May is rapidly approaching and with it comes Chapter elections! Elections will be held at the May lunch meeting. Anyone who is interested in becoming a Chapter Officer, please contact a present board member so we can add your name to the ballot.

As you all know by now the 2007 Chapter Roster was printed and distributed at the Chapter February and March lunch meetings. Plan on attending this month’s meeting to pick up your copy, if you have not done so already. Steve did an outstanding job!

Good Luck to all of you who are taking the 2007 CPD Examination. An additional testing date has been added. The test will now be held on Friday April 20 and Saturday, April 21, 2007. For more information and to get the CPD Bulletin, go to www.aspe.org/CPD/2006-2007CPDBulletin.pdf.

The Society held its annual grass roots budget meeting at the Society offices in Chicago on March 17, 2007. Some of the highlights of the meeting were:

• The Society is still working with a deficit, but it is getting smaller.

• Society will raise dues $10.00 for all member categories except for student members due to rising costs.

• Dues collections are lagging behind. Please pay your dues promptly.

• Plumbing Systems and Design magazine is currently in the red. More advertising is needed to offset the costs.

The Technical Symposium will be held in Atlanta this year. The Education Committee is soliciting speakers. If you would like to present

VPTechnical-DaveDexterIt’s is spring out there today with a pleasant

temperature and sunny sky. Not the type of weather to be planning for our next ASPE meeting, but it is almost time.

Last month’s meeting was well attended as many of this year’s meetings have been.I must thank Jamie Heinz, Technical Service Representative for Spears® Manufacturing Co. for an outstanding presentation on alternate materials for acid waste systems, CPVC. Jamie was not the speaker who originally agreed to speak and set up the program. Jim Lyons, our former local representative, changed employers and did not advise Spears® of his commitment to speak at our monthly meeting. So for a couple of days and several telephone calls, the topic and speaker were in question. But thanks to the Spears ® Company, Jamie (not a representative from our area), stepped up to the plate and gave us an interesting and informative presentation on this alternate material. As Jamie stated, this material has many uses, but does have some limitations. So add this to your “tool box,” and as with any material, consider the

client’s application and best selection for the end use.

This month we had scheduled a discussion on Siphonic Roof Drainage System. However, a scheduling conflict developed with our speaker (beyond his control) so the topic has changed. This month, through the efforts of Tim Gleich and BWA South, our topic will be LEED®-NC (New Construction) Survey and Applicable Water Conservation Products. Our speaker will be Mr. Pat McQuillan. Pat is currently the Business Development Manager for Zurn Commercial Brass. He has 5 years of experience in the HVAC industry with �� years of experience in the plumbing industry related to product design engineering, marketing, and sales. Pat holds a BSME from the University of Michigan, Ann Arbor and an MBA from DePaul University in Chicago. His presentation will cover all aspects of the USGBC’s (United States Green Building Council) LEED® -NC version 2.2 (Leadership in Environmental and Engineering

Design – New Construction). The discussion will focus on the goals, objectives, definitions, and necessary actions, along with some actual results. He will also describe the role of each member of the design team: owner, architect, contractors, engineers, and manufacturers. An the last part of the presentation will be spent describing some water conservation products that have been successfully designed, specified, and installed in current LEED® projects.

We will reschedule our Siphonic Roof Drainage presentation for early in the next ASPE year. So do not let the change in topics keep you from attending this meeting. We have been having a great turnout by the membership so far, so let’s keep up that trend and make your reservation now. Have you ever wondered how the Ohio Building Code, and related codes got their start? Starting this month I will be bringing you a brief history of the Ohio Board of Building Standards and the Ohio Building Code. From the State of Ohio’s website . . .

HistoryandDevelopmentoftheOhioBuildingCode

The first building code written for application throughout the State of Ohio was started in 1911 when the Ohio legislature passed an act providing for a building code to regulate the construction, repair, alteration, additions, sanitation and fire protection for public buildings. This act was to be applicable to the following classes of buildings by title:

Title �. Theaters and assembly halls.Title 2. Churches.

