La compétition d’urbanisme visant la
“définition d’une forme urbaine pour la
rue de la Loi et ses abords” a été lancée
le 3 avril 2008 par le ministre président
de la Région bruxelloise, Charles Picqué,
et le vice président de la Commission
européenne, Siim Kallas, sous la forme
d’un marché public de services. La sé-
lection s’est effectuée en deux étapes
sur proposition d’un comité d’avis inter-
national.
1. Sélection de cinq équipes parmi les
35 candidatures introduites (juillet 2008):
- Équipe menée par OMA/NFA;
- Équipe menée par JDS Architects /
Secchi-Vigano;
- Équipe menée par Fletcher Priest Ar-
chitects/WIT Architecten;
- Équipe menée par Xaveer De Geyter
Architects;
- Équipe menée par l’Atelier Christian
de Portzamparc.
2. Le projet de l’Atelier Christian de
Portzamparc est retenu en mars 2009.
Le ministre président charge l’équipe de
Portzamparc d’approfondir l’esquisse
qui a été proposée.
Le comité d’avis était composé de 12
membres:
- 2 représentants de la Région de
Bruxelles-Capitale;
- 2 représentants de la Commission
européenne;
- 2 représentants de la Ville de Bruxelles.
- 6 experts internationaux, choisis via les
représentations permanentes auprès de
l’Union européenne1.
À l’exception d’Olivier Bastin2, architecte
et président du comité d’avis, les repré-
sentants des institutions publiques
étaient des fonctionnaires. Chacun pou-

De stedenbouwkundige wedstrijd voor het
"definiëren van een stadsvorm voor de
Wetstraat en naaste omgeving" werd ge-
lanceerd op 3 april 2008 door de Minister-
Voorzitter van het Brussels Gewest,
Charles Picqué, en de Vice-Voorzitter van
de Europese Commissie, Siim Kallas, in
de vorm van een overheidsopdracht van
diensten. De selectie gebeurde in twee
fasen op voorstel van een internationaal
adviescomité.

2. Het project van Atelier Christian de
Portzamparc werd in maart 2009 uitge-
kozen. De Minister-Voorzitter gelastte
het team van Portzamparc om het voor-
gestelde ontwerp verder uit te diepen.
Het adviescomité bestond uit 12 leden:
- 2 vertegenwoordigers van het Brussels
Hoofdstedelijk Gewest;
- 2 vertegenwoordigers van de Europese
Commissie;
- 2 vertegenwoordigers van de Stad
Brussel;
- 6 internationale deskundigen, uitgeko-
zen door de permanente vertegenwoor-
digingen bij de Europese Unie1.
Met uitzondering van Olivier Bastin2 , ar-
chitect en voorzitter van het adviescomité,
waren de vertegenwoordigers van de
openbare instellingen ambtenaren. Elk

at the 'definition of an urban shape for
the Rue de la Loi and its surroundings'
was launched on 3 April 2008 by the

Rem Koolhaas est souvent considérécomme un des architectes-penseurs dela construction européenne et de sonimage. En effet, l’OMA son agence deRotterdam, travaille sur la question de-puis plus d’une décennie, avec notam-ment son étude sur l’identitéeuropéenne commanditée par RomanoProdi dans le cadre du “rapport dessages” en 2001. L’OMA a également étél’auteur de l’exposition « The image ofEurope » installée sous chapiteau aurond-point Schuman en 2005. RemKoolhaas participe actuellement augroupe de réflexion “Europe 2020”, vi-sant à déterminer les objectifs de l’évo-lution de l’union dans cette décennie.
NFA est une agence fondée à Bruxellesen 2006 par un ancien associé de RemKoolhaas ayant travaillé sur la questionEuropéenne depuis l’étude Prodi. Saproposition d’association avec OMA pourla “Projet urbain Loi” fut l’occasion dedonner forme à ce qui était restéjusqu’alors un discours.
Deux ensembles de demandes contra-dictoires sous-tendent cette compétition :
- Améliorer la qualité urbaine de la trèscongestionnée «Rue de la Loi » en dou-blant sa densité,
- Créer un nouveau quartier Européensur un site déjà occupé par un exempleclassique de la ville Européenne.
La première question est morpholo-gique, la seconde symbolique.En réponse à la morphologie, nous pro-

