.21 Jacks Peak, New Mexico. Between Lordsburg & Silver City; 145.41 Pinal Peak Near Globe, AZ; 147.16 Mt Lemmon Near Tucson; 146.70 Greens Peak Near Springerville – Showlow; 145.27 South Mtn. Near Alpine, AZ; 147.08 Mule Mtn. Near Bisbee in Cochise County. All E.A.A.R.S. network repeaters operate with PL tone 141.3. Hello Bob,

The Maricopa Amateur Radio Association, Inc, will be holding its first CopaFest next year on

Saturday October 17th. Would you be able to attend the event and represent the ARRL with a

booth. The location is at Harrah's Complex, located on Ak-Chin land. We would also be interested

in having someone from ARRL give a a presentation on Amateur Radio, as we plan on having

meeting rooms in the adjacent convention center.

Please let me know if this would be possible. We met today with our representative from Ultra Star

and would like to get this marketed as soon as possible.
