WORLD TABLES
Introductory Notes
Economips Department Comparative Data Di.vision
February, 1968
1. The World Tables presented hereWith replace those compiled and circulated in November 1966.
2. The present Tables represent both a revision and expansion of the previous series. During the past twelve months, revised national income estimates have become available for a large number of countries, together with revised FAO indexes of agricultural production and other statistics. Many of the historical growth rates and other percentage ratios given in the tables have therefore been recomputed on the basis of the new information.
). Additional tables have been compiled relating to the fol-lowing fields:
Resources, Product and Income Investment and Saving Government Current Revenue and Expenditure Balance of Payments and Foreign Exchange Gap.
The original tables have also been expanded to include a number of additional items.
4. The reliability of the data employed varies considerably from country to country, and in many cases the figures are rough estimates only. Discrepancies , and inconsistencies are also evident between certain of the statistical s~ries published. In such cases, adjustments have been made wherever possible in order to ensure at least minimum consistency.
5, The data presented in the Tables have generally been rounded in order to facilitate a quicker grasp of overall perfonnance and trend. The computations themselves, however, have been based as far as possible on the unrounded figures. •
Introductory Notes - 2 -
6. The concepts and definitions employed are explained in the preface to each table. Notes relating to the data themselves are given as footnotes on the respective country pages.

WORLD TABLE 1
Annual Average Growth Rates
GENERAL NOTES
Economics Department Comparative Data Division
February, 1968
1. The rates given throughout this table are real growth rates, except for the following:
a) exports and i.."nports of goods and services - nominal growth rates based on current U.S. dollar values
b) means of payment - nominal growth rates based on current domestic currency values
c) ;erices.
2. The average period growth rates are the compounded rates of growth between initial and terminal years, the initial year being always one year earlier than the period described, e.g. for 1960-1965 the years employed are 1959 and 1965. This procedure has been followed in order to ensure that the average period growth rates are consistent with the average period rates and ratios given in other World Tables i.e. that the computations cover the same number of years in all cases.
3. Since data for 1949 are not generally available for most countries, 1950 had to be taken as the initial year for the earlier period. As a result, the average period growth rates cover nine years only, i.e. 1951-1959, whereas the rates and ratios in other Tables are ten year averages covering the period 1950-1959. However, this should not seriously impair the usefulness of the data for most purposes.
4. Over an extended period, and except where marked cyclical or irregular factors are present, the method of compounding between initial and tenninal years generally yields a fair approximation of secular trend. Over a shorter period, however, the possible margin of error becomes greater, with the result that the average growth rates for 1960-1965 are probably somewhat less reliable than those for 1951-1959.
World Table 1 - 2 -
NOTES TO COLUMNS
Population Ccol. lJ: The main sources used are the UN Demographic Yearbooks and Monthly Bulletins of Statistics.
Domestic Product /-Cols. 2 and 3 7: Wherever possible, the computations have been made on the basis of estimates at constant market prices. Where such estimates were not available, values at constant factor cost have been used.
The sources of information employed are: UN National Accounts Yearbooks and UN Monthly Bulletins of Statistics; IBRD Country Reports; AID, OECD and national publications.
Agricultural Production L-Cols. u, 5 and 6.:J: Unless otherwise stated, the growth rates recorded for 1951-1959 relate to the period 1953-1959. This is because the main sources of data employed (the FAO Agricultural Production Yearbooks and monthly bulletins) contain information from 1952 only.
In the absence of FAQ data, indexes compiled by the US Department of Agriculture have been employed. Where information was not available from either of these sources, agricultural value added at constant prices has been used wherever possible; a footnote indicates when this method has been used. It is pointed out that the Talue added series at constant prices are frequently extremely crude, especially with respect to trend.
Following the FAO definition, "Food Production" includes grains, starchy roots, sugar, pulses, edible oil crops, nuts, fruit, vegetables, wine, cocoa, livestock and livestock products. Tea and coffee are excluded.
Manufacturing Production L-Col. 7~: The growth rates of manufacturing production have generally been computed on the basis of the country indexes of manufacturing production published by the UN Statistical Office or the statistical services of the various countries. Where such indexes were not available, use has been made of indexes compiled by the US Agency for International Development (AID) or of value added in constant prices.
World Table 1 - 3 -
Exports and Imports of Goods and Services L-Cols. 8 and 9J: These are defined to exclude factor and transfer payments to and from abroad . However, since the main source used (the IMF Balance of Payments Yearbooks) does not usually detail factor income data separately., "investment income" has been used as an approximation. In most cases, the discrepancy is not of a magnitude likely to effect the derived picture of trend.