Rem Koolhaas wordt vaak beschouwdals één van de architecten-denkers dieaan de basis ligt van de bouw van Europaen zijn imago. OMA, zijn bureau in Rot-terdam, werkt immers al meer dan eendecennium rond dat thema, met ondermeer zijn studie rond de Europese iden-titeit, in opdracht van Romano Prodi inhet kader van het "rapport der wijzen" in2001. OMA was ook de auteur van detentoonstelling "The image of Europe",die werd georganiseerd onder de grotetent op het Schumanplein in 2005. RemKoolhaas zetelt momenteel in de denk-groep "Europe 2020", die de doelstellin-gen inzake de evolutie van de unie voorhet komende decennium moet bepalen.
NFA is een agentschap dat in 2006 werdopgericht in Brussel door een gewezenpartner van Rem Koolhaas, die sinds deProdi-studie eveneens rond de Europesekwestie werkte. Het voorstel voor devereniging met OMA rond het "Stadspro-ject Wet" was de gelegenheid bij uitstekom concreet vorm te geven aan een ideedat tot dan toe slechts een abstract ge-geven was.
Deze wedstrijd is gebaseerd op twee en-igszins tegenstrijdige eisenpakketten:
- Verbetering van de stedelijke kwaliteitvan de erg verzadigde "Wetstraat" dooreen verdubbeling van de dichtheid,
- Het creëren van een nieuwe Europesewijk op een site die reeds ingenomen isdoor een klassiek voorbeeld van de Eu-ropese stad.

Rem Koolhaas is often regarded as oneof the architectural theorists of the Eu-ropean project and its image. OMA, hisRotterdam-based architecture firm, hasbeen working on these issues for over adecade, not least with its study of Euro-pean identity commissioned by RomanoProdi at the time of the "wise men's re-port" in 2001. OMA also designed theexhibition "The Image of Europe" heldunder canvas at the Rond-Point Schu-man in 2005. Rem Koolhaas is currentlyinvolved in the "Europe 2020" studygroup, which aims to identify the direc-tion of the EU over the next decade.
NFA is a firm founded in Brussels in2006 by a former partner of Rem Kool-haas who has worked on the Europeanquestion since the time of the Prodistudy. His suggestion that his firmshould join with OMA for the "Loi urbanproject" gave form to what had previousbeen just a discussion.
Two sets of contradictory demands de-fine this competition:
- To improve the urban qualities of thealready congested Rue de la Loi by dou-bling its density.
- To create a new European quarter ona site which is already occupied by aclassical example of the traditional Eu-ropean city.
The first issue is morphological, the se-cond symbolic. To address the morpho-logy, we introduce in Brussels theancient European typology of the ‘por-

posons d’introduire à Bruxelles l’arché-type Européen du “portique”, emblèmeclassique du “public”.Il forme un écran de masses ajouréesintroduisant dans la tranchée claustro-phobe de la rue de la Loi une profondeurd’ouvertures latérales. Celles-ci définis-sent un espace politique convergeant,sinon une Agora.Le portique est couronné par des élémentsfédérateurs, parallèle à la rue de la Loi,alors soutenue comme axe Européen.Perpendiculairement à cet axe politique,le logement, et de façon générale le“privé”, est aligné de manière à ce quesa masse n’accroisse pas la pressionsur la rue de la Loi. En tant que “Skyline”,ce contraste d’orientation entre “l’euro-péen” et le “privé” représente un proto-type de planification rétroactive qui nese base pas sur la puissance brutale dela Tabula Rasa. Elle accepte les donnéesd’un contexte et évite ainsi la stérilitéd’un nouveau départ, qui risquerait dedéfinir son articulation de l’espace poli-tique entre le môle de Washington et laCité Interdite.
En réponse au symbolisme nous identi-fions deux interruptions dans la rue dela Loi, ou l’apparition de deux sites del’Europe, qui se joignent à ses autres en-tités incorporées dans la substanceBruxelloise. Ensemble, ces chaînes dis-persées offrent une démonstrationexemplaire de combinaison de moder-nité et d’histoire, essence du projet Eu-ropéen.

