Kathryn Beck of Beck Botanical Services has over 25 years’ experience as a botanist and field

biologist in Washington, California, Oregon, Idaho and Alaska. Ms. Beck has designed and

participated in a diversity of vegetation analysis and natural resource planning projects, and

provides botanical consulting and expertise in the following fields: Rare/RTE plant surveys,

plant taxonomy, vegetation community mapping, noxious weed surveys, and natural resources

planning. Ms. Beck has conducted Rare plant surveys for many FERC hydroelectric dam

relicensing projects, solar energy projects, wind energy projects, transmission line projects, and

pipeline projects. She has prepared botanical assessments and resource reports for many of these

projects. In addition, she has worked for a variety of federal and state agencies, and private

companies. Ms. Beck was involved in locating, describing and publishing three plant taxa new

to science. She has published several articles in scientific journals. Beck Botanical Services, of

which Ms. Beck is the sole proprietor, is a small, independent, woman-owned business.

Biodiversity Project. Surveyed a variety of habitats including wetland, shrub-steppe, riparian,

and wrote comprehensive reports. Identified and published 3 previously undescribed plant taxa

SUMMARY OF EXPERIENCE I have been a rare plant botanist for 25 years, as a private consultant and as the lead botanist for the state of Washington for five years. I specialize in plant taxonomy, floristic surveys, and threatened, endangered and sensitive rare plants of the west. I have conducted surveys to determine presence, designed and implemented mitigation criteria, conducted original research, designed long and short-term monitoring protocols, evaluated rarity, described new species, written reintroduction and restoration plans, analyzed data, and written survey reports. Over the course of my career I have conducted and/or participated in more than 75 rare plant surveys. My secondary specialty is technical writing. I have been working in Mojave Desert habitats since 2008. EDUCATION B.S. Botany and Ecology. 1987. The Evergreen State College, Olympia, Washington. BOTANICAL FOCUS I have been conducting rare plant surveys since 1987, first in Washington State for the US Forest Service and other clients, including large public utility districts and The Nature Conservancy, then throughout the Pacific Northwest for various clients, and for the last five years throughout the west, from Alaska to southern California. I have designed and/or conducted surveys in eastern Washington, southern Idaho, eastern Oregon, western Washington and Oregon, the Sierra Nevada of California, the Tehachapi Mountains of California, the Mojave Desert of California and Nevada, and southeastern Alaska. I have and use an extensive botanical library, including the Jepson Manual of California, the five volume Flora of the Pacific Northwest, the available volumes of The Intermountain Flora and the Flora of North America, and many more regional floras.

