message from the executive director

“With the continued help and support of APHA members like you, we’re building ” an enormous bullhorn for public health — and we’re not afraid to use it.

Dear colleagues and supporters,

Our voice is making a difference.

For more than a century, APHA has served as a nation-al voice for evidence-informed advocacy to advance the public’s health through policy. That distinctive public health perspective — one that combines a unique mix of science, compassion, equity and justice — has long been instrumental in advancing support for policies that give more people in more places the chance to live longer, healthier lives. It’s also just as relevant and powerful today as it was when APHA frst began in 1872. Maybe even more.

As a feld, public health is facing a formidable number of health threats and uncertainties, from the poten-tial catastrophic effects of global climate change to the everyday struggles of local health departments facing budget cuts and workforce shortages. There’s the reemergence of diseases like measles and the risk that rising youth e-cigarette use will reverse decades of anti-tobacco success. The number of Americans without health insurance is increasing at a time when our overall life expectancy is decreasing. Across the nation, income inequality is at its widest point in decades, while attacks on the social supports that ev-eryone needs to be successful are on the rise. Access

to essential needs like adequate housing are diminish-ing, while people who live in rural America are now suffering from preventable epidemics and inadequate access to health care.

It’s a dizzying array of serious risks to people’s health, but we also see it as an opportunity to zero in on evidence-based solutions that both improve health outcomes and eliminate health disparities. We view our tagline — For science. For action. For health. — as a sort of North Star, guiding our response as a 50,000-member-strong Association and keeping us fo-cused on the pillars of public heath practice that have successfully led the feld through nearly 150 years of health-promoting and lifesaving achievements.

Today, with that North Star in clear focus, APHA is leading the way with both cutting-edge research and practice and policy tools. We’ve been working hard to make sure our unique voice can be heard above the constant clutter and misinformation of the modern media and political environment. With the continued help and support of APHA members like you, we’re building an enormous bullhorn for public health — and we’re not afraid to use it.

In fact, APHA is increasingly the go-to source for the public health perspective, whether it’s in the halls

of Congress or in the headlines of your morning newsfeed. We’re standing among the nation’s lead-ing voices on a range of urgent public health issues, from environmental deregulation and attacks on re-productive rights to persistent efforts to dismantle the Affordable Care Act.

In the Association’s last fscal year, for example, APHA members and supporters sent nearly 10,000 messages to Congress in response to APHA Action Alerts. APHA leaders, members, events and research were cited in more than 50,000 news articles. Our award-winning newspaper, The Nation’s Health, topped 336,800 views online. Our social media platforms are reaching more than 800,000 followers, and APHA’s American Journal of Public Health continues to be among the most highly cited peer-reviewed journals in the coun-try, recently rising from No. 16 to No. 12 in the offcial rankings.

We’re in the room during critical health policy dis-cussions and we’re taking a deliberate stand against attempts to misinform the public with bogus health conspiracies and manufactured doubt. APHA speaks for health, equity and justice, no matter the audience.

As an Association, we’re certainly focused on growing our national presence, but we also remain dedicated

2019 executive board

to the everyday needs of our members — many of whom are working on the front lines to keep their communities healthy and to protect all residents, regardless of immigration status, from preventable disease and injury.

For example, in the last fscal year — July 1, 2018, to June 30, 2019 — APHA published a variety of new books, reports, and fact sheets for workers in the feld, such as a new guide on passing the Certifed in Public Health exam and a report on closing gaps in children’s environmental health services. APHA’s Annual Meet-ing and Expo continues to draw thousands of people from around the world for fve days of learning, net-working and organizing. Hundreds of communities took part in the 2019 National Public Health Week celebration. And our very frst APHA Policy Action Institute welcomed more than 300 attendees and featured some of the nation’s leading policymakers, including House Speaker Nancy Pelosi. I hope you’ll take a moment to read about these accomplishments and many more in the following pages.

Finally, I’d like to say thank you. Thank you for your guidance and support as we help push public health into a new decade and stand strong against power-ful forces that slander science, peddle misinformation and put proft over people. We are in a struggle for our very lives. To win this thing, we have to be strategic, tenacious and unapologetically ferocious. We may not be the largest Association in town, but with your help, our voice can be the most infuential.

In August 2018, a new AJPH study reported that Russian social media bots weren’t just sowing

political division — they were also spreading misin-formation about vaccine safety. The fndings made headlines across the country, turning the research into one of the year’s top peer-reviewed studies.