Title 3. School buildings.Title 4. Asylums, hospitals and homes.Title 5. Hotels, lodging houses, apartments and tenement houses.Title 6. Club and lodge buildings.Title 7. Workshops, factories, and mercantile establishments.Code provisions of a specification type were

written for Title 1, theaters and assembly halls and Title 3, school buildings. These provisions were enacted by incorporation into the State statutes by the General Assembly. Titles 2, 3, 4,5,6, and 7 were never completed and no further work was done on the code by the legislature except for some amendments in �925 and again in �95�.

From 1913 to 1921 the Division of Workshops and Factories, a part of the Industrial Commission, was the enforcement agency for the partial code as enacted. The code was supplemented by rules of the Industrial Commission for those portions that had not been completed by the legislature.

In �92� the Department of Industrial Relations was created with the Industrial Commission being attached to a new department for administrative purposes but retained its independent authority. In �9�4 the Industrial Commission became a separate department under the direct control of the governor. This left the Department of Industrial Relations with the Division of Workshops and Factories to administer the building code but without rule making power.

To further compound matters, the rules of the Industrial Commission, which supplemented the still incomplete codes, were declared invalid for enforcement purposes. During this period there was a Board of Building’s Standards but it operated under awkward and cumbersome restrictions. The board had the authority only to declare a particular material, fixture or device equivalent to that specified in the Ohio Revised Code.

Through the inactivity of the Board from time to time due to lack of funds for its operation and its restricted powers, the building code became more and more out of date. This prevailed until the late 40’s and early 50’s when the aroused building public stirred interest in the legislators to

do something about the obsolete and restrictive 40 year old code.

The legislature considered the matter at several sessions and directed the Ohio Program Commission to set up a committee to prepare a comprehensive building code. The building code in existence in Ohio from �9�� was a statuary code. Each of its provisions was specifically enacted by the legislature as a section of the Ohio Revised Code. This procedure required that every amendment or addition to the code must also await action by the legislature and wend its way through the legislative process to final enactment.

A “new” code was formulated and submitted to the general assembly in �95� for consideration. The bill, as presented, contained some 830 pages. Strong opposition from industry was brought to bear. The principal objection stemmed from the fact that industry had little opportunity to review the bill prior to public hearings in the legislature and it became evident that promulgating a building code by the statutory process was a nearly impossible task.

but raise affiliates dues to make up the difference.

• Large discussion on PS&D - it will lose money this budget cycle.

• How do we increase advertising? • Symposium sponsorship, start at $500 as

friend of ASPE. • Projecting 400 attendance for Atlanta.• Chapters need to be creative to generate

funds to send increased members to the symposium.

• Discussion on publications as a source of revenue, 1,000 books @$129 for a 700+ page book on plumbing tables and charts.

• CPD testing now that it is being available on-line.

• Discussion on CIPE conversion to CPD.• Education – Chicago has provided a 16-

week plumbing design training seminar. They offer a trainer class (2 days), provide all the material ($1,200 + expenses), cost for PowerPoint. There will be a cost for student ($65?) Need to look at this.

• Discussion on affiliate members to vote on dues.

• Discussion on membership lost do to changes in dues or publication of handbook; the book in CD ROM form cost us about �0%.

• Much discussion on the dues and revenue.• Start discussion on expenses. • Board expenses.• Revenue streams – dues, convention/

symposium and publications.• Sponsoring the symposium to help reduce

the financials.• Publication of PS&D – 10 issues, discussion

of going to 6 issues and how the cost could be impacted.

• How about maintaining ownership

but having someone else publishing and managing?

• Julius closed out the budget discussion and opened up for general discussion.

• Discussion about going to a 2-year budget cycle instead of �-year as is current practice.

• Debt owed to chapters is about $762.5 K. • Check on Central Ohio’s dues debit for