The rates given are nominal growth rates based on current values in US dollars.
Gross Domestic Investment ;-col. 10.:7: The sources used are the same as for GDP {Cols. 1 and 2)7
Private 11.:7: The sources used are the same as
Cost of Living and Wholesale Price Indexes ;-cols. 12 and 13 7: The rates are based on country indexes published by the UN Statistical Office, the IMF or the statistical services of the various countries. In developing countries, these indexes frequently reflect price movements in main cities and/or cover a limited nwnber of items only. Where appropriate, this has been indicated in footnotes.
Implicit GDP Deflater i"°"Col. 14.:l: This is a measure of the average price change of those goods and services included in the GDP. It has been derived by dividing annual indexes of GDP at current market prices by corresponding indexes of GDP at constant market prices. The sources used are the same as for GDP (Cols. 1 and 2).
Means of Payment /-Cols. 15 and 16J: Total means of payment include the money supply rcurrency in circulation outside of the banking system and demand deposits held by the non-govermnent sector) and quasimoney (time, savings deposits, etc. held by the non-government sector). The rates given are nominal growth rates based on domestic currency values.
The source of the data is the IMF International Financial Statistics.

Population, Labor Force, and Education
NJTES ro COLUMNS
POPULATION /-Cols. 1 through 5 7: The main sources used are the UN Demographic Yearbooks and Monthly Bulletins of Statistics and the ILO Yearbooks.
Total Population (Col. 1): The data are mid-year estimates. Where the series in the original sources appeared to be inconsistent over time, the figures have been appropriately adjusted.
Density ( Col. 2) : In interpreting these figures, it should be borne in mind that the proportion of habitable or cultivable land varies greatly from country to country.
Urban Population (Col. 4): The definition of urban population is not uniform for all countries (see UN Demographic Yearbook, 1963, pp. 8-9 para. 6). However, the data do provide an indication of the concentration of clearly non-rural population and, in individual countries, of the trend towards urbanization.
Labor Force as% of Total Population (Col. 5): The Labor Force comprises in principle all persons engaged in or actively seeking productive work in some branch of the economy. In practice, a number of countries exclude from the estimates certain categories of unemployed persons and persons below the legal working age. ·The coverage of unpaid family workers, particularly in rural areas, is also frequently incomplete.
World Table 2 - 2 -
LAOOR FORCE /-Cols. 6 through 13 7: For definition see "Labor Force as% of Total Population" above. The percentages have been calculated mostly on the basis of the total labor forceJ i.e. including employed and unemployed. Where this information was not available, employed population has been used.
Females in Labor Force (Col. 6): The percentage is greatly affected by the extent to which unpaid family workers in rural areas are included or excluded. This may vary considerably among countries.
Agriculture (Col. 8) includes forestry, hunting and fishing,
Mining (Col. 10) includes quarrying.
Transport (Col. 12) includes storage and communication.
EDUCATION ;-cols. 14 through 17 7: The main sources of infonnation are the UNES~ Yearbooks.-
Adult Literacy Rate (Col. 14): Unless otherwise indicated, the rates relate to population aged 15 years and over.
''Primary Leve1. (unadjusted) 11 enrolment ratio (Col. 15): This is a crude ratio expressing school enrolment at this level as a percent of the total estimated population aged 5-14 years. It does not make allowance for the fact that the age range of pupils enrolled in primary schools varies in different countries and does not necessarily correspond to the standard 5-14 age group employed in the computation.
"Secondary Level ( unadjusted)" enrolment ratio ( Col. 16): This is a crude ratio expressing enrolment at this level (general, vocational and teacher training) as a percent of total population aged 15-19 years. As for the primary level, it does not allow for·national differences in the age range of pupils and the length of schooling.
11 Combined Primar and Seconda ad ·usted " enrolment ratio ( Col. 17): This expresses tot enrolment at the primary and the secondary level as a percent of adjusted population figures corresponding more closely to tbe actual duration of schooling. The "adjusted" ratio is thus the most appropriate for purposes of inter-country comparison.

GENERAL NOTES
The average period percentages given in this table have been calculated as the arithmetic means of the percentage ratios for the individual years included in each period.
NOTES TO COLUMNS
PERCENT OF GROSS 00.MESTIC PROWCT /-Cols. 1 through 10 7: All computations under this head are based on domestic currency values at current market prices.
