Broaden Thinking about Alignment

Aligned structures and mechanisms are necessary, but not sufficient.

Also need fluid and responsive linkages and alignment between practices and people at the level of implementation.

Engineers

Gardeners

State Policy as Engineers

• Decisions and actions are more distal from children and families

• Tackle issues that transcend local context

• Ex: Governance, finance, data systems, program quality systems, professional development systems

Page 8: “Whole Child” Birth through Age 8: Anchoring Concepts · “Whole Child” Birth through Age 8: Anchoring Concepts Source: Institute of Medicine (IOM) and National Research Council

Kauerz, K. (4 Dec 2019). Education Commission of the States, Whole Child Meeting. Denver, CO. 8

State Policy as Gardeners• Decisions and actions are more proximal to children

and families

• Tackle issues at the implementation level, ensuring context-specific, culturally-preserving approaches

• Ex: Community partnerships, shared professional learning, data-driven planning

Today and Tomorrow, you will…• Hear from people doing engineering and/or gardening

work

• Interact with state leaders and experts who operationalize “integrative systems” and “whole child” differently, according to their own context

• Spend time, as teams, deepening your strategic vision and plans
