Technical Working GroupMain Responsibilities

Prepare Roadmap for SDG achievement; Identify/develop instruments/tools and

implementing measures to achieve SDGs within Roadmap timeframe;

Coordinate with IPMGs on development / implementation of sectorial plans/policies/measures for SDG achievement;

Report to Prime Minister's Cabinet, periodically, every 3 months on fulfillment of the responsibilities.

Instruments for SDG Implementation

Preliminary findings of SDG Baseline Report From 232 global indicators - 12 are used for

tracking progress within NSDI II; 14 indicators used in other strategies & policy documents ; 159 are measured by INSTAT

134 SDG targets, or 79% of the total, directly linked to the national strategic policy framework surrounding the NSDI II

33% of global indicators framework are available in Albania; 24% is either available with efforts or partially available; 43% are currently not available; 7% are not applicable to Albania

Challenges ahead and next steps for SDG Implementation process

• Complexity of SDG planning• Global unified high level objectives and targets (one size for all) that reflects crosssectorial

interlinkages and require global and regional response. The national goals setting represents a complex exercise. It requires political action & technical knowhow, and financial resources.

• Lacking long term instruments of planning. • The country has development only medium term instruments for strategic planning (from

5 to max 7 year planning).

• Capacities remain an issue• HR - knowhow and effective resources to support the setup of the available statistical

data; monitoring instruments; policy response to complex intersectorial goals and targets.• Financial resources for achieving SDGs – national budget

SDGs in the frame of EPR

• The Government has been regularly monitoring progress towards the achievement of the Millennium Development Goals (MDGs). • A revision of national MDG targets was carried out in 2009.A slightly different assessment is contained in the NSDI-II, adopted in 2016: • Albania reached five goals (health – MDG 5, education – MDG 2, infant mortality – MDG 4, poverty – MDG 1 and gender equality –

MDG 3), and is close to achieving the other four. • There are ideas about identifying or creating an interministerial forum or committee vested with a more political role in the SDG

implementation process• In July 2016 a stocktaking exercise was carried out, using the United Nations Rapid Integrated Assessment tool, to assess the level of

integration of all goals and targets into the NSDI-II and sectoral programmes.• Albania has, overall, reached all the environment-related targets under MDG 7• The current challenge for the process of nationalization of the SDGs is to propose the vision for 2030, since the current planning

documents in the country have the horizon of 2020 or, in a few cases, 2025. • In July 2016 a stocktaking exercise was carried out, using the United Nations Rapid Integrated Assessment tool, to assess the level of

integration of all goals and targets into the NSDI-II and sectoral programmes. The analysis involved the assessment at the goal, target and indicator levels of the NSDI-II and over 50 other national strategies, plans and policy documents.

• A substantial number of SDG targets and indicators are not covered by the current policy framework of the country. • In 2015–2016, the country implemented a pilot project to develop and test SDG 16 targets and indicators• in July 2016, only 12 of the 50 indicators in the NSDI-II and 14 additional indicators included in other national strategic documents are

also part of the global SDGs indicators framework.

Aligning SDGs implementation and monitoring with the EU accession process

• Mechanisms established as part of the EU accession process, such as the integrated policy management groups (IPMGs) and the Interministerial Working Group for Chapter 27, can also be involved in SDGs implementation and monitoring

• Albania’s current position vis-à-vis target 17.14 . Goal 17: Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development

• Target 17.14: Enhance policy coherence for sustainable development - This target covers one of the systemic issues for the achievement of SDGs

The Government has progressed with aligning its national agenda, as set out in the NSDI-II, with the 2030 Agenda for Sustainable Development and is working on developing a national action plan on the SDGs. It is recommended that:Future efforts to enhance policy coherence for sustainable development could therefore focus on: 1. ensuring the effectiveness of the IPMGs, to be demonstrated by the results they deliver; and 2. improving the functioning of the Integrated Planning System, in particular the aspects of timely planning

and delivery, reporting and transparency

Goal 6: Ensure availability and sustainable management of water and sanitation for allTarget 6.5: By 2030, implement integrated water resources management at all levels, including through transboundarycooperation as appropriate

• Albania is very active in transboundary water cooperation, especially on shared transboundary lakes.• Not all transboundary waters shared by Albania are covered by transboundary water agreements.• Albania is in the process of approval of the draft framework agreement with Montenegro for transboundary

water management in the Drin-Buna Basin (pending approval of the Council of Ministers) and in the process of drafting bilateral agreements with Kosovo and the former Yugoslav Republic of Macedoni

• Goal 6: Ensure availability and sustainable management of water and sanitation for all• Highly relevant for Albania as the country still faces huge difficulties with providing water supply and sanitation

to all and is at the very start of implementing IWRM. • Primary legal and policy framework for water resources management is in place, secondary legislation still

needs to be developed for many aspects, and practical implementation lags behind, requiring stronger institutional cooperation, as well as investments.

Goal 12: Ensure sustainable consumption and production patterns

Target 12.1: Implement the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns, all countries taking action, with developed countries taking the lead, taking into account the development and capabilities of developing countries

Most related policy priorities for target 12.1 are identified in NSDI-II pillar 4: • Ensuring growth through connectivity, the sustainable use of resources and territorial development. • Promotion of sustainable production and consumption is one of the sustainability principles mentioned

in the NSDI-II. • Related policy priorities are also included in the draft environmental cross-cutting strategy for the

period 2015–2020.