National Accounts /-Cols. 1 through 5 7: The main sources of information are the UN Yearbooks of National Accounts Statistics and Monthly Bulletins of Statistics, IBRD Country Reports and national sources. The swn of Cols. 1 through 4 less Col. 5 equals 10()%.
exports and imports of goods and services (Cols. 4 and 5): These exclude factor payments to and from abroad.
General Government rcols. 7 through 10 7: Where information on general government was-not available, central government data have been given with appropriate indication. Since the share of central government in general government is high in most developing countries, it may generally be taken as a fair approximation of the latter. For a number of countries, the data for the most recent years are budgetary rather than actual figures.
total current revenue and expenditure (Cols. 7 and 8): The data exclude transfers of all categories to and from abroad. Current expenditu~e includes interest on the public debt. The main sources of information are the UN Yearbooks of National Accounts Statistics and IBRD Country Reports.
World Table 3 - 2 -
defense expenditure (Col. 9): This excludes internal security, unless otherwise indicated. The main sources of information are the UN Yearbooks of National Accounts Statistics and the Statistical Yearbooks.
education expenditure (Col. 10): This includes, in principle, the consolidated expenditure on current and capital account of central, state and local government. Where only partial information was available, this has been given as an approximation With an appropriate footnote . For some countries, infonnation is published on current expenditure only i.e. excluding the value of investment in school buildings and equipment. In such cases, the understatement of total expenditure may be considerable.
A number of countries report only central government expenditure. However, since central government transfers to other levels of government generally account for a large part of the total expenditure on education of these latter bodies, the resulting understatement should not in most cases be over-great. Important exceptions are indicated in footnotes.
The main sources of infonnation are: IBRD Reports, UN Statistical Yearbooks and UNESCO Statistical Yearbooks.
National Saving as % of GNP at Market Prices L-Col. llJ: Gross national saving is defined as gross domestic investment at current prices less balance of payments current account deficit. The balance of payments current account deficit is equal to imports of goods and services and factor payments to abroad less exports of goods and services and factor receipts from abroad. Transfers of all categories are excluded from the computation, since they are regarded as primarily capital flows, i.e. as means of financing the current deficit.
Tax Revenue as% of National Income ;-col. 12 7: Tax revenue is defined to include social security contributions but to exclude income from royalties. In practice, however, it has not always been possible to distinguish clearly between tax and other receipts, and the figures should be regarded as- approximations. Wherever possible, the tax data employed relate to the general government sector, i.e. the consolidated receipts of central, state and local government. Where central government data only were available, these have been used and appropriately footnoted.
The main sources of infonnation are IBRD Country Reports and the UN Yearbooks of National Accounts Statistics.
World Table 3 - J -
External Public Debt as % of GNP Ccol. 13J: The figures include both government and government-guaranteed debt; they reflect disbursed debt only. The computations have been made on the bas~s of gross national product at factor cost, in US dollars.
The data on external debt have been compiled by the Statistics Division of the IBRD. The US dollar estimates of GNP were prepared by the Comparative Data Division.
Public Debt Service Ratio real. 14 7: This is defined as the ratio of external public debt service to the total value of exports of goods and services and factor income from abroad. No adjustments have been made for remittances of f orei gn corporations. Transfers received from abroad are excluded from the computations.
External public debt service comprises the interest and amortization payments on the external public debt, as defined above.
International Reserves as % of Imports LCol. 1$J: In accordance with IMF practice, international reserves have been taken to comprise the gross holdings of gold and convertible foreign exchange of central banks and government entities and the reserve positions of IMF members With the Fund. Commercial bank holdings of foreign exchange are excluded. The data have been taken from IMF publications and relate to the end of each period.
The percentages have been calculated on the basis of total imports of goods and services and factor payments to abroad.
Gross Marginal Capital Output Ratio Ccol. 16J: The ratios given in the table have been obtained by dividing the gross addition to capital stock (aggregate gross investment) in each period by the increase in gross domestic product in the same period. They are thus marginal (incremental) ratios indicating the number of units of value of new investment that were associated, on average, With an increase of one unit of value in the domestic product.
In order to make allowance for the maturation period of new investment, the computations have been carried out -with a lag of one year, e.g. for the period 1960-1965, the annual investment for the years 1959 through 196h has been aggregated to form the numerator of the ratio, while the difference between the GDP in 196S and that in 1959 consitutes the denominator. The computations are based throughout on data at constant market prices.