And vaccine misinformation was just one of many hot topics that AJPH has recently tackled. In the past year, the journal published research and articles on gun vi-olence prevention, immigrant health, police brutality, opioid addiction, electronic cigarettes, homelessness, transgender health and much more.

“AJPH is a leading source of original, relevant, peer-reviewed public health research,” said Georges Benjamin, publisher of AJPH and executive director of APHA. “Authors look to AJPH frst as a place to bring their research because they know it will have impact.”

In fact, AJPH’s impact is getting even bigger. Data from Journal Citation Reports shows that the journal’s impact — or the frequency that scholars cite its arti-cles — rose to 5.381 in 2018, up from 4.380 in 2017. AJPH also rose among peer journals in the Science Citation Index, from No. 16 in 2017 to No. 12 in 2018,

With so many challenges before us, it’s more important than ever to stand up for the science and follow the evidence. Fortunately, APHA’s American Journal of Public Health and APHA Press continue to be on the cutting-edge of public health research and practice.

and also ranks No. 6 in the Social Sciences Citation Index.

Over at APHA Press, four new books hit the shelves. “Environmental Public Health: The Practitioner’s Guide” addresses the theory, science and real-world practice of environmental health for both beginners and veterans in the feld. “Oral Health in America: Removing the Stain of Disparity” explores a range of issues related to oral health inequities, their impacts and solutions, while the “Certifed in Public Health Exam Review Guide” helps readers get ready to earn their CPH credential.

The fourth book, “Control of Communicable Diseas-es: Laboratory Practice,” serves as a complement to APHA’s best-selling “Control of Communicable Dis-eases Manual,” which public health workers have been referencing for more than 100 years.

for inspiration

In February, the inaugural APHA Policy Action Institute welcomed hundreds of public health

practitioners, advocates, students and researchers to Washington, D.C., for a day-long discussion on “Pub-lic Health Under Siege: Improving Policy in Turbulent Times.”

More than 300 people attended the event to learn strat-egies for turning evidence-based health improvement plans into local and national policy. The institute fea-tured remarks from leading health advocates, federal health offcials, and current and former members of Congress, including Speaker of the House Nancy Pe-losi. Other speakers included former U.S. Rep. Henry Waxman; Leana Wen, then-president of Planned Par-enthood; and Dannel Malloy, the former governor of Connecticut who spearheaded legislation to prevent gun violence after the mass shooting at Sandy Hook Elementary School.

“When people ask what the solutions are to so many of our problems, I always say the same thing: ‘Sci-ence, science, science,’” Pelosi told attendees at the institute. “And when they say you must make a choice between faith and science, I say, ‘Science is the an-swer to our prayers.’”

Protecting public health means inspiring others to take action — both for their own health and their community’s health. This year, APHA’s Policy Action Institute provided both the inspiration and the tools to make a real difference.

Also at the institute was Brett Giroir, assistant secre-tary for health at the U.S. Department of Health and Human Services, who used the occasion to release the frst public details about a new HHS plan to end the U.S. HIV epidemic by 2030.

Former acting U.S. Surgeon General Boris Lushniak gave the institute’s concluding remarks, calling on participants to keep fghting for and following the science.

“There’s a resistance to science,” Lushniak said. “But we need you! We need you in the system, we need competent people continuing to do the work. That’s how it gets done.”

Those who couldn’t travel to the frst APHA Policy Action Institute — sponsored by the de Beaumont Foundation, Aetna Foundation and the Jewish Health-care Foundation — kept up via social media with the hashtag #SpeakForHealth.

for action

It’s been another busy year for APHA advocacy, as staff and members spoke up for public health and

pushed back against policies that harm health and deepen inequities.

Between July 2018 and June 2019, APHA members and supporters sent more than 9,800 messages to Congress in response to APHA Action Alerts on a range of critical issues, from increasing public health funding to protecting the public from the health impacts of climate change. APHA also authored or joined more than 100 letters to lawmakers in the last year. Below are just a few examples of APHA's advocacy work in the last year. To get a full listing of such efforts, visit www.apha.org/policies-and-advocacy.

• APHA joined groups around the country calling on members of Congress to codify protections for children separated from their parents at the border: “We stand united against the administration’s harsh immigration enforcement agenda.”

• APHA authored a letter to members of the U.S. House of Representatives, urging legislators to pass a bill to expand background checks for gun purchases: “Our nation has waited far too long to take on this devastating problem in our communities and we can wait no longer.”

