ECCA Guidelines The ECCA’s principal source of guidelines which define what the future holds for the Eau Claire Community is contained in the Area Redevelopment Plan (ARP). City Council directed that this ARP be developed in 1994 and its major recommendations were adopted under By-Law 2P95 in 1995. The Board actively seeks input from residents. We also thought a little history about Eau Claire was in order as the area has undergone such incredible changes over the past 100 years; especially over the last 25 years. Our Planning and Development section highlights the ongoing changes that are occurring and we hope the evolution of Eau Claire adds a sense of hustle, bustle and excite- ment. Hopefully you are enjoying spring, the budding greenery and that you are getting out to enjoy the scenery. I must admit I don’t miss the cold, dark and snow of the past winter. The new longer days are just great ! Eau Claire Plaza Vision As outlined in our February Newsletter, the process to develop a vision for the Eau Claire Plaza continues (area east of the “Y”). The ECCA and other stakeholders have submitted their first comments. The document has been updated based on suggestions received. On April 29 a meeting of the ap- proximately twenty interested parties will be held to approve the document. It should be noted that the ECCA still feels the offered proposals are very vague and we are resubmitting specific recommendations. Further meetings are scheduled in May and June to create common ground and reach a consen- sus on the vision that will lead to improvements to the area. Planning and Development Issues Several proposals are being considered and development / construction is underway at a number of locations in and near the Eau Claire Community. • The Children's Day Care Centre in Prince’s Island Crossing is apparently going to close. A developer has expressed an interest in creating offices for an oil and gas related business in the space. The ECCA felt this proposed development would carry little negative impact and intends to support the project. • Construction has begun on a condo development on the south-east corner of 6th St and 3rd Ave SW. The structure will be about 15 stories high when completed. • Construction is underway on an office tower on the block just south-west of the Eau Claire Market. This project has been in the proposal stage for a number of years and is now finally underway. • Residents of Livingstone Place between 7th and 8th St and south of 3rd Ave have been displeased with Enterprise Car Rentals who have on occa- sion created a difficult environment in the alley.