The main sources of infonnation are the UN Yearbooks of National Accounts Statistics, IBRD Country Reports and AID Economic Data Books.

Resources, Product and Income
GENERAL NOTES
1. The main sources of infonnation underlying the computations in this Table are: the UN Yearbooks of National Accounts Statistics and Monthly Bulletins of Statistics, IBRD Country Reports and national sources.
NOTES 'ID COLUMNS
RESOURCES rcols. 1 and 2 7: Resources are defined as the sum of gross domestic product at current market prices and net imports of goods and services.
Net Imports of Goods and Services (Col. 2): These comprise imports of goods and services~ exports of goods and services. Factor payments and transfers to and from abroad are excluded from the calculation.
USE OF RESOURCES /-Cols. 3 through 5 7: These represent the major end uses to which total resources (GDP plus net imports) were allocated. The computations are based on values at current market prices.
General Government Consumption (Col. 4): This consists of. the consolidated net expenditure incurred by all agencies of central, state and local government in the provision of current services to the population. (For a more detailed definition see notes to Table 6.)
World Table 4 - 2 -
GROSS OOMESTIC PRODUCT BY INDUSTRIAL BRANCH rcols. 6 through 14 7: Unless otherwise indicated, the distributions have been calculated on the basis of values at current factor cost.
Agriculture ( Col. 6) : Includes forestry, hunting and fishing.
Mining (Col. ?) : Includes quarrying.
Transport and Communication (Col. 8): Includes storage.
Trade and Finance (Col. 12): Comprises wholesale and retail trade, banking, insurance and real estate.
Public Administration and Defense (Col. 13): Comprises those agencies of general government whose activities have not been classified under other branches.
WAGES AND SALARIES AS % OF NATIONAL INCOME /-Col. 16 7: Wages and salaries include supplements paid by employers. National income equals net national product at factor cost.
GROSS NATIONAL PRODUCT IN 1964 U.S. OOLLARS rcols. 16 and 17 7: The Estimates of GNP and GNP per capita for 1964 were computed directly from the domestic currency estimates of GNP at current prices. For most countries, conversion into US dollars was made on the basis of par or official exchange rates. In a number of cases where these rates appeared to have become unrealistic as the result of inflation or other causes, appropriate adjustments were made. For countries with multiple exchange rate systems, the rates used were those which appeared to be closest to an equilibrium rate.
The estimates of GNP and GNP per capita in 1964 US dollars for years other than 1964 were obtained by extrapolation, on the basis of real growth rates computed from the domestic currency estimate~ at constant prices.
The GNP estimates in US dollars are given at factor cost rather than at current market prices, i.e. excluding indirect taxes net of subsidies. This has been done in order to minimize the possible distorting effect on relative country ranking due to the differing tax policies followed by the various countries.

NOTES TO COLUMNS
Foreign Exchange Rate L-Col. l_:l: The exchange rates are as of th9 end of each year. Unless otherwise indicated, they are either the par value rates agreed With the International Monetary Fund or the official rates. · It is pointed out that these rates frequently remain pegged despite a considerable rise in the domestic price level and for this reason do not necessarily correspond to equilibrium rates. Specifically, they may be inappropriate for converting domestic currency values into US dollar equivalents - for which purpose further adjustments are necessary.
In the absence of either a par or an official rate (e.g. countries operating a multiple exchange rate system), the rate given is that which appeared to be closest to an equilibrium rate; appropriate indications are given in footnotes. These rates too should be regarded as approximations only. Where an approximate equilibrium rate could not be determined, no information has been entered.
Import taxes and surcharges and export subsidies, although often used as devices to supplement the official exchange rate, are not incorporated in the exchange rates given in the table.
The name of the domestic currency unit is noted under each country.
The sources of data are: IMF International Financial Statistics and UN Statistical Yearbooks.
World Table 7 - 2 -
IMPORTS AND EXPORTS OF 00000 AND SERVICES
These are defined to exclude factor and transfer payments to and from abroad. However, since factor payments are not detailed separately in the main sources of infonnation employed (IMF Balance of Payments Yearbooks), the item "Investment Income" has been used as an approximation.
All values are in current US dollars. The data for 1966 are in most cases preliDlinary.
Where information on aggregate imports or exports of goods and services was not available, the value of merchandise trade only has been entered in Columns 2 and 8 respectively, and appropriately footnoted. In such cases, the value of merchandise imports is generally recorded c.i.f.
Apart from the IMF Balance of Payments Yearbooks, other sources used include IBRD Country Reports, IMF International Financial Statistics and IMF-IBRD Direction of Trade.