5 | Annual Report 2019

APHA is a national leader in public health advocacy, using its voice and infuence to fght for evidence-based policies that maintain robust public health systems, protect the health of all communities, close health disparity gaps and advance health equity.

• APHA called on leaders in the U.S. House and Senate to oppose “draconian” work requirements in the Supplemental Nutrition and Assistance Program, advising them to “reject any provisions that would threaten public health.”

APHA also took its voice to the courtroom, joining six friend-of-the-court briefs submitted to federal courts. In 2019, for example, APHA and deans, chairs and faculty of leading schools of public health submitted an amicus brief in State of Oregon v. Alex Azar, opposing harmful restrictions on Title X family planning funds.

APHA leaders spoke up in person as well. In May, APHA members testifed before a House committee in support of legislation to ban asbestos, and more recently, APHA Executive Director Georges Benjamin testifed on the health effects of climate change.

APHA is also readying the next generation of public health advocates. In July 2019, nearly 200 public health students and early-career professionals from 38 states attended APHA’s second Speak for Health Advocacy Bootcamp, a two-day event that focused on effective strategies for climate advocacy.

for practice

From continuing education to career development to social media training, APHA is a one-stop shop

for public health professionals.

Perhaps at the top of the list is APHA’s Annual Meeting and Expo, which last year convened in San Diego for its 146th meeting and rallied around a theme of “Creating the Healthiest Nation: Health Equity Now.” The 2018 meeting welcomed nearly 13,000 professionals from across the globe, hosted renowned public health speakers, presented hundreds of scientifc sessions, and offered a wealth of networking and career development opportunities. During the fve-day meeting, more than 1,300 attendees earned continuing education credits.

Beyond the Annual Meeting, APHA offers a variety of professional development opportunities. Webinars, for example, are quickly becoming one of APHA’s most popular draws. In June, APHA partnered with the Bloomberg American Health Initiative for a webinar on how parks and recreation agencies can actively advance health and equity. A few months before that, APHA hosted a webinar on gaps in children’s environmental health services.

At APHA, we believe a strong public heath workforce is the foundation of a healthy nation. We’re dedicated to serving as an innovative professional resource for practitioners already in the feld and for those just starting out.

APHA is also working to expand affordable access to its resources with membership options that engage students and early-career professionals. In the last year, for example, the Association welcomed hundreds of new students, thanks to its school-sponsored membership category, which APHA began piloting in 2017 and that gives public health schools and programs the ability to purchase APHA memberships for their students at discounted rates.

Those memberships also come with automatic enrollment in the APHA Student Assembly — still the nation’s largest student-led organization dedicated to the development of public health students — and gives the members access to all the learning and networking resources the Association has to offer. As of this fall, nearly 2,700 students at 14 public health schools and programs have benefted from the new membership category.

Last year, APHA debuted a new center devoted to one of the greatest health threats of the 21st

century: climate change.

At the end of the day, everything APHA does is aimed at ensuring all people have the opportunity to live long, healthy lives free from preventable disease and injury. APHA’s Center for Public Health Policy and its new Center for Climate, Health and Equity are at the forefront of that mission.

The Association offcially launched its new Center for Climate, Health and Equity at APHA’s 2018 An-nual Meeting and Expo in San Diego. The center has fve main goals: raising awareness of climate-related health effects, especially within the public health feld; creating the conditions that make “climate healthy” and equitable choices the easy choices; pro-moting policies that address climate adaptation and mitigation and that advance environmental justice; supporting climate change science; and serving as a leading voice on climate and health.

“Climate change is one of the biggest public health threats of our time,” said APHA Executive Director Georges Benjamin at the center’s launch reception. “Building on more than a decade of APHA work, this center will serve as the epicenter for public health ac-tion on climate change.”

APHA’s Center for Public Health Policy had a busy year as well, offering a number of new health improve-ment tools. The center released three new reports, in-

their children, such as information on asthma man-agement and household triggers. The detailed report was based on three years of analysis, research and in-person meetings with at-risk communities.

“Our scan found that states do a really good job of providing information about environmental health is-sues and even some of the services they provide, but not necessarily how to access those services,” said Tia Taylor Williams, director of APHA’s Center for Public Health Policy, during a presentation on the report’s fndings at the APHA 2018 Annual Meeting.

Other new resources from the center include fact sheets on health equity, environmental justice and educational equity, as well as a new guide for local health departments on integrating equitable climate strategies.
