local government in Buenos Aires has not legal power to invest in sidewalks –they are in charge of the private, only roadways are in charge of citycouncil

local government in Barcelona has not the power to modify public space without consent by citizen participation

Within both places –Buenos Aires Downtown and Barcelona suburban district, the families legitimate ‘what & where’
