DEMOGRAPHIC ANALYSIS
1.0 INTRODUCTION This technical memorandum (TM) presents the demographic analysis performed for the purpose of estimating the number and type of future water customers served by the Woodinville Water District (District). This demographic analysis is the basis for estimating future water demands within the District's retail water service area (RWSA) for the District's Comprehensive Water System Plan Update (Plan). As such, it is a critical component to understanding future infrastructure needs of the water system. Figure 1.1 presents the District's RWSA boundary.
According to Puget Sound Regional Council (PRSC) estimates, the District currently serves a population of approximately 48,000 in addition to 22,000 employees. The demographic projections presented in this memorandum were provided by the PSRC's Land Use Vision (LUV) dataset and customized for each of the District's pressure zones. A map showing the water system pressure zones is presented in Figure 1.2.
Overall, the LUV dataset forecasts 0.9 percent annual residential growth and 1.3 percent annual employment growth within the District's RWSA through 2040. The District anticipates that growth of its number of water accounts may be less than predicted by the PSRC LUV dataset. Therefore, the District also developed a Reduced Growth Scenario that decreases the PSRC LUV growth rates by 25 percent resulting in 0.6 percent annual residential growth and 1.0 percent annual employment growth.
High, medium, and low water demand projection scenarios will be developed for the District's Plan. The PSRC LUV Growth Scenario will be used for the high demand projections and the Reduced Growth Scenario will be used for the medium and low demand projections. System analyses will be performed for the District's supply, pumping, storage, and distribution system using the medium demand projection scenario.
