CHALLENGES

EDUCATIONAL INDICATORS :

• The retention rate at primary level is only 63. The lowest retention rate is (48) in Imphal East district, where the girls’ retention rate is 47.

• The ST drop-out rate is 15% and Muslim drop-out rate is 17% in one year.

• The overall dropout rate is 9%. In 3 districts e.g. Urukul(21%), Amenglong(18%), & Senapati(13%), the drop-out rate is very high.

Access: • State is too slow in completing the analysis of

GIS mapping. State completed the mapping in 2011-12 and state committed to complete analysis of report of the exercise, that is to find out actual status of habitations as per walking distance for setting up schools in 2012-13. So far state has completed the analysis for habitations requiring Upper primary facility. State needs to complete the entire exercise soon so that state can assess need of different access facilities as per need across the state.

QUALITY :• The State has 151 schools with adverse PTR and

6392 surplus teachers and 176 single teacher schools. However the State PTR is good. It is There is a need to look in to the issue of teacher redeployment.

QUALITY :• There are large number untrained teachers (7157) in the

State. Last time sanction was given for the training of 2700 teachers whose approval was given by NCTE. Remaining 4457 teachers are yet to be trained. However, out of these 2233 teachers does not posses basic qualifications as per NCTE norms i.e. 45% marks in 12th class. State needs to identify theses teachers before getting them trained.

• The State has 35 block and 225 CRCs. State has appointed 210 BRPs and 350 CRPs. All the BRPs, and CRPs are on contractual basis whereas as per FMP (Financial Management Procurement) norms the BRC and CRCs have to be senior teachers on regular basis.

• State has large number of vacancies (more than 50%) in SCERT and DIETS. There is need to fill up these vacancies so as to get academic support to bring in quality.

QUALITY :• Revision of textbooks and curriculum has been done by the

Board of Secondary Education Manipur. Since it is function of SCERT being an academic body, the State may like to relook in to this aspect.

• MI reported that in 10 ( ten) sample schools i.e. Bonglikuki Primary School, Heibunglok Primary School, PurumTampak High School, ThabiKeithel Primary School, YamolchingKuki Primary School(Karyam), AimolNgairong Upper Primary School, Moreh Ward No. 7 Primary School (CananVeng), The Khoibu Govt. Junior High School, Yangoupokpi Primary School and Yangoutubi Primary Schools have no Black-Boards in the classroom.

• In the 40 sample schools, the total number of teachers in position were181 (Male-92, Female-89). Majority of the sample schools had vacant post of teachers. Specialized teachers were also not available in each class for teaching Science, Mathematics and Languages separately. The total numbers of trained teachers in the sample schools were 68 (male-23, female-45).

MI Report on Quality • Most of the schools do not have proper blackboard facility in the

elementary schools.• None of the sample schools visited have library facilities in the

school.• Majority of the sample schools have adequate classroom

furniture and the present infrastructures in the classrooms are in average conditions.

• None of the sample schools have proper lightning and ventilation facilities, child friendliness.

• Majority of the school do not have drop out students.• Majority of the sample schools had vacant post of teachers.• Specialized teachers were also not available in each class for

teaching Science, Mathematics and Languages separately.• Majority of the sample schools visited used local dialect as the

medium of instruction and local dialect is also translated including Manipuri during teaching-learning process as and when required for better understanding.

Inclusive Education :• The State has adequate trained manpower (98

resource persons in pla)e for IE. The State also has 110 volunteers for 518 HBE CWSN. The ratio is 1:5. Rather than having such huge manpower, the State should clearly rationalise the existing RPs and use them for school and home visits. Moreover the State should build the capacities of the regular teachers on inclusive teaching as 8158 CWSN are enrolled in schools. The Appraisal Team has not recommended any IE volunteers.

School Infrastructure: Civil works • Out of Rs.14197.43 lakhs spill over works approved

during 2013-14 State has shown a spill over of Rs.5783.83 lakhs for 2014-15.

• Large number of PS (545 and 3), UPS (91 and 65 not taken up) and ACRs (1024 and 1029 not taken up)are in progress for which 20% funds are to be approved as deferred liability for PS & UPS and 100% funds for ACRs. Deferred liability for 2014-15 is about Rs. 123.00 crore.