Als antwoord op de morfologische kwes-tie stellen wij voor om in Brussel het Eu-ropese archetype van de "portiek" teintroduceren, het klassieke embleemnaar het brede publiek toe. De portiek vormt een scherm van deelsopengetrokken massa's, dat in de claus-trofobische nauwte van de Wetstraat eendiepte van laterale openingen introdu-ceert. Dit geheel geeft vorm aan eenconvergerende politieke ruimte of eenagora. De portiek wordt afgewerkt met vereni-gende elementen, parallel aan de Wet-straat, die hierdoor wordt bevestigd alsEuropese as. Loodrecht op die politieke as wordt dewoonfunctie, en meer algemeen het "pri-vate leven", zodanig in lijn gebracht datde massa ervan niet de druk op de Wet-straat verhoogt. Wat de "Skyline" betreft,vormt die contrasterende oriëntatie vanhet "Europese leven" en het "privéleven"een prototype van retroactieve planning,waarbij men niet hoeft uit te gaan van debrute kracht van de Tabula Rasa. Dit ont-werp verzoent zich met de gegevens vande context en vermijdt aldus de steriliteitvan een nieuwe start, waarbij de definië-ring van de politieke ruimte ergens tus-sen Washington Mall en de VerbodenStad zou komen te liggen.
Als antwoord op de symbolische kwestieidentificeren we twee breekpunten in deWetstraat, twee nieuwe Europese sites,die een geheel vormen met de andereEuropese entiteiten in het Brusselsestadsweefsel. Samen vormt die ver-spreide keten van “eurosites” een voor-beeldige combinatie van moderniteit engeschiedenis, de essentie van het Euro-pese project.

It forms a screen of shifted foot-prints that introduces in theclaustrophobic street wall of the Rue dela Loi a lateral depth of openings thatdefines a linear political space, if not anagora. The portico is ‘capped’ with fede-rating elements parallel to the Rue de laLoi that defines a “European” axis.
At right angles to this political axis, hou-sing and in general, the “private”, will bealigned perpendicular to the street, sothat its bulk does not reinforce the pres-sure on the Rue de la Loi. As a skyline,the contrast between the ‘European’and the ‘private’ orientation, representsa prototype of retroactive planning thatis not based on the brute power of theTabula Rasa, but that accepts the givensof context to avoid the sterility of a newbeginning that typically defines articu-lations of political space from Washing-ton’s mall to the Forbidden City.
To address the symbolism, we identifytwo European “sites” or interruptions,in the Rue de la Loi. Together with theexisting, European entities, the form asequence of European fragments em-bedded in the existing Brussels subs-tance. Together this chain of fragmentsoffers an exemplary demonstration ofthe combination of the modernity andhistory which is the essence of the Eu-ropean project.

PHILOSOPHIEET ÉLÉMENTS ESSENTIELS
Notre projet poursuit 2 objectifs princi-paux : élargir le domaine de l'espace pu-blic et créer une image forte de l'Europeau cœur de Bruxelles. Ces objectifs suscitent une série de vi-sions sur la ville et le programme, ainsique 2 stratégies initialement analyséesdans le cadre de scénarios globaux -table rase et stratification - démontrantle potentiel de chaque approche. La proposition définitive porte sur unesérie de configurations spatiales possibles.
SYMBOLISME
Sur le plan symbolique et spatial, l'Eu-rope est un grand dôme partagé partous et sous lequel les flux de la villesont autonomes. La devise de l'Unioneuropéenne est “Unie dans la diversité“.Toutefois, l'Union ne s'est pas dotée d'unprofil architectural propre, contraire-ment à la tendance en vigueur dansd'autres institutions. Comment pou-vons-nous représenter ce dilemme?
MIXITÉ DES FONCTIONS ETINTÉGRATION DANS LES QUARTIERSVOISINS ET LA VILLE
La densification de la Rue de la Loiconstitue également une occasion de re-penser son intégration dans le reste dela ville. 4+1 thèmes urbains définissentun réseau d'espaces publics qui servi-raient de fil directeur pour lesditestransformations.