Merchandise I!Ports as % of Total Imports [Col. 4J: In accordance with balance of payments procedure, non-monetary gold is excluded from merchandise imports. Unless otherwise indicated, the calculations have been made on the basis of merchandise valued f.o.b. The main sources of infornation are the IMF Balance of Payments Yearbooks.
Merchandise Imports, by Category [Cols . 5 through 7J: The main sources of infonnation used are the UN Yearbooks of International Trade Statistics. The distributions have generally been calculated from c.i.f. values.
foodstuffs ( Col. 5): are taken as equal to item O "Food and Live Animals" of the UN Standard International Trade Classification (SITC) but excluding "live animals" (001) and "fodder" ( 081).
machinery and equipment (Col. 6): are taken as equal to Item 7 "Machinery and Transport Equipment" of the UN Standard International Trade Classification (SITC).
fuels and lubricants (Col. 7)1 are taken as equal to Item 3 "Mineral Fuels, Lubricants, Related .Materials" of the UN Standard. International Trade Classification (SITC).
Deviations from the above classifications are indicated in footnotes.
World Table 7 - 3 -
Foreign Travel as 'I, of Total Exports LCol. llJ: Proceeds from foreign travel are taken as equal to Credit Item A-5 "Travel" in the IMF Balance of Payments Basic Global Statement. This is therefore an approxi.mation only of actual receipts from foreign tourism.
Terms of Trade Index /-Col. 12 7: This index measures the relative change in export prices as compared With that in import prices. It is calculated by dividing the annual unit value index for exports by that for imports. The base year for the computations is 1959 .. 100. The main sources of data are the UN Yearbooks of International Trade Statistics.
EXTERNAL PUBLIC DEBT rcols. 13 through 15 7: The external public debt includes both government and government guaranteed debt. Th.e data, which relate to disbursed debt only, have been compiled by the Statistical Services Division of the IBRD. Values are in millions of current US dollars.
Total Debt (Col . 13): Represents debt outstanding at the end of each year.
Total Debt Service (Col. 14): Comprises the annual interest and amortization payments on the external public debt, as defined above .
INTERNATIONAL RESERVES rcol. 16 7: In accordance with IMF practice, international reserves have been taken to comprise the gross holdings of gold and convertible foreign exchange of central banks and government entities and the reserve positions of IMF members with the Fund. Commercial bank holdings of foreign exchange are excluded. The data have been taken from IMF publications and relate to the end of each period.

WORLD TABLE SUPPLEMENT WO. . ·
CENTRAL GOVERNMENT EXPENDITURES, BY FUNCTION, I N DEVEIDPING COUN'J.R-~
PERCENTAGE DISTRIBUTION
General Notes
1 . Significant differences in classification and coverage of data in this table call for more than the usual caution in making international comparisons . The main sources of these differences are specified below.
Some countries have a double budgeting system, consisting of an ordinary (recurrent) and a development budget . However, the recurrent budgets do include some capital expenditures, while the development budgets contain certain current expenditures for development purposes, but these expenditures are not shown separately. Several countries do not give a functional breakdown of central government expenditures and the figures shown in this table were arrived at by reclassifying expenditures given in the conventional budgetary form.
The share of total public sector expenditures represented by central government expenditures varies from country to country depending on the size and number of the autonomous agencies which are consolidated in the budget, and on the relative importance of state goverrunent expenditures. Furthermore, central government transfers to other levels of government and the private sector appear in the budgets of some countries on a net basis , in others on a gross basis, and in some they are completely omitted.
2. The columns pres~nt the data classified by function; the rows, by type of expenditure (current and capital outlays).
For some countries, current expenditures and capital outlay data could not be obtained; ordinary and development budget expenditures were used instead. In these cases , the stub identifies the classi£ication used.
J. Central government loans to the private sector or to other levels or units of government are generally included in capital expenditures .
- 2 -
WORLD TABLE SUPPLEMENT NO . 3
General Notes
4. Horizontally, the percentages in each row, excluding the last column, add up to 100 percent (except for rounding); vertically, the last column adds up to 100 percent for each period.
5. All computations have been carried out on the basis of values at current market prices.
6. Dots( •• ) represent either the absence of expenditures or 'the lack of data, as the original sources often fail to indicate the reasons for not supplying any figures.
7. Unless otherwise indicated in table footnotes, the sources of data for Latin America are AID reports and for all other countries, IBRD country reports .