I have produced the botanical sections of multiple Environmental Impact Statements and Assessments and written status reports, conservation plans, and original peer-reviewed papers. I have found two species and one variety new to science, and my work has contributed to the renaming of species, range extensions, new occurrence records, and reclassifications of species endangerment status. My publications are below. I completed the week-long training in plant and vegetation monitoring sponsored by the Bureau of Land Management (2002) and assisted in the development of the national standards for plant occurrence separation distances through Natureserve (2004-2005). I also completed the weeklong Natural Heritage training through Natureserve (2001). My company is a certified Women Owned Business through the California Energy Commission certification. Since 2008 I have participated in large scale botanical assessments for proposed solar projects. All have been in the Mojave Desert of California and Nevada. RECENT EXPERIENCE: MOJAVE DESERT PROJECTS Ivanpah SEGS, E. Mojave Desert, CH2M HILL and BrightSource Energy, San Bernardino County, CA. Led a portion of the rare plant mitigation as per USFWS Biological Opinion for this solar project, identifying previously unknown localities on nearby public land for Asclepias nyctaginifolia and Sphaeralcea rusbyi var. eremicola. I will be writing the report for this work. June 2011. Hidden Hills Ranch SEGS, CH2M HILL and BrightSource Energy, E. Mojave Desert, Inyo County, CA and Clark County, NV. Participated in late spring rare plant surveys on transmission lines associated with a proposed 3,500-acre solar site. June 2011. Ivanpah SEGS, E. Participated in transect-based vegetation studies to evaluate habitat for desert tortoise translocation from Fort Irwin, using USGS protocols. I have an extensive botanical library. Surveys in the Central Valley, foothills and Sierra Nevada of California were conducted from 1978 through 1998. I assisted in producing the botanical sections of multiple Environmental Impact Statements and Assessments. Survey activities contributed to the renaming of species, range extensions, new occurrence records, and reclassifications of species endangerment status. Sacramento, CA. 388 pp. Survey work with John Stebbins of CSUF through the 1980s led to many specials collections that made their way into multiple herbariums as voucher specimens. Due to my botanical experience, during the 1990s I was in charge of compiling project species lists for numerous California studies, from the coast to the mountains and in northern and southern California. I have researched, designed and performed many rare plant surveys in California. Out of state work includes Oregon, Colorado, and Nevada. In 1992 I joined Central Oregon Botanists and conducted forest health surveys, rare plant inventories and noxious weed assessments for eastern Oregon forests. In 1996 I assisted in a botanical survey in Colorado of the Four Corners Area. In this century I have worked primarily in the Mojave Desert, especially in the eastern Mojave. I have also compiled species lists as part of wildlife studies in the western Mojave. I have limited experience in the Sonoran Desert (i.e. two projects). I have been on large projects where I was responsible for rare plant and wildlife species inventories across state lines (e.g. Kern River Pipeline from Utah to California). Many transmission line and pipeline projects have allowed me to work in Nevada. I have keyed select species using The Intermountain Flora, and The Cacti of the United States and Canada (Benson 1982). During my professional career I have attended training in habitat assessments such as In-stream Flow Workshop sponsored by the California Department of Fish and Game (1983), Habitat Evaluation Procedures (HEP) sponsored by the U.S. Fish and Wildlife Service (1986), Basic Wetland Delineation by the Wetland Training Institute (2004), and Federal Requirements for Public Projects sponsored by the Federal Energy Regulatory Commission (2008). Recent Experience: General Botanical and Mojave Desert Projects Ivanpah Solar Electric Generating System Project in the E. Mojave Desert, San Bernardino Co., CA Perform rare plant mitigation as per USFWS Biological Opinion for this developing solar project. Duties include rare plant surveys, protection fencing, salvage and transplanting into on-site long term nursery. Primary mitigation species include Asclepias nyctaginifolia, Coryphantha chlorantha, Grusonia parishii, and Sphaeralcea rusbyi var. eremicola. Supervise fencing and salvage field crews, recording botanical data on Trimble and downloading data, and compiling photographic logs. Compile daily and weekly summaries and project inventories. Conduct some restoration work including identifying plants, locating populations and collecting native seed. Assist in a project region Habitat Assessment for Desert Tortoise utilizing line intercept and Daubenmyer cover estimate. Rare plant mitigation work is scheduled to continue this summer and fall. October 2010 – March 2011. Buena Vista 3-D Seismic Survey Project, Central Valley, Kern County, California. In charge of determining seismic survey impacts to vegetation communities in a 200 square mile (128,000 acres) project in SW Kern County, CA. Design methodology to meet mitigation assessment requirements of BLM, and USFWS Biological Opinion for Seismic Projects of the Central Valley. Conduct regional assessment of existing land use, and acreage determinations of shrublands and grassland habitats. Conduct habitat cover assessments of saltbush scrub shrublands utilizing line intercept measurements to develop cover classes. Gather data for comparisons of natural habitats with those that were disturbed by the project, and data on shrubland community health. Reviewed all laydown areas, cross-country routes, and shot hole sites created in natural habitat in order to classify the level of disturbances at each area. Project disturbance was classified as transitory, long-lasting, permanent, or indeterminate. Calculated the acreage for each of the disturbance classifications, and compared final project impact acreage to the amount of affected area estimated in the biological assessment. Reviewed and directed repair of potential erosion areas and assessed impacts to cryptogamic soil crust formations. Performed field measurements, compiled photographic records, and conducted statistical treatments. Calculated the final mitigation cost of this project; suggested proactive restoration alternatives. Wrote the Final Report: Vegetation Impact Analysis of Seismic Project Activities. 76pp. Submitted to BioEnvironmental Associates (BEA), Bakersfield BLM, and Occidental Petroleum, Inc. October 2009 – April 2010. Hidden Hills Ranch SEGS, CH2M HILL and BrightSource Energy, Mojave Desert, Inyo County. Assist in a late-season rare plant survey for a proposed 3,500-acre solar site using Intuitive Controlled Method. Surveyed for Eriogonum bifurcatum and used GPS units to record field data. She has conducted biological inventories for rare plants, invasive weeds, and native vegetation in many coastal, desert and mountain locations. He worked at the herbarium of the Museum of Systematic Biology at University of California, Irvine, for nine years maintaining and expanding the herbarium, which included collecting and identifying specimens from the Mojave Desert. SELECTED PROJECT EXPERIENCE Hidden Hills Large-scale Solar Facility Late-season Rare Plant Survey (2010). Ms. Scott

participated in a late-season rare plant survey for CH2M HILL and BrightSource Energy in the Mojave Desert, Inyo County, CA. The late-season rare plant survey was conducted for the 3,500-acre site using intuitive controlled method and using GPS units to record field data. The spring survey is planned for 2011 and will complete fulfillment of survey requirements of the Bureau of Land Management (BLM), CDFG, USFWS, the California Native Plant Society, and the California Energy Commission (CEC).

North Sky River Wind Energy Project Rare Plant Surveys (2010). Ms. Scott conducted

botanical surveys in May, June and July for North Sky River Energy, LLC under the prime contractor CH2M HILL. The 6,150-acre project area was located in the foothills of the Tehachapi Mountains and the southern Sierra Nevada abutting the western edge of the Mojave Desert in Kern County, California. The purpose of the botanical surveys was to locate and map occurrences of special-status plant species and invasive weeds occurring within the proposed project area.

Alta Infill Wind Project Rare Plant Surveys and Mapping (2010). Ms. Scott conducted late-

season botanical surveys in June 2010 for a large-scale wind power project near Mojave, CA. In addition to surveying for rare plants, Ms. Scott also mapped locations of the federally and State

Ivanpah Solar Energy Project Rare Plant Relocation and Demarcation (2010). Ms. Scott

assisted with relocating previously identified rare plant locations for BrightSource's large-scale solar development project in the Mojave Desert, San Bernardino, CA. GANDA was subcontracted to CH2M HILL on this project. Rare plants observed on site included Asclepias nyctaginifolia, Coryphantha chlorantha, Grusonia parishii, and Sphaeralcea rusbyi var. eremicola. Rare plant locations had been recorded on GPS units during subsequent years of botanical surveys. Relocated rare plants were re-mapped using Trimble GeoXT GPS units, data on the individuals or population was updated, and the locations were flagged and staked for avoidance or translocation in preparation for construction.

Broadwell Lake Rare Plant Survey (2009). Ms. Scott conducted a large-scale floristically-

based rare plant survey for a proposed solar power plant in the Mojave Desert near Barstow, CA. Several new populations of rare plants were found during these surveys. The survey met the requirements of CEC, BLM, USFWS and CNPS.

Mormon Mesa Rare Plant Survey (2008). Ms. Scott assisted with a large-scale floristically-

based rare plant survey in the northeastern Mojave Desert near Mesquite, NV. This survey satisfied the requirements of BLM and USFWS.