Ons project streeft 2 grote doelstellin-gen na: een verruiming van het open-bare domein en het uitbouwen van eensterk imago van Europa in het hart vanBrussel. Die doelstellingen leiden tot een aantalvisies op de stad en het programma, al-sook twee strategieën die aanvankelijkwerden bestudeerd in globalere scena-rio's - tabula rasa en stratificatie - en diehet potentieel van elke benadering aan-tonen. Het eindvoorstel schuift een aantal mo-gelijke ruimtelijke configuraties naar voor.
SYMBOLIEK
Europa is, symbolisch en ruimtelijk, eengemeenschappelijke grote koepel : daa-ronder werken de stromingen van destad autonoom. Het motto van de Euro-pese Unie is ‘Verenigd in verscheiden-heid’, maar de Unie heeft zichzelf nogniet geprofileerd via architectuur, zoalsandere instellingen vaak doen. Hoe kun-nen we dit dilemma voorstellen ?
FUNCTIONEEL GEMENGDKARAKTER EN INTEGRATIE IN DEOMLIGGENDE WIJKEN EN DE STAD
De verdichting van de Wetstraat is ookeen gelegenheid om de relatie van die asmet de rest van de stad opnieuw onderde loep te nemen. 4+1 stadsthema's de-finiëren een netwerk van openbareruimtes dat als leidraad moet dienenvoor de vermelde transformaties.

Our project has 2 main goals: widen therealm of public space and build a strongimage of Europe in the heart of Brus-sels. These goals trigger a series of regardsover the city and the program, and 2strategies initially studied in stretchedscenarios -tabula rasa and stratifica-tion- showing the potential of each ap-proach. The final proposal shows a series ofpossible spatial configurations.
SYMBOLISM
Europe is, symbolically and spatially, avast shared cape: under it the flows ofthe city are self-governing. The Euro-pean Union’s motto is ‘United in diver-sity’ but the Union hasn’t profiled itselfwith architecture unlike other institu-tions tend to do. How can we representthis dilemma?
MIXITY OF FUNCTIONS ANDINTEGRATION INTO NEIGHBOURINGDISTRICTS AND THE CITY
The densification of RDL is also an op-portunity to rethink its relationship withthe rest of the City. 4+1 urban themesdefine a network of public spaces thatwould guide the said transformations.

Nous avons réagi à la juxtaposition réa-lisée par le site des grilles formelles etmédiévales, des axes des Beaux-arts, del'urbanisme des objets modernistes etde la topographie de la vallée. Une“super artère” est créée entre la rue Jo-seph II et la Rue de la Loi où les biensexistants peuvent accueillir et déclen-cher une transformation, avec des “mo-ments exceptionnels" dans les ruesnord-sud. Chacun d'entre eux enrichit etajoute de nouveaux programmes et es-paces. Cette stratégie peut s'étendre autravers du Quartier Léopold.
SYMBOLISME
La proposition envisage une nouvelleidentité pour l'UE dans la ville. Elle pré-cise la situation de certains bâtimentsimportants et la manière dont ils s'intè-grent dans l'espace public, permettantaux institutions qu'ils abritent d'établirun lien positif avec le monde extérieur.Les nouveaux bâtiments qui doivent êtreoccupés par la Commission deviennentdes exemples représentatifs en termesde qualité spatiale et de performanceenvironnementale. Leur souci du do-maine public devient une représentationsymbolique d'une nouvelle attitude àl'égard des habitants de la ville.

Het voorstel geeft de EU een nieuweidentiteit in de stad. Het bepaalt de loca-tie van opmerkelijke gebouwen en huninteractie met de openbare ruimte,waardoor de instellingen kunnen komentot een positieve wisselwerking met debuitenwereld. De nieuwe gebouwen diebestemd zijn voor de Commissie, krijgeneen voorbeeldrol door hun ruimtelijkekwaliteiten en hun milieuprestaties. Deklemtoon die daarbij wordt gelegd op hetopenbare domein, wordt symbolischvoor de nieuwe houding tegenover debewoners van de stad.