• The certificate for individual buildings has not been obtained from the District Collectors. However land availability certificate for the building proposed has been furnished by the State Project Director alongwith the list of buildings proposed.

KGBV• State needs to do actual compliance with respect to

recommendations of KGBV evaluation team, particularly in the areas of safety, security of girls, enrollment of marginalized groups like Kukki tribes and NGO monitoring so that they are secular in their approach.

• There should not be access to male in KGBV premises and due care should be taken for security of Girls. Close supervision and monitoring required at all level.

• The pace of construction work is slow. 10 buildings out of a total of 11 KGBV buildings are still to be completed. Rent for the buildings would be sanctioned subject to States commitment to complete all the buildings before the next academic session. State must also set up a regular monitoring mechanism for ensuring quality of construction as per norms

• State is yet to notify KGBVs as Government schools.

Girls Education

• Over all major educational indicators the educational participation of girls in terms of their enrolment shares, retention and transition etc are improving. But the drop out rate of girls at primary level is 9.17% and at Upper primary level is 6.84% which is quite high. State should take initiatives and build strategies to work against the root cause to prevent dropout among girls at early stages and mainstream them through the different strategies under the ambit of SSA.

do not cater to out of school/ never enrolled girls, but enrolling school going girls in the KGBVs primarily on grounds of economic constraints of their families despite the fact that state has large number of out of school girls. Identification of students is done in an ad-hoc manner. Network of the church had been used to enroll girls and consequently there were girls from other blocks/ Districts.

Deputy Commissioners/ Chairperson, District Board of Education who are also the Chairman of the Management Committee for KGBVs in their respective districts have enrolled girls in the Academic Session 2014 which started in February who are

(i) Unable to go to regular schools(ii) Out of school girls in the 10+ age

group who are unable to complete primary school and

(iii) Girls of migratory populations. Residential and Non-Residential

Special Trainings are provided to newly identified Girls falling under the category for further enrollment.

No specific / targeted action on the enrollment of girls of specific groups like cookies who migrated frequently.

concern that Male teachers and staffs stay on campus and have unrestricted access to the living area of the girls.

Male Teachers who were hired temporarily by the Management Committee have been discontinued in KGBVs. Process for recruitment of Female Teaching and Non-Teaching Staffs who possesses educational qualification laid prescribed by NCTE is being taken up through the DC/Chairman, DBE.

3 The role of religious organizations needs to be checked and State Government should make efforts to identify NGOs that work with all communities in a non- discriminatory and secular manner. Each KGBV may be verified individually to ensure the secular character of the school along with provision of other basic infrastructure.

All KGBVs in the State are secular in nature and no Religious Organizations are involved in the management/functioning of any of the 11(eleven) KGBVs in the State.

completion of all spillover and fresh civil works sanctioned under SSA in compliance with the provisions of the RTE Act.

Civil Works sanctioned as fresh and spillover could not be taken up in the first 3 (three) quarters due to legal complicacies and is almost resolved. State Project Office have started releasing funds for construction of KGBVs and Residential Schools and construction have started. Further, 1st Installment of funds for construction of new schools and other spillovers will be released within March 2013.

The commitment has not been meet.

State has taken up all Spill over works sanctioned in 2013-14 except reallocation of 62 UPS which is awaited approval of PAB 2014-15 and 1407 Ramps with handrails.Other Spill over works could not be taken up in 2013-14 as Rs.12253.93 lacs was deferred liability for 2014-15.

SSA/SMA, Manipur have provided 232 Girls and Boys Toilets and 140 drinking water facility in Urban Government Schools.

The ATR mention no. of schools covered. It is not cleared if all the school have been covered.

SSA has provided temporary drinking water facility in all schools and permanent facility in respect of schools in urban areas. Further, in respect of schools located in urban areas toilets have been provided by SSA and in respect of schools in rural areas, toilets has been provided by Total Sanitation Campaign.The provision is to be provided for 180 new primary schools sanctioned in supplementary PAB of 2010-11, wherein composite school structure was not sanctioned. The provisions are proposed in PAB 2014-15.
