INTRODUCTIONINTRODUCTIONINTRODUCTIONINTRODUCTION This manual illustrates QVC’s performance standards and test methods for various QVC Apparel and Home textiles products. It contains standard testing methods as well as requirements for various products, providing a summary of QVC’s expectations in terms of performance and compliance for such products. Vendors should be aware of QVC’s quality expectation level prior to negotiating prices, price commitments and order agreements. As such, QVC products specifications are provided to all QVC vendors.

As you are no doubt aware there are rules restricting the marketing and use of dangerous substances and preparations (namely azodye colourants) which might come into prolonged contact with the skin or oral cavity. (These rules can be found in The Controls on Certain Azo Dyes and "Blue Colourant" Regulations 2003. It is illegal to place on the market any products that do not comply with these regulations.
It is the responsibility of QVC vendors to ensure that their product complies with these rules and we recommend that you obtain evidence of compliance. This should be either in the form of a certificate from an accredited test house, which has applied the test criteria set out in the directive or other evidence of supply source compliance. st January 2009 QVC vendors are required to do one of the following:-
• supply an Azo test report from an independent test laboratory for all their ranges; or
• submit a signed copy of this document confirming that all their products conform to the above directive and are therefore Azo dye free. This self certificate will be valid for 12 months. QVC will no longer be able to purchase and air products from vendors that have not signed and returned this letter.
The Quality Assurance Department will be commissioning random independent testing of delivered products. Representative samples will be taken from orders comprising of more than one style and a composite sample will be tested of any style in more than one colour. QVC will absorb the cost of this testing, however if a vendor’s results do not conform to regulations, QVC reserves the right to carry out further testing at the vendor’s expense and / or reject the shipment in whole or part on the grounds of non-compliance with these legal requirements. If any product is found to fail, then QVC will conduct a 95% AQL check on the vendor’s remaining lines within the warehouse to ascertain if any other products may be affected, and / or products need to be rejected, this escalated check will be carried out at the vendor’s expense. In the event that these SKU’s have been sold this would result in market place action including the possibility of a recall of all sold items. Any market place action will be at the vendor’s expense. It is therefore in the vendor’s interest to ensure that all products are compliant. Any vendor that is found to have submitted a product that is failed will immediately have their self certificate status revoked and will be required to submit passed Azo dye test reports for their next 6 lines. If these reports are deemed to be satisfactory then they can once again revert back to the self certification process described in this letter. To minimise the cost involved with testing QVC is introducing reduced testing based upon the quantities ordered per sku/style. Please refer to the below before requesting your testing on any apparel or home textile product. • Under 50 units (combined total for all colour options) – Fibre
composition and any other legislative testing only (no colour fastness or stability testing is required)
• 50-249 units (combined total for all colour options) – Fibre composition and any other legislative tests plus stability on one colour option and colour fastness testing ( no colour fastness to light) to be completed on the darkest colour option only.
• 250-499 units (combined total for all colour options) – Fibre composition and any other legislative tests plus stability testing on one colour option and colour fastness testing on all colour options but no colour fastness to light testing necessary.
• >500 units and TSV’s (combined total for all colour options) – All compulsory testing as per performance specification plus additional appearance after wash test.
• Any claims that are being made about a product i.e. a stipulated thread count or water resistance, regardless of quantities ordered must also be tested and substantiated.
• On occasion, QVC may deem it necessary to request additional testing on certain products that fall outside of the above guidelines.

PARLIAMENT AND OF THE COUNCIL.
Dear Vendor, Please be advised of the above legislation changes which have now been introduced within the European Union and comes into force on the 8
th May 2012.
There are several changes within the standard but the main one concerns any products that you supply QVC that contain either leather or suede components. In these instances the fibre composition label must carry the normal % breakdown of the components used but must also state at the top of the fibre comp label ‘CONTAINS NONCONTAINS NONCONTAINS NONCONTAINS NON----TEXTILE PARTS OF ANIMAL ORIGIN’ TEXTILE PARTS OF ANIMAL ORIGIN’ TEXTILE PARTS OF ANIMAL ORIGIN’ TEXTILE PARTS OF ANIMAL ORIGIN’ See diagram below. . . . It will be illegal to sell any product containing parts of animal origin without this information.
From the 1
st December 2011 we require any products containing leather or suede
that are submitted through QA to be carrying this information on the fibre composition labels or we will not be able to issue you a conditionally accepted FPI.