We have responded to the site’s juxta-position of formal and medieval grids,Beaux-Arts axes, an urbanism of mo-dernist objects and the topography ofthe river valley. A ‘superstrip’ is createdbetween Josef II and Rue de la Loiwhere existing ownership can accom-modate and trigger transformation, to-gether with ‘exceptional moments’ onthe north-south streets. Each enrichesand adds new programmes and spaces.The strategy can extend across QuartierLeopold.
SYMBOLISM
The proposal provides a new identity forthe EU within the city. It defines the lo-cation of significant buildings and howthey engage with public space, allowingits institutions to relate positively to theexternal world. The new buildings to beoccupied by the Commission becomeworking exemplars in their spatial qua-lity and environmental performance.Their focus on public realm becomes asymbolic representation of a new atti-tude to the inhabitants of the city.
MIXITY OF FUNCTIONS
The proposal introduces residential andretail uses as a means to create diver-sity, with activity throughout the day andweek. Rather than distribute these uni-formly, specific locations createconcentrated life, reinforcing north-south connections at Place de laScience.

Des connexions perpendiculaires infor-melles relient les communautés actuel-lement divisées par la rue et deuxliaisons stratégiques permettent demettre l'accent sur l'espace et les acti-vités publiques. Une connexion entre laRue de la Loi et la Rue de Trèves relie leParlement et la Commission, intégrantde nouvelles installations dans des acti-vités UE plus étoffées. INTEGRATIE IN DE OMLIGGENDE WIJ-KEN EN DE STAD
Informele loodrechte verbindingen zor-gen voor de nodige connecties tussengemeenschappen die vandaag van me-kaar zijn gescheiden door de straat, entwee strategische verbindingen garan-deren de nodige aandacht voor de open-bare ruimte en activiteiten. Eenverbinding tussen de Wetstraat en deTrierstraat verbindt Parlement en Com-missie, waarbij tegelijkertijd nieuwe fa-ciliteiten worden opgenomen in hetuitgebreide kader van EU-activiteiten.Een hoofdkruispunt naar het oosten toeidentificeert de nieuwe wijk met een al-leenstaande toren en een landschapsin-richting. Het blok wordt "opengewerkt"om plaats te maken voor een nieuw net-werk van bogen, binnenpleinen en ont-moetingsplaatsen in en onder debestaande gebouwenlijn.
Ons voorstel orkestreert een relatie tus-sen het lokale en supralokale, architec-tuur en stadsweefsel, mobilteit enbeweging, waardoor de lokale en inter-nationale elementen mooi in mekaarvloeien.
INTEGRATION INTO NEIGHBOURINGDISTRICTS AND THE CITY
Informal perpendicular connections linkcommunities currently divided by thestreet and two strategic links provide afocus for public space and activity. Aconnection between Rue de la Loi andRue de Treves links the Parliament andthe Commission, embedding new facili-ties into wider EU activities. A key junc-tion to the east identifies the newdistrict with a freestanding tower andlandscape. The block is eroded to bringa new network of arcades, courtyardsand gathering spaces into and under theexisting building line.
Our proposal orchestrates a relations-hip between local and supra-local, fa-bric and urban structure, mobility andmovement, merging local and global.

La représentation de l’Europe dans sacapitale a été longuement troublée parla nature même du pouvoir supranatio-nal: à la genèse était un pouvoir pure-ment économique qui s’est développélentement et avec plusieurs périodes decrises institutionnelles. L’implantationde ses institutions dans Bruxelles s’esteffectuée de façon quantitative et prag-matique, parfois cachée et surtout sansvision préalable. La comparaison avecles pouvoirs nationaux est défaillante.Une vision d’ensemble pour le quartiereuropéen ne peut être que rétroactive etdoit s’intégrer dans un axe majeur surlequel tous les autres types de pouvoir,nationaux, régionaux et locaux sont déjàinstallés.

Il serait dangereux de trop attacherl’image de l’Europe à ses bureaux. L’Eu-rope souffre depuis quelque tempsd’une perception trop bureaucratique.Avec la décision de concentrer la plupartde ses bureaux dans un périmètre trèsrestreint, un dilemme majeur surgit:quant à la représentation on imagineplutôt un espace public majeur, mais laprésence du programme construit de-vient de plus en plus incontournable etdominant.

Europa is een erg tweeledig begrip : en-erzijds is het sterk aanwezig in het dag-dagelijkse leven van de bewoners, enanderzijds blijven zijn vertegenwoordi-ging en imago erg vaag.De vertegenwoordiging van Europa in dehoofdstad droeg lang de stempel van su-pranationale macht. Bij haar ontstaanwas de Europese Unie dan ook hoofdza-kelijk een economisch begrip, datslechts geleidelijk aan uitgroeide tot eensterkere integratie van de Europese lan-den, een proces dat verscheidene insti-tutionele crises doormaakte. Deinplanting van de instellingen in Brusselgebeurde volgens een zeer pragmati-sche, kwalitatieve en soms haast pro-motionele logica, waarbij de instellingenhun intrek namen in de gebouwen diebeschikbaar waren op de markt… door-gaans zonder een duidelijke “visie”. Vergeleken met de architecturale verte-genwoordiging van de nationale over-heidsinstanties, scoort Europa erg zwaken getuigt de Unie van weinig identiteit.Een globale visie voor de Europese wijkkan dan ook slechts verwezenlijkt wor-den op retroactieve wijze : met integratievan het bestaande kader van de as vande Wetstraat, waar reeds alle - lokale,regionale en nationale - machtsniveausaanwezig zijn.

Europe is ambivalent: it is deeply pre-sent in all aspects of its citizens dailylife and yet simultaneously extremelydiffuse in its representation and image.The representation of Europe in its ca-pital has been conditioned by the verynature of supranational power. At its ge-nesis, the union of European states wasmostly economical in nature. Theconcept of a stronger more integratedEurope evolved slowly through severalinstitutional crisis. Consequently, thebuilt materialization of its institutionsfollowed a very pragmatic, progressive,quantitative, almost promotorial logicthat consisted of inhabiting the availablebuildings offered by the market: therewas never a clear ‘vision’. In compari-son to the representation of national po-wers through its buildings, that ofEurope is weak, and fails to give it iden-tity. An all encompassing vision for theEuropean quarter can, therefore, onlybe retroactive: it has to integrate theframework of the existing ‘Rue de la Loi’axis where all levels of local, regionaland national power are already present.

Nous proposons de concentrer l’ensem-ble du programme dans un seul bloc ur-bain de haute densité, coupé par deuxaxes centraux: la rue de la Loi et lachaussée d’Etterbeek. A l’intérieur duprojet, cette dernière est déplacée afinde redéfinir ses abords du côté ouest. Le carré s’impose comme un élémenturbain tout à fait nouveau sur l’axe prin-cipal qui est formée par l’avenue de Ter-vuren et la rue de la Loi qui lie le parc duCinquantenaire au parc de Bruxelles. Ilrend plausible la transition aujourd’huidifficile entre le ‘campus’ du quartierLéopold et la grille autour de la rue dela Loi. Il s’impose en hauteur, mais ils’intègre de façon souple dans le tissuurbain existant.

Het vierkant blok profileert zich als eenvolkomen nieuw stadselement op dehoofdas die wordt gevormd door de Wet-straat en de Tervurenlaan, die het Jubel-park met het Koninklijk park verbindt.Dit project biedt een oplossing voor demoeilijke overgang tussen de “campus”van de Leopoldwijk en het raster rond deWetstraat. Het is imposant in de hoogte,terwijl het zich toch vlot laat integrerenin het bestaande stadsweefsel.

Il s’agit d’établir des “règles du jeu”d’urbanisme qui permettent peu à peu àla ville de s’ouvrir vers le ciel, des’agrandir, de s’amplifier verticalementet aussi, à la rue de s’ouvrir horizonta-lement, en profondeur, de chaque côté,vers son quartier. Le projet dégage desespaces libres au sol, des squares, créedes traversées entre le Nord et le Sud dela rue et régit l’implantation de bâti-ments verticaux ponctuels en dialogueavec l’existant. C’est le jeu des ouver-tures, de l’espace, de la lumière et desvues autant au sol qu’en aérien quidonne leur nouvelle valeur aux îlots etpermet de combiner les immeublesexistants conservés aux nouvellesconstructions hautes.
Dans une opération d’aménagement quimutualisera les intérêts des proprié-taires, les terrains des immeubles asseznombreux qui ont une valeur d’usagedépassée sont utilisés pour installer soitdes squares, “pockets parcs”, le long dela rue, soit des tours en retrait de l’ali-gnement. Ainsi, deux gabarits « gi-gognes » apparaissent, le nouveau, plushaut, contenant l’ancien.

Het project van Christian de Portzamparcbeoogt de geleidelijke opbouw van een vol-ledig nieuwe wijk waar de Commissie haarintrek zou nemen. Het is gebaseerd op hetconcept van het open huizenblok, de openstraat, de geleidelijke transformatie van destad, een willekeurige openheid, een co-existentie van tijdperken en bouwprofielen.
Het komt erop aan stedenbouwkundige"spelregels" vast te leggen die het moge-lijk maken om de stad beetje bij beetjeopen te trekken, te laten groeien, verticaaluit te breiden, terwijl de straat horizontaalkan worden opengetrokken, in de diepte,aan weerszijden en naar de wijk toe. Hetproject zorgt voor vrije ruimte op de grond,squares, creëert verbindingen tussen denoordelijke en de zuidelijke kant van destraat en controleert de inplanting van deverticale gebouwen in dialoog met de bes-taande toestand. Het is precies dat spelvan openheid, ruimte, licht en zichten,zowel op de grond als in de lucht, dat dehuizenblokken hun nieuwe waarde geeften het mogelijk maakt de bewaarde bes-taande gebouwen te combineren met denieuwe hoogbouw.

It is based on the concept ofthe open block, the open street, the gra-dual transformation of the town; open-ness to the unexpected, the co-existenceof eras and building scales.
This is a matter of establishing the plan-ning "rules of the game" which will en-able the city to open up graduallytowards the sky, expanding vertically,while the street itself opens up horizon-tally, in depth, on either side towardsthe surrounding district. The project willfree open spaces on the ground,squares, crossings between the Northand South sides of the street; and it willset out the ground rules for the intro-duction of vertical buildings in dialoguewith the existing structures. It's this in-terplay of openings, space, light andviews both at ground level and overheadthat will give a new value to the existingblocks and make it possible to combinethe retained existing buildings with thenew high-rise constructions.
In an approach to development whichwill share the benefits among existingproperty owners, the land belonging tothe many buildings which have outlivedtheir usefulness will used to createsquares, "pocket parks" along thelength of the road, or tower blocks setback from its frontage. Thus two 'nes-ting' volumes will appear, the new, hi-gher volume containing the existing one.

Along the Rue de la Loi, metamorpho-sis: light, the sight of the sky and thevertical forms mingle with the existingbuildings with no sense of crowding,while at street level there mingle shops,pavements, trees, pedestrians, gardens,tram or bus routes and provision forcars...

La faisabilité juridique du projet proposé
par l’Atelier Christian de Portzamparc a
été étudiée par le Cabinet NautaDutilh.
Le projet, destiné à être traduit dans un
PPAS, induira des effets d’aubaine pour
certains propriétaires mais aussi des ef-
fets de déveine pour d’autres. Il s’agit de
proposer un mécanisme qui partage les
plus-values dégagées sur certaines par-
celles entre l’ensemble des propriétaires
de l’îlot: c’est de développement intégré
par îlot dont il est question ici.
Toute délivrance de permis d’urbanisme
serait subordonnée à la présentation
d’un projet qui mette en œuvre, au ni-
veau de l’îlot, le projet de l’Atelier de
Christian de Portzamparc. Les effets
d’aubaine et de déveine seront résolus
entre les propriétaires, le choix du mode
de collaboration demeurera à leur totale
discrétion.
